Raipur . Chief Minister Shri Vishnu Dev Sai has extended hearty congratulations and best wishes to the people of the state on the occasion of Chhattisgarh State Foundation Day on November 1.
The Chief Minister has said that Chhattisgarh is completing 24 years of state formation. The state is continuously moving towards realizing the vision with which the former Prime Minister of the country, Bharat Ratna Late Shri Atal Bihari Vajpayee had created the state of Chhattisgarh.
After the formation of the state, Chhattisgarh has made progress in every field. The state government is continuously working to provide their rights to the tribals, farmers, laborers and deprived sections of the society.
The double engine government under the leadership of Prime Minister Shri Narendra Modi will rapidly achieve the goal of development. The Chief Minister has said that everyone's participation is important in building a developed Chhattisgarh.

Women receive Notification of Festive Joy Before Diwali : Mahtari Vandan Yojana Empowers Women Through Financial Support
Raipur - Chhattisgarh Government's Mahtari Vandan Yojana has not only extended economic support to the women of the state but has also boosted their self-esteem and confidence. Through this scheme, women are able to meet their household needs while also fulfilling their children's educational and health-related requirements. The transfer of funds under Mahtari Vandan Yojana at hands of President Mrs. Droupadi Murmu, during her visit to Chhattisgarh ahead of Diwali, was a proud moment for the women of the state. This transfer marked the release of the scheme’s ninth installment to beneficiaries’ accounts. Nearly 1,39,177 women in Kondagaon district received financial aid under the scheme before Diwali festival. This gesture has not only offered financial cushion but has also assured women that the government recognizes their struggles and is committed to empowering them.
Leela Bai Yadav Finds Support for a Better Living
Leela Bai Yadav, a Mitanin from Bafna village, receives monthly financial aid from the Chhattisgarh Government under the Mahtari Vandan Yojana. She expresses her gratitude, saying, “I am very pleased with this scheme, as the government is helping us with our household expenses, enabling us to meet daily needs with ease.” Leela Bai’s family consists of three children—two daughters and a son. Her elder son works at a showroom, contributing to the family’s finances, while her second daughter helps her father run a small hotel. Her youngest daughter is pursuing a computer course. With one and a half acres of farmland, the family is engaged in agriculture. Through the Mahtari Vandan Yojana, Leela Bai has found the means to provide her family with a better standard of living.
Sailendri Poyam utilises the amount received under Mahtari Vandan Yojana for household expenses
A homemaker from the village of Kaleksa Para, Bafna, Sailendri Poyam’s family primarily depends on agriculture for their livelihood. Her family of seven relies on her husband’s farming on six acres of land to cover their expenses. The financial support Sailendri receives through Mahitari Vandan Yojana has helped her meet her family’s needs, bringing economic relief to manage the household smoothly and harmoniously.
Hitendri Devangan Finds Assistance in Her Children’s Education
Hitendri Devangan, an Anganbadi worker from Bafna, Kaleksa Para, receives Rs 1,000 every month through Mahtari Vandan Yojana. “Receiving this amount before Diwali from President Mrs. Droupadi Murmu is a moment of pride for us,” she says, noting that it allows her to meet festive expenses such as buying crackers and sweets for her children. Living in a joint family of 17, Hitendri’s family is sustained by agriculture. However, their one and a half acres of land only yields enough for sustenance. She shares that the assistance from Mahtari Vandan Yojana allows her and her sister-in-law to support each other, avoiding conflicts and fostering unity within the family.
Hitendri has two daughters, and she diligently saves for them under the Sukanya Samriddhi Yojana. “Thanks to this scheme, I’ve never had to borrow money,” she shares. Her family grows maize during the summer, which provides some additional income. Hitendri acknowledges that this scheme has simplified their lives significantly, particularly in managing her daughters’ education and other household needs, alleviating the financial strain she previously faced.
Under Mahtari Vandan Yojana, Chhattisgarh Government is providing Rs 1,000 as financial aid to women, fostering empowerment and positively transforming their lives. Beneficiaries like Leela Bai, Sailendri, and Hitendri are the living examples of the scheme’s impact, proving that the scheme is not only a means of financial assistance but a source of self-reliance and familial harmony for women.
Chief Minister wished the people of the state a happy Narak Chaturdashi and Chhoti Diwali.
Raipur - Chief Minister Shri Vishnu Dev Sai has wished the people of the state a happy Narak Chaturdashi and Chhoti Diwali. He said that a day before Diwali, Chhoti Diwali is celebrated on the Chaturdashi date of Krishna Paksha of Kartik month, it is celebrated as Narak Chaturdashi or Roop Chaudas.
It is believed that on this day Lord Krishna had killed Narakasura. The festival of Roop Chaudas is associated with beauty. Also, on this day, there is a tradition of worshiping Goddess Kali and Yama to remove the effects of negative powers.
The Chief Minister has said that on Chhoti Diwali, all the worries and sorrows in your lives get eliminated. May you all be blessed with happiness, prosperity, health and prosperity.
On the initiative of the Chief Minister, Rs 35 crore 53 lakh approved for the modernization of Late Jagdev Ram Oraon Memorial Hospital.
Jashpur : NTPC Lara has approved an amount of Rs 35 crore 53 lakh for the modernization of Late Jagdev Ram Oraon Memorial Hospital run by Vanvasi Kalyan Ashram.This amount has been received due to the initiative of Chief Minister Vishnudev Sai. The said amount will be used to develop a 100-bed hospital equipped with modern resources.
CM Sai discussed with the officials of NTPC operating in Lara of Raigarh district. Due to his continuous efforts, NTPC has issued a letter approving a grant of Rs 35 crore 53 lakh for the renovation and modernization of this hospital run by Vanvasi Kalyan Ashram.
This amount will be used to construct a hospital with a capacity of 100 beds as well as to purchase modern equipment required for treatment. The construction of this hospital will benefit the residents of Jashpur and its surrounding rural areas.

Cabinet Meeting
Raipur : Under the chairmanship of Chief Minister Shri Vishnu Deo Sai, a Cabinet meeting was held today at the Mantralaya (Mahanadi Bhawan), during which several significant decisions were made:
- Cabinet has approved one-year extension to the validity period of the government guarantee amount approved for paddy procurement at support price by Chhattisgarh State Cooperative Marketing Federation for the Kharif marketing year 2023-24, now validity extended until October 31, 2025. The approved amount is Rs 14,700 crore.
- Cabinet has decided to provide reservations in the elections for the three-tier panchayati raj and urban bodies according to the first report and recommendations of the Other Backward Classes Welfare Commission. Under this provision, the previously fixed limit of 25 percent for reservations in local bodies has been relaxed, allowing a maximum reservation of 50 percent based on the population ratio of Other Backward Classes. In bodies where the total reservation for Scheduled Castes and Scheduled Tribes is 50 percent or more, the reservation for Other Backward Classes will be zero. If the reservation for Scheduled Castes and Tribes is less than 50 percent in a body, then the maximum reservation for Other Backward Classes will be up to 50 percent, but it will not exceed the population of Other Backward Classes in that body. For positions where reservations are determined at the state level, such as District Panchayat President, Municipal Corporation Mayor, and Municipality Chairperson, the number of reserved positions will be determined based on the total population of those bodies, adhering to the aforementioned principles.
- The Cabinet approved the integration of 97 teachers from the Panchayat cadre into the School Education Department. The School Education Department has been authorized to integrate the remaining cases of Panchayat teachers upon receiving eligibility recommendations from the Panchayat Department.
- The Cabinet has decided to grant a one-time exemption to the principals of schools under the School Education Department for the approval of first and second time-bound pay scales based on the first assessment from the year 2007 to 2019.
- The Cabinet approved the draft and proposal of Chhattisgarh's new Industrial Development Policy for 2024-30. This new policy will be effective from November 1, 2024, to March 31, 2030.
This policy aims to realize the vision of Amritkal Chhattisgarh Vision @2047, establishing new dimensions of industrial development in the state. The new industrial policy incorporates amendments made by the Government of India in 2020 to the definition of micro, small, medium, and large enterprises under the MSMED Act, 2006. It also includes specific provisions for encouraging industrial development for balanced growth in the state.
To fulfill the objectives of the new Industrial Policy 2024-30, industrial investment incentives will be provided for the establishment, expansion/diversification, replacement, and other activities of new enterprises in the state. The quantity of industrial investment incentives will also be determined by dividing the developmental blocks of all districts into three categories to achieve the goal of comprehensive industrial development across all sectors of the state.
The new industrial development policy contains separate provisions for core sector products such as steel, cement, thermal power, and aluminum, and is divided into thrust and general industries based on the needs of the state. Attractive industrial investment incentives are also proposed for pharmaceuticals, textiles, food processing, agricultural product preservation, NTFP processing, electronic products, IT, and ITES, among others.
- The Cabinet approved the draft of the Amritkal: Chhattisgarh Vision @2047 vision document.
- To promote investment, employment, and settlement in Naya Raipur Atal Nagar, it was decided to allocate land at a concessional premium rate for the development of information technology industries, health services, educational institutions, and electronics and electrical industries.
- For the construction of residential complexes for NMDC officials/employees in Gram Niyanar, Jagdalpur district of Bastar, the Cabinet approved the sale of 118 acres of government land allocated to the Chhattisgarh Housing Board to CSIDC through registry.
- Cabinet decided to grant exemption from stamp duty to the Naya Raipur Atal Nagar Development Authority for purchasing private land through mutual agreement for the Naya Raipur project until March 31, 2026.
- A decision was made to create a post for the State Commissioner in the Office of the Commissioner for Persons with Disabilities.
- The Cabinet made an important decision to start the Chief Minister's Pilgrimage Darshan Scheme in the state as per the manifesto. Under this scheme, individuals aged 60 years or more, persons with disabilities, widows, and abandoned women from the state will be provided a free journey to one or more identified pilgrimage sites located outside the state, once in their lifetime. A budget provision of Rs 25 crore has been made in the first supplementary budget for 2024-25.
It is noteworthy that the Chief Minister's Pilgrimage Travel Scheme was initiated in 2012. Under this scheme, until 2019, 247,000 beneficiaries were provided pilgrimage travel through 272 trips. In 2019, the name of this scheme was changed to the Teerath Barat Scheme; however, no pilgrimage trips were made from 2019 to 2023. The Cabinet has decided to restart this scheme under the name of the Chief Minister's Pilgrimage Darshan Scheme.
- The Cabinet also decided to implement the National Education Policy 2020 in Chhattisgarh's Technical Education Department. This will provide students with a comprehensive and flexible education system along with quality teaching. More resources and support will be obtained to promote research and innovation, leading to a more skilled workforce for industries.
- In view of public interest, the Cabinet decided to rationalize the registration fees for documents related to the transfer of immovable property. The proposal related to the revision of the registration fee schedule under the Registration Act, 1908 (Act 16 of 1908) was approved in the meeting.
- The draft of the Chhattisgarh Municipal Act 1956 (Amendment) Ordinance-2024 was approved.
- The draft of the Chhattisgarh Municipality Act 1961 (Amendment) Ordinance-2024 was approved.
Jashpur Receives Major Boost: Rs 194 Crore approved for road development under Chief Minister's initiative
Raipur ред Under the initiative of Chief Minister Shri Vishnu Deo Sai, continuous efforts are being made for road construction to ensure smooth transportation in Jashpur district. A total of Rs 194.84 crore has been approved for the development of three major roads in the area. It is worth mentioning that the Union Ministry of Road Transport and Highways has sanctioned Rs 892.36 crore for the development of eight roads in Chhattisgarh. This funding will support the development and upgrading of approximately 324 kilometers of roads across six districts in the state. This includes strengthening 13.50 km of the Baghbahar Drikotba road section for Rs 40.02 crore, 41 km of the Ludeg Dritapakra Drilwakera road section for Rs 118.95 crore, and 28 km of the Jashpur Asta Drikusmi road section for Rs 35.87 crore.
The construction and strengthening of these roads will not only facilitate traffic but will also accelerate the region's development. Improved roads will boost the region's economy and benefit local residents. The construction will not only ease traffic but also promote tourism and business. Implementation of this project will begin soon, providing the community with convenient transportation and opening new avenues for development. This commitment to road development in Jashpur district underscores Chief Minister Shri Sai's dedication to enhancing the lives of local residents, making them simpler and more accessible.
