More than 51 lakh people from remote villages and forest areas have availed the medical treatment at Haat-Bazar clinics

A total of 1.11 lakh mobile clinics have been held so far across the state, under Chief Minister Haat-Bazaar Clinic Scheme

Presently, free health checkup, treatment and medicines are being provided people in over 1824 Haat-bazaars across the state

So far, as many as 51 lakh 15 thousand 132 people have availed medical treatment at the mobile clinics organized by Health Department in the Haat-Bazaars in forest areas and villages of Chhattisgarh. Presently, under Chief Minister Haat-Bazaar Clinics Scheme, people are being provided free health checkup, medicines and treatment in 1824 Haat-bazaars of the state. Ever since this scheme was launched by the Health Department, a total of one lakh ten thousand 988 Haat-Bazaar clinics have been organized across the state till date. Under the scheme, people are being provided free medicines and treatment in remote areas through 425 dedicated branding vehicles and medical teams in the state.

Besides providing free treatment, medical consultation and medicines to the people at Haat-Bazaar clinics, Mobile Medical Units also conduct the screening for Malaria, HIV, Diabetes, Anemia, TB, Leprosy, Hypertension and Eye disorders. Immunization of infants and pregnant women is also being done in these clinics. Moreover, eight types OPD based services are also being provided in Haat-Bazaar clinics. Free medicines are also provided to the people found sick after the test. Those patients who require high level of examination or treatment are referred directly from Haat-Bazaar clinics to the health centers so that their complete treatment can be ensured.

Under Chief Minister Haat-Bazar Clinic Scheme, 12 lakh 51 thousand 020 people were tested for hypertension, 10 lakh 54 thousand 717 people for diabetese, 4 lakh 09 thousand 439 people for malaria, 2 lakh 76 thousand 727 people for Anemia and one lakh 614 people were screened for eye disorders. In these clinics, TB test of 39 thousand 699 people, leprosy test of 15 thousand 631 people and HIV test of 30 thousand 147 people was also conducted. Meanwhile, ANC test of 75 thousand 978 pregnant women was also done. One lakh 33 thousand 829 diarrhea victims have also been treated in the clinics organized in Haat-bazaars.

So far, 2 lakh 52 thousand 66 people in Balod district, 1 lakh 15 thousand 998 people in Balodabazar-Bhatapara, 1 lakh 24 thousand 238 people in Balrampur-Ramanujganj, 1 lakh 28 thousand 82 people in Bastar, 3 lakh 5 thousand 816 in Bemetara, 1 lakh 18 thousand 356 in Bijapur, 2 lakh 82 thousand 338 in Bilaspur, 1 lakh 11 thousand 616 in Dantewada, 46 thousand 365 in Dhamtari, 1 lakh 71 thousand 509 people in Durg, 2 lakh 19 thousand 597 in Gariaband, 88 thousand 741 people in Gaurela-Pendra-Marwahi, 2 lakh 24 thousand 573 people in Janjgir-Champa and 2 lakh 50 thousand 951 people in Jashpur have been provided free healthare services under Chief Minister Haat-Bazar Clinic Scheme.Under the scheme, 1 lakh 97 thousand 651 people in Kabeerdham, 1 lakh 84 thousand 572 people in Kanker, 1 lakh 8 thousand 525 people in Kondagaon, 1 lakh 42 thousand 801 people in Korba, 1 lakh 27 thousand 848 people in Koriya, 2 lakh 92 thousand 645 in Mahasamund 1 lakh 11 thousand 804 in Mungeli, 47 thousand 150 in Narayanpur, 4 lakh 89 thousand 733 in Raigarh, 1 lakh 38 thousand 38 in Raipur, 3 lakh 6 thousand 9 in Rajnandgaon, 57 thousand 737 in Sukma, 3 lakh 17 thousand 113 people in Surajpur, and 1 lakh 53 thousand 260 people in Surguja district have been provided the free health checkup and medicines.

Chief Minister Mr. Bhupesh Baghel is going to inaugurate two new districts on 9 September after giving 3 new districts to the people of the state last week. Manendragarh-Chirmiri-Bharatpur will come into existence as 32nd and Sakti as 33rd district. In this way the number of districts in the state will increase to 33. With the formation of both the new districts, the years old demand of the residents of these areas is going to be fulfilled. The formation of a new district will not only lead to better implementation of government programs, but will also help people recieve many types of public facilities and people will not have to travel long distances for administrative work.

Sakti district is coming into existence as a new administrative unit after being separated from Manendragarh-Chirmiri-Bharatpur Koriya district and Janjgir-Champa. Unprecedented joy prevails in the remote forest areas of Manendragarh-Chirmiri-Bharatpur and in Sakti regarding the formation of the new district. With the new district coming into existence, a new stream of development will flow in the area, the pace of development will also accelerate. Development work will be done in avenues like education, health, food grains, internet and road connectivity in inaccessible areas.

On the inauguration of new districts, Chief Minister Bhupesh Baghel will give development works worth Rs 353 crore 79 lakh 23 thousand in both the districts. On this day, Bhoomi Pujan of 09 works worth Rs 187 crore 04 lakh 66 thousand and 06 works worth Rs 13 crore 68 lakh 57 thousand will be inaugurated in Manendragarh. Whereas in Sakti, 296 development works worth Rs 85 crore 20 lakh will be dedicated and 13 works worth Rs 67 crore 85 lakh 99 thousand will be dedicated.

The new district will be under Manendragarh-Chirmiri-Bharatpur Surguja division. The total number of villages in the district is 376. There are 13 Revenue Inspector Boards and 87 Patwari halkas. There will be Manendragarh, Bharatpur and Khadgawan subdivisions and Manendragarh, Kelhari, Bharatpur, Kharagwan, Chirmiri and Kotadol tehsils. There are 5 urban bodies in which Municipal Corporation Chirmiri, Municipal Council Manendragarh, Nagar Panchayat Jhagrakhand, Nagar Panchayat Khongapani and Nagar Panchayat New Ledri are included. The newly formed district also includes tourist places like Amritdhara Falls, Siddhababa Temple (Manendragarh), Sitamarhi-Harchouka (Ramvangaman Tourist Circuit), Bharatpur, Ramdaha Falls.

Similarly, the new district will be under Sakti Bilaspur division. District Sakti will consist of a total of 5 tehsils including Tehsil Sakti, Malkharoda, Jaijaipur of subdivision Sakti and Tehsil Dabhra of subdivision Dabhra. Sakti district will consist of 18 Revenue Inspector Divisions. According to the 2011 census, the population of the district is 6,47,254. Sakti district will consist of 319 gram panchayats, 6 urban bodies. The newly formed district also includes tourist places like Chandrahasini Mata Temple Chandrapur, Adbhar Ashtabhuji Mata Temple, Rainkhol and Damaudraha.

Chief Minister Mr. Bhupesh Baghel is going to launch the formation of two new districts on 9 September after giving 3 new districts to the people of the state last week. From this day,the 32nd district will be Manendragarh-Chirmiri-Bharatpur and Sakti will come into existence as the 33rd district. In this way the number of districts in the state will increase to 33. In the newly formed districts, Chief Minister Mr. Baghel will inaugurate the office of Collector and Superintendent of Police and will also conduct road shows.Development works worth crores of rupees will also be granted by Mr. Baghel for the newly formed district.

Manendragarh-Chirmiri-Bharatpur will now emerge as new administrative units after separating them from Koriya district and from Janjgir-Champa. Unprecedented joy prevails in the remote forest areas of Manendragarh-Chirmiri-Bharatpur and in Sakti. With the new district coming into existence, a new wave of development will flow in various avenues such as health,education,food,road connectivity and internet connectivity.

The proposed new district will be under the Manendragarh-Chirmiri-Bharatpur Surguja division. The number of sub-divisions in the newly formed district is 3,in which Manendragarh, Bharatpur and Kharagwan are included, while the number of tehsils is 6 which includes Manendragarh, Kelhari, Bharatpur, Kharagwan, Chirmiri and Kotadol. There are 3 Janpad Panchayat namely Manendragarh, Kharagwan, Bharatpur. There are 5 urban bodies in which Municipal Corporation Chirmiri, Municipal Council Manendragarh, Nagar Panchayat Jhagrakhand, Nagar Panchayat Khongapani and Nagar Panchayat New Ledri are also included.

The total number of villages in the proposed newly constituted Manendragarh-Chirmiri-Bharatpur district is 376. There are 13 Revenue Inspector Boards and 87 Patwari halka. The geographical area of the proposed new district is 1 lakh 46 thousand 824 hectares. The population here is 3 lakh 76 thousand 696. The number of villages in Tehsil of Manendragarh is 59, in Kelhari 74, in Bharatpur 108, in Kharagwan 44 and in Chirmiri 16 while in the Tehsil of Kotadol,the number is 75. The newly formed district also includes tourist places like Amritdhara Falls, Siddhababa Temple (Manendragarh), Sitamarhi-Harchouka (Ramvangaman Tourist Circuit), Bharatpur, Ramdaha Falls.

Similarly, the proposed new district of Sakti will include a total of 5 tehsils including Tehsil Sakti, Malkharoda, Jaijaipur and Tehsil Dabhra of subdivision Sakti. The newly formed Sakti district will have Kartala Tehsil (District Korba) in the north, Sarangarh (District-Raigarh) in the south. , Kharsia (District-Raigarh) in the east and Saragaon, Bamhanidih tehsil (Janjgir Champa) in the west. Sakti district has 2 sub-divisions, Sakti and Dabhra (new district Sakti includes proposed subdivisions of Malkharoda and Jaijaipur) 5 tehsils respectively- Sakti, Dabhra, Jaijaipur, Malkharoda and new Baradwar (proposed tehsil Adbhar) Sub Tehsil- Chandrapur, Hasaud, Bhothia and 4 Block/District Panchayats will include Sakti, Jaijaipur, Malkharoda and Dabhra respectively.

Sakti district will consist of 18 Revenue Inspector Divisions. These include Jajang, Sakti, Portha, Naya Baradwar, Nagarda, Sakra, Adbhar, Chapora, Malkharoda, Thathari, Jaijaipur, Beladula, Hasaud, Deorghata, Dhurkot, Dabhra, Sapos and Chandrapur. The total revenue area of the district is 1,51,976 square kilometer. According to the 2011 census the population of the district is 6,47,254. The total number of villages is 465, populated village is 463, unpopulated village is 2, total number of Patwari Halkas are 153. Sakti district will consist of 319 gram panchayats and 6 urban bodies. The newly formed district also includes tourist places like Chandrahasini Mata Temple Chandrapur, Adbhar Ashtabhuji Mata Temple, Rainkhol, Damaudraha.

Chhattisgarh Scheduled Castes Advisory Council will be formed in Chhattisgarh

In yet another significant initiative for the benefit of the Scheduled Castes, Chief Minister Mr. Bhupesh Baghel has decided to constitute the Scheduled Castes Advisory Council. The move aims toward the upliftment of people belonging to the Scheduled Caste category in Chhattisgarh, bringing positive changes in their lives, and making them socially and financially empowered.

With the formation of this council, better monitoring of the implementation of schemes and programmes being run for the welfare of scheduled castes will be done besides getting meaningful consultation for the same. The recommendations of the council will help the government and administration in taking necessary decisions for the betterment of the Scheduled Castes. The elected representative members of this class in the council will participate in resolving the problems of the people belonging to this category. This will make it easier to implement welfare programmes for the Scheduled Castes.

It is worth mentioning here that Chhattisgarh Scheduled Tribes Advisory Council has already been constituted for making recommendations on the subject matters related to Scheduled Tribes in Chhattisgarh. On the same lines, the process of the constitution of Scheduled Caste Advisory Council in Chhattisgarh has been started as per the instructions of Chief Minister Bhupesh Baghel. The problems and needs of a particular class will be addressed by this council. Besides, decisions related to the welfare of Scheduled Castes will be taken.

The 20-membered council will be headed by Chhattisgarh Chief Minister while the minister in charge will be the vice-president. The council will have at least 05 elected members of the Scheduled Castes in the State Legislative Assembly and the remaining members will be nominated by the state government. In-charge Secretary, Government of Chhattisgarh, Tribal and Scheduled Caste Development Department will act as the secretary of this council.

To promote local and traditional games in Chhattisgarh, State Government has taken a new initiative to organize Chhattisgarhiya Olympic Games this year. This decision was taken today at the Cabinet Meeting chaired by Chief Minister Mr. Bhupesh Baghel at his residence office.

Under Chhattisgarhiya Olympic, sports competitions from kabaddi, Kho-Kho to tennis and cricket will be organized. Children to elderly, everyone can participate in these competitions. It is noteworthy that only the domiciles of Chhattisgarh can take part in the Chhattisgarhiya Olympic.

It is worth mentioning that soon after Mr. Bhupesh Baghel took oath as Chief Minister of Chhattisgarh, he took a special initiative to promote and preserve the Chhattisgarhia culture and local rural traditions. Chief Minister Mr. Baghel organizes grand celebration of various folk festivals at his residence, where he enthusiastically participates in the traditional games. Even during his Bhent-Mulaqat program, he doesn't hesitate to go among the children and play games like Bhaura, Kanche (Banti), Gilli-Danda, Pitthul with them.

*Chhattisgarhia Olympics will be organized in four levels:

Games like Kabaddi, Kho-Kho, Gedi, Pitthul, Volleyball, Hockey and Tennis Ball cricket have been included under Chhattisgarhia Olympic Games-2022. Competitions will be held in two categories- male and female, and at four levels i.e. Gram Panchayat, Block, District and State-level. Chhattisgarhia Olympic Games will be organized at the state-level in the capital Raipur. Sports coaches from Chhattisgarh Sports Development Authority, representatives of state and district sports associations and sports teachers of the education department will be providing the technical support and guidance in organizing these games.

*Training for National and International Competitions:

Sports Instructors (Coaches) will prepare the talented sportspersons of Chhattisgarhia Olympic Games-2022 for national and international competitions. This is a golden opportunity for the athletes to enhance their career as a sportsperson at national and international level.

Following committees will be constituted for sports events:

State Government will constitute separate committees for organizing sports events in gram panchayats and in 146 blocks of the state. The convener of the committees constituted at the gram panchayat level will be the sarpanch and the convener of the committees formed at the block level will be the block officer. For the food, transportation and other facilities for the participants, budget will be sanctioned to the Gram Panchayats and Development Blocks

Chief Minister Mr. Bhupesh Baghel virtually released an amount of Rs 5 crore 09 lakh to the beneficiaries as the 51st installment of Godhan Nyay Yojana in a programme organized at his residence today. This includes Rs 2 crore 69 lakh to cow dung vendors and Rs 1 crore 48 lakh and Rs 93 lakh to Gauthan Samitis and women Self-Help Groups respectively as a dividend.

Chief Minister Bhupesh Baghel said that nearly 15 lakh quintals of vermicompost made using cow dung purchased under Godhan Nyay Yojana have been utilized by the farmers in their fields. "Through this scheme, we are serving Mother Earth along with serving 'Gaumata' (cow). Vermicompost production and its use in place of chemical fertilizers is a service to Mother Earth."

Referring to the feedback received from farmers, Mr. Baghel said that the use of vermicompost has improved soil fertility and crop production to a great extent. In addition, it has helped in reducing dependence on chemical fertilizers. He stressed on the need for mass production of vermicompost to ensure availability of the same to more than 26 lakh farmers of the state. For this, he also instructed to ensure regular purchase of cow dung in Gauthans without any hindrance and to get vermicompost tanks made as per requirement. He said that more than 3.5 lakh farmers of the state have lifted vermicompost from cooperative societies in the form of crop loans in the current Kharif season, which is encouraging.

He added that in the initial phase some people even mocked the cow dung procurement scheme. However, today this scheme has gained popularity in the villages and is being appreciated across the country. He said that new employment opportunities have been created in the villages with the coordination of Gauthan and Godhan Nyay Yojana. Rs 79 crore 60 lakh has been deposited in the bank accounts of 5863 Gauthan committees of the state as of today. About 2500 Gauthan committees have their capital deposits ranging from Rs one lakh to 10 lakh while that of 46 Gauthan committees ranges from Rs 10 lakh to 50 lakh.

"This achievement is a strong step towards realizing Mahatma Gandhi's dream of 'Gram Swaraj' (self-reliant villages). Many young entrepreneurs want to join the Rural Industrial Park set up in Gauthan. We should give them opportunities as this will increase employment opportunities in the rural areas and boost the income of locals. We are making all possible efforts to make villages prosperous", he said.

Addressing the programme, Agriculture Minister Mr. Ravindra Choubey said that cow dung worth Rs 160 crore has been purchased in Gauthans so far. The women groups associated with Gauthans have earned an income of Rs 80 crore through various economic activities including vermicompost production. Efforts are being made in coordination with all the departments to ensure that income-oriented activities are conducted in Gauthans in a better way. An initiative to connect Yuva Mitan Club with Gauthans has also been started. He said that Gauthan and Godhan Nyay Yojana has become a source of income for livestock farmers, women self-help groups, and landless families.

At the beginning of the meeting, the Managing Director of Godhan Nyay Yojana, Dr. Ayaz Tamboli gave detailed information about the achievement of Godhan Nyay Yojana. He said that the purchase of 'gaumutra' is also being done by the Gauthans. So far, women's groups are selling 21 thousand liters of cow urine and making organic pesticides, 'Brahmastra' and 'Jeevamrut' using it. So far 17.57 lakh quintals of vermicompost have been produced using cow dung, out of which 15 lakh quintals of vermicompost have been sold.

India has always had a rich tradition of Upanishads and vedic logic. Our traditional literature is a treasure worth cherishing,it also teaches us to respect disagreements and take different opinions in consideration with utmost harmony. At the same time, many types of 'darshans' took place in our country and in spite of disagreements, everyone was respected equally. Charvak is a great example of this school of philosophy, which states "Yavat jeevet sukham jeevet rinam kritva ghritam pibet," but he was also not disrespected.

Unfortunately, over the years there has been increased resistance to dissent, which is a matter of great concern for India as a collective unit.The Chief Minister said this on the occasion of honoring retired teachers in Bhansuli. The Chief Minister said that studiousity is of great importance in our tradition. We have been following the age old tradition of 'guru shishya' since the gurukul era which has shaped numerous scholars. People become writers by studying a lot in universities, they become litterateurs, but recently a new university called WhatsApp University has come into existence which is spreading misinformation and hindering our unity as a country, it does not require any kind of degree to spread propaganda through this. Patriots like Pandit Nehru who spent 10 years in jail against the British, but unfortunately, forgetting their contribution, false propaganda is being spread against him.

We did the work of strengthening the school system so that there is no attempt to distort our excellent tradition. We have expanded English education through Swami Atmanand Schools. Sanskrit will also be taught here. The library was made with state of the art books and infrastructure that children can attain education through a diverse variety of books.

Mr. Baghel further said that there were great philosophers like Shankaracharya in India who spoke of 'Brahma Satyam Jagat Mithya'.

Gurus like Ramanujacharya started the Bhakti movement which inspired a diverse variety of art,literature and music . After this, gurus like Kabir, Nanak put forward the tradition of Guru. Kabir has even described Guru as a superior being to Govind.

Gandhiji's experiences of the Round Table- The Chief Minister also apprised the people regarding Gandhiji's memoirs of the Round Table Conference. He said that Mahatma Gandhi remained in a dhoti kurta in the round table conference despite the harsh winter and narrated how the British played a big role in ending India's self-reliant economy.

Rs 500 crore for the maintenance of schools – The Chief Minister said on this occasion that education and health are our most important needs. We have decided to spend Rs 500 crore for the maintenance of our schools. Chhattisgarhi and local languages will also be taught in our schools one day. We have decided to start 5000 kindergartens. We introduced English education through 51 Swami Atmanand schools. Today the number has increased to 279. Next year 422 new Swami Atmanand schools will be started. In this way 701 Swami Atmanand Vidyalayas exist in the state to illuminate the future of Chhattisgarh through education. Today we have opened a school in Nava Raipur as well. The Chief Minister also announced the establishment of a mini stadium at Bhansuli today. The Vice Chancellor of Pandit Ravi Shankar Shukla University, Mr. Keshari Nath Verma, former MLA Mr. Pradeep Choubey and Educationist Mr. Syed Fazil also addressed the gathering. The Chairman of School Management Committee, Mr. Puran Sahu also addressed the gathering and expressed his gratitude to the Chief Minister. On this occasion, District Panchayat Vice President Mr. Ashok Sahu, District Central Cooperative Bank President Mr. Jawahar Verma, District Mandi Board President Mr. Ashwini Sahu and other dignitaries were present.

Today on 5 September, on the occasion of Teacher’s Day, the Chief Minister Mr. Bhupesh Baghel launched the Balwadi Yojana in his residential office to develop the ability of the children to learn and understand through sports. The School Education Department has started the Balwadi Yojana for children between 5 to 6 years. The Chief Minister Mr. Bhupesh Baghel, in the presence of the Education Minister Mr. Premsay Singh Tekam, started this scheme with the theme of “Jabo Balwadi badhabo Shiksha Ke Gadi” in the Chief Minister Residential Office. The Balwadi Yojana will encourage learning in children and they will be prepared for school as well. Every Balwadi will have an assistant teacher of the concerned primary school besides an Anganbadi assistant. For this, the assistant teacher will be provided an honorarium of Rs. 500 each month.

Anganwadi assistants and teachers have been provided specialized training for teaching children through sports in an interesting way. Rs. 1 Lakh has been allocated to each Balwadi for child-friendly furniture, sports equipment, and print reach painting. This year 5,173 Balwadis have been started and in the coming years, Balwadis will be opened in a phased-out manner in every region of the state.

Chief Minister Mr. Bhupesh Baghel said that scientists have found in their research that 85% development of the human brain takes place in childhood. What a child learns in formative years helps them in their school and in the future. Therefore, education should start when a child’s mind is still developing.

On the occasion of Teachers’ Day, Chief Minister Mr. Bhupesh Baghel has taken three major decisions in the interest of students. Now, every school in the state will dedicate one day a week to teaching Chhattisgarhi and other local dialects. Teaching material is also being prepared to implement this decision of Chief Minister. In Bastar and Surguja, text material is being prepared in local dialects, and in remaining regions, the material is being compiled in Chhattisgarhi. Studying in Chhattisgarhi and other local dialects one day a week will encourage the students to speak the dialects and take interest in the same.

In another major announcement, Chief Minister Mr. Bhupesh Baghel has said that Sanskrit language will also be taught in Swami Atmanand English medium schools as a subject to promote Indian culture and tradition.

Moreover, Chief Minister has also made computer education compulsory in Swami Atmanand English medium schools. Mohla-Manpur-Ambagarh : Chief Minister Mr. Bhupesh Baghel inaugurated the newly formed Mohla-Manpur-Ambagarh-Chowki district and unveiled the district map. Addressing the people of the newly formed district, he congratulated all people of the newly formed district and announced Rs.3 crore for the development of all three blocks of the district. He said, “Rajnandgaon was a big district, someone living in the remotest area of the district was unable to reach headquarters before evening, but now all these problems have been solved. It seems from the crowd that people are happy with the decision of the government and it will benefit people”.

He further said, “Chhattisgarh Mahatari ke kora ma nawa zila jud ge hai( a new district now has been added in Chhattisgarh)”. He said that people living in the remote village had to travel even 170 km to reach district headquarters and if needed they had to stay overnight at Rajnandgaon. Now, this distance has been reduced to only 70 km distance and the difficulties of the people have also been solved. He unveiled the statue of Chhattisgarh Mahtari and the statue of the Late Lal Shyam Shah. He further said that we have fulfilled our ancestors' dreams. The Chief Minister said that farmers' loans have been waived off and they have been paid a fair price for their crops. Our government worked for people of all sections so that they live with dignity. Corona caused so much trouble, but we fought bravely. We have provided reasonable rates for minor forest produce. We worked to put money in everyone's pocket. We respect every farmer who indulges in producing food for the country.

He further said that we have started Swami Atmanand Excellent English Medium School in the state. There will be 4 to 5 such schools in each assembly. We started to give holiday on World Tribal Day. We worked for our cultural dignity. The irrigation system has to be improved in the Rajnandgaon district. The purpose of the formation of a new district is to resolve the people’s problems immediately and the fast-paced development work for the people can be done easily. The Chief Minister said, “I will come to you soon. I will stay here at night. I will talk to you in detail and development decisions will be taken there immediately. On the occasion, the Chief Minister also introduced the new district collector Mr. S. Jayawardhan and SP Mr. Y. Akshay Kumar to the people. The newly appointed collector also expressed gratitude to the Chief Minister on behalf of the people of the district.

Addressing the people, Forest Minister Mr.Mohammad Akbar extended his best wishes to the people on the inauguration of the new district. He said that the Chhattisgarh Government takes care of the interests of all sections of society and plans have also been made for this. The development of the state has accelerated through NYAY schemes. Food Minister Mr.Amarjeet Singh Bhagat said that Chhattisgarh has the lowest unemployment rate in the country. Raigarh : Today, Chief Minister Mr.Bhupesh Baghel interacted with the people during the ‘Bhent Mulaqat’ held at Loing village of Raigarh district. He was enthusiastically welcomed by the ‘Sarva Samaj’ and they gave him a traditional bamboo cap to wear. He prayed for the well-being of the people of the state by offering prayers at the Mahaprabhu Jagannath temple and also performed a ‘parikrama’ of the temple. He also inaugurated Swami Atmanand Excellent Hindi Medium School in Loing village after offering prayers to Chhattisgarh Mahtari. He also interacted with the students and inquired about the meeting arrangements, the presence of teachers, and the facilities available in the school.

Fulfilling the much-awaited demand of the villagers, Chief Minister Mr.Baghel approved the construction of ITI and a mini stadium at Loing-Mahapalli. Apart from this, 132 KV sub-stations at Pandripani for uninterrupted power supply, construction of culverts in Koilanga Nallah to facilitate transportation and construction of a stop dam at Belaria for irrigation were also announced.

The Chief Minister wished the people present on the occasion of the ‘Navakhai’ festival. He had a meal at Mr. Bahadur Sidar’s house, a resident of Loing village. He especially praised Shadras vegetable curry in the food. He was also served ‘lekha khatai’ and ‘Makhna Bhaji’. On the demand of office bearers of Kushtu Guru Samuh Loing Kirtan Mandali, the Chief Minister gifted them a mic and box with WiFi-Bluetooth connectivity. Taking feedback on the schemes, he said ”I am here with ministers, MLAs and officials to take feedback about the implementation of the government schemes”. He interacted with villagers and discussed the PDS system, school management, Anganwadi centre working, implementation of government schemes etc.

During the meeting, Mrs. Sairabano and Mrs. Amrit Bai praised the PDS system and said that they are getting rice, and sugar on time as per eligibility from the ration shop. A farmer named Mr.Shivraj Patel expressed his gratitude to the state government for farmer-friendly schemes and said that under Rajiv Gandhi Kisan Nyay Yojana, he received an amount of Rs.20 thousand as a second instalment. He also sells cow dung in village Gauthan under Godhan Nyay Yojana, which gives them an additional profit. Similarly, Mr.Vinod Kumar Gupta said that with the help of the Horticulture Department, he cultivates apple ‘ber’, banana, mango and palm on four acres of land. He has 10-12 cows in the house and he also sells cow dung. Apart from this, he also cultivates paddy on six acres.

During the meeting, Mrs. Jahnavi Pradhan said that her group makes vermicompost in Gauthan and also manages a poultry farm. Gothan Samiti has also got two flour mills for self-employment under the government scheme. She thanked the Chief Minister for providing new employment opportunities to the women of the state. Mr.Gurudev Pradhan, a resident of Kotabharri, praised the ‘Mukhya Mantri Haat Bazar Clinic’ scheme and said that he is getting free treatment for diabetes. At the request of the women of Utkal Samaj, Chief Minister Mr.Bhupesh Baghel took a selfie with them and also wished them on the ‘Nuakhai’ festival.

Raigarh : Chief Minister Mr. Bhupesh Baghel today commenced the Bhent Mulaqat campaign at Nawapara of Raigarh district by offering prayers at Munichuan Ashram and wishing for the happiness and prosperity for the people of the state. The Chief Minister gave the message of environmental protection by planting a banyan plant in the ashram premises and encouraged the villagers to plant more and more trees to contribute towards the betterment of environment. The villagers also honored the Chief Minister by offering him a hat made of Kashi Phool.

On the demand of the villagers, the Chief Minister upgraded the sub-health center in Navapara to a primary health centre,he also announced a construction of a new building for the sub-health center in the village of Kathani and a new building for the primary health center in the village panchayat of Midmida, he also announced the construction of road from Ektal road to Lahangapali, village panchayat, the construction of a Community building for Sarva Samaj at Boradipa, Pusaur, a road up to the unreachable village of Sodkala in village Malda is also to be constructed, construction of boundary wall in Munichuan Ashram complex, mini stadium at Badi Hardi, Pusaur, construction of flood relief centers in all flood affected villages near Mahanadi, the construction of Government Higher Secondary School building in Rengapali was also announced.

The Chief Minister started the Bhent Mulaqat program by offering prayers to the Chhattisgarh Mahatari at village Nawapara. During the meeting, a farmer namely Mr. Basant Kumar while expressing his gratitude for the state government's public welfare schemes said that he has received two installments of Rs.94 thousand each under the Rajiv Gandhi Kisan Nyay Yojana. Under the Half Electricity Bill scheme, a rebate of Rs 9 thousand 194 has been given. Apart from this, 70 thousand rupees have been freed from debt under the short-term agricultural loan waiver scheme. Taking a jibe at Mr. Basant Kumar, the Chief Minister said that so much has been gained that the he should also gift something to his daughter-in-law.

Similarly, Lal Kumar Patel thanked the Chief Minister and informed that he sells cow dung worth Rs 36,000 every month under the Godhan Nyay Yojana. With this, they are managing their household expenses efficiently. Along with this, many villagers including Mulu Ram expressed their gratitude towards the state government while praising the Chief Minister Haat Bazar Clinic scheme. Mrityunjay Kumar, who came to the Navapara, told the Chief Minister Mr. Baghel that he has planted 5000 teak saplings on his private land under the Hariyali scheme of the government. He told that he has got a benefit of 32 thousand 300 rupees so far under the Rajiv Gandhi Kisan Nyay Yojana.

Chief Minister Mr. Bhupesh Baghel has approved an amount of Rs 500 crore for the repair and maintenance work of various school buildings across the state. He has instructed the Chief Secretary to make sure that the repair work starts immediately after the monsoon ends. The move aims to ensure the smooth functioning of these schools.

In the instructions given to the Chief Secretary, Chief Minister Mr. Baghel has said that during the state-wide meet and greet campaign, information about the deteriorating condition of school buildings was received from villagers, public representatives, and media representatives. Besides, the work was long due because of insufficient fund allocation, which in turn had a negative impact on students' learning.

The Chief Minister has directed the Chief Secretary that a provision of at least Rs 500 crore should be made for the repair and maintenance work of schools before the commencement of the upcoming academic session (June 2023).

SC issues notice to Karnataka on pleas against HC order refusing to lift ban on hijab

New Delhi, Aug 29 (PTI) The Supreme Court on Monday sought response from the Karnataka government on pleas challenging the Karnataka High Court verdict refusing to lift the ban on hijab in educational institutions of the state.

A bench of Justices Hemant Gupta and Sudhanshu Dhulia issued notice to the state on the pleas and posted them for hearing on September 5.

The bench pulled up some of the petitioners, who sought adjournment in the matter, and said it would not permit "this kind of forum shopping".

Several petitions have been filed in the apex court against the Karnataka High Court verdict holding that wearing of hijab is not a part of the essential religious practice which can be protected under Article 25 of the Constitution.

The high court had dismissed the petitions filed by a section of Muslim students from the Government Pre-University Girls College in Udupi, seeking permission to wear hijab inside classroom.

Bilkis Bano case: SC asks for Centre, Gujarat govt response on remission of convicts

New Delhi, (PTI) Was there application of mind while considering remission, the Supreme Court asked on Thursday and issued notice to the Centre and the Gujarat government on a plea challenging the release of 11 convicts in the 2002 case of Bilkis Bano's gangrape and murder of her family members.

A bench headed by Chief Justice N V Ramana asked the petitioners to implead all 11 who have been granted remission as parties in the matter.

The bench, also comprising Justices Ajay Rastogi and Vikram Nath, posted the matter for hearing after two weeks.

Bilkis Bano was 21 years old and five months pregnant when she was gangraped while fleeing the riots that broke out after the Godhra train burning in 2002. Her three-year-old daughter was among the seven killed.

The 11 men convicted in the case walked out of the Godhra sub-jail on August 15 after the Gujarat government allowed their release under its remission policy. They had completed more than 15 years in jail.

The plea in the apex court has been filed by CPI(M) leader Subhashini Ali, journalist Revathy Laul and activist Roop Rekha Rani.

Deliberating on the issue that has led to huge debate on the issue of relief in such heinous cases, the court said the question is whether there was application of mind while considering the issue of remission and whether it was within the parameters of law.

"Day in day out, those who are convicted and complete their sentence, they are eligible for remission . What is the exception?" the bench observed. Is that sufficient to say they are not entitled for remission, it asked.

During the hearing, senior advocate Kapil Sibal, appearing for the petitioners, referred to the facts of the case and said several people, including minors, were killed and a pregnant woman was raped.

"The only question is, in these circumstances, what is the judicial review of the court in the context of remission," he said.

The bench observed that whatever act was committed by the accused persons, they have been punished and held guilty by the court.

Sibal said the petitioners want the apex court to look at the record and find whether there was application of mind.

The chief justice of India referred to an apex court judgement in May this year. It said the state of Gujarat was the "appropriate government" competent to examine the application filed for premature release of a life convict in a murder case, which was transferred from a court there to a Mumbai court for trial in August 2004.

"I have seen somewhere that as if the court has granted permission for release. No," Justice Ramana, who retires on Friday, observed.

The bench said it would issue notice on the plea.

One of the counsels appearing in the matter said the petitioners are "third party" to the criminal prosecution in this case and have not made those, who were granted remission, as party in the plea.

"Why have you not included him as a party respondent?" the bench asked Sibal.

Sibal said the petitioners would make them party in the case.

"Petitioners are directed to implead the persons who are released by virtue of order . Issue notice. List after two weeks," the bench said.

On August 23, the apex court had agreed to consider listing the plea challenging the grant of remission by the state to the life convicts.

The plea referred to the sequence of events of the case recorded in judicial files and said, "It is submitted that on such facts, no right thinking authority applying any test under any extant policy would consider it fit to grant remission to persons who are found to have been involved in the commission of such gruesome acts."

"It is further submitted that it would appear that the constitution of members of the competent authority of the respondent No.1 (state of Gujarat) also bore allegiance to a political party, and also was sitting MLAs. As such, it would appear that the competent authority was not an authority that was entirely independent, and one that could independently apply its mind to the facts at hand," it said and quoted media reports to buttress its contention.

The apex court had earlier asked the Gujarat government to consider the plea of remission.

TMC MP Mahua Moitra has also filed a separate petition in the Supreme Court against the release of the convicts in the case. She alleged that the remission "completely fails to bolster either social or human justice and does not constitute a valid exercise of the guided discretionary power of the State".

The investigation in the case was handed over to the CBI and the trial was transferred to a Maharashtra local court by the Supreme Court.

A special CBI court in Mumbai on January 21, 2008, sentenced the 11 to life imprisonment on charges of gangrape and murder of seven members of Bilkis Bano's family. Their conviction was later upheld by the Bombay High Court and the Supreme Court.

The state had witnessed riots in 2002 after the Sabarmati Express was attacked in Godhra and 59 passengers, mainly 'kar sevaks', were burnt to death.
