Health Minister Shri Shyam Bihari Jaiswal emphasized that ensuring quality healthcare across Chhattisgarh is a key priority of the government. Targeted interventionsincluding door-to-door screening, timely treatment, and awareness campaignshave helped control malaria transmission in Bastar. Under the NQAS framework, health facilities across the division have achieved noteworthy milestones.

*Remarkable Achievements Under National Quality Assurance Standards*

Between January 1, 2024, and June 16, 2025, a total of 130 health institutions in Bastar division received quality certification. This includes one district hospital, 16 primary health centres, and 113 sub-health centres. Certification of an additional 65 facilities is in progress. Notably, in the Naxal-affected districts of Kanker (8 facilities), Bijapur (2), Sukma (3), and Dantewada (1), 14 institutions were awarded quality certificatesunderscoring the improvement in service standards.

Under the Niyad Nellanar scheme, Bastar division was set a target of creating 62,466 ration cards. Within a year, 36,231 Ayushman cards were registered, covering 52.6% of eligible households across five districts. So far, 6,816 beneficiaries have availed health services under Ayushman Bharat, with claims worth ₹82.2 million processed.

*Strengthening Healthcare Through Staff Appointments*

Over the past 18 months, the government has bolstered Bastars healthcare system by appointing 33 medical specialists, 117 medical officers, and one dental surgeon. Additionally, 75 staff were recruited at the state level and 307 at the district level, while recruitment for another 291 positions is underway. These measures have significantly enhanced both the availability and quality of medical services.

Extending quality healthcare to Naxal-affected districts has remained a top priority. Ayurvedic processing unit in Chhattisgarh will manufacture a range of high-quality Ayurvedic products including powders, syrups, oils, and tablets, using scientifically processed medicinal and minor forest produce such as Mahua, Sal seed, Kalmegh, Giloy, and Ashwagandha.
Set up under the Chhattisgarh Herbals brand, the unit aims to become a key hub for promoting the states herbal products in national and international markets. The project is expected to generate over 1,000 direct and indirect employment opportunities, with a strong emphasis on involving women in primary processing activities, thereby creating new avenues for self-employment.
The initiative also includes a modern warehouse with a 20,000 metric tonne capacity to ensure long-term storage and quality control of seasonal forest produce. The decision aligns with Chief Minister Shri Vishnu Deo Sais stated commitment to good governance and impartial administration. Officials stated the prolonged tenure of officers at the same postings had created operational stagnation and posed challenges to institutional transparency and tax collection efficiency. In several cases, officers had remained in the same posting for over a decade, with some serving continuously in their home districts.
According to the department, of the 35 sanctioned Deputy Commissioner (State Tax) posts, 17 officers have now been reassigned following their promotion. Among the remaining eight officers, several had completed between 8 to 10 years in Raipur alone. In addition, 178 State Tax Officers and Inspectors were found to have remained in the same locations for four to five years, with over 70 serving in their home districts throughout that period.
Commercial Tax Minister Shri O.P. Choudhary stated the transfers were part of a broader effort to decentralise administrative functions and strengthen the tax governance framework. For the first time, new tax circles have been set up in Dantewada, Kondagaon, Jashpur, Sakti, and Sarangarh, ensuring better geographical coverage. Earlier, departmental offices operated in only 15 districts despite the presence of 30 circles, he stated.
As part of the restructuring, the department has also introduced Business Intelligence Units (BIUs) and Audit Units with designated officers to monitor revenue collection and compliance more effectively.
Officials maintained that the process had been carried out with due regard to personal circumstances. Efforts were made to accommodate requests for joint postings of spouse officers, and women officers were transferred to nearby districts wherever feasible.
Finance Minister Shri Choudhary reiterated the governments resolve to promote an honest, transparent, and responsive administrative culture across departments. Atal Digital Seva Kendras are being opened to provide banking facilities in the village itself. There is a plan to start it in all the Gram Panchayats on the upcoming Panchayat Day.
Highlighting digital revolution in land and property sector, Chief Minister said that for the convenience of the common citizens, the registration process has been made more transparent, simple, digital and citizen-centric by making better use of innovations under 10 new revolutions in the registry.
Explaining the significance, Jashpur Collector Mr Rohit Vyas said that the opening of the tehsil office here will provide special convenience to farmers, landowners, students and citizens. The link court of SDM Farasbahar will also start from next Monday.

He noted that while access to high school education was a challenge in the past, Chhattisgarh now offers state-of-the-art facilities for quality education, including engineering, medical, and national-level institutions.
He mentioned that Sampark Foundation's founder and chairman, Shri Vineet Nair, a former CEO of HCL Technologies, was inspired by his mother, a government school teacher, to start the Sampark programme. This programme has already made valuable contributions to learning in states like Uttar Pradesh, Haryana, Rajasthan, Himachal Pradesh, and Uttarakhand. "The Sampark Foundation provides Sampark TV devices and Math and English kits to simplify education through play, which are being distributed to 50 schools in our district today," CM Shri Sai said. "I am fully confident that these kits will be utilized extensively in schools, not only overcoming children's hesitation but also making the learning process easier."
He urged all headmasters to thoroughly understand the methodology of using these resources and provide opportunities for children to advance.
Meanwhile, Jashpur district has consistently performed well academically, with 15 students securing positions in the top 10 merit lists for both 10th and 12th board examinations this year. The district achieved an impressive 94 per cent pass rate in both 10th and 12th grades, making Jashpur the district with the highest pass percentage in the state. Its excellence extends to the primary level, with 99.5 per cent results in Class 5 and 97.3 per cent in Class 8, leaving a distinct mark at the state level.
Under Chief Minister Shri Sai's directives, the education department is conducting orientation programmes for all headmasters and principals at the district level to ensure the smooth functioning of academic activities. To promote scientific thinking, various programmes are being organized in collaboration with ISRO, IITs, and other prestigious institutions. Daily attendance of teachers and students is being recorded via an app, and continuous monitoring of daily activities is being carried out. Furthermore, rationalization measures to improve educational arrangements have been completed in all schools across the district. In line with this, the distribution of Foundational Literacy and Numeracy (FLN) kits to students of 50 primary schools through the Sampark Foundation is expected to prove a milestone in improving the district's educational quality.

Speaking on the Naxal problem, Chief Minister Shri Sai said that due to the strong will of Union Home Minister Shri Amit Shah and better coordination between the states, a major success has been achieved against Naxalism in Chhattisgarh. The elimination of top Naxalite leaders such as Basavaraju and Sudhakar dealt a severe blow to the Naxalite movement, significantly weakening its core leadership and operations. For the development of Bastar, state government is working on projects worth several thousand crores like Bodhghat-Mahanadi Indravati Link. The approval of Raoghat-Jagdalpur railway line project is also an important step in this direction.
Tangible progress toward sustainable development and effective governance.
Chief Minister informed the council that state government is proactively making reformations, the suggestions given in the last meeting have been implemented rapidly. Achievements like 28 new bank branches in Naxal-affected areas, expansion of Dial-112 service, The successful rehabilitation of over 82,000 malnourished children stands as a powerful testament to our unwavering commitment to the state's development and well-being.
Chief Minister said that events like Bastar Pandum and Bastar Olympics have given a platform to local sports and cultural talents. Under the Ayushman Bharat scheme, cards have been distributed to 87.2 percent of the citizens and 1033 out of 1075 government hospitals have been linked to it.
Chhattisgarh towards national leadership in energy, investment and industrial development
Highlighting Industrial development and scope in the state, Shri Sai said that following the implementation of the new industrial policy, Chhattisgarh has attracted investment proposals worth Rs 5.5 lakh crore, with Rs 3.5 lakh crore coming from the power sector alone. Currently ranked second in power generation nationally, the state aims to secure the top position by 2030. The consistent power supplyaveraging 23 hours 27 minutes in rural areas and 23 hours 51 minutes in urban areashighlights the effectiveness of Chhattisgarhs energy management. Additionally, under the Pradhan Mantri Surya Ghar Yojana, efforts are underway to connect 6 lakh households to solar energy.
Smooth services, empowered Panchayats and new white revolution
Chief Minister said that more than 1.5 lakh solar agricultural pumps in Chhattisgarh are providing irrigation facilities to the farmers. The MoU with NDDB will lead to new expansion in milk production in the state. Atal Digital Suvidha Kendras are becoming bridges of digital good governance in Panchayats and the effective implementation of the Public Service Guarantee Act 2011 has ensured transparent and timely delivery of services.

Shri Amit Shah said that Naxalism has been a major catastrophe for poor tribal regions, leading to the deaths of nearly 40,000 people over the last 35 years, while many more have been left disabled. He said that Naxal violence deprived the poor tribal population of basic necessities such as food, electricity, education, housing, toilets, and clean drinking water  let alone any possibility of industrial development. Entire regions were forced to live in conditions akin to slavery for decades, and the root cause of this suffering was Naxalism. The Home Minister expressed satisfaction that as Naxalism is being eliminated from various regions, the Chhattisgarh government is ensuring the delivery of food, healthcare, education, electricity, housing, sanitation, and clean drinking water  thereby connecting people with the mainstream of development.

He added that with the launch of i-HUB, the youth of Chhattisgarh are getting a significant platform. Shri Shah mentioned that an NFSU campus is being established here at a cost of ₹145 crore and a CFSL facility at ₹123 crore, with a total investment of ₹268 crore. In this way, premier institutions of forensic science will now be set up in New Raipur. He further said that graduating from NFSU means a guaranteed job, and NFSU will contribute to Chhattisgarhs progress in the fields of education and employment.
Union Home Minister said that this year marks the centenary year of former Prime Minister Shri Atal Bihari Vajpayee, and the entire credit for the creation of Chhattisgarh goes to the revered Atal Ji. He stated that after the formation of Chhattisgarh, the credit for its development goes entirely to Prime Minister Shri Narendra Modi. Shri Shah mentioned that Chhattisgarh is celebrating its 25th foundation year, and the state government has decided to observe this year as the Atal Nirman Varsh. He said that once these new laws are fully enforced, justicefrom the stage of filing of an FIR to the judgement of Supreme Courtwill be accessible to the complainant and the victim within three years, regardless of where in the country the case is registered. The Home Minister added that after the complete implementation of the three new laws, Indias criminal justice system will become the most modern in the world, and we will enter an era of evidence-based criminal justice. Union Home Minister said that accurate results are achieved only when there is scientific evidence, and with the help of Forensic Science Laboratories (FSLs), India will soon be among the leading countries in the world in terms of conviction rate. He stated that the Modi government has abolished 160-year-old colonial-era laws and introduced new criminal laws, under which the visit of a forensic science team has been made mandatory in all crimes punishable with more than seven years of imprisonment. This highlights the immense potential that exists in the field of forensic science in our country.
Shri Amit Shah said that since the establishment of NFSU, 16 campuses have been initiated in a very short time7 of which are operational and 9 approved, with 10 additional campuses proposed. He said that the Modi government is planning to expand NFSU to 26 major locations across the country. Once these campuses are fully developed, India will produce 32,000 forensic experts every year in the coming years. Advanced forensic technologies such as DNA fingerprinting, LSD analysis, cyber security, biotechnology, and digital forensics will now be accessible locally, expediting and enhancing the accuracy of investigations. He further informed that there would no longer be a need to depend on Delhi or other metros for forensic examinations, as all such investigations will now be conducted at Atal Nagar, Nava Raipur.
Regarding the establishment of I-Hub Raipur, Union Home Minister said that this platform would serve as a vital support system for youth by promoting a startup culture, providing technical support, facilitating funding, and offering professional services such as marketing and contract management. He urged the youth to emerge as entrepreneurs, launch startups, and actively participate in the states industrial progress. Modelled after the successful Gujarat initiative, this I-Hub is expected to give rise to several global startups originating from Raipur.
Highlighting the industrial prospects, Shri Shah emphasized that after the formation of the new state government, Memoranda of Understanding (MoUs) worth Rs 5 lakh crore in investment proposals have been signed. This is expected to boost employment, state revenue, and foster an industrial culture. Referring to the newly enacted criminal laws, Shri Shah said that objective of these laws is to ensure justice within three years and to establish a modern, evidence-based criminal justice system. He emphasized that forensic investigation has now been made mandatory for crimes attracting imprisonment of over seven years. All police stations are now integrated with the Crime and Criminal Tracking Network  Systems (CCTNS), enabling state governments to enhance their investigative and supervisory capacities through technology. These developments will not only reinforce the judicial process but also position India among the leading nations in science-based convictions.
Shri Shah further revealed that 16 campuses of NFSU have already been established across the country, with 10 more in the pipeline. Forensic technology will play a pivotal role in achieving the vision of a self-reliant India. Citing a recent survey, he projected that the global forensic technology market will reach USD 55 billion by 2026, and Indias share in the same is increasing rapidly.
Chief Minister Shri Vishnu Deo Sai described the day as historic for Chhattisgarh, marking the foundation of three key institutions that will glorify the name of the state both nationally and internationally. He underlined that NFSU is the worlds first and only university dedicated entirely to the study of forensic science, cyber security, and behavioural sciences. The Raipur campus will establish Nava Raipur as an emerging national educational hub. This institution will serve as a strong foundation for law enforcement, judicial procedures, and forensic research not only in Chhattisgarh but across Central India.
Chief Minister Shri Sai shared that Chhattisgarh Government has allocated 40 acres of land at Banjari, Nava Raipur, for the university and played a vital role in the timely development of the transit campus. The campus will offer undergraduate, postgraduate, and short-term courses in subjects such as Forensic Science, Digital Forensics, and Psychology. Training in areas like cybercrime, road accident analysis, and narcotics investigation will significantly strengthen the states law and order mechanism.
Shri Sai mentioned that under the leadership of Prime Minister Shri Narendra Modi and Home Minister Shri Amit Shah, three new criminal laws have been implemented in the country after nearly a century. Institutions like NFSU will play a crucial role in the effective enforcement of these laws. The state government is committed to equipping its police forces and investigative agencies with the necessary training and resources, and a monitoring mechanism has been put in place for sustained oversight.

Chief Minister Shri Vishnudev Sai's wife Kaushalya Sai participated in the idol installation festival in the newly built Sri Jagannath temple.The priests duly worshipped the idols of Lord Jagannath Mahaprabhu, Subhadra and Balram ji and brought them into the temple. On this occasion, Smt. Kaushalya Sai duly worshipped Lord Jagannath and prayed for the happiness and prosperity of the state.
After the Pratima Pravesh Utsav, the Kalash Yatra started on the evening of 25 May, which started from the Shiva temple here and reached the Sri Jagannath temple premises. Kaushalya Sai specially participated in the second day's worship.It is noteworthy that the Rath Yatra of Lord Jagannath is being taken out in Dokra since 1942. The Rath Yatra was started by the late Pandit Sudarshan Satpathy and his wife Sushila Satpathy of Dokra village. The temple was built in 1968.Due to the dilapidated condition of the temple, Chief Minister Vishnu Dev Sai and his wife Kaushalya Sai had resolved last year that they would renovate the temple and build a newly constructed building for the Lord Jagannath Temple, and the Chief Minister's resolution has been fulfilled.Its founders were Late Sudarshan Satpathy and his wife Late Sushila Satpathy. The foundation stone of this Sri Jagannath temple was laid in 2019. The Chief Minister of the state Shri Vishnudev Sai and his wife Smt. He has a total of 2.000 hectares of land in which he cultivates paddy in Kharif season and did not cultivate in Rabi season due to lack of irrigation facilities.He told that he contacted the rural agriculture extension officer of the area, Mr. Ujit Pankra and he gave information about various schemes of the agriculture department. Under the Krishak Samridhi Yojana run by the agriculture department, he got a tube well dug and used to cultivate paddy through tube well even during the Rabi season.Due to which they did not get a satisfactory income. As part of this long-term development agenda, the government has prepared a comprehensive strategy named the Chhattisgarh Anjor Vision Document, which outlines integrated plans for economic growth, social progress, and environmental sustainability.

He emphasized that the state administration is evolving into a more tech-enabled, transparent, and efficient system, with every government scheme being digitally tracked to guarantee timely and effective service delivery to citizens.

The Chief Minister affirmed that this model would not only elevate Chhattisgarh into the league of developed Indian states but also play a key role in advancing Indias broader goal of becoming a developed nation by 2047.

To drive the mission forward, the state has prioritized 13 key sectors including education, healthcare, infrastructure, agriculture, IT, tourism, and skill development. Ten focused missions have been launched for effective implementation in these areas.

Emphasising on Bastars transformation, the Chief Minister said now emerging as a region full of opportunities. He shared that skill development centers have been established in Bastar and 32 surrounding blocks, where local youth are receiving training in fields such as computer literacy, healthcare, food processing, and technical trades. "Today, children who once gathered firewood in the forests are learning to operate machines and use laptops," he remarked.

He further highlighted the surge in investments flowing into the region, noting that the establishment of the country's first semiconductor unit and an AI data center in Nava Raipur is creating new avenues of employment for the youth of Bastar and the entire state. "Bastar is now poised to become a hub for 'Make in India' - a place where innovation, industry, and opportunity converge," the Chief Minister added.

Addressing the issue of Naxalism, the Chief Minister reaffirmed the governments resolve to make Chhattisgarh completely Naxal-free by March 2026. He noted that comprehensive rehabilitation, skill training, and self-employment programs are being rolled out for surrendered Naxals.

In Bastar, tribal communities are now gaining access to markets, training, and entrepreneurship opportunities, with local products driving new avenues for livelihood. Significantly, Bastars Dhudmaras village has earned international recognition, being named one of the Best Tourism Villages by the United Nations.

The Chief Minister underscored significant strides in infrastructure development, noting that the states railway network is being expanded from 1,100 km to 2,200 km, while more than Rs 21,000 crore has been invested in upgrading national highways. With the introduction of cargo services at Raipur Airport, Chhattisgarh is now on track to emerge as a key logistics hub in the region.

He emphasized that the state is rich in mineral resources such as steel, coal, dolomite, and lithium. The state plans to boost its steel production capacity from 28 to 45 million tonnes by 2030 and also scale up power generation to become the first in the country. Chhattisgarh has become the first state in the country to successfully auction a lithium block, an essential resource for electric vehicles and the green energy transition.

Chief Minister Sai informed that the state has introduced more than 350 policy reforms to improve governance. Among these, land registrations can now be conveniently completed online for a nominal fee of just Rs 500. Additionally, the new Industrial Policy provides special incentives to encourage the establishment of play schools, hospitals, and colleges in rural communities.

The meeting held at Bharat Mandapam, carrying the central theme: Viksit Rajya, Viksit Bharat @2047 was attended by the Union Ministers, Chief Ministers of various states, Lieutenant Governors of Union Territories, Vice Chairman of NITI Aayog, members of the Governing Council.

मुख्यमंत्री ने जवानों की हौसला अफ़ज़ाई करते हुए तिलक लगाकर उनका अभिनंदन किया। उन्होंने जवानों से कहा कि बस्तर में अमन और शांति लाने में आपकी महत्वपूर्ण भूमिका है। मुख्यमंत्री ने सुरक्षा बल के जवानों को 50 मोटर बाइक पर हरी झंडी दिखाकर गस्त करने के लिए रवाना किया।
मुख्यमंत्री श्री साय ने जवानों को प्रोत्साहित करते हुए कहा कि सुरक्षा बलों ने जिस तरह उच्च स्तरीय रणनीति बनाकर ऑपरेशन को अंजाम दिया और कामयाबी हासिल की वह काबिले-तारीफ है। फोर्स के इस अदम्य साहस और शौर्य को नमन है। मुख्यमंत्री ने आगे कहा कि अब वह दिन दूर नहीं जब बस्तर के माथे से माओवाद का कलंक पूरी तरह से मिट जाएगा। प्रधानमंत्री श्री नरेन्द्र मोदी और केन्द्रीय गृहमंत्री श्री अमित शाह ने मार्च 2026 तक देश से नक्सल समस्या को समूल समाप्त करने का संकल्प लिया है, वह पूरा होता नजर आ रहा है। मुख्यमंत्री श्री साय ने आगे कहा कि वह दिन दूर नहीं जब बस्तर अंचल छत्तीसगढ़ के विकास से पूरी तरह जुड़ जाएगा। उन्होंने उम्मीद जाहिर करते हुए कहा कि बस्तर के अंदरूनी इलाके, जहां कुछ साल पहले तक जाना भी संभव नहीं था, वहां अब शिक्षा, स्वास्थ्य, जनकल्याणकारी कार्यक्रमों के क्रियान्वयन और निर्माण कार्यों में अब गति आएगी।

मुख्यमंत्री श्री साय ने कहा कि माओवाद प्रभावित क्षेत्रों को शासन की योजनाओं से जोड़ने नियद नेल्लानार, पीएम जनमन जैसी योजनाएं चलाई जा रही हैं, जिसका सकारात्मक बदलाव अब बस्तर में दिखने लगा है। माओवाद की समाप्ति के साथ ही बस्तर विकास की ओर तेजी से बढ़ेगा। उन्होंने ऑपरेशन में शामिल सभी जवानों को अपनी शुभकामनाएं देते हुए उनकी बहादुरी के लिए बधाई दी। इस अवसर पर उप मुख्यमंत्री श्री विजय शर्मा ने कहा कि इस ऑपरेशन और जवानों की बड़ी और ऐतिहासिक सफलता की सराहना राष्ट्रीय और अंतर्राष्ट्रीय स्तर पर भी हो रही है। उन्होंने कहा कि अब बस्तर में बड़ा और सकारात्मक परिवर्तन होने जा रहा है जो विकास और प्रगति की राह पर बस्तर को ले जाएगा।

इस दौरान मुख्यमंत्री ने जवानों को एलईडी सेट और गिफ्ट हैम्पर भेंट किए। इस अवसर पर ऑपरेशन में शामिल जवानों ने की गई तैयारियों और रणनीति की जानकारी मुख्यमंत्री एवं उप मुख्यमंत्री को दी। इसके पहले, जवानों ने मुठभेड़ के बाद माओवादियों से रिकवर किए गए हथियारों का प्रदर्शन किया, जिसमें बीजीएल लॉन्चर, 12 बोर बंदूक, .303 बंदूक, 7.62 रायफल, 5.56 एमएम इंसास, एके-47, 9 एमएम कार्बाइन सहित विभिन्न प्रकार के हथियार सम्मिलित थे।

चौपाल में मुख्यमंत्री श्री साय के साथ उप मुख्यमंत्री श्री विजय शर्मा, वन मंत्री श्री केदार कश्यप, मुख्य सचिव श्री अमिताभ जैन एवं मुख्यमंत्री के प्रमुख सचिव श्री सुबोध सिंह भी उपस्थित रहे। मुख्यमंत्री श्री साय ने कहा कि 8 अप्रैल से पूरे प्रदेश में सुशासन तिहार के अंतर्गत जनसंवाद और योजनाओं के क्रियान्वयन की वास्तविक स्थिति जानने के लिए वे स्वयं क्षेत्रों में पहुंच रहे हैं।
चौपाल के दौरान ग्रामीणों ने पारंपरिक साफा और कलगी पहनाकर मुख्यमंत्री का स्वागत किया। समर कैम्प में प्रशिक्षण प्राप्त युवतियों ने स्वहस्तनिर्मित गुलदस्ते भेंट किए। मुख्यमंत्री ने कक्षा 10वीं के मेधावी छात्रों को सम्मानित किया और हॉफ मैराथन विजेता छात्र को प्रोत्साहित किया। मुख्यमंत्री ने महतारी वंदन योजना की समीक्षा की और कहा कि कोई भी पात्र महिला इस योजना से वंचित नहीं रहेगी। ग्रामवासी श्रीमती महेश्वरी दुग्गा और श्रीमती मनकाय ने योजना के लाभ साझा करते हुए मुख्यमंत्री को धन्यवाद दिया।

मुख्यमंत्री ने नक्सल समस्या पर दो टूक कहा कि अबूझमाड़ क्षेत्र के लोगों के सहयोग से नक्सलवाद को समाप्त करने का राष्ट्रीय संकल्प मार्च 2026 तक पूरा होगा। उन्होंने आत्मसमर्पित नक्सलियों के लिए बनी पुनर्वास नीति को देश की सर्वश्रेष्ठ नीति बताया। इस दौरान मुख्यमंत्री ने प्रधानमंत्री आवास योजना, मनरेगा, नोनी सशक्तिकरण, मिनीमाता महतारी जतन योजना के तहत हितग्राहियों को चाबियां, चेक और नकद सहायता राशि प्रदान की। उन्होंने दिव्यांग हितग्राही को व्हीलचेयर भी सौंपी।
