Raipur/Facing the scourge of Naxalism, Bastar remained away from the mainstream of development for four decades, but now with the end of Naxalism, with the joint efforts of the central and state governments, Bastar will be made the most beautiful and developed tribal division of the country. Chief Minister Shri Vishnu Dev Sai said this while addressing the book release ceremony of 'Tera Raj Nahi Aayega Re' organized in the capital Raipur today. Assembly Speaker Dr. Raman Singh, Deputy Chief Minister Shri Vijay Sharma, Sahitya Academy President Dr. Shashank Sharma, Panchjanya Editor Shri Hitesh Shankar and many other intellectuals were present in the program.
Chief Minister Shri Sai said that due to Naxalism, Bastar had lagged far behind in the race for development. Now, circumstances are changing, and the opportunity has arisen to build a new, developed, and prosperous Bastar. The state government is continuously making efforts to ensure that all essential services, including basic amenities, are readily available to the public.
The Chief Minister said that just two days ago, the successful Prime Minister, Shri Narendra Modi, completed 12 years in office. Under his leadership, the country has achieved many historic milestones, including the success in eradicating Naxalism. He said that Naxalism was one of the biggest challenges facing the country's internal security. Under the leadership of Prime Minister Shri Narendra Modi and the guidance of Union Home Minister Shri Amit Shah, this challenge was effectively addressed.
He said that strong leadership instills confidence and enthusiasm in society. Under Prime Minister Shri Modi's leadership, a collective resolve against Maoism has developed in the country. The morale of the security forces has increased, and the general public has openly opposed Maoism and raised their voices democratically. Writers, journalists, and intellectuals have also played an important role in this struggle. The Chief Minister noted that Union Home Minister Shri Amit Shah recently visited Bastar, where he met with journalists and praised their contributions.
The Chief Minister said that Mr. Rajiv Ranjan Prasad and Ms. Rachna Naidu wrote this book at a time when Maoism has ended. This makes the book even more important. Memories fade with time and wounds begin to heal. Therefore, it is essential to preserve the difficult period of Maoism and the struggle for liberation in documented form so that future generations can learn from it.
He said that when future generations read books on this subject, they will have the opportunity to understand the difficult struggle society and security forces waged to liberate India from Maoism, and how many soldiers sacrificed their lives. This book will also teach them that violence is never a permanent solution to any problem, and that people's trust can only be won through adherence to the Constitution and democratic values.
The Chief Minister praised the book, saying that the authors had conducted extensive and thorough research. They had compiled important facts by speaking with various sections of Bastar society, including surrendered Naxalites, and those who had witnessed and experienced Naxalism closely. Nadeem Khan, who lost his wife and son in the accident, said that he and his family had gotten off the train after the rumors spread. He went back into the coach to get his elder son off, when his wife and younger son were hit by another train right before his eyes.
Railway officials and police arrived at the scene as soon as the incident was reported. The accident was so horrific that body remains were scattered far and wide, and were recovered using drones. The new uniform guidelines also set rules regarding personal conduct for soldiers. Under the guidance of the district administration, a check dam was constructed on the Ledo Nala in the Sulsuli Gram Panchayat under the Wadrafnagar District Panchayat at a cost of approximately 17 lakh rupees in the financial year 2025-26. This structure will play a vital role in strengthening water conservation in the area and increasing agricultural production.

Previously, due to a lack of irrigation resources, village farmers had to practice primarily rain-fed agriculture. Due to insufficient water availability after the Kharif season, much of the agricultural land remained fallow during the Rabi season. With the construction of the check dam, approximately 10 farmers will now have access to additional irrigation facilities covering 15 hectares of agricultural land, enabling cultivation in both the Kharif and Rabi seasons.According to experts, the check dam will not only increase water storage but also improve groundwater levels. This will increase the availability of water in nearby wells and other water sources, benefiting farmers and villagers for a long time. The expansion of irrigation facilities will enable farmers to cultivate vegetables, pulses, and other cash crops alongside traditional crops, creating new opportunities for crop diversification and income growth.
This check dam will also prove useful in the daily lives of the villagers. The conserved water can be used for domestic needs, drinking water for animals, and other disposal purposes, significantly reducing the water crisis in the village.

Through this scheme, more than 112,036 street vendors in Chhattisgarh have been provided loan assistance totaling over 256.94 crore rupees (approximately $2.56 billion). The scheme has not only strengthened their businesses but also provided them with new opportunities for self-reliance and a respectable livelihood.
In response to the severe impact on livelihoods during the COVID-19 pandemic, the central government launched the Pradhan Mantri Street Vendors AtmaNirbhar Nidhi (PM-SVN) scheme on June 1, 2020. Its objective is to provide unsecured working capital loans to street vendors in urban areas to help them restart and expand their businesses. The scheme's key feature is that it does not require any collateral. Beneficiaries who repay their loans on time have the opportunity to receive higher loan amounts in the next phase.
Under the scheme, loans are provided to beneficiaries in phases. The first phase provides loans up to ₹10,000, the second phase provides loans up to ₹20,000, and the third phase provides loans up to ₹50,000. This means that working capital loans ranging from a minimum of ₹10,000 to a maximum of ₹50,000 can be obtained under this scheme. Only beneficiaries who make timely repayments are eligible for the next phase.
The PM Svanidhi scheme benefits small businesses that provide goods and services on the roadside or in public places. These include vegetable and fruit vendors, tea, snack, and fast food vendors, paan shop owners, textile and ready-made garment vendors, shoe and slipper vendors, book and stationery vendors, flower and puja material vendors, mobile accessories vendors, barbers, cobblers, and self-employed individuals providing laundry services, among many other small businesses.
The impact of the scheme is steadily increasing in Chhattisgarh. Thousands of street vendors have been provided loan assistance in districts such as Durg, Raipur, Bilaspur, Korba, Raigarh, and Dhamtari. Against a state-level sanctioned amount of ₹267.22 crore, over ₹256.94 crore has been disbursed, benefiting over 1.12 lakh beneficiaries.

Raipur,Guided by the motto Humne Banayan Hai, Hum Hi Sawareinge, the Chhattisgarh Government, under the leadership of Chief Minister Shri Vishnu Deo Sai, is rapidly fulfilling the commitment made during its first Cabinet meeting. Under the Pradhan Mantri Awas Yojana (Gramin), more than 10.60 lakh rural houses have been completed across the state during the last two and a half years.
During the financial year 202526, Chhattisgarh completed more than 6 lakh houses, the highest number in the country. The state also ranks first nationally in the number of households completed daily. At present, more than 1,600 houses are being completed every day, reflecting the speed and scale of the housing mission.
Chief Minister Shri Vishnu Deo Sai pledged to provide housing for low-income families during the very first Cabinet meeting held a day after assuming office. The state government has been working with determination and urgency to fulfil this commitment.
The government had resolved to construct 18,12,742 houses, including 2,46,215 incomplete houses, 6,33,438 houses from the 2011 permanent waiting list, 8,19,999 houses under the Awas Plus list, and 47,090 houses under the Mukhyamantri Awas Yojana  Gramin Awas Nyay Yojana.
Along with these houses, the government is also constructing 33,601 houses under the PM JANMAN Yojana in tribal and forest regions and 15,000 additional houses under a special project for Naxal-affected areas. The Panchayat and Rural Development Department has also conducted surveys under Awas Plus 2.02024 to identify low-income families living in kutcha houses, and the process of providing housing benefits to these eligible households is progressing rapidly.To accelerate implementation and turn the dream of permanent housing into reality for low-income families, the government has made Rs. 26,908 crore available for housing construction.
The Panchayat and Rural Development Department not only addressed incomplete houses inherited from the previous government but also approved and completed a large number of new houses for eligible beneficiaries in a mission mode. The pace of implementation is reflected in the fact that between April and October 2025, nearly 2,000 houses were completed every day across the state. Even now, approximately 1,600 houses are being completed daily, making Chhattisgarh the leading state in the country in daily PMAY-G house completions.
To strengthen this ambitious mission and ensure its effective implementation, the state government has actively involved womens self-help groups. Women associated with these groups are contributing as Dealer Didis and Rani Mistris, playing a vital role in housing construction activities. Thousands of women have achieved economic empowerment and emerged as Lakhpati Didis through their participation in the programme.
The establishment of Atal Digital Suvidha Kendra in villages has further supported the initiative by making small financial transactions easily accessible at the local level. According to the investigation team, approximately 90 tractors and 80 trucks carrying illegally stored sand were found at the site, and they were seized.
The administration completed the seizure in the presence of village council representatives and villagers. Furthermore, the ramp leading to the illegal sand storage site was cut and closed using a JCB machine to prevent such activities from occurring in the future.
During the operation, three vehicles used for illegal sand transportation and storage were also seized. The seized vehicles have been handed over to the Arang police station. A notice has been issued to the concerned storage owner, directing him to submit a response.
According to the administration, this action was taken based on complaints received during Good Governance Festival 2026 and cases registered with the Chief Minister's Helpline. Action is being taken against illegal sand mining, transportation, and storage under the Mines and Minerals (Development and Regulation) Act, 1957.

Chief Minister Shri Sai stated that the visionary, decisive, and welfare-oriented leadership of Prime Minister Shri Narendra Modi has accelerated development in Chhattisgarh and played a significant role in ensuring that the benefits of government schemes reach the last person in society.
In his letter, the Chief Minister mentioned that under the Central Governments policy of prioritising security and development in Naxal-affected areas, Chhattisgarh has received Rs. 2,080.29 crore under the Special Central Assistance (SCA) Scheme. He noted that initiatives such as the Special Infrastructure Scheme (SIS), Security Related Expenditure (SRE), modern weapon systems, jungle warfare training and air support have strengthened security forces and provided the state with a decisive advantage in the fight against Left Wing Extremism.
The Chief Minister stated that the Union Ministry of Rural Development has approved 391 roads covering 3,222 kilometres and 88 major bridges in Naxal-affected regions at a cost of Rs. 2,377 crore. These projects have strengthened both development and security while connecting remote areas, including Bastar, with the mainstream.
Highlighting financial reforms under the Prime Ministers leadership, the Chief Minister said that increasing the states share in central taxes from 32 per cent to 42 per cent has provided Chhattisgarh with unprecedented fiscal autonomy. He informed that over the past 12 years, the state has received Rs. 3,46,806 crore through central tax devolution and Rs. 1,43,328 crore under various central schemes. In addition, Chhattisgarh received Rs. 22,021 crore under the Special Assistance for Capital Investment Scheme and Rs. 22,600 crore as GST compensation.
Describing road infrastructure development as one of the major achievements of the Central Government, Shri Sai said that approvals worth Rs. 4,468 crore were granted under the Central Road and Infrastructure Fund (CRIF). In comparison, Rs. 35,766 crore was sanctioned for National Highway development. These investments have accelerated projects such as the RaipurVisakhapatnam corridor, BilaspurDhanbad connectivity, the RaipurDurg Bypass and several other strategic road projects, significantly improving connectivity across the state.
In the rural development sector, the Chief Minister stated that 24.50 lakh eligible beneficiaries have been sanctioned houses under the Pradhan Mantri Awas Yojana (Gramin), of which nearly 19.70 lakh houses have already been completed. Under MGNREGA, an expenditure of Rs. 39,123 crore over the past 12 years generated 152 crore person-days of employment. Shri Sai said that under the PM JANMAN Yojana, basic amenities such as electricity, roads, drinking water, and housing are reaching remote habitations of Particularly Vulnerable Tribal Groups for the first time. He also noted that the expansion of roads, railways, and public transport in Bastar is addressing long-standing connectivity challenges.
The Chief Minister said that the state government is committed to preserving and promoting Tribal culture. He highlighted the establishment of a Tribal Museum in Nava Raipur and the Shaheed Veer Narayan Singh Tribal Museum. Events such as Bastar Pandum and Bastar Olympics have showcased a transformed, peaceful, and vibrant Bastar to the world.He added that effective implementation of the PESA Act, record procurement of minor forest produce, better prices for paddy, pulses, and oilseeds, and schemes like the Krishak Unnati Yojana are strengthening the rural and tribal economy. Through the Pradhan Mantri Garib Kalyan Anna Yojana and the Mukhyamantri Khadya Yojana, free food grains are being provided to around 2.45 crore beneficiaries in the state.

As a result of product blacklisting of a batch of the said medicine by Madhya Pradesh Public Health Services Corporation Limited, Bhopal, the rate contract of the medicine Lactulose Solution IP 10 gm/15 ml -100 ml bottle was blocked as per the tender rules of Chhattisgarh Medical Services Corporation Limited and action was taken to cancel the related purchase orders.
The blacklisting order, enclosed with the communication sent by the firm Unicure India Ltd., also states that the said order will not apply to previously purchased or placed purchase orders, provided they conform to the quality standards. The medicines supplied by the said firm have been distributed after receiving standard quality reports from the NABL laboratories contracted by Chhattisgarh Medical Services Corporation Limited.
The firm Unicure India Ltd. also stated in the notice that they have filed a suit before the Hon'ble High Court of Madhya Pradesh, Principal Bench, Jabalpur, the hearing of which is scheduled for June 10, 2026. He has written a letter to Prime Minister Shri Narendra Modi, thanking him for the unprecedented support provided by the central government in Chhattisgarh's development.
Chief Minister Shri Sai said that the schemes run under the visionary, decisive and public welfare leadership of the Prime Minister have given new impetus to the development of Chhattisgarh and have played an important role in providing the benefits of government schemes to the last person of the state.
Chief Minister Shri Sai noted in the letter that as a result of the central government's policy of prioritizing security and development in Naxal-affected areas, Chhattisgarh has received ₹2,080.29 crore in assistance under the Special Central Assistance (SCA) scheme. Additionally, initiatives such as the Special Infrastructure Scheme (SIS), Security Related Expenditure (SRE), the availability of modern weapons, jungle warfare training, and air support have strengthened the security forces and given the state a decisive advantage against Naxalism.
The Chief Minister said that the Union Rural Development Ministry has approved 391 roads and 88 major bridges, totaling 3,222 kilometers, at a cost of ₹2,377 crore in Naxal-affected areas. These projects have strengthened both development and security by connecting remote areas, including Bastar, to the mainstream.
In the letter, the Chief Minister, while referring to the reforms done under the leadership of the Prime Minister in the field of financial consolidation, said that Chhattisgarh has got unprecedented financial autonomy by increasing the share of states in central taxes from 32 percent to 42 percent. He told that in the last 12 years, the state has received assistance of ₹3,46,806 crore in central taxes and ₹1,43,328 crore in various schemes. Apart from this, additional assistance of ₹22,021 crore under the Special Assistance Scheme for Capital Investment and ₹22,600 crore in the form of GST compensation has also been received.
Describing road infrastructure development as a major achievement of the central government, the Chief Minister said that ₹4,468 crore has been approved under the Central Road and Infrastructure Fund (CRIF) and ₹35,766 crore for the development of national highways. This has accelerated the Raipur-Visakhapatnam, Bilaspur-Dhanbad, Raipur-Durg bypass and other important road projects, and has led to a historic improvement in the state's connectivity.
In the area of ​​rural development, the Chief Minister reported that under the Pradhan Mantri Awas Yojana (Rural), houses have been approved for 24.50 lakh eligible beneficiaries in the state, of which approximately 19.70 lakh houses have been completed. Under MNREGA, ₹39,123 crore has been spent over the past 12 years, generating 152 crore man-days. Under the Swachh Bharat Mission (Rural), toilet facilities have been provided to 36.44 lakh families with assistance of ₹2,398 crore.
The Chief Minister said that under various phases of the Pradhan Mantri Gram Sadak Yojana, ₹7,951 crore has been approved for the construction of 13,040 kilometers of roads and 347 bridges.
