Chintan Shivir 3.0 will give a new direction to the creation of a developed Chhattisgarh: Chief Minister

Intensive discussions were held on good governance, technology, agriculture, tourism and developmental politics.

Raipur: With the aim of formulating a long-term strategy for building a developed Chhattisgarh, making good governance more effective and developing administrative capacity to meet future challenges, the two-day 'Chintan Shivir 3.0' organized under the joint aegis of the Department of Good Governance and Convergence and the Indian Institute of Management (IIM) Raipur concluded successfully. Chief Minister Shri Vishnu Dev Sai, members of the Council of Ministers, senior administrative officers and eminent policy experts, academicians and subject experts of the country held extensive discussions on various dimensions of governance, development and public service.

Chief Minister Shri Vishnu Dev Sai said that the Chintan Shivir is no longer just a platform for exchanging ideas, but has become an effective medium for concrete reforms in governance. He said that the state government is committed to developing an administration that is modern, transparent, technology-driven, and sensitive to the aspirations of citizens. He expressed confidence that the suggestions received from Chintan Shivir 3.0 will give a new direction to the development journey of a developed Chhattisgarh and will soon be implemented as policy and administrative initiatives.

In the session on "Tourism as an Engine of Sustainable Prosperity" held on the second day, senior IAS officer and tourism policy expert Mr. Suman Billa stated that Chhattisgarh has immense potential to become the country's leading high-value, low-impact tourism destination in the fields of natural, tribal, and cultural tourism. He emphasized the importance of tourism infrastructure, community participation, investment, responsible tourism, and a good governance-based tourism model. He specifically stated that with better coordination between the central and state governments, Chhattisgarh, especially the Bastar region, can establish a new identity on the national and international tourism map. The state's industrial policy can also play an important role in stimulating tourism investment.

Speaking on the topic of "Developmental Politics through Sabka Prayas," Lok Sabha Member Shri Shashank Mani Tripathi said that the district should be the real center of growth. He emphasized the need for a development-oriented plan for each district, a development strategy tailored to local economic potential, and district GDP-based planning. Presenting the concepts of "Amrit Prayas," "Banyan Revolution," and participatory governance, he said that a district-centric development model would give new impetus to entrepreneurship, employment, agricultural transformation, local innovation, and people-capacity development, and would be transformative, especially for Tier-2 and Tier-3 areas.

In the concluding session, Dr. Vinay Sahasrabuddhe shared his views on good governance, effective policy implementation, leadership development and various dimensions of public administration under the leadership of Prime Minister Shri Narendra Modi.

Chief Minister Shri Sai stated that the state government has successfully implemented the suggestions received during the last two brainstorming sessions. The implementation of the e-office system in the Secretariat has made the file processing process faster, more transparent, and timely. The Chief Minister's Helpline 1076 has established an effective system for prompt resolution of complaints from ordinary citizens. The Seva Setu service, which makes citizen services accessible, makes it simple, accessible, and transparent by making more than 520 services from 36 departments available online. He stated that the greatest success of this brainstorming process is that the ideas are now being reflected in results on the ground.
