Katha – The Traditional Grain Measurer
On the far left of the display stood two circular wooden structures called Katha. In earlier times, when weighing scales weren’t widely used in villages, people measured rice using Katha. Typically, one Katha could hold about four kilograms of paddy. It was often used to distribute grain as a form of wage payment to labourers.
Khumri – The Rural Sun and Rain Shield
A headgear crafted from thin bamboo strips, coloured in pink and adorned with cowries, was on display as well — known as Khumri. This unique item was commonly worn by cowherds to protect their heads from sun and rain. In the old days, herders would carry a Kamra (a type of raincoat made of jute fibers) and a Khumri while tending cattle in the fields.
Kansi Rope – The Farmer’s Essential Cord
Another item showcased was a rope made from the stems of the Kansi plant. Traditionally, this durable cord was used as Nivar for weaving traditional beds or charpais. The process of making it is called Dori Aantna. These plants grow naturally on the edges of fields during the monsoon and yield strong, long-lasting ropes.
Jhampi – The Ancient Storage Basket
Also featured was the Jhampi – a large, round, wooden container with a lid, used as a bag or storage trunk in ancient times. During weddings, Jhampis were used to carry the groom’s attire, ornaments, food items, and other essentials. Made from bamboo, this sturdy piece would last for years and was an integral part of Chhattisgarh’s wedding customs.
Kalari – The Paddy-Turning Tool
The Kalari was another interesting item – a tool made by attaching a sharp iron hook to the end of a bamboo stick. It played an important role during the rice-harvesting season, used for flipping and turning the paddy during threshing.
From folklore to farming tools, the Hareli celebrations at the CM residence offered a rich cultural experience, bringing alive the heritage of Chhattisgarh’s villages in all its earthy charm.

Raipur, July 23, 2025 – Acting on the directives of Chief Minister Vishnu Deo Sai, the Chhattisgarh government is taking swift, reform-oriented decisions to enhance the education sector and support the interests of the state’s teaching community.
Continuing this momentum, the School Education Department today (July 23, 2025) issued promotion orders for 1,227 lecturers (T cadre teachers) across various subjects. The postings of these promoted lecturers will be carried out through a counselling process. The subjects include Hindi, English, Sanskrit, Mathematics, Physics, Chemistry, Biology, Political Science, History, Geography, Economics, and Commerce.
This development reflects the government’s strong commitment to ensuring timely promotions and career advancement opportunities for teachers, based on their work, seniority, and qualifications.
It is noteworthy that over the past year, the School Education Department has completed promotion procedures for nearly 7,000 positions at the district and divisional levels. Additionally, 2,621 Assistant Teachers (Science Laboratory) were recruited directly through counselling, aiming to strengthen practical, lab-based education in schools.
Earlier, on April 30, 2025, promotion orders for approximately 2,900 principals were also issued. In the coming days, the posting of promoted principals from the T cadre will also be carried out through counselling, to ensure a transparent and need-based deployment system.
The matter of promotion for principals in the E cadre is currently pending before the Hon’ble Court. As per the court’s verdict, the required actions will be taken in a time-bound manner.

Organised by the Department of Culture, the event will showcase the diversity of Chhattisgarh’s folk traditions and a deep respect for farmers through a rich tapestry of rituals and performances. The CM residence premises have been decked out in Chhattisgarhi folk decor – from green floral arches and traditional torans to rural handicraft installations – capturing the true spirit of Hareli.
Folk artists from across the state will enthral audiences with captivating performances such as the Gedi dance and Raut Nacha. Adding to the festive charm will be the monsoon Sawan swings and devotional recitations of the ‘Savanahi Ramayan’, drawing visitors into a nostalgic and immersive cultural experience.
Chief Minister Vishnu Deo Sai will personally take part in the ceremonial worship of agricultural tools and implements – a hallmark of the Hareli tradition. Raipur, July 23, 2025/ Chief Minister Vishnu Deo Sai today said that the goals of Viksit Bharat@2047 can only be achieved when every section of society, especially Divyangjans (persons with disabilities), is fully empowered. Chairing a high-level review meeting of the Social Welfare Department at Mahanadi Bhavan, the Chief Minister emphasized that it is the need of the hour to ensure that all Divyangjans are skill-trained and self-reliant. He instructed officials to prepare a clear action plan and ensure its swift implementation.
During the meeting, CM Sai issued directives for the immediate resolution of pending pension cases related to the elderly and Divyang beneficiaries. He said the process should be treated with utmost priority and carried out in the spirit of public service, so that eligible beneficiaries receive their rightful support on time. The Chief Minister made it clear that negligence in the welfare of the elderly, Divyangs, and destitute citizens will not be tolerated at any level.
He further stated that old-age homes, grant-in-aid institutions for disabled children, and rehabilitation centers must be streamlined and strengthened. Divyangjans should be skill-trained as per their interests and capabilities under the Chief Minister Skill Development Scheme and provided training in various trades. This, he said, would enable them to take up self-employment opportunities and become active contributors to society.
Social Welfare Minister Lakshmi Rajwade, also present in the meeting, said that destitute, homeless, nomadic individuals—including Divyangs, women, and children—found in public spaces should be swiftly rehabilitated through proper institutional arrangements. She added that physical verification of all pension cases must be carried out, and benefits should be extended on a priority basis to all eligible beneficiaries. She also stressed the need for extensive promotion of the department’s helpline number to ensure that more people can access government assistance.
CM Sai also directed officials to expedite the registration of members of the transgender community and ensure they are covered under schemes like ration cards, Ayushman Bharat, and other welfare programs. He called for organizing special camps for Divyangjans to facilitate UDID (Unique Disability ID) registration and medical board-issued disability certification.
The Chief Minister stressed that all needy individuals—be it children, women, youth, or the elderly—who require prosthetic limbs, crutches, hearing aids, tricycles, or physiotherapy support, must be provided with these assistive devices immediately. “No deserving person should be left without support—this is our government’s commitment,” he said.
The review also covered progress under several flagship schemes including the Prosthetic & Assistive Devices Distribution Scheme, Samarthya Development Program, Divyang Marriage Incentive Scheme, and the National Rehabilitation Program for Persons with Disabilities. Officials presented the latest implementation reports and discussed future roadmaps.
Officials informed the CM that within the past year, 137 special health camps were organized across the state for Divyangjans. These camps screened a total of 7,669 individuals, out of which 6,671 were provided with prosthetic limbs and other assistive devices—significantly boosting their mobility, independence, and confidence.
The meeting was attended by Principal Secretary to CM Subodh Singh, Secretaries to CM P. Dayanand and Rahul Bhagat, Secretary of Social Welfare Bhuvnesh Yadav, Director Roktima Yadav, and other senior officials from the Social Welfare Department.

The Chief Minister offered floral homage to the mortal remains of Late Nikhil Kashyap and bid him a final farewell. He also met with the bereaved family members and expressed his deep condolences.
On this sorrowful occasion, CM Sai prayed to the Almighty for peace to the departed soul and strength for the family to bear this profound loss.

Chief Minister Shri Vishnu Deo Sai has reaffirmed that the state government is fully committed to ensuring proper nutrition and a secure, bright future for every child. For the comprehensive development of children, the Women and Child Development (WCD) Department and the Health Department must work in close coordination, he said.
Chairing a high-level review at Mahanadi Bhavan today, the Chief Minister evaluated the progress and implementation of various WCD schemes and issued crucial directions to officials. He stressed that schemes focused on women and children should be monitored district-wise at the secretary level and will be thoroughly reviewed in the upcoming Collector Conference.
CM Sai reviewed the WCD department’s infrastructure, budget, and the implementation of ongoing schemes. He noted that the department plays a crucial role in ensuring the nutrition and safety of children, adolescent girls, and women. “The care and nutrition given to young children, if handled with sensitivity and skill, will significantly strengthen their physical and mental development,” he emphasised.
He asserted that children form the foundation of the nation’s future, and this foundation must be strengthened through the collective participation of all stakeholders. He urged departmental staff to work actively and with intrinsic motivation at the grassroots level, ensuring that every child in the state receives supplementary nutrition and the full benefits of the schemes.
The CM held a detailed discussion on nutrition distribution at Anganwadi centres, including aspects such as quantity, quality, hot meals, and adherence to caloric standards. He underlined the need for continuous monitoring of the distribution process to ensure quality and effectiveness.
He also reviewed the functioning of 197 Anganwadi centres operating under the PM-JANMAN scheme and directed officials to work with heightened sensitivity and commitment towards the holistic development of children from Particularly Vulnerable Tribal Groups (PVTGs).
CM Sai examined key indicators related to child nutrition and called for concrete efforts to bring about necessary improvements. “Indicators allow us to assess the actual situation, and wherever gaps are found, swift corrective measures must be taken,” he instructed.
He expressed satisfaction over the progress in the Pradhan Mantri Matru Vandana Yojana and directed that the positive momentum be sustained. Emphasising the psychological development of children, the CM noted that even small actions and behaviour patterns can leave a lasting impact. He urged Anganwadi workers to build emotional connections with children through sensitivity and empathy.
He further instructed that regular training be provided to departmental personnel to ensure technical proficiency and a research-driven, outcome-oriented approach to programme implementation.
During the meeting, schemes such as the Child Marriage-Free Chhattisgarh Campaign, Mukhyamantri Kanya Vivah Yojana, Sakhi One Stop Centre, Shakti Sadan, Women and Child Helpline, Mahila Kosh, Beti Bachao Beti Padhao, and Mission Vatsalya were also reviewed.

Farmers Trained in Scientific Use of Nano DAP; On-Field Demos Conducted Across Villages
Raipur, July 23, 2025/ In view of the potential shortage of solid DAP fertilizer during the current Kharif season, the Chhattisgarh government has made timely arrangements for alternative fertilizers. Among them, liquid Nano DAP has emerged as an effective and promising substitute. Its use is resulting in direct savings of around ₹75 per acre for paddy farmers.
As per state government directives, IFFCO has facilitated the storage of over 3.05 lakh bottles of Nano DAP across the state. Of these, 82,470 bottles are stocked at double-lock centers, 1,41,389 bottles at Primary Agricultural Credit Societies (PACS), and around 48,000 bottles with private retailers. IFFCO still holds an additional stock of over 33,000 bottles. Each half-liter bottle of Nano DAP is available to farmers at a subsidized price of ₹600 through cooperative societies.
According to agricultural experts, for one acre of paddy cultivation, instead of 50 kg of solid DAP, farmers can now use 25 kg of solid DAP along with a half-liter bottle of liquid Nano DAP. A 50-kg bag of solid DAP is priced at ₹1,350, whereas the combination of Nano DAP and reduced solid DAP offers similar nutrition at a cost-saving of ₹75 per acre.
To promote the use of Nano DAP, farmers have been sensitized and trained in its application methods through extensive awareness drives. The state government proactively launched a campaign to educate farmers about Nano DAP well in time, foreseeing the shortfall in solid DAP supply. The agriculture department’s field teams, Krishi Vigyan Kendra scientists, and progressive farmers worked together to demonstrate the combined use of Nano DAP with conventional fertilizers directly in fields.
Awareness activities, including live demonstrations, were conducted across villages through agriculture chaupals and the ongoing Viksit Krishi Sankalp Abhiyan. Informative materials such as pamphlets, banners, and posters on Nano DAP were prominently displayed at cooperative societies.
Field officers from the agriculture department continue to visit farms and guide farmers on the use and benefits of Nano DAP. As a result, farmers are now confidently adopting Nano DAP in their paddy cultivation practices across the state.

Immediate and focused action is imperative,” he said.
The meeting included a review of road accident data and the role of stray animals in such incidents. Deliberations were also held on proposals related to 'Godhan' development. The CM emphasized the need for planned strategies to ensure proper care, fodder availability, and rehabilitation of stray and abandoned cattle. The operational efficiency and coverage of cow-catcher vehicles in urban areas were also discussed.

In a strong show of support for emerging sports talent in the state, Chief Minister Shri Vishnu Deo Sai congratulated Mahasamund-based archer Navleen Kaur for securing her place in the upcoming National Games. The Chief Minister said that the Chhattisgarh government is committed to recognising talent and ensuring that every player gets opportunities, resources and a platform to succeed based on their hard work, dedication, and potential.
Extending his best wishes to Navleen, CM Sai said, “Young athletes like Navleen are the foundation of Chhattisgarh’s future. The state government will provide every possible assistance to nurture such talent across all levels of sport.”
Navleen’s story is one of sheer grit and determination. Born prematurely in the seventh month of pregnancy, she battled health complications in her early years. Constant queries about her health from neighbours, relatives and acquaintances made her feel uneasy. However, rather than succumbing to self-doubt, Navleen transformed the challenges into her strength and chose sports as her life’s path.
In February 2025, she clinched a gold medal at the state-level archery competition, proving that willpower and perseverance can overcome any obstacle.
A resident of Bagbahara in Mahasamund district, Navleen is the daughter of Shri Arvind and Smt. Ranjit Kaur Chhabra. Her journey into archery began in 2018 when she enrolled for training at the Bihajhar Balashram, located around five kilometres from her village. She went on to become Mahasamund’s first female archer. During her school years, she won medals at state-level competitions twice and secured fourth place in a national-level school archery tournament.
In 2023, Navleen represented Chhattisgarh at the FGFI National Archery Championship held in Gujarat and secured second place in the senior state-level archery championship.
Navleen’s ultimate dream is to represent India at international competitions and win medals. She shared that compound bows are used in such tournaments, and her family has recently gifted her a modern compound bow to help her prepare. She made a strong start in this format by winning first place in the compound round (girls category) at the City Open Archery Competition. She is currently training under coach and sports officer Shri Manoj Dhritlahare.

Raipur, July 21, 2025: Chhattisgarh is all set to witness a new era in the fisheries sector. With the relentless efforts of Chief Minister Shri Vishnu Deo Sai and support from the Central Government, the state's first Aqua Park will be established in the Hasdeo Bango reservoir in Korba district. Under the Pradhan Mantri Matsya Sampada Yojana, the Centre has sanctioned over ₹37.10 crore for this project. The Aqua Park will be developed over several hundred acres in the submergence zones of Etmanagar and Satrenga. Once operational, the park is expected to bring about a revolutionary transformation in the fisheries landscape of the state. From fish production and processing to marketing, export and aqua tourism, this initiative is poised to significantly enhance the income of local communities. CM Shri Sai has expressed his gratitude to Prime Minister Shri Narendra Modi and the Central Government for approving the funds for the project.
The Aqua Park, to be developed in the submergence area of Hasdeo Bango reservoir, will feature two key zones. At Etmanagar, facilities such as a feed mill, fish processing plant, hatchery, and recirculatory aquaculture systems will be set up. Meanwhile, in Satrenga, infrastructure to promote aqua tourism, including an aqua museum and other visitor amenities, will be developed. The Etmanagar hub will encompass a complete value chain—from fish production to processing and even export. Hatcheries will produce fish seed, while the feed mill will produce nutritional supplements. The fish processing plant will handle cleaning, deboning, filleting, and high-quality packaging for international markets.
Apart from Etmanagar’s industrial hub, an Aqua Museum will be set up in Satrenga. Already a major waterbody tourist destination, Satrenga will host various fish species for public display. Facilities like angling desks, cafeterias, floating houses, motorboats and water sports will also be introduced, boosting tourism in the region. This surge in tourism is expected to generate local employment and uplift rural livelihoods.
Aqua Park Will Give New Direction to Chhattisgarh's Fisheries Sector: CM Vishnu Deo Sai
Upon receiving approval for the Aqua Park, CM Shri Sai extended his best wishes to the state’s fish farmers and said that the project will not only introduce advanced fish farming techniques to the people but will also revolutionise Chhattisgarh’s fisheries sector through its world-class processing and packaging unit. He highlighted that Chhattisgarh’s tilapia fish has a high demand overseas, and the park will now open global trade avenues for the state’s fish farmers. He hailed the Aqua Park as a landmark decision towards making the state self-reliant in fisheries.
Currently, Fish Farming is Done in Around 800 Cages; Over 160 Fisherfolk Benefiting
Presently, nearly 800 cages are operational in the submergence area of the Hasdeo Bango reservoir. Under the guidance of fisheries department officials and technical experts, about 160 members from 9 fisheries societies are engaged in cage culture. Each member has been allotted five cages, earning an average annual net income of ₹90,000. Members like Deepak Ram Manjhiwar, Amar Singh Manjhiwar and Devmati Uike shared that cage culture has not only given them employment but also improved their financial conditions due to increased fish production. The region records an annual production of approximately 1,600 metric tonnes of fish. This culture model has provided direct employment to 70-80 individuals and supports 20-25 vendors and small retailers with daily fish supplies. With support from experts and officials, locals have been trained in advanced fish farming techniques. The major species produced here are Tilapia and Pangas. Notably, Tilapia is in high demand in the US and is currently being exported in limited quantities. With the establishment of the Aqua Park, plans are in place to boost its production and expand exports to the US and European markets. The resultant growth in export will attract greater local participation in fish farming and accelerate regional economic development.
With the expansion of the Aqua Park in Etmanagar and Satrenga and the establishment of demonstration units, tourism is also expected to surge. Visitors from across the country will be able to enjoy entertainment and relish various fish delicacies. This too will open up new employment avenues for the locals and further enhance their income.

The Pradhan Mantri Surya Ghar Muft Bijli Yojana is emerging as a practical solution for reducing household energy expenses in Chhattisgarh, while simultaneously promoting clean energy adoption. Under this initiative, Shri Rajesh Kesharwani, a resident of Sadar Road in Balodabazar, installed a 3-kilowatt rooftop solar system at his residence. He no longer receives monthly electricity bills, a shift he attributes to the scheme’s benefits.
Shri. Kesharwani said he came to know about the scheme through social media and newspapers. He subsequently approached the electricity department and completed the online application process without difficulty. A subsidy of Rs. 78,000 was provided for the installation. The solar unit has been operational for the past six months. Before installation, Shri Kesharwani said he incurred electricity costs between Rs. 2,000 and Rs. 2,500 per month. These expenses have now been eliminated, resulting in significant monthly savings. He emphasised that the scheme offers both economic and environmental benefits and urged other residents to consider taking advantage of the initiative.
Expressing gratitude for the scheme, Shri Kesharwani acknowledged the efforts of Prime Minister Shri Narendra Modi and Chief Minister Shri Vishnu Deo Sai. He said the initiative supports both household savings and the nation’s push toward energy self-reliance.

Chhattisgarh is witnessing a rapid transformation in road infrastructure, with major projects underway to boost connectivity, especially in remote and backward regions. On the initiative of Chief Minister Vishnu Deo Sai, work has begun on strengthening the state’s road network, aligning with Prime Minister Narendra Modi’s vision of a ‘Viksit Bharat’ (Developed India).
Two major economic corridors—Raipur–Visakhapatnam and Raipur–Dhanbad—are being developed, alongside plans for a new industrial corridor aimed at accelerating industrial activity across the state.
Currently, 37 highway projects worth Rs 18,215 crore are in progress. In addition, 11 Detailed Project Reports (DPRs) are being prepared for 1,131 km of new National Highways at an estimated cost of Rs 24,693 crore.
The Centre has also greenlit 18 new projects worth Rs 5,353 crore for highway upgradation, expected to significantly boost regional development. Between 2014 and 2025, nearly 840 km of single/intermediate-lane highways have been widened to double lanes or more, with Rs 21,380 crore already spent on National Highway development during this period.
Beyond national highways, the Government of India has approved 70 state road projects worth Rs 3,826 crore under CRIF, Central Road Fund, and other schemes between 2014 and 2025.
Key regions including Raipur, Bilaspur, Durg, Bastar, and Surguja are seeing major upgrades. To ease traffic congestion in urban areas, a 92-km six-lane Raipur–Durg bypass is being built in two phases, at a cost of Rs 2,289 crore.
Economic Corridors to Open Global Market Access, Boost Jobs
Two major economic corridors are under development in Chhattisgarh.
The first Raipur–Visakhapatnam Economic Corridor, a 124-km six-lane expressway, is being built to connect the state to Visakhapatnam Port, enabling global market access for Chhattisgarh’s products. The project has been sanctioned at Rs 4,146 crore, with construction already underway.
Secondly, strengthen industrial connectivity with Jharkhand’s key hubs—Ranchi and Dhanbad—a 157-km four-lane Bilaspur–Urga–Pathalgaon road is also being developed at a cost of Rs 4,007 crore.
These corridors are expected to significantly accelerate logistics, industrial growth, and job creation in the region.
LWE and Janman Yojana
In a major boost to infrastructure and anti-Naxal efforts, the Government of India has spent Rs 2,625 crore on key road projects in Left Wing Extremism (LWE)-affected areas of Chhattisgarh between 2014 and 2025, aiming to curb Naxalism through improved connectivity.
Under the PM-Janman Yojana, focused on the development of Particularly Vulnerable Tribal Groups (PVTGs), Chhattisgarh has received approval for 715 roads covering 2,449 km, with a total sanction of Rs 1,699 crore. These roads will benefit 775 tribal settlements, giving the state a 51% share of the total 4,831 km sanctioned nationally — the highest in the country.
To promote industrial activity along national highways, the Korba–Bilaspur Industrial Corridor has been approved. Projects under this corridor—including the Urga–Katghora bypass, Basna–Sarangarh feeder, Sarangarh–Raigarh feeder, and the Raipur–Lakhanadon Economic Corridor—cover a total length of 236.1 km, with a total investment of Rs 9,208 crore.
Additionally, the state has received Rs 908 crore from the Central Road Fund for further road development, reinforcing its push toward becoming a major industrial and logistics hub.

Welcoming nearly 1,200 participants and 300 coaches from 28 states across India, CM Sai said it was an honour for Chhattisgarh—the maternal home of Lord Shri Ram and the sacred land of Mata Kaushalya—to host such a prestigious event. He thanked the WAKO India National Kickboxing Federation for selecting the state as the venue.
Addressing the gathering, the Chief Minister introduced participants to the unique features of Chhattisgarh, calling it a small yet rich state located in the heart of India. He highlighted that 44% of the state is covered in picturesque forests, including the dense Abujhmad region spanning over 5,000 square kilometres, where even sunlight struggles to reach. “The state boasts scenic waterfalls, stunning caves, abundant mineral wealth, and cultural diversity,” he added.
CM Sai noted that, in line with the resolve of Union Home Minister Shri Amit Shah, Naxalism in Chhattisgarh is now breathing its last. He also invited all the participants to take time out and explore the state’s natural beauty and heritage.
“Kickboxing as a sport develops courage, strength, and unwavering determination in youth,” the Chief Minister said. “This event will undoubtedly strengthen Chhattisgarh’s presence on the national sports map.”
Expressing gratitude to the Kickboxing Association of Chhattisgarh for successfully hosting the grand event, CM Sai said, “Sports are an integral part of life. They not only promote physical fitness but also teach discipline, confidence, and dedication.”
Urging the participants to pursue their goals with hard work, commitment, and passion, he added, “Victory and defeat are part of life, but the real aim should be to recognize and refine one’s potential.”
The Chief Minister lauded the Khelo India programme under the leadership of Prime Minister Shri Narendra Modi, stating that all 33 districts of Chhattisgarh have been integrated into the scheme to ensure equal opportunities for players from both urban and rural areas.
He emphasized that the state government is placing strong focus on the development of sports infrastructure, quality training, and incentive schemes. He further announced that medal winners at international events like the Olympics are eligible for cash rewards ranging from ₹1 to ₹3 crore, a reflection of the government’s unwavering commitment.
Highlighting the Chhattisgarh Sports Promotion Scheme, CM Sai informed the audience that it encompasses upgradation of sports grounds, provision of advanced equipment, financial assistance to sports clubs, and the promotion of traditional games.
In his concluding remarks, the Chief Minister congratulated all participants for their spirited involvement and expressed hope that Chhattisgarh will emerge as a leader in India’s sporting arena in the coming years.
Addressing the event, Member of Parliament Shri Brijmohan Agrawal said that kickboxing is especially important for girls as a tool of self-defense. He urged all school students to include sports in their daily routine along with academics. “A healthy body fosters a healthy mind,” he remarked, adding that under the leadership of CM Vishnu Deo Sai, the state is making significant strides in promoting sports. He noted the government’s efforts in establishing sports academies and developing core infrastructure across the state.

In the championship, Punjab secured the first position with 22 gold, 18 silver, and 26 bronze medals. Maharashtra stood second with 21 gold, 16 silver, and 29 bronze medals, while Tamil Nadu bagged third place with 12 gold, 14 silver, and 15 bronze medals. Chhattisgarh earned national recognition by securing the sixth position with 8 gold, 13 silver, and 37 bronze medals, a matter of pride for the state. Assam Rifles was awarded the title of Most Disciplined Team.
