Chief Minister Vishnu Deo Sai said that the state government is relentlessly working towards the goal of “Viksit Bharat – Viksit Chhattisgarh” (Developed India – Developed Chhattisgarh), and that active participation of every section of society is essential to realize this vision. The Chief Minister was addressing the valedictory ceremony of the World Youth Skill Festival 2025 held at Rungta University in Bhilai today.
CM Sai said that this event will be etched in golden letters in history. The Gold Book of World Records team has officially certified the training of 8,183 participants conducted within a week and handed over the certificate to the institution. He extended his congratulations to the Rungta University management for organising this remarkable initiative free of cost and reiterated the state government’s firm commitment to empowering the youth with skills and self-reliance.
Describing Bhilai as both a Steel City and Mini India, the Chief Minister lauded Rungta University’s exceptional contribution to the field of education.
He added that Chhattisgarh has witnessed remarkable progress across sectors over the past 25 years, and the state is celebrating this year as its Silver Jubilee Year. He credited the expansion of higher education institutions in the state to the tenure of former Chief Minister Dr. Raman Singh. Currently, the state boasts 15 medical colleges, an IIT, an IIM, IIIT, CIPET, AIIMS, and a National Law University.
The CM emphasized that the state government has made parallel strides in both education and healthcare sectors. Over the past 18 months, significant efforts have been made towards establishing good governance. With the majority of government services now digitized, transparency has increased, corruption has been effectively curbed, and revenue has seen notable growth.
“Chhattisgarh is a state rich in mineral wealth, and achieving self-reliance will require collective efforts from all citizens,” the CM said. He recalled that Prime Minister Narendra Modi had launched the Skill India Mission, and noted how India—ranked 10th globally in economic terms at the time—has now climbed to the 4th position within a decade.
CM Sai stated that mega placement camps have created a strong equilibrium between employers and skilled youth across the country, which is a testament to the success of the double-engine government. He termed the Prime Minister Internship Scheme as highly beneficial, pointing out that it not only gives youth valuable work experience but also provides monetary incentives, thereby opening up new possibilities for employment.
Sharing key updates from the state’s New Industrial Policy, he said the policy has created targeted employment opportunities for the youth. Notably, industries that provide employment to more than 1,000 local youth are eligible for special subsidies. Additional incentives have been earmarked for establishing industries in backward regions such as Bastar and Surguja.
The CM informed that Skill India Mission activities have already commenced across all 32 development blocks of Bastar. In addition, to promote Ease of Doing Business and Ease of Living, the government has simplified the industrial clearance process through a robust Single Window System. This has accelerated investment inflow, with the state having already received investment proposals worth over ₹6 lakh crore, which are currently under various stages of approval.
Highlighting recent industrial strides, CM Sai said that a pharmaceutical company was inaugurated in Naya Raipur. This was made possible due to two reasons—first, Naya Raipur has been developed as a dedicated Pharma Hub, and second, the Industrial Policy offers specific benefits to the pharmaceutical sector. He also mentioned the recent groundbreaking of the state’s first semiconductor unit, made possible due to special incentives for investments in AI and IT sectors. Furthermore, India’s first AI Data Center Park has been established in Naya Raipur by the state government.
CM Sai praised the contribution of private institutions, especially Rungta University, for being an equal partner in the government’s mission to transform Chhattisgarh into a national skill hub. He congratulated the trainees and the entire university family for this historic accomplishment.

On this occasion, MP Vijay Baghel and MLA Rikesh Sen also addressed the gathering and praised the state government and the university for organizing such a forward-thinking event. They described it as a “transformative initiative” that will equip the youth of Chhattisgarh with skills to compete at a global level.
Chancellor Santosh Rungta delivered the welcome address and briefed the audience about the university’s ongoing activities. He affirmed that the university is fully aligned with the state government’s vision and is consistently working to position Chhattisgarh as a global skill hub.

Chief Minister attends 15th Foundation Day celebration of ‘Chhattisgarh Watch’
Raipur, July 19, 2025: Chief Minister Shri Vishnu Deo Sai today attended the 15th Foundation Day celebration of Dainik Chhattisgarh Watch, held at a local hotel in Raipur. During the programme, the Chief Minister lauded the newspaper’s 15-year journey in journalism and said that Chhattisgarh Watch has consistently prioritized local issues and public concerns, which is essential for a vibrant democracy.
Addressing the gathering, CM Sai stated that media is the fourth pillar of democracy. He said Chhattisgarh Watch has, over the past 15 years, brought the voices of the marginalized to the forefront and played a commendable role in disseminating government schemes to the public. “I believe this newspaper will continue its committed service in the times ahead,” he added.
Chief Minister Shri Sai emphasized that Chhattisgarh holds vast development potential. “The state is richly endowed with mineral wealth, including iron ore, coal, aluminium, gold, diamond, tin, and lithium. With 44% of its geographical area covered in forests and supported by hardworking farmers, Chhattisgarh presents limitless prospects for multi-dimensional development,” he said.
Speaking on challenges, he said that the biggest hurdle in the development of the Bastar region was naxalism, which is now being countered through continuous operations by security forces. “Our personnel have neutralized top Maoist leader Basavaraju, significantly weakening the naxalite movement,” he remarked.
CM Sai noted that Bastar is now steadily progressing towards becoming naxal-free. “Security camps are being set up regularly. Through the Niyad Nellanar scheme, government schemes are effectively reaching over 300 villages in the region,” he added.
He further highlighted the successful organisation of the Bastar Olympics, which saw registrations from over 1.65 lakh participants. The Bastar Pandum festival was also conducted with enthusiastic participation from thousands. “The government has consistently urged naxalites to shun violence and return to the mainstream. As a result of these efforts, a large number of insurgents have surrendered,” he said.
The Chief Minister also spoke about the state's new industrial policy, under which investment proposals worth ₹6.5 lakh crore have been received within just a few months, and several projects have already commenced. He stated that the policy emphasizes not just investment but also the employment of local youth. “Special incentives have been provisioned for women, differently-abled individuals, as well as Scheduled Castes, Scheduled Tribes, and Other Backward Classes. The single-window system has streamlined the process of setting up industries,” he explained.
He informed that the state government has released a Vision Document under the Developed Chhattisgarh 2047 initiative. “Our goal is to raise the state’s Gross State Domestic Product (GSDP) to ₹10 lakh crore by 2035 and to ₹75 lakh crore by 2047,” the Chief Minister said. He added that the textile sector in Chhattisgarh is poised for major investments.
Deputy Chief Minister Shri Arun Sao said that in order to build a developed Chhattisgarh, it is vital that we unite our strengths and capabilities in a common direction. He added that most employment opportunities are generated through industries and enterprises. He further noted that Chief Minister Sai has been tirelessly travelling across the country, holding discussions with industrialists and inviting them to invest in the state.
CSIDC Chairman Shri Rajeev Agrawal said that Chhattisgarh’s industrial policy has been widely appreciated by entrepreneurs across the country. “Large-scale industrialists and renowned hospitals are now coming to Chhattisgarh. Granting industry status to technical colleges and tourism will significantly enhance employment, purchasing power, and state revenue—further propelling Chhattisgarh towards becoming a developed state,” he remarked.
During the programme, Chhattisgarh Watch Editor-in-Chief Shri Ramavatar Tiwari shared insights about the newspaper’s journey and its future plans. He acknowledged the contribution and engagement of the newspaper’s digital edition, Khabar Chaalisa. Chief Minister inaugurates newly built unit of Aspire Pharmaceuticals
Launch of Pharmaceutical unit marks a significant step in the state’s industrial growth
Raipur, July 19, 2025: Chief Minister Shri Vishnu Deo Sai on Saturday inaugurated the newly established unit of Aspire Pharmaceuticals located in Sector-05 of Nava Raipur. On the occasion, he extended his best wishes to the management and toured the production facility to observe the entire process of drug manufacturing.
Speaking at the event, the Chief Minister said that the idea of setting up this unit was conceived during the challenging times of the COVID-19 pandemic, when there was a shortage of essential medicines. "Today, that dream has become a reality," he remarked. He added that when the world was battling the pandemic, India set an example by developing indigenous vaccines. He noted that the launch of this pharmaceutical unit is a vital step toward the state’s industrial progress.
CM Sai stated that Chhattisgarh’s new industrial policy is attracting investors, with investment proposals exceeding ₹6 lakh crore received in the past 7–8 months, and work has already begun on many of these projects. He emphasized that the state government is focusing on generating maximum employment through industrial units and providing them with special incentives.
He said that as Chhattisgarh enters its silver jubilee year, the contributions made over the past 25 years—especially those of former Chief Minister Dr. Raman Singh—are invaluable. “Dr. Singh not only eliminated hunger from the state but also laid a strong foundation in health, education, and infrastructure,” he said. Highlighting achievements in the health sector, he pointed out that the state had only one medical college at the time of its formation, which has now increased to 15. Through schemes like Ayushman Bharat and the Chief Minister’s Special Health Assistance Scheme, citizens are receiving free medical treatment. The CM further shared that in the last one and a half years, he has witnessed the inauguration of more than six specialized hospitals, indicating the consistent expansion of health facilities in the state. He also mentioned that Prime Minister Modi envisions a nation where people remain healthy and disease-free, and wellness centres are playing a key role in delivering holistic health services in line with that vision.
The Chief Minister said the government has formulated a Vision Document under the “Viksit Chhattisgarh 2047” initiative. He informed that the current Gross State Domestic Product (GSDP) of Chhattisgarh is ₹5 lakh crore, with a goal to double it to ₹10 lakh crore by 2030 and expand it to ₹75 lakh crore by 2047. “This ambitious target can only be achieved with the cooperation of the people,” he asserted.
During the visit, CM Sai praised the advanced technologies deployed at Aspire Pharmaceuticals. He noted that the unit is fully automated and will manufacture various types of medicines including tablets, syrups, ointments, and creams. He added that the expansion of this facility will create numerous employment opportunities for local youth.
Assembly Speaker Dr. Raman Singh, speaking on the occasion, called the unit’s launch a significant and inspiring step in the state’s pharmaceutical sector. He noted that India has established its global identity in this domain, especially during the COVID-19 era, when the world realized the importance of medicines and medical infrastructure. Even developed countries like the United States and those in Europe relied on India’s pharmaceutical capabilities during the crisis. Dr. Singh further stated that recently, the vision to build a developed Chhattisgarh has been formally outlined in the Vision Document, which will guide the state to new heights in the coming years.
He emphasized the central role of Nava Raipur in the state’s industrial development. “This area is not only ideal for industrial investment but is also logistically strategic due to its connectivity with all major routes,” he said. Dr. Singh extended his best wishes to the team of Aspire Pharmaceuticals and said that the unit will give fresh momentum to the development of Nava Raipur.

Raipur, 19 July 2025// Chhattisgarh is set to witness a new chapter in sports development as Olympic gold medallist shooter Shri Abhinav Bindra met Chief Minister Shri Vishnu Deo Sai at his residential office here to discuss a range of initiatives aimed at enhancing sports infrastructure, talent development, and athlete welfare in the state.
During the meeting, Chief Minister Shri Sai and Shri Bindra held detailed discussions on introducing Olympic Value Education, Sports Injury Recovery, and Sports Science Development in Chhattisgarh. Shri Sai warmly welcomed the champion shooter with a bouquet and memento and appreciated his efforts towards strengthening India’s sporting future.
Reaffirming the state government’s commitment to promoting sporting excellence, Chief Minister stated that Chhattisgarh’s youth, particularly from tribal regions, have immense sporting talent. He expressed confidence that the initiatives proposed by the Abhinav Bindra Foundation would significantly help identify and nurture young athletes in the state.
Shri Bindra shared that through his foundation, he has been implementing various athlete support programmes across the country, all offered free of cost. He proposed launching similar programmes in Chhattisgarh, focusing on Olympic values such as excellence, respect, and friendship among school children under the Olympic Value Education initiative.
Sports Injury Recovery Programme will provide athletes with free surgeries, rehabilitation, and post-care through a nationwide network of 30 specialist doctors, Shri Bindra informed the Chief Minister. He highlighted that sports injuries remain a key hurdle for many athletes, and timely recovery services can be a game-changer.
Stressing the importance of science in modern-day sports, Shri Bindra also proposed introducing a Sports Science Programme in Chhattisgarh. The initiative would enable data-driven training, scientific talent identification, and technology-backed skill enhancement to prepare athletes for competitive success.
Chief Minister Shri Sai noted that the government is already taking concrete steps to empower athletes, especially from tribal belts. He mentioned the state’s ongoing efforts, including the establishment of two archery academies in Raipur and Jashpur in collaboration with NTPC at a cost of Rs 60 crore. He also highlighted the participation of over 1.65 lakh athletes in the Bastar Olympics and reiterated the state’s reward structure of Rs 3 crore, Rs 2 crore, and Rs 1 crore for gold, silver, and bronze medal-winning athletes respectively in the Olympics.

Raipur, 18 July 2025/ The Chhattisgarh Assembly on Friday passed the Jan Vishwas Bill by a voice vote, marking a key step towards improving ease of doing business and ease of living in the state.
Touted as a historic reform, the bill aims to decriminalise minor technical violations by citizens and business owners — many of which stemmed from outdated British-era laws. These offences will now attract monetary penalties instead of criminal charges.
Officials said the move will ease the burden on the judicial system by cutting down on avoidable litigation, while sparing citizens from facing criminal proceedings for minor lapses. The bill amends 163 provisions across eight Acts, including the Urban Administration Department laws, Nagar Tatha Gram Nivesh Act, Society Registration Act, Chhattisgarh Industrial Relations Act, and the Chhattisgarh Cooperative Society Act.
Chief Minister Shri Vishnu Deo Sai has described this bill as an important step towards developed India-developed Chhattisgarh. “On the lines of the Indian Judicial Code brought under the leadership of Prime Minister Narendra Modi, Chhattisgarh has now become the second state after Madhya Pradesh to pass the Jan Vishwas Bill,” said Shri Sai.
The objective of this bill is to make employment and business easier in the state as well as to protect traders and common citizens from judicial litigation in non-criminal category cases and to create a smooth business and responsible environment. This bill is helpful in giving direction to business and making such policies which are practical and sensitive, instead of giving punishment.
Aimed at reducing the fear of criminal litigation among entrepreneurs, the newly passed Jan Vishwas Bill ensures that delays in regulatory filings will now attract only administrative fines, not criminal charges — a move expected to boost ease of doing business in Chhattisgarh.
The bill also amends the Chhattisgarh Excise Act, 1915. First-time public consumption of alcohol will now draw only a monetary fine. Repeat offences, however, will invite both a fine and possible imprisonment.
Under the Urban Administration Department Act, the earlier provision of filing a criminal case against landlords for failing to report rent hikes has been diluted. A maximum penalty of Rs 1,000 will now apply instead.
Similarly, societies that delay filing annual reports will face only nominal financial penalties rather than criminal proceedings — with women-led groups receiving even more leniency.
In another key change, institutions that mistakenly use the word “cooperative” will no longer face criminal charges; a simple administrative fine will apply instead.

New amendments have been made to the counselling guidelines for admission into undergraduate medical courses (MBBS, BDS, and BPT) for the academic year 2025. As per directives issued by the Health Department, several important changes have been implemented in this year’s counselling process to ensure greater convenience and transparency for students.
Change in Priority Criteria
In private medical colleges, for seats under the Management and NRI quota that remain vacant in reserved categories (SC, ST, OBC), priority will now be given to domicile candidates of Chhattisgarh.
Relaxation in Bond Service Period
The previously mandatory 2-year bond service requirement has now been reduced to a minimum of 1 year.
Entire Counselling Process Goes Online
The entire counselling process will now be conducted completely online. From seat allotment to final admission, all procedures will be managed digitally.
Simplified Income Certificate Norms for OBC Category
To ease the submission of income certificates for candidates from the OBC category, the related documentation norms have been simplified.
Vacant EWS Seats to Go to General Category
If seats under the EWS category remain vacant, they will now be allotted to eligible candidates from the Unreserved (General) category.
Registration Facility in Every Round
Candidates will be allowed to register afresh in each round of counselling, ensuring broader access and flexibility in the admission process.
The Department of Medical Education has clarified that as per the revised rules, the counselling process will begin from July 30, 2025. This decision is aimed at providing more opportunities to medical aspirants in the state and making the entire process smoother and more student-centric.

Raipur, July 18, 2025: Prioritising the interests of the state’s farmers, the Chhattisgarh Government procured 149.25 lakh metric tonnes of paddy at Minimum Support Price (MSP) during the Kharif Marketing Season 2024–25 — the highest quantity procured since the formation of the state. The procured paddy is being swiftly processed through custom milling.
At the end of the procurement season, Chhattisgarh was allotted a Central Pool rice procurement target of 70 lakh metric tonnes. Including the quantity required for the state pool to support welfare schemes and the public distribution system, a total of 118.17 lakh metric tonnes of paddy was identified for custom milling.
In the interest of farmers, the state government took a proactive decision to dispose of surplus paddy through auction. So far, buyer orders have been issued for 19 lakh metric tonnes, and prompt lifting is underway by concerned buyers and millers. To ensure the safety of remaining stock stored at state procurement centres, the Food Department has implemented all necessary safeguards.
Chief Minister Shri Vishnu Deo Sai has remained steadfast in his commitment to procure every single grain of paddy from the farmers of the state. In line with this commitment, he maintained consistent dialogue with the Central Government. Notably, on June 24, 2025, he met Union Minister for Consumer Affairs, Food and Public Distribution Shri Pralhad Joshi in New Delhi and urged him to increase the rice procurement target under the Central Pool.
These sustained efforts by CM Sai have yielded positive results. On July 18, 2025, the Government of India approved an increase in the rice procurement target from 70 lakh metric tonnes to 78 lakh metric tonnes. This decision is not only crucial for safeguarding farmers' interests, but also protects the state government from a potential financial loss of approximately ₹1,200 crore. The enhanced target is expected to have a favourable impact on the state’s fiscal position and will further accelerate the implementation of various farmer-centric welfare schemes.
Expressing his gratitude to the Government of India, CM Sai said that this approval reflects the coordinated, farmer-friendly policy synergy between the Centre and the state. He reiterated the state government’s commitment to addressing the concerns raised by millers’ associations and farmers and assured them that all their suggestions and requirements would be acted upon with a positive and responsive approach.

Cataract, one of the leading causes of blindness, is an age-related eye disorder that is generally considered common in elderly individuals. However, cataracts can be treated with surgery, allowing patients to regain their vision.
To address this, the state offers high-quality, free-of-cost cataract surgery services at 43 health institutions including 25 district hospitals and 10 medical colleges, where regular eye operations are conducted.
From April 2024 to March 2025, 1,45,580 cataract surgeries were successfully performed, followed by 27,245 more between April and June 2025. The Government of India’s ambitious “National Netra Jyoti Abhiyan” (National Eye Light Mission) is currently being implemented across Chhattisgarh, with the goal of declaring all districts as “Cataract Blindness Backlog-Free Status” (CBBFS) zones. Under this initiative, patients who are blind in both eyes due to cataracts are identified and prioritised for corrective surgery.
So far, 11 districts—Kawardha, Raipur, Dhamtari, Balodabazar, Balod, Durg, Rajnandgaon, Khairagarh, Raigarh, Korba, and Bastar—have submitted their claims to the Government of India for declaration as cataract blindness-free zones. Verification is currently in progress for Kanker and Bemetara, after which their proposals will be forwarded to the Centre.
The department is also actively working on the early identification and treatment of glaucoma, another major cause of blindness. Glaucoma is a complex eye disease that progresses silently—often without early symptoms—and by the time it's detected, irreversible damage may have occurred. Once lost, vision cannot be restored. Early detection is only possible through regular eye examinations, and individuals over the age of 40 are advised to undergo eye screening every six months. Screening facilities for glaucoma are available at all block-level health centres across the state.
To combat corneal blindness, the government has launched the “Corneal Blindness-Free State Initiative.” Under this scheme, corneal blindness patients are being identified across all districts and enrolled for treatment through registered cornea transplant centres and eye banks. Upon receiving eye donations, corneal transplants are conducted based on priority. Public awareness drives have helped encourage eye donation, leading to 263 donations between April 2024 and March 2025, and 88 more between April and June 2025.
Free treatment for other common eye disorders is also being provided across all government health facilities. Special eye clinics are held on designated days in every district hospital, covering glaucoma, retina issues, diabetic retinopathy, pediatric ophthalmology, and more. During April 2024 to March 2025, over 81,000 patients availed these services, and more than 25,000 were treated between April and June 2025.
Chhattisgarh residents continue to benefit from comprehensive eye care services through quality diagnostics, regular screening camps, state-of-the-art equipment, and timely surgeries. Chhattisgarh Chief Minister Vishnu Deo Sai, on Thursday, met with a group of enthusiastic youths from Bijapur district at the state assembly premises in Raipur. The students were visiting the capital under the Swami Vivekananda Yuva Protsahan Yojana.
In a warm and informal interaction, the CM listened to the youngsters share their experiences from their Raipur visit. “Every village in Bastar will become your ‘Achha Gaon’,” Sai told the group, expressing strong confidence in the ongoing transformation of the region. “The development of Bastar is unstoppable now. The youth of Bastar today is full of self-belief,” he added.
CM Sai engaged in an open dialogue with the young visitors, most of whom hailed from various gram panchayats of Bijapur. He asked them what changes they had observed in the past 18 months. The students responded enthusiastically, citing new roads, improved electricity, and operational anganwadi centres as visible progress in their villages.
Highlighting education and civic engagement, the CM was particularly moved by the story of a young man who has completed his BSc in Zoology and is now serving as a Panch in his village. His friend, also a Panch, accompanied him. Impressed by their dedication, Sai praised their spirit and assured full government support for their efforts.
In a lighter moment, Deputy Chief Minister Vijay Sharma asked the students how many of them use Instagram. As many hands went up, CM Sai responded with a smile, “Looks like even Bastar’s children are becoming hi-tech.” The comment drew hearty laughter from the gathering. The Chief Minister appreciated the youth’s tech-savviness and welcomed the fact that mobile towers are now reaching remote villages.
The students shared details of their ongoing visit, which included stops at Raipur’s popular attractions like Muktangan and the Jungle Safari. Sai encouraged them to make the most of the exposure and take home valuable experiences.
Notably, under the Swami Vivekananda Yuva Protsahan Yojana, around 100 youths from Bijapur’s gram panchayats which are availing benefits under Niyad Nellanar scheme are currently on an educational tour of the capital. As part of the itinerary, they visited the Chhattisgarh Legislative Assembly on Thursday.

In the Swachh Survekshan 2024–25, conducted by the Union Ministry of Housing and Urban Affairs, as many as seven urban bodies from the state have showcased exceptional performance, bringing pride to the state.
In a standout achievement, Bilha Nagar Panchayat has been ranked the cleanest city in India among towns with a population under 20,000. In the 3–10 lakh population category, Bilaspur secured the second spot nationally, while Kumhari ranked third among towns with a population between 20,000 and 50,000.
President Droupadi Murmu presented the national awards at a ceremony held today at New Delhi’s Vigyan Bhawan. Chhattisgarh’s Urban Administration & Development Minister and Deputy CM Arun Sao, along with mayors, chairpersons, and officials of the respective local bodies, received the honours. Union Housing & Urban Affairs Minister Manohar Lal and Minister of State Tokhan Sahu were also present at the award ceremony.

Speaking on the occasion, he emphasized that the vehicles would greatly enhance healthcare accessibility in the remote regions of Bastar and Sarguja. “This initiative will serve as a strong stride towards a healthy Chhattisgarh,” he said.
He added that the day marks a new chapter in the journey towards a robust and accessible healthcare system. Outdated and defunct vehicles have been scrapped and replaced with state-of-the-art ones, which will also accelerate the implementation, supervision, and monitoring of national health programmes.
CM Sai highlighted that these vehicles—being provided to district and block-level officers and field health staff—will enable regular inspections, effective supervision of health camps, swift outreach in remote areas, and timely response during emergencies. This will make the administration of national health programmes more dynamic, effective, and result-oriented. The move is expected to energize the entire public health delivery system in the state, making it more responsive and accountable.
The Chief Minister further announced that these vehicles will be distributed to all districts in phases, with the first batch dispatched to 12 districts across Bastar and Sarguja divisions. He also revealed that the state will soon launch 851 new ambulance services, including 375 ambulances for the 108 emergency service, 30 for mobile rural medical units, and 163 'Muktanjali' hearse vehicles for free public service.
He lauded Prime Minister Narendra Modi's dedicated efforts for the upliftment of tribal communities and informed that, under the PM's Jan Man Yojana, special arrangements would be made for 30 ambulances catering to Particularly Vulnerable Tribal Groups (PVTGs). CM Sai said the state government will now be able to reach every household even during challenging seasons like monsoon, with full preparedness and resolve.
Reiterating his government's unwavering commitment to strengthening healthcare services, the Chief Minister provided detailed information on the ongoing efforts to reinforce the medical infrastructure.
State Health Minister Shyam Bihari Jaiswal, addressing the event, stated that the government is working with full dedication to improve the state’s healthcare ecosystem. He elaborated on the various steps taken to enhance health infrastructure and extended best wishes to the field health personnel for receiving this much-needed support.

School Education System Strengthened Through Rationalisation – No Teaching Post Abolished
School and Teacher Rationalisation Implemented in the State in Line with Provisions of the National Education Policy and Right to Education Act

In a move to ensure quality and accessible education, the state government has implemented the process of rationalisation with complete transparency, sensitivity, and a policy-based approach. Not a single teaching post has been abolished during this process. Rather, the school education system has been made more robust and better organised in accordance with the provisions of the Right to Education Act, 2009 and the National Education Policy, 2020.
Prior to the rationalisation, the situation in the state’s schools was significantly unbalanced. There were 211 schools with zero enrolment, some of which even had teachers posted. In addition, 453 schools across primary, middle, high school, and higher secondary levels were without any teachers. A total of 5,936 schools operated with only one teacher, covering all levels of schooling. This scenario undoubtedly had an adverse impact on the quality of education.
Conversely, some primary schools had an excessive number of teachers — 8 primary schools had more than 15 teachers, 61 had between 10 and 14 teachers, and 749 schools had between 6 and 9 teachers. A similar imbalance was observed at the middle level, with 9 schools having 15 or more teachers, 90 schools having between 10 and 14, and 1,641 schools employing between 6 and 9 teachers.
In many areas of the state, multiple institutions such as primary, middle, high school, and higher secondary schools operated within the same premises but under separate administrative control, causing complications in management. Furthermore, in rural areas, schools with fewer than 10 enrolled students were found operating within one kilometre of another school. In urban settings, the density was even higher, with several primary schools with less than 30 enrolments operating within 500 metres of each other. To eliminate these disparities and effectively implement the objectives of the National Education Policy 2020 and the Right to Education Act 2009, rationalisation became necessary.
Phase One – School Rationalisation
In the first phase of the rationalisation process, schools eligible for rationalisation were identified at the block level based on the standards and guidelines laid down by the government. These proposals were reviewed and recommended by the district-level committee and then submitted to the government. Based on these, a total of 10,538 schools were rationalised. This included 10,372 schools operating within the same premises, 133 rural schools located within one kilometre of each other, and 33 urban schools located within 500 metres of each other.
Phase Two – Teacher Rationalisation
For the purpose of teacher rationalisation, surplus teachers were identified and calculated at the primary, middle, high school, and higher secondary levels based on the procedures defined under the National Education Policy 2020 and the Right to Education Act 2009. These surplus teachers were then allocated through a counselling process to schools that were either without teachers, operated with only one teacher, or had subject-specific requirements.
As a result of the rationalisation process, a total of 15,165 teachers and principals were repositioned. Consequently, none of the previously 453 teacher-less schools remain without teachers. Out of the earlier 5,936 single-teacher schools, only 1,207 primary schools now remain without adequate teaching staff due to unavailability.
No post has been abolished during this process. The number of teachers required in each school has been determined based on the student enrolment ratio in accordance with the provisions of the Right to Education Act, 2009.
In the future, if there is an increase in student enrolment at any school, teaching staff will be arranged in accordance with the sanctioned posts for that institution.
