Big step towards e-governance under the leadership of Chief Minister Shri Vishnu Dev Sai: Now employees' 'Kundali' can be seen on mobile app
रायपुर 11 जून 2025/मुख्यमंत्री श्री विष्णु देव साय के नेतृत्व में छत्तीसगढ़ शासन ई-गवर्नेंस के माध्यम से सुशासन को सशक्त और सहज बनाने की दिशा में लगातार कार्य कर रहा है। "डिजिटल प्रशासन - पारदर्शी समाधान" की नीति को आगे बढ़ाते हुए, प्रदेश सरकार ने अब कर्मचारियों की सेवा जानकारी को मोबाइल एप के माध्यम से अद्यतन करने की अभिनव पहल की है। यह प्रयास मुख्यमंत्री श्री साय की उस सोच को दर्शाता है जिसमें प्रत्येक कर्मचारी की सुविधा, सम्मान और अधिकार सुरक्षित हों — तेज़, सरल और भरोसेमंद प्रणाली के माध्यम से। इसी कड़ी में प्रदेश के लगभग 4 लाख सरकारी कर्मचारियों की सीआर के लिए अब फाइलें पलटने का झंझट समाप्त हो गया है।कर्मचारियों की प्रोफाइल अब एम्प्लाई कॉर्नर मोबाइल एप पर अद्यतन (अपडेट) की जाएगी। इससे सेवानिवृत्ति, पदोन्नति, वेतन विसंगति आदि के समय किसी प्रकार की परेशानी नहीं होगी।
नई व्यवस्था के अनुसार अब कर्मचारियों की प्रोफाइल को कार्मिक संपदा पोर्टल पर लोड और अपडेट करना अनिवार्य होगा। इसके लिए एम्प्लाई कॉर्नर मोबाइल एप और वेब पोर्टल विकसित किए गए हैं।संचालनालय कोष एवं लेखा की इस नई व्यवस्था को तत्काल प्रभाव से लागू किया गया है। कर्मचारियों की सेवा संबंधी "कुंडली" को अद्यतन रखने में यह व्यवस्था अत्यंत सहायक सिद्ध होगी। हालाँकि 2019 से कार्मिक संपदा मॉड्यूल का उपयोग किया जा रहा है, किंतु यह नवीन डिजिटल प्लेटफॉर्म कर्मचारियों को उनकी व्यक्तिगत एवं सेवा संबंधी जानकारी त्वरित व सुविधाजनक रूप से उपलब्ध कराएगा।
संचालक कोष एवं लेखा श्री रितेश अग्रवाल ने कहा कि यह पाया गया है कि कार्मिक संपदा पोर्टल पर अधिकांश कर्मचारी अपनी जानकारी अपडेट नहीं करते हैं, जिसके कारण सेवानिवृत्ति के समय उन्हें अनेक प्रकार की परेशानियों का सामना करना पड़ता है। कार्मिक संपदा मॉड्यूल में व्यक्तिगत जानकारी अपडेट करने की जिम्मेदारी कार्यालय प्रमुख की होती है, लेकिन इसमें समय लगने के कारण असुविधाएँ उत्पन्न होती हैं। इन समस्याओं के समाधान हेतु एम्प्लाई कॉर्नर मोबाइल एप विकसित किया गया है, जो कर्मचारियों को स्वयं लॉगिन कर अपनी जानकारी अपडेट करने की सुविधा देता है।
अब सेवा संबंधी जानकारी, नामिनी परिवर्तन, बैंक खाता परिवर्तन आदि के लिए कार्यालय प्रमुख पर निर्भरता नहीं रहेगी, जिससे अनावश्यक विलंब की स्थिति में भी कमी आएगी। स्थानांतरण, वेतन निर्धारण, पदोन्नति और अन्य प्रशासनिक कार्यों में पारदर्शिता और प्रगति सुनिश्चित होगी। साथ ही सेवा के दौरान और सेवानिवृत्ति उपरांत मिलने वाले लाभ जैसे पेंशन, जीपीएफ, उपादान, अवकाश नगदीकरण आदि प्रकरणों का शीघ्र निराकरण संभव होगा, क्योंकि संबंधित डेटा अद्यतन रहेगा।
*कार्मिक संपदा एप से मिलेंगे ये प्रमुख लाभ*
कर्मचारियों से प्राप्त सेवा संबंधी आवेदनों का निपटारा सक्षम अधिकारी समयबद्ध तरीके से कर सकेंगे। मॉड्यूल के अद्यतन होने से वेतन विसंगति से जुड़ी समस्याएँ कम होंगी। कर्मचारी एम्प्लाई कॉर्नर मोबाइल एप या वेब एप्लिकेशन पर लॉगइन कर जानकारी स्वयं अपडेट कर सकते हैं। प्रोफाइल अद्यतन की प्रक्रिया को सरल और सुगम बनाने के उद्देश्य से यह एप और पोर्टल तैयार किया गया है। इसके उपयोग के लिए एसओपी (Standard Operating Procedure) की जानकारी https://ekoshonline.cg.gov.in/Advertisement/sop_karmik_website_merged.pdf में दी गई है।
साथ ही, शासकीय कर्मचारियों के सेवानिवृत्ति उपरांत महालेखाकार कार्यालय में अंतिम जीपीएफ दावा को पूर्णतः ऑनलाइन माध्यम से प्रस्तुत करने की व्यवस्था भी तैयार की गई है। इससे दावे के निराकरण में लगने वाला समय काफी कम हो जाएगा।
इसके अतिरिक्त, ऑनलाइन जीपीएफ क्रेडिट मिसिंग मॉड्यूल भी विकसित किया गया है, जिससे कार्यालय प्रमुख और कर्मचारी सेवा काल के दौरान मिसिंग जीपीएफ एंट्री का ऑनलाइन सुधार कर सकेंगे।

Chief Minister Sai gave instructions to emphasize on uniformity and quality of facilities in hostels and strict action on negligence, launch of new hostel-ashram management system, online transfer of Rs 85 crore for the operation of ashram hostels
Raipur 10 June 2025/ Chief Minister Shri Vishnu Dev Sai today conducted a high-level review of the works of Tribal Development, Scheduled Caste Development, Backward Classes and Minority Development Department at Mantralaya Mahanadi Bhawan. On this occasion, he launched a new portal for hostel-ashram management.Along with this, Rs 85 crore was also transferred online as the first installment (July to September) of scholarship and food assistance under the new system for running the ashram hostels of the state in the upcoming academic session 2025-26.
Chief Minister Shri Sai said that the state government is committed to providing the benefits of schemes to every person of the specially backward tribes and tribal society. Our aim is to improve the standard of living of these sections, make them self-reliant and join the mainstream of development.
He said that Prime Minister Shri Narendra Modi always cares about the tribal community and is working dedicatedly for their development. The central government is running many schemes to ensure basic facilities like education, health, employment and housing.Chief Minister Sai directed to ensure effective implementation of ambitious schemes like PM Janman and Dharti Aba with top priority.He emphasized on completing the housing and road construction works approved under PM Janman Yojana within the time limit with high quality.Along with this, instructions were also given to continue the work of preparing basic documents like Aadhar Card, Ayushman Card, Ration Card, Caste Certificate of the beneficiaries through camps under PM Janman Yojana.
While reviewing the ashram-hostels, the Chief Minister said that fully equipped hostels should be built wherever required. Arrangements for toilets, beds, drinking water and other basic facilities should be ensured.If any kind of negligence is found during inspection, strict action will be taken. He said that there should be uniformity in the facilities provided to children in ashram-hostels and real time monitoring system should be adopted to monitor the hostels.
The Chief Minister also took information about the sports complexes run by the department and expressed satisfaction over the success achieved by the children in various sports.He said that better facilities will be provided in all the 20 sports complexes of the state so that sports talent can flourish and players can perform better in national and international competitions including Khelo India.
While reviewing the Prayas schools, the Chief Minister said that highly educated instructors should be appointed in them. Also, special attention should be paid to preparing children for other career options including engineering, medical, CLAT, CUET.Chief Minister Shri Sai issued instructions to complete the construction works of approved and ongoing buildings under the Tribal Welfare Department within the stipulated time and to construct well-equipped buildings for institutions without buildings.He also directed to organize the meeting of Central Area Development Authority and Scheduled Caste Development Authority soon.
He also reviewed the works of Devgudi construction and Akhara development under tribal culture protection and development.Shri Sai directed to ensure proper lighting, seating arrangements, shed and drinking water facilities at places of faith under Akhaara development.
The Chief Minister also reviewed the Tribal Youth Hostel run by the state government in New Delhi.He said that for guidance of students preparing for civil services, suggestions should be taken by discussing with the recently selected All India Service officers so that the youth can be helped in making strategy according to the current scenario.He expressed confidence that with this, more and more youth of the state will reach higher positions and play an important role in the development of the state.
In the meeting, other departmental schemes including Eklavya Residential School, Chief Minister Higher Education Promotion Scholarship Scheme, Tribal Multipurpose Marketing Center, Forest Rights Certificate were also reviewed in detail.
BEO Surendra Jaiswal suspended on charges of serious irregularities in rationalization of teachers, Commissioner Surguja Division took major action
Raipur, June 10, 2025/ The Commissioner of Surguja Division has suspended Manendragarh Surendra Prasad Jaiswal, Block Education Officer of Manendragarh-Chirmiri-Bharatpur district with immediate effect.This action has been taken as per the instructions of the state government due to the irregularities committed during rationalization of schools and teachers.
According to the order issued, serious allegations have been leveled against Mr Jaiswal like manipulating the seniority list of teachers, giving wrong information about subjects and not following the cyclical rules.
Three major irregularities have been mentioned in the order in which Mrs Gunjan Sharma was declared surplus despite being ahead in the seniority list in Madhyamik Shala Lederi.Similarly, in Primary School Chimtimar, Mrs. Arnima Jaiswal should have been considered surplus on the basis of the date of appointment, but contrary to this, Mrs. Sandhya Singh was included in the surplus list.
In Secondary School Salhi, wrong information was given about the subject by teacher Shri Suryakant Joshi and the subject cycle was not followed.Commissioner Surguja considered this as negligence in duty and arbitrariness and took action of suspension under Chhattisgarh Civil Services (Conduct) Rules 1965 and (Classification, Control and Appeal) Rules 1966.

Raipur: Chief Minister Vishnu Dev Sai has expressed deep grief over the martyrdom of ASP Akash Rao Girpunje ji in the cowardly IED explosion carried out by Naxalites in Konta of Sukma district. Chief Minister Mr. Sai said that this is extremely sad. Raipur 07 June 2025: The positive results of the rationalization campaign being run across the state by the Chhattisgarh government with the aim of improving the quality of education and ensuring availability of teachers in schools are now clearly visible.This campaign, implemented under the guidance of Chief Minister Shri Vishnu Dev Sai, has given rise to new hopes in the field of education, especially in tribal-dominated and remote rural areas.
Two such primary schools of Farasbahar development block, Raigarmunda and Mundadih, which were without teachers for years,Now, under the rationalization process, two regular teachers have been posted here. The appointment of two teachers in Raigarmunda school, which is itself located in Kunkuri, the constituency of Chief Minister Shri Sai, has completely changed the environment towards education in the village.Earlier, the school was running only on the basis of teachers, and the attendance of children was negligible. It is noteworthy that under the guidance of the Union Home Minister and Minister of Cooperation, security forces have been conducting anti-Naxal operations in Chhattisgarh. As part of these efforts, an operation was carried out by the Chhattisgarh Police (including DRG units from Narayanpur, Dantewada, Kondagaon, and Bijapur districts) in the interior areas of Abujhmad from 18.05.2025 to 21.05.2025. On 21.05.2025, an encounter in the forests of Boter village resulted in the elimination of 27 Naxals, including CPI (Maoist) General Secretary and Polit Bureau member Basavaraju alias Gaganna, along with the recovery of a large quantity of arms and ammunition.
The officers involved in this operation, including Chhattisgarh Director General of Police Shri Arun Dev Gautam, Additional Director General of Police (Anti-Naxal Operations/SIB/STF) Shri Vivekanand, Inspector General of Police (Bastar Range) Shri Sundarraj, Superintendent of Police (Narayanpur) Shri Prabhat Kumar, Superintendent of Police (Bijapur) Shri Jitendra Yadav, and Superintendent of Police (Naxal-free Bastar District) Shri Shalabh Singh, were honored by Union Home Minister Shri Amit Shah. The event was attended by Chhattisgarh Chief Minister Shri Vishnu Deo Sai, Deputy Chief Minister Shri Vijay Kumar Sharma, Union Home Secretary Shri Govind Mohan, Director of the Intelligence Bureau Shri Tapan Deka, and several other senior officials.
Review meeting regarding making of Ayushman card concluded: Instructions given to make cards for the missed beneficiaries
Jashpur: A review meeting of Ayushman Card was held today in the Collectorate auditorium by the Chief Medical Officer and Ayushman Card OIC.In which instructions were given by the Sector Supervisor to do daily review of all RHOs and CHOs for making Ayushman cards of the left out beneficiaries.
During this it was told that the data of those beneficiaries who have died or are out of the village for a long time has to be collected by verifying them through the secretary. Instructions have been given to make 100% cards by June 30.Nodal Officer Ayushman Bharat, District Project Coordinator Ayushman Bharat, all Block Program Managers NHM and Sector Supervisor Health were present in the meeting.
Additional Collector organized a press conference and resolved all doubts regarding rationalization: Gave information about surplus teachers, vacant posts and posting under rationalization process
Jashpur: Regarding rationalization, today Additional Collector Pradeep Kumar Sahu organized a press conference in the Collectorate auditorium and resolved all the doubts and explained how rationalization is a decision taken by the government to strengthen the education system.
Giving information, the Additional Collector said that rationalization of schools and teachers is being done to make the education system in the district better and inclusive. In urban areas, there are more teachers posted than students, while the situation is the opposite in schools in rural and remote areas.There is a shortage of teachers there, due to which educational activities are getting affected and the exam results of students are also getting affected. With the aim of improving this situation, the step of rationalization has been taken by the state government.This will make teachers available in schools where teachers are needed. Subject experts in subjects like mathematics, chemistry, physics and biology will be available in rural areas. Children will get good education, better educational environment and better facilities.Overall, it is being ensured that the student-teacher ratio is balanced in schools through rationalization. He informed that rationalization of teachers and schools is being done in accordance with the guidelines of the Right to Education Act-2009 and National Education Policy-2020.
Explaining the benefits of rationalization, he said that students will be relieved from repeated admissions, dropout rate will decrease. There will be administrative rigor in schools of the same campus. Availability of expert teachers will increase.Specialist teachers will be available for remedial education for students of lower classes. Better infrastructure can be developed for the future. Uniformity in the level of education will be promoted.While giving information about the vacant posts, surplus teachers and adjustment in schools under counselling under rationalisation, he said that in the counselling process held on June 2, the total number of surplus posts in the Head Teacher Primary School was 01 and information about 17 vacant posts was received.On which posting order of 1 Head Teacher has been issued by the department, information has been sent to the division for further action for the remaining 16 posts. Similarly, the total number of surplus posts in Head Teacher Primary School was 33 and information about 60 vacant posts was received.
On which the posting order of 33 Head Teachers has been issued by the department, action will be taken as per instructions for the remaining 27 vacant posts. The total number of surplus posts of lecturer was 191 and information of 237 vacant posts was received. On which the posting order of 151 lecturers has been issued by the department.While sending 40 surplus posts to the division for further action, information about 86 vacant posts has also been sent to the divisional level. Due to non-availability of subject explanation as per the vacant posts, all the vacant posts could not be filled. Information about which has also been given to the division.
