On this occasion, CM Sai announced changing the name of Chhattisgarh Disabled Finance and Development Corporation to Chhattisgarh Disabled People Finance and Development Corporation.

Major change in Chhattisgarh Land Development Rules, 1984 to promote industry and trade: Industries will be able to do double construction on the same plot of land
Raipur. Due to the amendment made by the Chhattisgarh government in the Chhattisgarh Land Development Rules, 1984, now industries will be able to do double construction on the same plot of land. This amendment, made on the special initiative of Chief Minister Shri Vishnu Dev Sai, will promote industries and business development in the state.Amendments to the Chhattisgarh Land Development Rules have been notified on 24 December 2024.
The Floor Area Ratio (FAR) for flattened industries has been increased from 1.5 to 3.0, so that industries will now be able to construct twice the space on the same plot,This will provide more usable space at a lower cost, especially to MSMEs and startups. Ground coverage for industrial plots has been increased from 60 per cent to 70 per cent. Along with this, setbacks have been reduced, which will ensure maximum use of land.
Nava Raipur Atal Nagar Development Authority Becomes Debt-Free : Chief Minister Shri Vishnu Deo Sai’s Policies led to the Debt-Free Status achieved today,Accelerated Development in the Capital City
Raipur, 25 April 2025/ Nava Raipur Atal Nagar Development Authority, formerly known as NRDA, has officially become debt-free. The Authority has successfully repaid the entire outstanding debt of Rs 1,788 crore, which had been borrowed from the Government of India and various nationalised banks. In addition, a government guarantee of Rs 100 crore has been returned to the state government. This milestone has been attributed to the financial prudence, policy-driven governance, and transparent administration of Chief Minister Shri Vishnu Deo Sai.
This achievement is expected to accelerate the pace of infrastructure development and the execution of new projects in Nava Raipur.
Nava Raipur, the modern and meticulously planned capital of Chhattisgarh, had availed substantial loans for its development—primarily for land acquisition, construction of roads, government buildings, and institutions such as the Hidayatullah National Law University. However, the burden of debt and the consequent interest payments had strained the Authority’s cash flow. Under the leadership of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh government emphasised financial self-reliance and implemented policies that enhanced revenue and paved the way for debt elimination.
Expressing his satisfaction over the development, Chief Minister Shri Sai said that the debt-free status of the Nava Raipur Atal Nagar Development Authority is a positive indicator. "Through financial discipline, transparency, and strategic planning, we have ensured not only debt relief for the Authority but also charted its course towards self-sufficiency and new heights of development," he said. He added that this milestone reflects the government’s commitment to transforming Nava Raipur into a modern, employment-oriented city with world-class amenities.
The policies of the Chhattisgarh government encouraged the commercial utilisation of the Authority’s properties. Initiatives such as the proposed Medi-City, a Pharmaceutical Park, the foundation of a semiconductor plant by renowned firm Polymatek, and the establishment of the National Institute of Fashion Technology have significantly boosted private investments. The state government, through the third supplementary budget of 2024–25, allocated Rs 1,043 crore to the Nava Raipur Atal Nagar Development Authority along with additional funding for industrial areas, thus strengthening revenue channels. Furthermore, the Chhattisgarh Arrears Tax, Interest and Penalty Settlement (Amendment) Ordinance-2025 provided relief to traders and spurred economic activities, which indirectly benefited the Authority.
With the debt cleared, all properties of the Authority are now unencumbered, facilitating easier transactions and commercial utilisation. This will improve cash flow and enable faster implementation of infrastructure projects, public services, and new initiatives. Chief Minister emphasised that this will transform Nava Raipur into a hub for medical tourism and industrial development, while simultaneously creating better facilities and generating local employment.
The success of the Nava Raipur Atal Nagar Development Authority stands as a shining example of financial discipline and strategic governance. It serves as a model for other urban development authorities across the country. Chief Minister Shri Sai affirmed the government’s vision of making Nava Raipur not only the pride of Chhattisgarh but also a model city for the entire nation.
Finance Minister Shri OP Choudhary highlighted that Nava Raipur is poised to become the new growth engine of Chhattisgarh’s economy. Institutions such as the RBI, NABARD, regional offices of NTPC, the Balco Cancer Hospital, and the Sri Sathya Sai Sanjeevani Hospital have already been established here. Nava Raipur is also emerging as a major centre for the IT sector, with upcoming projects in semiconductor manufacturing and data centres. A Medi-City is being planned over 100 acres to offer world-class medical services at both national and international levels.
Significantly, in the state budget for 2025–26, the Chhattisgarh government has made provisions for developing an "Edu-City" across approximately 100 acres. Nava Raipur already houses the third-largest international cricket stadium in India. In view of the city’s growing importance, Rs 40 crore has been allocated for the upgrade, operation, and maintenance of the Integrated Command and Control Centre. Additional allocations include Rs 20 crore for the Viksit Bharat Iconic Destination Project, Rs 10 crore for e-bus services, Rs 20 crore for a sewage treatment plant, Rs 37 crore for the establishment of a Science City, and Rs 20 crore for a library.
A commercial office complex, designed as plug-and-play office spaces, is also being developed at a cost of Rs 156 crore. In the CBD Commercial Tower, space has been allocated to companies such as Teleperformance, Square Business, and CSM, expected to generate 2,000 IT-based employment opportunities. Budget provisions have also been made for the establishment of a new SDM and tehsil office in Nava Raipur.
This remarkable transformation positions Nava Raipur as a beacon of sustainable urban development and reflects the Chhattisgarh government’s long-term vision for progress, prosperity, and public welfare.

Raipur । Chief Minister Shri Vishnu Deo Sai will participate in two prestigious national events focused on the textile and steel industries in Mumbai on April 23 and 24. During these events, Chief Minister Shri Sai will present the state’s new industrial policy, investment opportunities, and infrastructure development vision to leading industrialists and policy makers from across the country. Both events will be held at the Bombay Exhibition Centre in Goregaon. Day 1 – April 23: Dialogue with Textile Sector Leaders at CMAI Fab Show
On April 23, CM Sai will attend the CMAI Fab Show, India’s premier textile sector event, hosted by the Clothing Manufacturers Association of India (CMAI). The platform will bring together top players from apparel manufacturing, exports, and branding.
CM Sai will highlight Chhattisgarh’s focused support for the textile sector under its revamped industrial policy—covering land, logistics, power subsidies, and export facilitation. Investment proposals and MoUs with select companies are expected to be finalized during the session.
Day 2 – April 24: National-Level Showcase in Presence of PM Narendra Modi at India Steel 2025
The spotlight will shift to India’s steel sector on April 24, as CM Sai attends the India Steel 2025 inaugural session as a special guest. Prime Minister Shri Narendra Modi will virtually address the gathering.

Jashpur : In Manora development block of Jashpur district, work is in progress to connect 13 PVTG settlements with paved roads through a total of 09 roads sanctioned under PM Janaman.Hariom Sharma, Chief Engineer of Pradhan Mantri Gram Sadak Yojana, inspected 03 roads being constructed in inaccessible hilly area under Pradhan Mantri Janjati Adivasi Nyay Yojana in Manora development block of Jashpur district on 13.04.2025,And strict instructions were given to complete the road work as soon as possible with good quality. Also, satisfaction was expressed towards the work of the contractor and officers/employees of the public works.
The Chief Engineer inspected 03 roads from TR-05 to Bandhkona "B" length 1.70 km, TR-05 to Bhanwarpath length 1.70 km and L-45 to Bhurughat length 4.70 km.Particularly vulnerable tribal groups residing in remote hilly areas and the Pahari Korwa tribe, called the adopted sons of the President, will play an important role in connecting them with the mainstream.The above two road construction works are being done by M/s Vinod Kumar Jain and 01 road contractor M/s Abhay Construction.
A total of 04 roads under maintenance period were inspected under development block Manora in which the contractor and officers/employees expressed dissatisfaction towards the works.TR-06 to Gutkiya length 5.40 km, Ghagra to Sonkyari length 25.06 km, T-02 Manora to Dadgaon length 10.42 km and L-27 to Dumartoli length 6.09 km. During inspection, instructions were given to cut and clean bushes on the shoulders of the road and paint trees on both sides of the road.And strict instructions were given for painting of boards, painting of KM stone, renovation of road marking toning and zebra marking, replacement of defective boards and boards sub-standard with PMGSY, and painting of bridges and culverts including parapet and willguard.During the inspection, Superintending Engineer Sohan Chandra, S.N. Along with the executive engineer, assistant engineer of the department, sub-engineer and the contractor of the work were present.

Raipur. Chief Minister Shri Vishnudev Sai has said that Chhattisgarh has immense possibilities of tourism. To establish Chhattisgarh on the tourism map of the country, the Tourism, Forest and Water Resources Department should work by preparing an integrated action plan.He said that forest based tourism and water sports should be promoted in the major dams of Mahanadi and Indravati rivers. Tourism facilities should be developed in the Shakti Peethas of the state.The Chief Minister directed to prepare tourism circuits and corridors by including nearby places in the major tourist destinations. He also directed to prepare new proposals for the tourism projects of the state for assistance from the Central Government.
Chief Minister Shri Sai was reviewing the work being done to promote tourism in the state at the Ministry Mahanadi Bhawan today. The possibilities of eco-tourism, ethnic tourism, adventure tourism, wellness tourism, heritage tourism, wildlife tourism and water sports were discussed in the meeting.The Chief Minister said that the major tourist destinations of the state including Bastar, Surguja should be established as brands.
Cooperation of tour and travel agencies and well-known hotel institutions should be taken
A plan should be prepared to develop circuits and corridors by including major tourist destinations along with small tourist destinations located near that area.He said that the places of religious importance, historical importance, archaeological and natural importance of the state should be identified and developed as better destinations from the tourism point of view.He also gave instructions to promote eco-tourism and adventure tourism. The Chief Minister said that to promote tourism in the state, possibilities of increasing tourism in the state should also be explored by holding meetings with tour and travel agencies and well-known hotel institutions.
Water sports will be encouraged
Chief Minister Shri Sai said that there is a lot of potential for the development of water sports activities in the state.Keeping these possibilities in mind, sites in various rivers and dams of the state should be identified and developed as water sports.

State-wide Sushasan Tihaar begins: Solution boxes installed in every village and city, people are excited about Sushasan Tihaar
Raipur. Under the guidance of Chief Minister Shri Vishnu Dev Sai, the state-wide launch of Sushasan Tihaar has been started today from 08 April to solve the problems of the people and meet them face-to-face. This Sushasan Tihaar, which will be organized in three phases, will continue till 31 May.
In the first phase, applications are being taken directly from the general public in the offices of Gram Panchayats and Urban Bodies from April 8 to April 11. There is tremendous enthusiasm among the people regarding Sushasan Tihaar.People are taking applications related to their problems and depositing them in the solution box installed in the Gram Panchayat and Nagar Panchayat offices.Officers and employees have also been deputed in the offices of Gram Panchayats and Municipal Bodies to fill the applications related to the problems of the general public, so that people do not face any difficulty in submitting applications related to their problems.
Under Sushasan Tihar, there is a provision to receive applications through online application portal and Common Service Centre. Solution boxes have also been placed in development blocks and district headquarters to receive applications, where people are submitting applications regarding their problems.
The state government is continuously making efforts for good governance and transparency. In this context, organizing Sushasan Tihar-2025 is an important initiative. Under Sushasan Tihar-2025, all the received applications will be entered in the software and handed over to the concerned departments, and their resolution will be ensured within a month.
Chief Minister Vishnu Dev Sai has said that the objective of Sushasan Tihar 2025 is to effectively and promptly resolve the problems of the general public, to ensure transparency in government work and to establish direct communication with the public.Chief Minister Shri Sai has already directed all the district collectors to ensure systematic organization of Sushasan Tihaar and prompt disposal of the applications received under it. He said that the status and quality of disposal will also be reviewed at the state and district level.In the third phase of Sushasan Teej, Samadhan camps will be organized in 8 to 15 Gram Panchayats of each district. Camps will also be organized in urban bodies as per the need.In the camps, the general public will be informed about the status of their applications and as far as possible, the application will be resolved there itself. The remaining problems will be resolved within a month and information will be given.

Raipur, April 2, 2025/Under the leadership of Chief Minister Shri Vishnu Deo Sai, Chhattisgarh has added yet another significant achievement to its name. In the financial year 2024–25, the state recorded a total GST revenue collection of ₹16,390 crore, registering the highest annual growth rate of 18 percent across the country. This achievement places Chhattisgarh at the top position in the country in terms of GST revenue growth rate. In this order, Maharashtra with 16% and Tamil Nadu with 15% growth stood at second and third place respectively.
For the first time, monthly collection crossed ₹2,000 crore in March 2025
In March 2025, Chhattisgarh received ₹1,301.09 crore under the SGST head, which is 72 percent higher than that of March 2024. This is the first time the state has crossed the ₹1,000 crore mark in SGST collection. Also, in March 2025, ₹756.73 crore was received under the IGST head, which is 10 percent more than the previous year. Thus, the total GST collection in March 2025 stood at ₹2,057.82 crore, compared to ₹1,443.66 crore in March 2024, reflecting an impressive monthly growth of 43 percent. Since the implementation of GST, this is the first time Chhattisgarh has crossed the ₹2,000 crore mark in total GST revenue in a single month.
*Historic success achieved through better administration, inclusion of technology, and continuous monitoring*
This notable progress is a direct result of comprehensive reforms, innovations, and a new work culture implemented in the Commercial Tax Department under the guidance of Chief Minister Shri Vishnu Deo Sai and the direction of Finance Minister Shri O.P. Choudhary. Under their leadership, the department has taken decisive steps to make GST administration more active, transparent, and result-oriented.
*Control over non-filers*
Through continuous monitoring and communication with traders who did not file returns, there has been a significant improvement in compliance. The number of non-filers has reduced from 15 percent to only 6 percent.
*Investigation of fake registrations*
More than 28,000 businesses were physically verified, of which 4,252 firms — approximately 15% of the total — were found to be fake. This led to effective control over tax evasion and an increase in tax compliance.
*Data analytics-based actions*
Throughout the year, based on data analytics, 313 cases were audited, leading to a recovery of ₹45.13 crore.
In addition, inspections and searches of 77 business establishments yielded an additional ₹47.35 crore for the state.
*Sector analysis and inter-departmental coordination*
Using sector-based analysis and inter-departmental data, the GST Department identified 49 potential areas of tax evasion, which resulted in ₹101 crore revenue collection.
*Better compliance from government departments*
As part of special efforts in March 2025, GSTR-7 returns were filed by government departments, leading to the collection of an additional ₹37 crore from their suppliers.
*Widespread trader outreach campaign*
Across the state, communication was established with 36,847 businesses that had either filed zero returns or shown negative business growth, which ensured increased tax compliance. These solid and technology-based measures have directly resulted in Chhattisgarh securing the top position in the country in GST growth.
*Digital and AI-based strategy prepared for the future*
Under the guidance of Chief Minister Shri Vishnu Deo Sai and Finance Minister Shri O.P. Choudhary, the GST Department is now committed to implementing digital tracking, AI-based surveillance systems, and advanced compliance mechanisms to maintain Chhattisgarh’s leading position in the years to come.

Raipur, March 15, 2025/ Chief Minister Shri Vishnu Deo Sai, accompanied by his wife, Smt. Kaushalya Sai, visited Tatidand village in Kansabel block of Jashpur district, on the auspicious occasion of Holi. CM Shri Sai participated in the annual religious ritual organized by the Sanatan Samaj’s Durga Devi Sant Samaj and offered prayers to Lord Radha-Krishna, seeking peace, prosperity, and happiness for the people of the state.
The event was graced by the special presence of Shri Sahadev Panda, son of the late revered Guru Maharaj Shri Dhanpati Panda. This annual ritual, traditionally held during the Phalguna month on the occasion of Holi, has witnessed the participation of Chief Minister Sai for several years.

Extending heartfelt Holi greetings, CM Sai emphasized that the festival is not merely about colors but a celebration of love, harmony, and unity. He highlighted the significance of the annual ritual at Tatidand, stating that such events play a crucial role in preserving cultural heritage and fostering social cohesion.
*State’s Development Accelerates with Welfare Initiatives*
During his address, the Chief Minister underscored the state government’s commitment to public welfare and economic development. He elaborated that under the Pradhan Mantri Awas Yojana, 1.8 million families are being provided with housing.
Chhattisgarh has set a record by purchasing paddy from farmers at the highest price in the country, significantly boosting the agricultural economy. The Mahatari Vandan Yojana is benefiting 7 million women, with each receiving ₹1,000 per month, promoting financial empowerment.
*Invitation to the Grand Mahashiv Puran Katha*
Chief Minister Sai also announced that from March 21 to March 27, a Mahashiv Puran Katha will be organized near the Madheshwar Pahad—home to one of the largest natural Shivaling in the country. The event will feature discourses by renowned spiritual speaker Pandit Shri Pradeep Mishra. CM Sai invited devotees from across the state to attend this grand spiritual gathering.
Smt. Kaushalya Sai also extended Holi wishes and shared her experiences at the event. She emphasized that such religious gatherings strengthen social unity and infuse people with spiritual energy.
The occasion witnessed an overwhelming participation of devotees from the Sanatan Samaj and local villagers, reinforcing the deep-rooted traditions and cultural ethos of the region.

Raipur : Chhattisgarh Chief Minister Shri Vishnu Deo Sai celebrated Holi with great enthusiasm and warmth in his native village, Bagiya. The festival witnessed a massive gathering of villagers and well-wishers who came to extend their greetings and partake in the festivities.
From the early morning, the Chief Minister’s camp office in Bagiya became a hub of vibrant celebrations as people arrived in large numbers to meet him. Shri Sai welcomed everyone with open arms, applied gulal, and exchanged festive wishes, reflecting his deep-rooted connection with the people.
Speaking on the occasion, Chief Minister Sai emphasized that Holi is not merely a festival of colors but a symbol of love, harmony, and social unity. "This festival teaches us to rise above differences and embrace the spirit of brotherhood," he remarked. While celebrating, he also engaged in meaningful interactions with villagers, attentively listening to their concerns and discussing their needs.
