Census-2027 is the foundation stone of nation building: Chief Minister Sai

Raipur. At a training conference for state and division-level officials organized for the successful conduct of the 2027 Census of India, Chief Minister Vishnu Dev Sai stated that the census is not merely a population count, but a cornerstone of nation-building. He called on all divisional commissioners, collectors, and administrative officers of the state to fulfill this important national responsibility with utmost seriousness, accuracy, and sensitivity.

The Chief Minister stated that the 2027 census will be the eighth since independence. He clarified that the census is a test of the credibility of the administration and the transparency of governance. Incomplete or inaccurate data will impact the goals of development plans. Not a single individual or family should be left out, as this could lead to incomplete development.

He stated that Census 2027 will be India's first fully digital census. Data collection will be conducted through a mobile app and web portal, making the process more transparent, quick, and effective. In Chhattisgarh, the first phase of house listing and house enumeration will be conducted from May 1 to May 30, 2026. This work will be carried out in 33 districts, 252 tehsils, and 19,978 villages. The Chief Minister stated that the self-enumeration facility will increase public participation, and public trust is the foundation for the success of the census. This work will lay the foundation for a developed and self-reliant India in 2047.
Addressing the training conference, Chief Secretary Mr. Vikassheel said that the census is an important administrative process, which involves systematic and authentic collection of facts. He directed officials to complete all assigned tasks within the stipulated timeframe. The Chief Secretary emphasized the need to adopt supportive supervision techniques in training enumerators, saying that field workers should receive ongoing guidance and support to minimize errors.
He emphasized the need to trace new building permits in advance so that no structure is missed during house listing. Citing the 2001 experience in border districts, he urged special care to avoid duplication in enumeration of persons who have migrated to states like Telangana and Andhra Pradesh.

The Chief Secretary stated that the success of the census depends on meticulous planning, coordination, and accurate implementation. Therefore, all officials should discharge this national responsibility with seriousness and commitment. On this occasion, Shri Mrityunjay Kumar Narayan, Registrar General and Census Commissioner of India, stated that the census is one of the largest administrative and statistical tasks in the world. It is the foundation of our democracy and determines the direction of policy-making and development plans. He explained that the first organized census in India began in 1872, and the upcoming census will be the 16th census in the country and the 8th since independence.
He stated that the Indian Census, with its 150-year tradition, is the largest source of primary data down to the village, town, and ward level. It collects detailed and reliable data on housing conditions, amenities, assets, demographic details, religion, Scheduled Castes and Tribes, language, education, economic activity, migration, and fertility.
Shri Manoj Pingua, Additional Chief Secretary, Home Department, provided detailed guidelines to the Collectors regarding the work related to Census 2027. Senior officers of various departments of the state government, all divisional commissioners, collectors, municipal corporation commissioners and other officers were present in the state level divisional commissioner-collector conference.
