Canal lining work will be done in Kelo project at a cost of Rs. 358.88 lakh.

Raipur. The life-giving Kelo Major Irrigation Project of Raigarh district has today been established as the strong backbone of agriculture-based development, water security and economic prosperity of the district. Administrative approval of Rs. 358.88 lakh (Rupees three crore fifty-eight lakh eighty-eight thousand) has been given for cement concrete lining work from RD 6000 meter to 11700 meter of Telipara (Telipali) distributor canal of Kelo project under Pusour development block of Raigarh district. On completion of this work, effective irrigation facility will be made available in the fully designed area, fulfilling the current shortfall of 2544.07 hectares in the 2652.27 hectare irrigation area stipulated under the scheme, which will ensure adequate water availability to the farmers and increase agricultural production.

The state government has directed that the work be completed within the approved amount and the stipulated timeframe, and that no cost overruns will be acceptable. Technical approval from the competent authority will be mandatory before commencing work, and full compliance with all government rules and procedures will be ensured. Approval of construction drawings and designs, availability of at least 75 percent of the land unobstructed, and a transparent and competitive tender process will be essential.
Instructions have been given to maintain economy, high quality and financial discipline in canal lining work. If the tender rate is received more than 10 percent or the quantity of work increases by more than 10 percent or additional responsibility arises, then it will be mandatory to obtain revised administrative approval. It will be ensured that the work is completed within the time limit as per the contract and in case of delay, penalty will be imposed as per rules. Unnecessary time extension will not be given and permission will be given by the competent authority only in unavoidable circumstances. 

The state government has entrusted the Chief Engineer with the responsibility of continuously monitoring the work and ensuring financial discipline in accordance with the provisions of the Chhattisgarh Financial Code. He has also been instructed to pay special attention to the technical aspects of the project, the quality of the work, the accuracy of estimates, and its timely completion, so that the work can be effectively implemented in accordance with the spirit of public interest and the farmers of the area can receive maximum benefits.
