Nava Raipur Chief Minister Housing Scheme: Simplification of rules will increase settlements

Online sale starts on first come first serve basis with complete transparency

Unsold flats after 3 advertisements are now available to any income group or institution, the interests of the original eligible beneficiaries will be fully protected.

Raipur, May 22, 2026/ The Chhattisgarh Housing Board is constructing apartment buildings (flats) for the weaker income group and low income group under the Chief Minister Housing Scheme and Prime Minister Housing Scheme in Sectors 16, 30, and 34 of Nava Raipur. The state government has significantly simplified the rules to expedite the scheme, prevent damage to constructed assets, and ensure rapid settlement in the area.

Current status of the scheme

This scheme was launched in 2015, under which the construction of a total of 40,000 buildings is proposed. Under the first phase, work began on a total of 6,296 buildings in Naya Raipur. A total of 3,146 flats were allotted from 2015 to December 2025. However, due to various unavoidable reasons, 3,335 beneficiaries had their allotments cancelled. The cancellations depleted the Board's financial resources, impacting ongoing construction. Due to the properties becoming vacant again and slow sales, the risk of vandalism and theft in the constructed buildings was increasing. In light of this situation, the Board decided to revise the first phase's properties to 4,454.

Major decision of the Council of Ministers: Relaxation in rules

Chhattisgarh Housing Board is an autonomous body and is sustained by self-earned financial resources. Therefore, for the convenience of the general public and the speedy sale of vacant buildings, a historic decision was taken by the Council of Ministers on November 14, 2025. If the buildings remain unsold even after issuing advertisements thrice for the sale of weaker income group and low income group buildings, then they can be sold to persons of any other income group other than the original eligible beneficiaries. Any individual, government, semi-government or private organization can purchase more than one property simultaneously for their employees. Individuals or organizations of other income groups purchasing properties other than the eligible category (EWS, LIG) will not be eligible for the subsidy provided by the government.

The interests of the original category beneficiaries are fully protected.

This decision by the government will not affect the rights of eligible beneficiaries in the original EWS and LIG categories. If any eligible individual/family in this category purchases a house, they will receive the full state government grant of ₹1 lakh for EWS and ₹50,000 for LIG, as per the rules, and the central government grant of ₹1.50 lakh for EWS under the Pradhan Mantri Awas Yojana.

Since these are multi-story apartment buildings, no structural changes or additions are possible to make them larger. Therefore, organizations will be required to use them exclusively for employees within this income group.

Institutions have shown interest; there will be increased activity in the colonies.

Following the relaxation of regulations, the potential for long-vacant buildings to be sold has increased rapidly. Currently, the Mayfair Hotel Group, along with several other government and semi-government organizations such as the Health Department, the GST Department, and various educational institutions in Nava Raipur, have proposed and expressed interest in acquiring flats in bulk (bulk purchases) for their employees. This will accelerate settlement in Nava Raipur's residential colonies, and increased public activity will create a positive environment.

Around 500 buildings available for sale through a completely transparent process

Currently, the Board has approximately 500 EWS and LIG category buildings available for sale. The Chhattisgarh Housing Board is practicing complete impartiality to eliminate any potential for bias or irregularities. These buildings are being sold online on a first-come, first-served basis at a fixed and stable price.
