Raipur: Chief Secretary Vikassheel chaired a Collector's Conference on the Progress of the Har Ghar Nal (Jal Jeevan Mission) at the Mahanadi Bhawan Mantralaya. A detailed review of the progress of the Har Ghar Nal (Jal Jeevan Mission) was held today via video conferencing with the Collectors of all districts of the state. The Chief Secretary stated that the Jal Jeevan Mission was launched by the Government of India in 2019 with the aim of providing clean drinking water through taps to every household in all areas. He added that the state's goal is to provide safe and quality drinking water to every family. He stated that this scheme will save time for women, reduce waterborne diseases, and promote solid and liquid waste management.
The
Chief Secretary directed all Collectors to prepare a clear action plan in each district, working in mission mode. He urged the active participation of Gram Panchayats to ensure effective implementation of the scheme. The Chief Secretary asked the Collectors to review the progress of the Jal Jeevan Mission every month. In the meeting, the Chief Secretary reviewed the payments for completed and transferred projects and directed that physical verification of completed projects be conducted by August 31st to ensure payment. Unfinished projects should be completed by December 31st at all costs. He said that 100% physical verification of all projects should be conducted. He also urged action against contractors who are negligent in their work.

Prepare an action plan to develop water resource conservation and recharge systems.
The Chief Secretary directed that District Collectors ensure timely payment of running bills so that construction work is not disrupted. The Chief Secretary directed that the projects be completed by making necessary financial arrangements from VB-G Ram Ji and local resources, District Mineral Fund (DMF), MP Fund, MLA Fund, CSR, and other available sources. He also directed each district to assess water sources and identify new sources, develop water resource conservation and recharge systems, and prepare an action plan for the conservation of each source. He said that for projects where it is not possible to provide drinking water from the existing source, alternative sources should be identified and immediate action should be taken. Rural areas cannot be deprived of clean drinking water. The progress of solar-based tap water schemes was also reviewed in the meeting. The Chief Secretary directed that a proper reconciliation of approved funds and expenditures should be done by conducting a scheme-wise analysis.
Regular monitoring of Jal Jeevan Mission
Chief Secretary Shri Vikassheel has directed each district to set a new target for tap water for every household and to ensure 100% tap water coverage by considering villages as units and to hold regular monthly meetings of the District Water and Sanitation Committee. He said that the proceedings of each meeting should be uploaded on the departmental portal on time and regular monitoring of Jal Jeevan Mission should be ensured. He said that all the collectors should work in mission mode with clear assessment, better planning and effective coordination so that tap water can be made available to every family of the state in a timely manner.
