 For the holistic and planned development of the state's villages, the process of preparing Gram Panchayat plans, developed through Gram Sabhas, will begin on October 2nd. Under this initiative, villagers will participate in determining their village's needs, problems, and development priorities. The Gram Panchayats' upcoming development action plan will be prepared based on suggestions received from villagers in Gram Sabhas, local resources, and development needs.

      The developed Gram Panchayat Plan has been designated as the primary vehicle for planning development projects at the Gram Panchayat level under the VB-G Ram Ji Act, 2025. It will assess available resources, existing assets, and development gaps in villages to identify necessary works with the participation of villagers. After receiving approval from the Gram Sabha, the plans will be integrated at the block and district levels.

The process of developing a Gram Panchayat plan will begin in Gram Sabhas on October 2nd.
      Gram Sabhas held on October 2nd in the state's Gram Panchayats will formally launch the process of developing a Gram Panchayat plan. On this occasion, villagers will be provided with detailed information regarding the Gram Panchayat's basic data, maps, permissible works, and the plan development process. 
     Gram Sabhas will also share information on village development deficiencies, the water budget, and recommended works received from the e-Water portal. Additionally, assets in villages that are physically available but not yet recorded in digital records will be identified.
      The Gram Sabha will also establish the process and timeframe for participatory rural assessment and community consultation at the settlement, ward, and village levels, ensuring maximum rural participation in plan development.

Suggestions of villagers will be taken by visiting each village in October-November.
     Preliminary preparations will be completed in the month of September to prepare the developed Gram Panchayat plan. Along with giving necessary training to the concerned officers and employees, basic data of Gram Panchayats will be prepared on the basis of various map layers available on Yuktdhara portal. After this, participatory rural assessment will be done by organizing meetings with the villagers at the settlement and ward level in the months of October and November. Through these meetings, suggestions will be taken from the villagers regarding the problems of the village, necessary facilities, available resources and proposed development works.

      During this period, site verification of existing assets in the villages will also be conducted. Assets not recorded in digital records will be recorded on the Yuktdhara portal. Based on suggestions from villagers and local needs, development gaps will be identified and potential locations for proposed works will be marked on a digital map.

Development plan will be presented before the Gram Sabha in December
     In the month of December, the draft of the developed Gram Panchayat plan prepared on the basis of land and area introduction will be presented before the Gram Sabha. In this, information about the proposed development works, their possible locations and related details will be given to the villagers. The proposed works related to individual beneficiaries will also be discussed in the Gram Sabha. Based on the suggestions of the villagers and necessary discussions, the plan will be amended and finalized. After this, the developed Gram Panchayat plan will be approved by passing a formal resolution by the Gram Sabha. The plan approved by the Gram Sabha will be sent to the development block level for the further process of digital integration.

Integration of schemes will be done at the development block and district level by January 15.
       After receiving the approved schemes from the Gram Panchayats, the process of integration will be completed at the development block and district level by January 15. While integrating the development schemes of various Gram Panchayats at the development block level, information related to the concerned implementing agencies and convergence of various schemes will be included. After this, the integrated schemes prepared at the development block level will be integrated at the district level. This process will help in linking the local needs of the Gram Panchayats with the development action plans of the development block and district level.

Special focus on water security, livelihoods, and rural infrastructure:
       The developed Gram Panchayat plan will prioritize water security, rural infrastructure, livelihood-related infrastructure, and mitigation of adverse weather events, as per the needs of the villages. During the planning process, the natural and physical resources available in the villages will be assessed. Additionally, based on suggestions from villagers, works will be identified that can meet local needs and accelerate village development.

Development works will be decided with the consent of the Gram Sabha.
       The Gram Sabha will play a key role in the entire process of developing the Gram Panchayat Plan. Based on the opinions of the villagers and local priorities, new works can be included in the proposed development works as needed and inappropriate works can be removed. Each proposed work will be verified on-site and discussed with the community. After this, the works will be presented before the Gram Sabha for final approval.

      The objective of this initiative is to align Gram Panchayat development plans with the actual needs of villagers, available resources, and local priorities. Active participation of the Gram Sabha will make the planning process more participatory and transparent, and will also provide a new direction for the holistic and sustainable development of villages.
