Raipur, September 13, 2025/ Chief Minister Vishnu Deo Sai declared that Chhattisgarh’s dream of becoming a developed state would be realized by ensuring the health of its 30 million citizens. He emphasized that in the past 20 months, his government had strengthened the state’s healthcare infrastructure and extended services to remote areas.

Speaking at the inauguration of the three-day Dental Conference 2025, held at a private hotel in Raipur, CM Sai said his government had prioritized healthcare from day one. On the occasion, he visited an exhibition of dental care equipment and released the annual souvenir of the Dental Association.

Chief Minister Shri Sai highlighted that five new medical colleges had been approved, alongside institutions for physiotherapy, nursing, and mother-and-child healthcare. He said that a healthy Chhattisgarh is the foundation of a progressive Chhattisgarh.

Noting the rapid expansion of healthcare in the state, CM Sai pointed out that while Chhattisgarh had just one medical college in 2000, today the number has risen to 15. Under the Ayushman Bharat scheme and the Pradhan Mantri Vaya Vandana Yojana, patients and senior citizens are receiving free treatment. Affordable generic medicines, he added, are easing the burden on ordinary families.

Touching upon serious illnesses like cancer, he warned that cases of oral cancer caused by pan masala, gutkha, and tobacco are on the rise. He stressed that dentists had a crucial role in oral care and in ensuring beautiful smiles, urging them to spearhead widespread awareness campaigns.

CM Shri Sai turned nostalgic, recalling his parliamentary tenure in 1999 when, under then-Prime Minister Atal Bihari Vajpayee, AIIMS Delhi was overburdened with patients from across India. He said he had raised the demand in Parliament for an AIIMS in Chhattisgarh, and with the state’s formation in 2000, Chhattisgarh was among the first six states to receive the gift of an AIIMS.

Linking state goals with national aspirations, CM Sai said that Prime Minister Narendra Modi has resolved to make India a developed nation by 2047. In line with this, the Chhattisgarh government has prepared the ‘Chhattisgarh Vision 2047’ document, outlining 10 missions to drive the state forward.

He said the state’s GSDP currently stands at ₹5 lakh crore, with a target of reaching ₹75 lakh crore by 2047. With abundant mineral and forest wealth, hard-working farmers, and industrious citizens, he expressed confidence that the saying “Chhattisgarhiya sabse badhiya” would ring true as the state meets its 2047 goals.

Referring to recent GST reforms, CM Sai noted that tax slabs had been rationalized at 5% and 18%, simplifying business and boosting agriculture. This, he said, was a reflection of the Prime Minister’s vision to strengthen India’s economy.

Concluding his address, CM Sai remarked: “A human smile is priceless, and dentists play an indispensable role in protecting and preserving it.” He said the conference would open new possibilities in tackling oral diseases and improving treatments.

Health and Family Welfare Minister Shyam Bihari Jaiswal added that the CM was personally monitoring healthcare delivery, ensuring quality services reached even Naxal-affected and remote regions. He announced the appointment of 20 specialist doctors in Bastar and celebrated Sukma’s Chintagufa Health Centre receiving the NQAS certificate.

He further noted that with five new medical colleges, the total would rise to 15, while Bilaspur would soon house a super-specialty hospital. The state is also setting up 12 new nursing colleges and five physiotherapy colleges. Special initiatives include mobile medical units in tribal-dominated areas and bike ambulance services in remote terrains. He underlined that Chhattisgarh had emerged as the leading state in offering cashless treatment facilities.

Addressing the gathering, the Chief Minister said that cartoons are not merely a source of entertainment, but also a mirror of society. Through humor and satire, cartoons present complex issues in a simple manner. A cartoon is not only entertainment, but also an art form that creates awareness in society and inspires people to think.

On the occasion, Chief Minister Sai presented the Lifetime Achievement Award of Cartoon Watch magazine to the eminent cartoonist from Jammu & Kashmir, Mr. Manoj Chopra. The Chief Minister also encouraged the participating cartoonists at the festival and even sketched a cartoon himself.

Speaking further, Chief Minister Sai said that it is a matter of pride that Cartoon Watch has successfully completed 29 years and is now entering its 30th year. I heartily congratulate and extend best wishes to the entire team of Cartoon Watch to continue their outstanding contribution in the field of cartoons.

The Chief Minister added that if next year’s Cartoon Watch Festival is held in Bastar, it would be a matter of great joy. Peace is now being established in Bastar, and soon the region will be completely free from Naxalism. Through the Niyad Nellanar Yojana, government schemes are reaching the people of Bastar. More than 300 villages have already been provided with basic facilities such as roads, electricity, water, and ration cards. Where once the sound of guns echoed, today the school bell rings.

Just yesterday, I attended the Investor Connect program in Bastar, where large-scale investments were announced, ensuring employment opportunities for local people.

Investments are flowing into several sectors including semiconductors, artificial intelligence, data centers, and textiles. Recently, during visits to Japan and Korea, we signed multiple MoUs with industries. The future of Chhattisgarh is indeed very bright.

Raipur, September 11, 2025/ Chief Minister Vishnu Deo Sai congratulated the CRPF’s Cobra Commandos, Chhattisgarh Police and DRG personnel for their major success on the Naxal front in Gariaband and Narayanpur districts.

In the encounter that took place in Gariaband district, as many as 10 Naxalites have been neutralised so far. Among them is Modem Balakrishna alias Manoj, a Central Committee Member carrying a reward of ₹1 crore. This is being seen as a historic achievement in the campaign to eliminate Naxalism.

In the same sequence, Naxalites in Narayanpur district have also chosen the path of surrender. A total of 16 Naxalites — including a Janatana Sarkar member, a Panchayat Militia Deputy Commander, a Panchayat Sarkar member and the head of the Judicial Branch — have surrendered and pledged to return to the mainstream of society.

Chief Minister Sai said these incidents are clear proof that the false ideology of Naxalites is now collapsing. “A new dawn of trust, development and peace is rising in Chhattisgarh. With the guidance of Prime Minister Narendra Modi and under the leadership of Union Home Minister Amit Shah, we are confident that the resolve of a ‘Naxal-Free India’ will be realised by March 2026,” he stated.

Raipur, September 11, 2025/ Under the leadership of Chief Minister Vishnu Deo Sai, the initiative to take industrial development to the remote areas of Bastar division — considered the most potential region for growth — has now begun to yield visible results. Six months ago, CM Vishnu Deo Sai had engaged in dialogue with industrialists, businessmen, budding entrepreneurs and youth associated with startups, keeping in mind the immense possibilities of industrial growth in Bastar. As a result of these consistent efforts, approval letters for investment proposals worth nearly ₹1,000 crore were handed over to investors during the ‘Chhattisgarh Investor Connect Bastar’ programme held in Jagdalpur on Thursday.

Among the beneficiaries are young woman entrepreneur Ragini Jaiswal from Kondagaon district and local entrepreneur Sohail Rizvi from the Maoist-affected Bijapur district, who have accepted the challenge of creating self-employment opportunities in these remote regions. A year ago, Kondagaon-based Ragini benefitted from the Pradhan Mantri Micro Food Processing Scheme and established a fitness and nutrition unit based on local products. Through this, she has been providing healthy food to pregnant and lactating mothers as well as children. She availed financial assistance of ₹9.53 lakh under the scheme, which included a 35% grant component.

Meanwhile, Sohail Rizvi, a young entrepreneur from Geedam in Dantewada district, is setting up a modern rice mill in Bijapur. The capacity of this rice mill will be six tonnes per hour, with an investment of about ₹6 crore. The project will also receive a grant of ₹90 lakh from the government. Once operational, the rice mill is expected to provide direct and indirect employment to 50–60 people in the region.

Ragini explains that being part of a traditional rural family and a native of Bastar, she has in-depth knowledge of local forest produce, organic farm products and herbs, along with a clear understanding of the daily food habits and nutritional needs of Bastar’s residents. With her inclination towards food processing, she decided to begin her startup by focusing on maternal and child nutrition. She now manufactures her own products in Kondagaon and is moving towards self-reliance through a ‘Healthy Food Corner’. Ragini also shared that her 10-member family, including her parents and two brothers, inspires and supports her journey. She feels proud to be self-employed and vows to remain dedicated to providing essential nutritional services in Bastar.

Sohail, on the other hand, comes from a family with entrepreneurial roots. His father had set up a rice mill in Geedam 17 years ago. After completing his education, Sohail decided to take this family business forward. He has now given shape to the plan of establishing this new enterprise in Bijapur. Alongside this, Sohail is also running a fly ash brick business worth ₹3 crore, reflecting his entrepreneurial vision. The rice mill is not only expected to boost the local economy but will also create new employment opportunities in the area.

Raipur, September 11, 2025/ Chhattisgarh is among the leading states in the country in terms of power generation. Under the Prime Minister Suryaghar Free Electricity Scheme, the target is to install solar panels on rooftops of 1.3 lakh houses across the state by March 2027, but our effort is to extend it further to 5 lakh rooftops. Under this scheme, consumers are being given major subsidies. For installing solar plants ranging from 1 kW to 3 kW capacity, central assistance of ₹30,000 to ₹78,000 is being directly transferred to bank accounts. Along with this, the Chhattisgarh government is also providing additional subsidy. As a result, consumers are receiving up to 75% subsidy on the total cost. Chief Minister Vishnu Deo Sai said this while addressing the 97th National Conference of the “Forum of Regulators” held in Nava Raipur.

CM Sai said that today we are celebrating the silver jubilee year of our state’s formation. In these 25 years, our production capacity has reached nearly 30,000 MW. With the participation of the state sector, private sector and central sector, more than 30,000 MW of power is being generated from the soil of Chhattisgarh today. Recently, we have signed MoUs for the establishment of power plants with capacity of more than 32,000 MW. These include thermal, pump storage, nuclear, battery storage and solar power projects. Our aim in the coming years is to become a state producing more than 60,000 MW of power.

The Chief Minister further said that in terms of per capita power consumption, Chhattisgarh is far ahead of the country’s average. Here the consumption is 2,211 units, while the national average is only 1,255 units. Chhattisgarh is producing more electricity than its own requirement and is making a significant contribution to the development of the country. We are supplying electricity not only to our state but also to neighbouring states.

The Chief Minister said that just two days ago, in the Cabinet meeting, we approved an amendment to the policy promoting solar energy which will remain in force till 2030. Under this, renewable energy projects have been given priority in the industrial policy.

Expressing gratitude to the chairpersons, office bearers and experts of electricity regulatory commissions from different states of the country, the Chief Minister said that the in-depth deliberations on the progress of the energy sector will bring long-term benefits for consumers as well as all of us. Naxalism had long stood like a thorn in Bastar’s path of development, strangling its progress with terror. We resolved to bring Bastar into the mainstream and make it the central axis of a developed Chhattisgarh. With courage and determination, our brave security forces and the people of Bastar confronted Maoism, and today Bastar is moving forward to erase its dark history of extremism and script a golden chapter of investment. By March 2026, the remaining traces of Maoism will be completely wiped out, and a Naxal-free Bastar will march faster on the road to development. Chief Minister Vishnu Deo Sai said this while addressing the Chhattisgarh Investor Connect programme in Jagdalpur today.

Chief Minister Shri Sai said that after Tokyo and Osaka in Japan and Seoul in South Korea, the next series of Investor Connect programmes has been hosted in Bastar, and it gives us immense satisfaction that we were able to organize this event so swiftly. “This is the era of bullet train speed, and keeping pace with it, we have framed a new industrial policy to build a Developed India – Developed Chhattisgarh. Our policy is based on Prime Minister Narendra Modi Ji’s mantra of Perform, Reform and Transform.”

Chief Minister Shri Sai stated that the foundation of a developed Chhattisgarh will rest on rapidly expanding industries. Accordingly, the new industrial policy provides incentives and grants for investment, and over 350 reforms have been carried out in line with the vision of Ease of Doing Business and Speed of Doing Business. Alongside Japan and South Korea, we have organized investment summits in Mumbai, Delhi, Bengaluru and Nava Raipur. Since the implementation of the new industrial policy, proposals worth nearly ₹6.65 lakh crore have already been received. The policy carries special incentives not just for core sectors but also for IT, AI, pharma, textiles, electronics and green energy.

CM Sai emphasized that along with attractive incentives, the government is creating infrastructure so that entrepreneurs can establish industries immediately after approval under the single-window system. Nava Raipur is a model example, housing India’s first AI Data Center Park, along with a Pharmaceutical Park, Medicity and Global Capability Centre. Speaking on Bastar’s industrial infrastructure, he said new small industrial areas are being established across all districts and development blocks. At Jagdalpur, industrial zones have been set up at Fraserpur and Geedam Road. Near Nagarnar, a new 118-acre industrial area has been developed at Niyanar. In Kanker, an industrial area has been established at Lakhanpuri; in Dantewada at Teknar; and in Narayanpur. Further, industrial zones are being developed at Pakela and Fandiguda in Sukma, Adka-Chepda in Kondagaon, and Kodoli in Bijapur.

Chief Minister Shru Sai underlined that under Prime Minister Modi’s leadership, Bastar’s infrastructure has gained maximum momentum. An expressway to Visakhapatnam is under construction, work on the Raoghat–Jagdalpur rail line is progressing, and a new rail link to connect Kirandul with Telangana is under survey. Under the UDAN project, Maa Danteshwari Airport at Jagdalpur has been upgraded. Work on the Bodhghat project will commence soon. To keep pace with connectivity demands, new mobile towers are being installed across Bastar. Together, these mega infrastructure projects will substantially enhance Bastar’s industrial environment.

He added that while incentives are available for investments across the state, special provisions have been earmarked for Bastar. In the new policy, 88 percent of Bastar’s blocks are categorized as Group-3, entitling investors here to maximum benefits. “Our government works on the principle of inclusive development, prioritizing opportunities for the most disadvantaged communities. That is why SC-ST entrepreneurs are eligible for an additional 10% subsidy.” The CM said the aim of industrial development is not only to boost the economy but also to generate large-scale employment. To ensure participation of local people, units investing over ₹1,000 crore or employing more than 1,000 persons will receive additional subsidies. For entrepreneurs hiring surrendered Naxalites, a 40% salary subsidy will be provided for five years, capped at ₹5 lakh annually.

CM Sai further said that Bastar is “the heaven of India,” and to attract large numbers of visitors, tourism has been accorded industry status. Entrepreneurs investing in tourism in Bastar will be entitled to 45% subsidy, creating golden opportunities in hotel, eco-tourism, wellness and adventure sports sectors. Special incentives for homestays will empower local entrepreneurs in tourism. Bastar’s abundant forest produce has been given special provisions for processing units, while agro-industries too are a major focus. Most importantly, skill development is receiving top priority. Skill Development Centres are being established across all 32 blocks of Bastar in alignment with both core industries and emerging sectors. “Bastar’s youth are hardworking and talented; industries will never face a shortage of skilled manpower here,” he said.

The Chief Minister noted that entrepreneurial youth in Bastar are being supported with capital, skills and counselling under both central and state government schemes. A new class of entrepreneurs is emerging rapidly. “Bastar has ample resources. Input costs are lower for setting up industries here. With port-city connectivity, exports will face no difficulty. Above all, the generous incentives in our industrial policy make this a golden opportunity. Bastar has rolled out the red carpet for investors and is ready for take-off on the path of development."

Commerce & Industries Minister Lakhan Lal Dewangan said that the new industrial policy of the state is proving highly attractive and beneficial for investors. Proposals worth ₹6.95 lakh crore have been received so far, giving new direction to Chhattisgarh’s industrial growth. He said greater investment in Bastar will generate large-scale employment for youth and strengthen the local economy. Alongside, IT centres and other infrastructure have been developed, and provision of grants for industries has been ensured.

On the occasion, Deputy Chief Minister and Bastar In-charge Minister Vijay Sharma said that rice mill is being set up in Bijapur. He also mentioned that the Imli Mandi at Jagarugunda, which had been closed for years, has been reopened. He said that due to the efforts of Chief Minister Vishnu Deo Sai, the state’s industrial policy has also received appreciation in South Korea, giving Chhattisgarh a new identity on the global stage.

In the programme, certificates of incentive were distributed for the establishment of 34 industries.

Commerce & Industries Department Secretary Rajat Kumar, through a video presentation, gave a detailed account of the state’s industrial policy and the emerging opportunities in Bastar division. He said that special encouragement is being provided for tourism and small industries to ensure Bastar’s prosperity. He highlighted Bastar’s crucial role in nationwide supply of sal seeds and tamarind, widely used in the cosmetics industry.

He further informed that several innovations have been introduced to make the industrial environment easier and more transparent for investors. Entrepreneurs will no longer need to make repeated rounds of government offices, and inspections will now be conducted only once a year. In addition, an Incentive Calculator has been introduced to help investors know their exact benefits. So far, investment proposals worth ₹6.95 lakh crore have been received in the state.

The programme also witnessed a special announcement of additional incentives for Naxal-affected families wishing to establish industries. Special grants and six-year financial support will also be provided for investments in tourism, agriculture-horticulture, electronics and pharmaceuticals. Local people will be given priority in setting up industries and employment generation, with full support from the government and administration.

On the occasion, NMDC made a special presentation showcasing its contribution to Chhattisgarh’s industrial and social development.

To accelerate the development of Bastar, the Government has approved railway projects worth ₹5,200 crore. These include the new Raoghat–Jagdalpur rail line (₹3,513.11 crore) and the doubling of the Kottavalasa–Kirandul (KK) rail line. These projects will not only boost travel, tourism, and trade in the region but will also create large-scale employment and industrial opportunities for local youth. In addition, road development projects worth ₹2300 crore have been sanctioned for Bastar. The region, once known as a Naxal-affected zone, is now on track to become one of the most developed and prosperous divisions of Chhattisgarh. The State and Central Governments are jointly constructing an alternative route from Dhamtari–Kanker–Kondagaon to Jagdalpur, which will pass through Kanker, Antagarh, Narayanpur’s Abujhmad, Dantewada’s Barsur, and further connect to Bijapur. Similarly, multiple new road links are being built between Jagdalpur and Sukma, extending to Bijapur.

With these projects, all seven districts of Bastar will be connected by multiple routes, reducing distances and making the delivery of development schemes more effective. This modern road network will not just improve connectivity but also unlock new avenues for security, education, healthcare, and economic growth. Bastar is thus transforming from a land of struggle into a symbol of connectivity, prosperity, and security.

Major Public Investments Driving Growth

Significant public sector investments are laying the foundation for Bastar’s industrial expansion. The National Mineral Development Corporation (NMDC) has committed ₹43,000 crore. In addition, a state-of-the-art Super Speciality Hospital is being established with an outlay of ₹200 crore, further strengthening the region’s infrastructure and healthcare ecosystem.

Private Sector Momentum and Inclusive Development

Complementing these large public investments, private players are expected to bring in nearly ₹1,000 crore, primarily in the service sector and MSMEs. Revolution in Healthcare: First 350 bedded pvt hospital in Bastar

For the first time, Bastar will have a 350-bed multi-specialty pvt hospital and medical college in Jagdalpur, with an Invitation to Invest letter issued to Raipur Stone Clinic Pvt. Ltd.. With an investment of ₹550 crore and 200 jobs, this project will elevate Bastar’s healthcare services and turn it into a hub for medical education.

In addition, Jagdalpur will see a multi-specialty hospital worth ₹33 crore, and Navbharat Institute of Medical Sciences will set up a 200-bed multi-super specialty hospital with ₹85 crore investment. These initiatives will not only expand modern healthcare in Bastar but also generate hundreds of jobs for local youth.

New Era of Food Processing

Modern rice mills and food processing units are being established across Bijapur, Narayanpur, Bastar, and Kondagaon.These facilities will ensure better returns for farmers while creating numerous job opportunities for local youth.

Companies like PS Bricks and Mahavir Mines & Minerals are entering the brick and stone-crusher sector, energising local construction activity and boosting infrastructure.

Support under the PM Formalisation of Micro Food Processing Enterprises (PMFME) Scheme

Under the PMFME scheme, beneficiaries from Kanker, Bastar, and Kondagaon districts have been provided financial assistance. In Kanker district, Shri Mukesh Khatwani (M/s Rudra Foods and Beverages) received ₹35 lakh. In Bastar district, Smt. Yogita Wankhede of M/s Maa Gruh Udyog was sanctioned ₹5 lakh. In Kondagaon district, Smt. Ragini Jaiswal of M/s Fitness Fuel was sanctioned ₹5 lakh, along with an additional ₹9.50 lakh. In total, beneficiaries under the scheme received financial support exceeding ₹49.50 lakh.

Empowerment through the Prime Minister’s Employment Generation Programme (PMEGP)

Under the PMEGP scheme, Shri Harish Komra from Kanker district (ready-made garments – ₹9 lakh), Shri Suresh Baghel from Kanker (harvester – ₹20 lakh), Shri Chandrashekhar Das from Bastar (M/s Deeksha Tent House – ₹8.80 lakh), and Shri Revendra Rana from Bastar (M/s Rana Mobile Repairing – ₹7.50 lakh) received support. Additionally, in Kondagaon district, Shri Suresh Kumar Devangan of M/s Kisan Mitan Agro was sanctioned ₹50 lakh for tractor-trolley manufacturing. In total, assistance amounting to ₹94.50 lakh was extended under the scheme.

New Opportunities through Industrial Policy

As part of the state government’s Industrial Policy, grants for fixed capital investment have also been extended. In Kanker district, Smt. Sadhana Sharma, partner of M/s Mahaveer Warehouse, was sanctioned ₹90 lakh for the establishment of a warehouse. Through such initiatives, entrepreneurship and industrial development are being accelerated in the Bastar division, opening up employment and self-reliance opportunities for local youth and women.

Overall, Bastar is witnessing proposed investments of over ₹967 crore, benefiting more than 2100 local people. From health, agriculture, and food processing to dairy, tourism, construction, and education, this investment wave positions Bastar as a true “investment destination.”

Opportunities for Industrial Expansion in Bastar

Bastar is emerging as a promising hub for industrial growth, with plans to establish a dedicated cement plant in proximity to the steel plant, ensuring synergy and efficient resource utilization. Alongside, several ancillary industries are being promoted, including motor repair and winding units, machine and fabrication shops, and pump repair facilities. The iron and steel sector also holds immense potential with opportunities for manufacturing TMT bars, angles, channels, wire rods, bright bars, and other value-added products.

CM’s 100+ Visits in 20 Months: Building Trust and Development

Under Chief Minister Vishnu Deo Sai, Bastar is moving swiftly towards peace and progress. In the last 20 months, he has toured more than 100 locations in Bastar. His efforts have expanded basic amenities while instilling hope and confidence in Naxal-affected areas.

The flagship “Niyad Nella Naar” scheme has delivered road, education, health, and communication facilities to Bastar’s remotest corners. Within the 10-km radius of security camps, 81,090 Aadhaar cards, 49,239 Ayushman cards, 5,885 Kisan Samman Nidhi benefits, 2,355 Ujjwala connections, and 98,319 ration cards have been issued. The scheme has also built 21 perennial roads, 635 mobile towers, 18 fair-price shops, and 9 sub-health centres.

So far, 54 security camps have been set up. For the first time, banks have opened in 28 villages including Jagargunda and Pamed, and over 50 closed schools have been reopened.

New Rehabilitation Policy: Path for Surrendered Naxals

The state’s new rehabilitation policy offers surrendered Naxals a fresh chance at mainstream life. It provides ₹10,000 monthly financial aid for three years, along with four dismil plots in urban areas or one hectare farmland in rural areas.

Surrendered cadres will get vocational training and full reward money. Groups surrendering 80% or more of members will receive double the reward amount, while Naxal-free villages will be sanctioned ₹1 crore worth of development works.

Under PM Awas Yojana, 15,000 houses have been approved for surrendered Naxals and violence-hit families. With enhanced aid and clear land-housing provisions, the number of surrenders has significantly increased.

Modi’s Guarantee: Higher Rate for Tendu Leaf Collectors

The state has raised tendu leaf procurement rates from ₹4,000 to ₹5,500 per standard bag, directly benefiting 52 lakh tendu leaf collectors (13 lakh families) in Bastar.

Skill Development: Opportunities for Youth

Under the Mukhyamantri Kaushal Vikas Yojana, 90,273 youths have received training, with 39,137 securing jobs. In 2024–25 alone, 3,296 youths are being trained in IT, automotive, construction, and solar sectors.

Naxal Eradication: Major Successes

Since December 2023, security forces’ aggressive strategy has yielded notable results: 453 Naxals killed, 1,611 arrested, and 1,636 surrendered. Over 65 new security camps have been set up in 20 months, expanding safety across remote areas and strengthening villagers’ confidence. Infrastructure expansion—roads, bridges, and mobile networks—has further reinforced this progress.

The government is committed to achieving Naxal eradication by March 2026, alongside sustained development and peace.

Industrial Policy 2024–30: A Game Changer

The Chhattisgarh Industrial Policy 2024–30 has not only opened new doors of investment, innovation, and jobs in Bastar but across the state. The Bastar Investor Connect reflects the state’s commitment to balanced regional development.

The policy ensures job creation, entrepreneurship promotion, and community empowerment, while also preserving Bastar’s tribal heritage and cultural identity.

It provides special incentives for projects over ₹1,000 crore or creating more than 1,000 jobs, prioritising pharmaceuticals, agro-processing, textiles, IT & digital tech, advanced electronics, aerospace & defence, and Global Capability Centres. Tourism has been given industry status, with subsidies up to 45% for hotels, eco-tourism, wellness centres, adventure sports, and sports facilities.

With 88% of Bastar blocks classified as Group-3, investors will enjoy maximum benefits.

Inclusivity has been built into the policy: SC/ST entrepreneurs and Naxal-affected individuals/families will receive an additional 10% subsidy. An innovative feature grants 40% wage subsidy (up to ₹5 lakh per year for five years) to firms employing surrendered Naxals.

CM Sai Invited to Participate in Bastar Dussehra Celebrations

Raipur, September 10, 2025 – Chief Minister Vishnu Deo Sai today received a formal invitation to attend the world-famous Bastar Dussehra Festival 2025. The invitation was extended during a courtesy call at the Chief Minister’s official residence in Raipur by a delegation of the Bastar Dussehra Committee, Jagdalpur, led by Bastar MP Mahesh Kashyap.

The delegation informed the Chief Minister that the 75-day-long festival, which begins on Hareli Amavasya and concludes on the 13th day of the bright fortnight of Ashwin, commenced this year on July 24 with the Patjatra Puja Vidhan. Upcoming major events include Kachan Gadi Puja on September 21, Bel Puja on September 29, and Muria Darbar on October 4.

No shortage of resources for tribal development: CM Vishnudev Sai

Budget of Central Region Tribal Development Authority raised from ₹50 crore to ₹75 crore

Raipur, September 10, 2025: Chief Minister Shri Vishnudev Sai today chaired the meeting of the Central Region Tribal Development Authority at the Korba Collectorate meeting hall. Addressing the gathering, he said that this was the first meeting of the Authority after its reconstitution, being held with a renewed resolve and vision. Chief Minister Shri Sai assured that the government is taking all concrete measures for the welfare and holistic development of tribal communities, and that there would be no shortage of resources for development works.

Announcing a major step, CM Sai declared that the budget of the Authority has been increased from ₹50 crore to ₹75 crore for the better development of Scheduled Tribe communities residing in the Central Region.

Restructuring of Authorities to Ensure Accountability and Transparency

Chief Minister Shri Sai said that the Chhattisgarh government has taken a strong step towards inclusive development by forming the Bastar, Surguja and Central Region Tribal Development Authorities, along with the Scheduled Caste Development Authority and the Chhattisgarh State Rural and Other Backward Classes Development Authority. He said that the primary aim of these bodies is to accelerate development works in tribal areas, ensure transparency, and deliver public services to every village and every family.

Pointing out lapses of the previous government, Shri Sai said that lack of accountability and transparency had marred the functioning of these authorities. Many schemes failed to reach the ground due to poor monitoring. To change this situation, the present government has restructured the authorities. Membership has been broadened to include Rajya Sabha and Lok Sabha MPs from the region, district panchayat chairpersons and other important public representatives. Additionally, two social workers and experts working in the field of tribal development have been nominated as members so that their experience and expertise can benefit development planning.

PM Janman Scheme Opening New Opportunities

Chief Minister Shri Sai further said that special focus is being given to education, healthcare and livelihood schemes for tribal communities. Under the leadership of Prime Minister Shri Narendra Modi, the Dharti Aba Tribal Village Utkarsh Abhiyan and PM Janman Yojana have opened up new avenues of development in tribal areas of Chhattisgarh. These initiatives are rapidly strengthening infrastructure such as housing, roads, electricity, drinking water and digital connectivity.

He added that women’s empowerment in the Central Region was a key priority. Self-Help Groups are being further strengthened with skill training, credit facilities and market linkages, enabling women to become self-reliant. For the youth of the region, technical and vocational training will be provided to prepare them for both employment and self-employment opportunities.

Preserving Tribal Culture and Tradition

Deputy Chief Minister Shri Vijay Sharma said that Chhattisgarh’s tribal culture is rich and must be preserved. He emphasized that the Authority will play a key role in ensuring nutrition, health and education for children of Particularly Vulnerable Tribal Groups (PVTGs). He suggested setting up de-addiction centres to inspire tribal communities to give up alcohol, promoting early education and sports, and ensuring permanent pump connections for irrigation in the farms of PVTG farmers.

CM’s Commitment Reflected in Korba Meeting

Deputy Chief Minister Shri Arun Sao remarked that the Chief Minister himself, as Chairman of the Central Region Tribal Development Authority, had come to Korba along with the entire government to hold this meeting. Notably, such a meeting was last held on November 30, 2019. Holding it in a Scheduled Area demonstrates the CM’s commitment.

Vice-Chairman of the Authority, Shri Pranav Kumar Marpachchi, said that the enhanced budget allocation would significantly boost development works in tribal-dominated areas.

Boost to Education, Sports, Tourism and Irrigation

CM Sai announced several major initiatives to nurture the talents of tribal children and youth. He sanctioned ₹10 crore each for the construction and operation of boys’ and girls’ sports complexes in Korba. Similarly, ₹10 crore each was sanctioned for two more sports complexes dedicated to PVTG players. He also announced ₹5 crore for the establishment of a residential school for PVTG students.

Infrastructure and Tourism Development

To streamline traffic movement in Korba city, Chief Minister Shri Sai announced ₹9 crore for the construction of the Sunalia Bridge. He instructed Forest Department officials to expedite work on the Buka-Satrenga tourism project and directed them to submit a report within two months.

On irrigation, CM Sai informed that ₹2,800 crore has been sanctioned to complete 115 pending irrigation projects that had been left incomplete prior to 2015. Once completed, these projects will provide irrigation facilities to about 76,000 hectares of land.

Under the Central Region Tribal Development Authority, a total of 544 development works worth ₹32.67 crore were sanctioned in 2021-22, of which 539 have been completed. In 2022-23, of the 491 works worth ₹32.72 crore, 482 have been completed. In 2023-24, of 464 works worth ₹32.67 crore, 424 have been completed. In 2024-25, of 508 works worth ₹48.28 crore, 123 have been completed, with the rest in progress. Chief Minister Shri Sai instructed that all pending works be completed at the earliest.

Raipur, September 10, 2025 // “When daughters are educated, entire generations are uplifted,” said Chief Minister Vishnu Deo Sai today while inaugurating the Azim Premji Scholarship Scheme from his official residence in Raipur. He emphasized that the state government is fully committed to ensuring higher education opportunities for girls.

Congratulating the Azim Premji Foundation, Chief Minister Shri Sai said that this scholarship scheme would give thousands of young women the chance to fulfill their dreams. He noted that in the last 25 years, Chhattisgarh has witnessed holistic development, with women and girls contributing significantly to enhancing the state’s pride. “This initiative has been launched to ensure that daughters do not abandon their studies due to financial constraints. It will help raise the enrollment rate of girls in higher education,” he added.

CM Sai further stated that the scheme aligns with Prime Minister Narendra Modi’s vision of Beti Bachao, Beti Padhao. The scholarship will particularly benefit students from low-income families studying in government schools, enabling them to continue higher education without disruption.

“When daughters study, they don’t just uplift two families but educate entire generations,” CM Sai remarked, instructing that information about the scheme be widely disseminated in all colleges across the state.

Eligibility & Application Process

The scheme applies to regular students who have passed Class 10 and 12 from government schools in Chhattisgarh. Those enrolling in the first year of undergraduate or diploma courses in any recognized institution in India during the academic session 2025–26 will be eligible. A QR code will also be available for direct application access.

CM Sai joins historic Ganesh Visarjan Yatra

Raipur, September 9, 2025/ Chief Minister Vishnu Deo Sai joined the historic Ganesh Visarjan Yatra in Raipur late on September 8, arriving at the welcome stage at the city’s iconic Jaistambh Chowk. Chief Minister Shri Sai greeted the tableaux and, in his address, said that the Ganesh Visarjan Yatra of Raipur is a proud symbol of a long-standing historic tradition. On the occasion, he also prayed to Lord Ganesh for the prosperity and well-being of Chhattisgarh. CM Sai expressed gratitude to the organisers for inviting him to the historic yatra.

The Ganesh Visarjan Yatra had begun in the state capital the previous evening at 8 pm. As in earlier years, tokens for tableaux were distributed at Sharda Chowk. The procession passed through Telghani Naka, Rathore Chowk and Tatya Para before assembling at Sharda Chowk, from where the tableaux moved ahead one by one. The route covered Jaistambh Chowk, Malviya Road, Sadar Bazar, Kankalipara, Purani Basti, Lakhenagar, Ashwini Nagar, Sundar Nagar and Raipura, culminating at Mahadev Ghat.

This year too, the tableaux were designed on diverse themes. Along with mythological scenes, glimpses of Operation Sindoor and the Rafale aircraft were presented. A Rafale fighter jet showcased on the streets of Raipur became a major draw. In another tableau, Lord Ganesh appeared in traditional Chhattisgarhi attire. Not only city residents but also villagers from surrounding areas thronged the capital in large numbers to witness the spectacle.

The event was attended by Cabinet Minister Khushwant Saheb, MLAs Motilal Sahu and Purandar Mishra, and Raipur Municipal Corporation Mayor Meenal Chaubey, along with a large gathering of local public representatives.

At the cabinet meeting held today at Mantralaya (Mahanadi Bhawan) under the chairmanship of Chief Minister Shri Vishnu Deo Sai, several important decisions were taken:

1. Compassionate Appointment for Martyr’s Family

The Cabinet honoured the supreme sacrifice and indomitable courage of Additional Superintendent of Police Shri Akash Rao Girepunje, who was martyred in a bomb blast during an anti-Naxal operation in Sukma district on 09 June 2025. As a special case, the Cabinet approved a compassionate appointment for his wife, Smt. Sneha Girepunje, to the post of Deputy Superintendent of Police (DySP) in the State Police Service.

2. Amendments to State Solar Energy Policy

To reduce dependence on conventional energy sources and promote renewable energy production, the Cabinet approved necessary amendments to the State’s Solar Energy Policy.

 Policy Duration: The revised policy will remain in force until 2030, or until a new solar policy is issued by the state government.

Priority Industry Status: Solar energy projects will now receive priority industry status under the state’s industrial policy.

Investor Benefits: A wide range of incentives and concessions will be extended, including interest subsidies, capital cost subsidy for micro-industries, GST reimbursement for small, medium, and large industries, concessions in electricity duty and stamp duty, subsidy for preparation of project reports, relaxation in land use conversion fees, and land acquisition concessions from the state’s land bank, along with premium exemptions on land for entrepreneurs from Scheduled Castes, Scheduled Tribes, persons with disabilities, senior citizens, and members of the third gender community. Benefits such as employment-linked subsidies for employing persons with disabilities, and special packages for mega and ultra-mega projects will also be provided.

3. Appointment of New PSC Chairperson

The Cabinet has approved the proposal to appoint Ms. Rita Shandilya, currently serving as a Member and Acting Chairperson of the Public Service Commission, as the new Chairperson of the Chhattisgarh Public Service Commission.

4. Increase in Pension for Retired Senior Journalists

In a significant decision, the Cabinet has doubled the monthly honorarium under the Chhattisgarh Senior Media Personnel Samman Nidhi for retired journalists—from ₹10,000 to ₹20,000 per month. This increase was earlier announced in the State Budget for the year 2025–26.
