On Independence Day, PM Narendra Modi Welcomes a New Dawn in Bastar – No Longer Known for Terror, But for Sports

Raipur, August 15, 2025 – On the occasion of the 79th Independence Day, Prime Minister Shri Narendra Modi, addressing the nation from the Red Fort, made special mention of Chhattisgarh’s Bastar. He said that there was a time when the name Bastar immediately evoked memories of Naxalism and violence, but today that picture has completely changed.

PM Shri Narendra Modi proudly stated that today, the youth of Bastar are taking to the sports field instead of picking up guns. Events like the Bastar Olympics have become a vibrant symbol of the energy, talent, and enthusiasm of the youth. He described this historic transformation as the result of combined efforts in security, development, and people’s participation.

PM Shri Narendra Modi said that there was a time when many parts of the country faced the serious problem of Naxalism. The atmosphere of violence and fear had gripped the pace of development for decades, bringing progress to a standstill. He said that this situation has now completely changed — Naxalism today is confined to only a few districts in the country. The Prime Minister said that in the past 11 years, Naxalism has reduced from more than 125 districts to just 20 districts. He further said that today, in Bastar, new opportunities in sports, education, tourism, and employment are continuously increasing.

PM Shri Narendra Modi expressed confidence that this new identity of Bastar will become a source of pride and inspiration for future generations, and that the region will continue to move forward on the path of peace, progress, and glory.

Raipur, 15 August 2025/ Chief Minister Shri Vishnu Deo Sai today hoisted the national flag and took the salute of the parade at the Police Parade Ground in Raipur on the occasion of the 79th Independence Day of the country. Addressing the people of the state, he said that today is a matter of immense pride for all of us. Fighting against British imperialism, our freedom fighters sacrificed everything to give us the light of independence.

Chief Minister, paying homage to freedom fighters and valiant soldiers of the armed forces, said that the State is commemorating the remarkable 25-year journey of Chhattisgarh’s progress since its formation as the ‘Chhattisgarh Rajat Mahotsav’ (Chhattisgarh Silver Jubilee Celebrations). On the occasion of Independence Day, he formally announced the commencement of the Chhattisgarh Rajat Mahotsav. The Chief Minister also declared that the Police Commissionerate system will soon be implemented in Raipur. 

“On this occasion, let us resolve for a developed India and a developed Chhattisgarh. The firm commitment to good governance of Chhattisgarh’s creator, revered Atalji, gives us strength. With people’s participation, we will surely achieve the goal of a developed Chhattisgarh. Goswami Tulsidas’s words ‘Ramkaju keenhe binu mohi kahaan bishraam’ are our guiding motto, and Pandit Deendayal Upadhyay’s principle of Antyodaya is our pathfinder,” he said.

Adopt Swadeshi in National Interest

Chief Minister Shri Sai said that our respected Prime Minister Shri Narendra Modi has turned swadeshi into a mass movement. Aatmanirbhar Bharat is the resolve of 140 crore Indians. This inspiring occasion of Independence Day gives us the motivation to fulfill our duties towards the nation. He urged people of the state to take a pledge in national interest – every citizen should consider buying swadeshi products an act of patriotism, every business should consider quality and stability as mandatory, every innovator should think of India first, every farmer should adopt environment-friendly and inclusive farming, and every sector should move from dependence to self-reliance.

Chhattisgarh Leading in ‘Vocal for Local’ Campaign

Chief Minister Shri Sai said that Chhattisgarh should play a leading role in furthering PM Shri Modi’s ‘Vocal for Local’ campaign. Swadeshi is not just an initiative for job creation, but also an act of patriotism. Through the new industrial policy, we are working on the PM’s Local for Global vision to provide a global platform to products made in the state. Adopting swadeshi and local products in daily life gives employment to local artisans, weavers, and craftsmen. This directly results in economic prosperity for the country and the state. Our import dependence reduces. By promoting khadi, we can bring significant change in the lives of local weavers and build a global identity in the textile sector. He said that by encouraging MSMEs, we are increasing our contribution to the Make in India campaign. Micro, small, and medium industries must focus on the quality of their products.

Our Motto – Jai Jawan, Jai Kisan, Jai Vigyan, and Jai Anusandhan

Chief Minister said that PM Modi’s Zero Defect – Zero Effect mantra for MSMEs is highly effective. Goods produced in our villages, towns, and districts are no less in quality than anywhere else. For this, they must adopt digital resources, innovation, ICT, and AI. “Now, with the motto of Jai Jawan, Jai Kisan, Jai Vigyan, and Jai Anusandhan, we will move forward,” he said.

Natural Farming is Beneficial for Our Health

Chief Minister Shri Sai said that through Make in India, India is achieving self-reliance in defense and emerging as an exporter of military equipment. Today, the climate crisis is directly impacting our lives, and agriculture is no exception. In such a time, chemical-free natural farming not only increases farmers’ incomes but also benefits our health. By promoting the production of millets, pulses, oilseeds, and coarse grains, Chhattisgarh’s farmers can reduce agricultural costs and dependence on chemical fertilizers and pesticides.

Remembering Freedom Movement Heroes

Recalling the golden chapters of the country’s freedom struggle, Chief Minister Shri Sai said this year marks the 200th anniversary of the Paralkot Rebellion. Even today, the bravery of Shaheed Gend Singh inspires the people of the state. Who can forget Shaheed Veer Narayan Singh’s fight to bring justice to the hungry and oppressed? He also remembered Hanuman Singh, hero of the Raipur Sipahi Mutiny, and said Veer Gundadhur’s unmatched courage in the Bhumkal Rebellion is etched in golden letters in history. Shaheed Yadav Rao, Venkat Rao, Dhurwa Rao, Debri Dhur, Aytu Mahara, and many other tribal heroes’ sacrifices are a unique example of patriotism.

Chief Minister Shri Sai paid homage to former Prime Minister and Bharat Ratna Atal Bihari Vajpayee, the creator of Chhattisgarh, saying he fulfilled his firm resolve and brought Chhattisgarh into existence as a new state. “We are celebrating Atalji’s birth centenary as Atal Nirman Varsh. Chhattisgarh’s sacred land is rich in natural resources, has a rich cultural heritage, and a vast pool of enthusiastic human resources. When the state was formed on November 1, 2000, we dreamt of a developed, self-reliant, and inclusive Chhattisgarh. Today, I proudly say we are progressing rapidly in that direction,” he said.

Chief Minister Shri Sai paid tribute to the democracy activists on the completion of 50 years since the Emergency, saying that in those extremely difficult times, they held the torch of democracy without caring for the torture they faced. “We must all fulfil our share of responsibility towards the motherland. Under the leadership of our respected Prime Minister Narendra Modi, we have to give shape to the vision of a developed India and developed Chhattisgarh by 2047,” he said.

Our Soldiers Have Honoured the Glory of Our Tricolour

Chief Minister Shri Sai said we are proud of our brave soldiers who have always kept the nation’s head held high with their unmatched valour and courage. From the attack by Pakistan after Independence in 1947 to Operation Sindoor, our soldiers have always protected the honour of the tricolour. In retaliation for the heinous terrorist act in Pahalgam, Operation Sindoor was carried out under Prime Minister Shri Narendra Modi’s leadership. This operation became a global symbol of India’s valour and strong will.

He said that under PM Modi’s leadership, India’s economy has become the fourth-largest in the world. Our Chandrayaan has reached the Moon’s south pole, and Shubhanshu Shukla has hoisted the tricolour at the International Space Station. Behind this success lies the hard work of the people and the PM’s visionary leadership, firm resolve, and immense willpower.

Pledge to Free the Country from Terrorism by March 2026

Chief Minister Shri Sai said that on this proud day, we salute our security forces who have struck Maoists in their own hideouts. Under Prime Minister Shri Modi and Union Home Minister Amit Shah’s leadership, we are rapidly moving towards the goal of freeing the country from Maoist terror by March 2026. In the past 20 months, our forces have neutralized 450 Maoists and arrested 1,578. Top Maoist leaders Baswaraju and Sudhakar have been neutralized. Influenced by the state government’s attractive surrender policy, 1,589 Maoists have laid down arms. They have been provided rehabilitation, skill development, and employment.

He said true good governance is when benefits reach the last person. Near Tadmetla, where 76 of our soldiers were martyred in a Maoist attack, the Chintagufa health centre has received the national quality certificate. On average, 20 deliveries take place here every month and thousands of villagers get free treatment. With the decline in Maoism, Bastar’s pace of development has increased. Fifty closed schools have been reopened, and several villages have received electricity for the first time. Under the Niyad Nella Naar – Your Good Village scheme, basic facilities have reached 327 villages. Pamed, once a Maoist stronghold, now has a bank branch.

Fulfilling the Dream of a Pucca House for Every Citizen

Chief Minister Shri Sai said that in the last 20 months, remarkable work has been done to fulfil the guarantees given by PM Modi to the citizens of the state. In the first cabinet meeting, 18 lakh Pradhan Mantri Awas were approved. Under the PM Janman Yojana, 34,000 houses have been sanctioned for Particularly Vulnerable Tribal Groups (PVTGs) and 15,000 for Maoist-affected and surrendered Maoists. Eligibility rules have been simplified, and a survey has been conducted under Awas Plus 2.0 for new beneficiaries. Thus, the dream of every citizen owning a pucca house is being fulfilled.

Mahatari Vandana Yojana: ₹11,728 Crore Assistance for Mothers and Sisters

Chief Minister Shri Sai said women empowerment is one of the highest priorities of the government. Within three months of coming to power, Chhattisgarh Government launched Mahatari Vandana Yojana. Seventy lakh women in the state receive ₹1,000 per month as financial assistance. This scheme is paving the way for women’s self-reliance. Under this scheme, mothers and sisters have received ₹11,728 crore so far. In Raigarh district, women’s groups have been given the task of making ready-to-eat food, which will soon be expanded to other districts.

Farmers’ Welfare is Our Top Priority

Chief Minister Shri Sai said that farmers’ welfare is the top priority. Through the Krishak Unnati Yojana, Chhattisgarh’s farmers get the highest price for paddy. In the last kharif season, a record 149 lakh metric tonnes of paddy were procured. The scope of the scheme has been expanded to promote crop diversification. Farmers growing crops other than paddy in the kharif season will get ₹11,000 per acre, and those cultivating pulses, oilseeds, maize, kodo, kutki, ragi, and cotton will get ₹10,000 per acre as input assistance.

Under the Deendayal Upadhyay Landless Agricultural Labourers Welfare Scheme, 5.62 lakh landless farm labourers in the state are given ₹10,000 per year. Twenty-six lakh farmers benefit from PM Kisan Samman Nidhi, including 32,500 PVTG farmers. Adequate fertiliser and seed availability has been ensured for the kharif season. Where global tensions caused a shortfall in DAP supply, Nano DAP was provided in sufficient quantity to address farmers’ difficulties. He said cooperative opportunities are being realised in the state. Along with farming, livestock rearing and fisheries are being promoted. To boost milk production and farmers’ incomes, an MoU has been signed with NDDB. The year 2025 has been declared the International Year of Cooperatives. Under Union Cooperation Minister Amit Shah’s guidance, cooperative activities in the state are reaching new heights under the “Prosperity through Cooperation” mantra.

Better Teacher-Student Ratio than National Average

Chief Minister Shri Sai said Mahatma Gandhi believed education could bring major social change. Along with implementing the New Education Policy, we have rationalised schools and teachers in line with its provisions. Now, even remote villages in Sukma have teachers. From Raipur to schools in Pahadi Korwa settlements, the teacher-student ratio is uniform across the state and better than the national average. Chief Minister Shri Sai Education Quality Campaign is being run in government schools. Community participation in children’s academic development has been ensured through Parents-Teacher Meetings and Nyota Bhoj, yielding positive results. A provision of ₹133 crore has been made for school maintenance and infrastructure development.

Education City Taking Shape in Nava Raipur

In Nava Raipur, we are developing an Education City over 100 acres. To promote science and research, a Science City is also being built. We have performed the bhoomi pujan for the National Forensic Sciences University campus in Nava Raipur. The importance of forensics has increased significantly in the new laws implemented in the country, creating career opportunities in this field for the youth of the state.

The IT and AI revolution has arrived in Chhattisgarh. We are preparing Nava Raipur as the Silicon Valley of Central India. The National Institute of Electronics and Information Technology will be established here, creating a large talent pool in IT.

Skill Development Centres in All Bastar Division Blocks

Chief Minister Shri Sai said we are preparing a workforce as per job market requirements. Under the Skill India Mission, a Livelihood Centre of Excellence is being launched in Nava Raipur. In all 32 development blocks of tribal-dominated Bastar division, youth are being trained in various trades through skill development centres. An MoU has been signed with Pan IIT, an association of IIT alumni, for skill development of underprivileged communities. Along with skills, youth will also be trained in foreign languages to enable overseas employment opportunities.

Target to Set Up 150 Startups in the State

Chief Minister Shri Sai said that a new Startup Policy has been formulated to promote startups. Through this policy, we will reach 50,000 students in 100 technical institutions across the state. A target has been set to establish 150 startups in the state. Moving towards not just Ease of Living but also Speed of Business, more than 350 reforms have been implemented. With the Single Window System, investment in the state has become simple, convenient, and transparent.

Chhattisgarh- a Preferred State for Investors

He said the grand edifice of a developed Chhattisgarh will be built on the foundation of the new industrial policy, with the greatest emphasis placed on the power sector. We have received investment proposals worth more than ₹3 lakh crore in this sector, which will make Chhattisgarh the powerhouse of a developed India. The state has become a preferred destination for investors. We have organised Investors’ Summits in Delhi, Mumbai, Bengaluru, and also in Raipur. Through these summits, we have received investment proposals worth ₹6.65 lakh crore so far.

The new industrial policy also offers special grants for emerging industries. We have performed bhoomi pujan for the state’s first semiconductor unit, to be built at a cost of around ₹1,100 crore, marking our entry into chip manufacturing. We aim to turn textile sector potential into opportunities, and for this, a National Institute of Fashion Technology campus will be set up in Nava Raipur at an estimated cost of ₹271 crore, generating large-scale employment.

Formation of State Capital Region Development Authority

Chief Minister Shri Sai said that we have decided to form a State Capital Region Development Authority on the lines of the National Capital Region. This authority will work for the orderly and planned development of the capital region. It will prepare plans, promote investment, coordinate between various government and private bodies, and manage urban expansion effectively. As this is the era of e-commerce, our logistics policy will be particularly useful in encouraging investment in inland container depots and dry ports in the state.

New Rail Lines Will Be Arteries of Developed India–Developed Chhattisgarh

Chief Minister Shri Sai said the investment potential in Chhattisgarh has been fuelled by infrastructure work done over the past decade. By 2030, we will lay as many railway lines as were laid from 1853, when railways began, until 2014. New projects like the Raoghat–Jagdalpur line, doubling of the KK line, and the new line from Kothagudem in Telangana to Kirandul will transform Bastar’s fortunes. The Kharsia–Parmalakasa line will connect important industrial hubs of the state. These new rail lines will be the arteries of a developed India–developed Chhattisgarh. Cargo facilities have been launched at Swami Vivekananda Airport, Raipur. Construction of expressways linking industrial centres like Dhanbad and Visakhapatnam is progressing rapidly.

Chief Minister Shri Sai said a state’s economic health can be gauged by its power consumption. Chhattisgarh is a zero power-cut state. Our per capita energy consumption is 2,211 units, compared to the national average of 1,255 units.

*From Half Electricity Bill to Free Power: A Major Leap Towards Energy Self-Reliance*

Chief Minister Shri Sai said that we have taken a big step towards energy self-reliance. We are moving rapidly from half electricity bills to free power. The PM Suryaghar Muft Bijli Yojana is an important step in green energy. Through this scheme, common people are becoming not just electricity consumers but producers. Attractive subsidies are being provided by the Centre and the state government for installing solar plants. For a 1 kW plant, ₹30,000 is given by the Centre and ₹15,000 by the state – a total of ₹45,000. For 2 kW, ₹60,000 from the Centre and ₹30,000 from the state – a total of ₹90,000. For 3 kW, ₹78,000 from the Centre and ₹30,000 from the state – a total of ₹1.08 lakh in subsidy. He urged the people to take immediate advantage of this scheme.

Good Governance is Our Top Priority

Chief Minister Shri Sai said that good governance is our highest priority. We have implemented the e-Office system in all departments, ensuring transparency at every level. The GeM portal has been adopted for transparency in government procurement. The EOW is promptly investigating corruption cases. To involve youth in public policy, Chief Minister Shri Sai Good Governance Fellowship Scheme has been launched. Through this, youth are doing two-year fellowships at IIM Raipur. Through the Good Governance Festival, we reached your villages and neighbourhoods. Out of over 41 lakh applications received during the festival, most have been resolved with quality disposal.

We have made 10 revolutionary changes related to land registry. Now, along with online registry, facilities for mutation, Aadhaar authentication, and preparation of registry-related documents are available. Family donations, relinquishment of rights, and partition can now be done for just ₹500. The Chhattisgarh Land Revenue Code Amendment Bill has simplified rules. No registry of agricultural land less than 5 decimals will be allowed, aimed at stopping illegal plotting and fragmentation of land. Through the Jan Vishwas Bill, 163 provisions in 8 state Acts have been amended. Minor technical violations by citizens and businesses will no longer be considered criminal offences.

Chief Minister Shri Sai said a developed Chhattisgarh will be led by the youth. The government is working swiftly on recruitment to government posts. For the first time since state formation, the Vyapam exam calendar for the year has been released. To promote sports talent, the government is taking continuous measures. In the new industrial policy, special grants have been provided for establishing sports academies and private training centres. The decision has been made to launch the Yuva Ratna Samman Yojana to promote young talent.

Medicity Taking Shape in Nava Raipur

Giving top priority to healthcare, we are improving health centers at a cost of ₹441 crore. A total of 543 government hospitals in the state have received quality certification. Recruitment of medical staff is ongoing. Last month, 109 contractual doctors under NHM and 563 bond-contract doctors were appointed. We are building a Medicity in Nava Raipur, where national-level super-speciality hospitals will operate.

Mukhyamantri Nagarotthan Yojana Launched

Chief Minister Shri Sai said Mukhyamantri Nagarotthan Yojana has been launched to transform the look of urban bodies. Under this scheme, works worth ₹157 crore have been approved in seven municipal corporations. These include oxygen zones, bus terminals, bypasses, and auditorium construction. Uban Adiministration Bodies of the State have secured decent ranks under the Cleanliness Survey. Prime Minister Shri Modi has especially mentioned our Swachhta Didis from Bilha in his Mann Ki Baat program, lauding their efforts.

CM Rural Bus Service Scheme to Begin in Bastar and Surguja Divisions

Chief Minister Shri Sai further said that the government is working continuously to expand basic facilities in villages along with cities. In the first phase, the Chief Minister Rural Bus Service Scheme will be launched in Bastar and Surguja divisions. These buses will be operated by local people themselves. This will make travel easier for rural residents and ease their everyday difficulties.

Bodhghat Multipurpose Project Gains Momentum

Chief Minister Shri Sai said that the government is moving forward on the Bodhghat Multipurpose Project. Through this ₹50,000 crore project, along with the production of 200 MW of electricity, irrigation facilities will be expanded to nearly 7 lakh hectares. To further expand irrigation facilities in the state, improvement work will be carried out in 9 irrigation projects with an investment of ₹522 crore.

Revival of Charan Paduka Yojana

Chief Minister Shri Sai said that several steps are being taken for the upliftment of the tribal community. The remuneration for tendupatta collection has been increased from ₹4,000 to ₹5,500, benefitting 50 lakh people from 12.5 lakh tendupatta collector families. To prevent blisters and thorn injuries on the feet of collectors during tendupatta collection, the Charan Paduka Yojana has been revived. To promote herbal medicines, under the “Forest to Pharmacy” model, a herbal extraction unit was recently inaugurated in Jamgaon (M) of Durg district. This has provided direct and indirect employment opportunities to 2,000 people.

Memorial Dedicated to Tribal Freedom Fighters Taking Shape

Chief Minister Shri Sai said that to encourage the preservation of cultural heritage, the government has decided to provide an annual honorarium of ₹5,000 each to Baiga, Gunia, and Sirha community members. The Tribal Museum in Nava Raipur has been inaugurated. A Shaheed Veer Narayan Singh Tribal Freedom Fighters Memorial-cum-Museum is being built to honour the state’s tribal heroes of the freedom struggle. To showcase Bastar’s tribal culture to the country and the world, the Bastar Pandum festival was organized. Bastar is now on the global tourism map. Dhoodmaraas in Bastar has been chosen as the Best Tourism Village by the UN Tourism Organisation. To promote homestays, the Chhattisgarh Homestay Policy has been introduced.

Increase of 683 Square Kilometres in Tree Cover in Chhattisgarh

Chief Minister Shri Vishnu Deo Sai said that the state is not only preserving its natural wealth but also constantly enhancing it. An initiative has been taken to link forest ecological services with Green GDP. The recently released India State of Forest Report stated that Chhattisgarh has recorded an increase of 683 sq km in combined forest and tree cover — the highest in the country. Under the “Ek Ped Maa Ke Naam” campaign, launched at the call of Prime Minister Shri Narendra Modi, more than 3.5 crore saplings were planted in the state in the past year.

Monthly Pension of ₹5,000 for Artists and Writers

To promote the art and culture of the state, 10 acres of land in Nava Raipur have been allotted for setting up a Kalagram. The monthly pension for artists and writers has been increased from ₹2,000 to ₹5,000. Through the Shri Ramlalla Ayodhya Dham Darshan Yojana, more than 22,000 devotees from the state have had the privilege of visiting Lord Ram in Ayodhya. Under the Chief Minister Pilgrimage Scheme, pilgrims from the state are also being taken to sacred sites across the country.

‘Chhattisgarh Anjor Vision’ Document Prepared

Chief Minister Shri Sai said that Prime Minister Shri Modi has set a target of building a developed India by 2047. In this direction, the government has prepared the ‘Chhattisgarh Anjor Vision’ document — a roadmap to realize the goal of a developed Chhattisgarh. Chhattisgarh is the second state in the country to prepare such a vision document. It includes short-term, medium-term, and long-term goals. To achieve these, 13 themes of socio-economic development have been identified, and 10 missions have been prepared for their implementation. “With the cooperation of all of you, we are moving forward to shape the state of Chhattisgarh. On this auspicious occasion of Independence Day, let us all resolve to build a Developed India – Developed Chhattisgarh,” Chief Minister Shri Sai said.

CM Sai Pays Tribute to Late Dilip Singh Judeo on His Death Anniversary

Raipur, August 14, 2025 – Chief Minister Vishnu Deo Sai today paid floral tribute to the portrait of former Union Minister of State, late Dilip Singh Judeo, on his death anniversary at the Chief Minister’s Residence Office in the state capital, Raipur. Finance Minister O.P. Choudhary was also present on the occasion.

Chief Minister Sai said that late Judeo was not only a staunch nationalist but also a devoted guardian of Chhattisgarh’s identity and cultural heritage. He dedicated his entire life to religion, culture, and social service. Under his leadership, the ‘Ghar Wapsi’ campaign emerged as a historic social movement, reconnecting thousands of people with their original Sanatan tradition.

Chief Minister Shri Sai further said that Judeo was a strong protector of water, forests, land, and tribal identity. CM Shri Sai said the Tricolour embodies the aspirations of crores of Indians and carries the indelible spirit of our valour, peace, and prosperity. Bowing to the sacred flag, he recalled that under the call of Prime Minister Narendra Modi in recent years, the entire country has turned into a sea of Tricolours during Independence Day celebrations. “Over the past few days, we have been marking this auspicious occasion with great enthusiasm in various ways. Independence Day, he said, is a reminder that freedom is a priceless gift earned through countless sacrifices. “Lakhs and crores of patriots laid down their lives to secure this liberty for us,” he added. The CM grew nostalgic as he recalled his school days when “Prabhat Pheris” (morning processions) would be held on Independence Day, with patriotic songs echoing through every village. “The pride I felt back then is the same pride I carry in my heart today,” he said.

CM Shri Sai stressed that it is now everyone’s responsibility to take the state and country to new heights of development. “We have prepared the Vision Document for a developed Chhattisgarh by 2047, and our government is working in alignment with it. Raipur, August 13, 2025 – Chief Minister Vishnu Deo Sai today attended the Shaheed Vinod Singh Kaushik Meritorious Students Felicitation Ceremony at Guru Ghasidas University in Bilaspur. Felicitating the university’s meritorious students, the Chief Minister said that the young generation is the future of the nation and that with their hard work, dedication and determination, the state and the country will reach new heights.

In his address, CM Sai said it was a moment of great pride and joy to honour the talented, hardworking and bright young minds of the new generation. He noted that this event, held in memory of Shaheed Vinod Singh Kaushik for the past three years, serves as an inspiration for the entire society. “Such programmes encourage children to move forward and do something new,” he said.

Paying tribute to Shaheed Vinod Singh Kaushik, CM Sai said his sacrifice would not go in vain. He recalled that the brave son of the soil, Shaheed Vinod Singh Kaushik, was martyred in 2018 while fighting Maoists in Narayanpur. To keep his memory alive, a trust has been formed in his name, and through it, honouring talent is a commendable initiative, he added.

CM Sai further said that under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, the state is moving towards eliminating Naxal terror by March 2026. “The double-engine government of the Centre and the state is committed to ending Naxalism. We are continuously achieving success in Naxal operations, wanted Naxalites with rewards worth crores are surrendering, and the backbone of Naxalism has been broken,” he said.

Highlighting the significance of the ceremony, the Chief Minister said, “Through this felicitation, we are not just honouring students who have scored good marks in exams, but the children who are the future builders of the nation.” He reminded students that while their achievements are undoubtedly the result of their own hard work, their families, teachers and society have also played an important role in their success.

Raipur, August 12, 2025/ Chief Minister Vishnu Deo Sai on Tuesday honoured Swachhata Didis for their exceptional contribution in making cities clean and beautiful by ceremonially washing their feet at the ‘Swachhata Sangam’. The event, held at Bilaspur’s Bahatarai Indoor Stadium, also saw the felicitation of urban bodies that excelled in the Swachh Survekshan 2024-25. Deputy Chief Minister Arun Sao presided over the programme, organised by the Urban Administration and Development Department.

The Chief Minister inaugurated and laid foundation stones for development works worth more than ₹260 crore. Announcing incentives for top-performing municipalities, he said, “The urban body achieving first place in cleanliness at the national level will receive ₹1 crore; the second-place winner will get ₹50 lakh; and the third will be awarded ₹25 lakh.”

Congratulating the Urban Administration Department for successfully organising ‘Swachhata Sangam’, CM Sai said, “Our sanitation workers—Swachhata Didis—have made an immense contribution in the field of cleanliness, and today, washing their feet is a gesture of deep respect. Prime Minister Narendra Modi launched the Swachh Bharat Mission in 2014. Since then, we have been moving forward consistently, and Chhattisgarh has achieved remarkable success in this area. He noted that the department has been introducing various innovations for public convenience and urged citizens to participate in the ‘Har Ghar Tiranga’ campaign on Independence Day, contributing towards making the state clean and beautiful.

Deputy CM Arun Sao called it “a historic day in Chhattisgarh’s journey towards cleanliness.” He said, “When the Prime Minister initiated the cleanliness mission in 2014, it became a people’s movement. We have since built a new identity, earning awards from both the President and the Prime Minister. Our urban bodies have won six national-level awards—this is a matter of immense pride. Raipur Municipal Corporation has secured a Seven-Star rating in the Garbage-Free City category. Among towns with populations under 20,000, as many as 58 from Chhattisgarh have earned Three-Star ratings. Our cities have also excelled in source segregation and waste management. Chhattisgarh is advancing rapidly on all cleanliness parameters. Our aim is to make our cities clean, beautiful, and well-equipped, making cleanliness the state’s identity.”

Urban Administration and Development Department Secretary Dr. Basavaraju S. said 115 cities in the state improved their rankings in the Swachh Survekshan 2024-25. Seven urban bodies were felicitated by President Droupadi Murmu in New Delhi for their outstanding performance. More than 30 urban bodies excelling at the divisional level were also honoured at the event.

CM launches online property tax portal

CM Sai also launched the GIS-based Property Tax Live Portal to enable online property tax payments in three municipal corporations—Birgaon, Bhilai-Charoda, and Dhamtari—and in 43 municipal councils. With the facility now operational in 46 cities, this marks a major step in modernising local governance and providing citizens with convenient, at-home services. The move is also expected to boost tax collection efficiency.

The ‘Swachhata Sangam’ also saw the launch of a state-level competition to raise cleanliness and urban beautification standards across municipal bodies. The Chief Minister released a video on the Swachh Survekshan 2024-25 by pressing a remote button.

During the event, CM Sai inaugurated 24 construction and development works worth ₹63.57 crore in Bilaspur district and laid the foundation stones for 25 works valued at over ₹197 crore.

“Responsibility fulfilled with honesty and sincerity always leads to positive results,” said Chief Minister Shri Vishnu Deo Sai while addressing the 'Mukhyamantri Sushasan Samvad' (Chief Minister Good Governance Dialogue) held at the newly constructed auditorium on the fifth floor of Mantralaya Mahanadi Bhawan.

The event was organised as part of the Chief Minister Good Governance Fellowship, with participating fellows currently pursuing their academic programme at IIM Raipur. During the session, the Chief Minister shared valuable insights from his personal and political journey and responded candidly to the fellows’ questions.

Highlighting the state's pioneering efforts, CM Sai noted, “Chhattisgarh is the first state in the country to have established a dedicated Department of Good Governance and Convergence.” He further elaborated on administrative reforms, stating that the e-office system has been implemented across the state, enabling full digitisation of files.

"This ensures transparency and allows easy tracking of files, effectively closing all possible avenues of corruption," he added.

He emphasised that true good governance lies in ensuring that government schemes reach the people at the grassroots level. “Schemes must be conceived with deep thought because they involve the hard-earned money of citizens. When implemented effectively on the ground, only then do they truly benefit the people,” the CM stated.

CM responds to fellows’ questions with honesty and inspiration

During the interactive session, CM Sai responded to numerous thoughtful questions posed by the fellows.

Harshvardhan, a fellow from Arang, asked about the key lesson from the CM’s journey from being a Panch of Bagiya village to becoming the Chief Minister of the state.

Recalling his humble beginnings and early struggles, the CM said, “I lost my father at a very young age, and the responsibility of my family fell on my shoulders. I never imagined I would even become a Panch. But whatever responsibility came my way, I fulfilled it with full sincerity.”

He added, “When work is done with honesty and dedication, the results are always positive. I never strayed from the path of duty. Serving people has always been my life’s mission. The people have blessed me with the opportunity to serve as Panch, Sarpanch, MLA, MP, Union Minister, and now Chief Minister.”

Another fellow, Manu Pandey from Bilaspur, asked about Chhattisgarh’s role in realising the dream of a developed India by 2047.

CM Sai responded, “Prime Minister Shri Narendra Modi has envisioned a developed India by 2047. In 2014, India was the world’s 10th largest economy. Today, it stands at number four. Chhattisgarh too has taken definitive steps in this direction by preparing a Vision Document.”

He informed that the state’s current GSDP stands at ₹5 lakh crore, and the goal is to increase it to ₹75 lakh crore by 2047.

"This is not just an aspiration but a solid, actionable plan that we are committed to achieving," he asserted.

He highlighted Chhattisgarh’s natural and human capital, saying, “Our state is rich in minerals like iron, tin, lithium, bauxite, gold, and diamonds. 44% of our land is forest-covered, with hundreds of forest produce varieties. The fertile soil and hardworking people are Chhattisgarh’s true strength.”

Encouraging the youth, he added, “With your resolve and talent, we will definitely build a developed Chhattisgarh.”

Fellowship aims to build a future-ready cadre of responsible administrators

At the event, Secretary of the Good Governance and Convergence Department, Shri Rahul Bhagat, delivered a detailed PowerPoint presentation outlining the vision of the Chief Minister Good Governance Fellowship.

He said the fellowship is aimed at equipping Chhattisgarh’s talented youth with high-quality education and hands-on experience in the field of governance, to create a skilled and responsible administrative generation.

As part of this initiative, the Chhattisgarh Government, in collaboration with IIM Raipur, is offering a postgraduate programme in Public Policy and Governance. Fellows will also receive field exposure and practical training across various departments.

Shri Bhagat explained that the fellows will contribute to data-driven policy formulation, process streamlining, resource optimisation, strengthening e-governance, and ground-level impact analysis of government schemes—ensuring citizen-centric policymaking.

Raipur, August 8, 2025: The Public Works Department (PWD) of the Chhattisgarh government has granted administrative approval of ₹59.55 crore for the reconstruction of the Koni-Mopka Bypass in Bilaspur district. The sanction has been issued under the provisions of the state budget for the financial year 2025–26.

The condition of the nearly 14-kilometre-long road had deteriorated severely over the past several years. The bypass experiences heavy traffic flow from NTPC Sipat, sponge iron factories, coal washeries, and dense urban commuters, which led to significant damage. Citizens and public representatives had been demanding its reconstruction for a long time.

Under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government prioritized this vital project in the budget. The Chief Minister has emphasized that infrastructure development—particularly the strength and quality of roads—is among the government's top priorities, and any form of laxity in such public utility works will not be tolerated.

Following the approval of Deputy Chief Minister and PWD Minister Shri Arun Sao, the department has issued a circular from the ministry, authorizing the release of funds to the Engineer-in-Chief. Instructions have also been issued to complete the construction within the stipulated timeframe and in accordance with prescribed quality standards.

Shri Sao stated that there will be no compromise on the quality of construction materials, process transparency, and monitoring mechanisms. He directed officials to ensure continuous supervision of the entire project and warned that strict accountability and disciplinary action will be enforced in case of any discrepancies in execution.

The reconstruction of this bypass is expected to ease industrial transportation and provide relief to city commuters from the burden of heavy traffic. The government’s decision reflects its sensitivity and sense of responsibility toward the long-standing demands of the public.

The PWD will soon issue the work order and initiate the construction process. The administration aims to complete the project with high quality, transparency, and within the defined deadline, so that citizens may benefit from timely and long-term relief.

Deendayal Upadhyay Auditorium in the capital city, a tripartite Memorandum of Understanding was signed between the Government of Chhattisgarh, Indian Institute of Management (IIM) Raipur, National Institute of Technology (NIT) Raipur, and Motilal Oswal Foundation. Chief Minister Sai was present as a witness to this significant agreement.

As per the MoU, the construction of a state-of-the-art Entrepreneurship Centre is set to commence in 2025-26, with a target of full operationalisation by 2027-28.

CM Sai emphasized that Chhattisgarh is rapidly moving beyond its traditional core sectors to venture into advanced domains like semiconductors, artificial intelligence, pharmaceuticals, defence, aerospace, and green hydrogen. He pointed out that more than 350 reforms have been introduced in the past 20 months, fostering a highly conducive investment climate in the state. As a result, in just eight months, Chhattisgarh has received investment proposals worth over ₹6.75 lakh crore.

Country’s largest training centre for farmers to be set up in Raipur

Mr. Ramdeo Agrawal, Co-Founder and Chairman of Motilal Oswal Foundation, announced the establishment of India’s largest farmer training centre in Raipur. Calling Chhattisgarh a state rich in potential, he affirmed the Foundation’s unwavering commitment to the state’s development journey.

He also shared that the Foundation has decided to allocate 10 percent of its total funds towards social welfare, specifically in the areas of education, skills, and agriculture.

The Motilal Oswal Foundation announced a total donation of ₹172 crore to IIM Raipur and NIT Raipur—₹101 crore for IIM Raipur and ₹71 crore for NIT Raipur.

This funding will support the construction of a 202-room Oswal Hostel and the Dau Ram Gopal Agrawal Knowledge Centre at IIM Raipur. Furthermore, six international MBA programmes will be launched in collaboration with top institutions in the US, UK, France, and Germany.

At NIT Raipur, the Shrimati Mithilesh Agrawal Centre of Excellence will be established to focus on deep-tech domains such as Artificial Intelligence, Robotics, Internet of Things (IoT), Blockchain, and Clean Energy.

The centre aims to train over 10,000 youth by 2030, incubate more than 250 startups, and generate over 5,000 skilled jobs. 3,000 PMAY Homes Coming Up for Naxal-Affected Families and Surrendered Extremists in Chhattisgarh

CM Sai: "This is not just about bricks and cement – it's a foundation of trust, security and stability"

In a significant step toward reintegrating families affected by Naxal violence and surrendered extremists into the mainstream, the Chhattisgarh government is constructing around 3,000 houses under a special project linked to the Pradhan Mantri Awas Yojana (PMAY). The initiative, specially approved by the Central Government at the state’s request, forms part of a larger sanction of 15,000 houses for families who otherwise did not qualify under regular PMAY eligibility norms.

Under this special project, out of 5,000 identified families, 3,000 families have already received housing approvals. The first installment has been released to 2,111 families, and 128 families have received their second installment. Construction is progressing rapidly, even in extremely remote and inaccessible forested regions.

Among the success stories, Sodi Hungi from Sukma and Dashri Bai from Kanker have completed the construction of their homes within just three months, despite the rugged terrain and logistical challenges. Their homes were sanctioned in March 2025, construction began in May, and the houses were completed within the monsoon window—an exceptional feat in these circumstances.

The special housing project is breathing new life into families in Bastar division affected by Naxal violence and unrest. Surrendered extremists and their families are now seeing their dreams of safe, permanent homes take shape, thanks to strong support from government authorities, district administrations, and the community.

Remote Areas, Difficult Terrain—Yet a Home in Three Months

Dashri Bai Nuruti, a resident of Ulia Gram Panchayat, over 200 km from Kanker district HQ, lost her husband Doge Nuruti during a Maoist attack amid Assembly elections. Her home was sanctioned under the special PMAY project in March, and construction began in May. With resilience and support, her house was completed in just three months.

She explained the many challenges: lack of roads for four-wheelers, high transportation costs for materials, difficulty accessing labor during rains, and isolation that discouraged masons from even reaching the site. Yet, with active help from the Kanker district administration, Gram Panchayat officials, and PMAY team, her house was completed quickly.

Dashri Bai said: “This sensitive and effective policy by the government for victims and surrendered Naxals has changed our lives. Without this level of support, it wouldn’t have been possible.”

Sodi Hungi’s Home Brings Dignity After Years Under a Leaking Roof

In Oeiras village under Gadiras Gram Panchayat, Sukma, Sodi Hungi built her permanent house in just three months. Her husband, Masa Sodi, was killed by Naxals in 2005 on suspicion of being a police informer. Since then, the family lived in a leaking, thatched hut, exposed to rain and dangerous insects.

Under the special PMAY project, Sodi Hungi received a total of ₹1.35 lakh in three installments. With consistent technical guidance and supervision by Gram Panchayat, her home was completed in July 2025. Today, she lives in her new concrete home with her family—a symbol of long-awaited security and dignity.

Sukma Leads in Beneficiaries, Followed by Bijapur and Narayanpur

Till date, nearly 3,000 homes have been sanctioned under the special project across LWE-affected regions: Sukma – 984 families (highest), Bijapur – 761, Narayanpur – 376, Dantewada – 251, Bastar – 214, Kondagaon – 166, Kanker – 146, Gariaband – 27, Balrampur-Ramanujganj – 25, Manpur-Mohla-Ambagarh Chowki – 23

Chief Minister Shri Vishnu Deo Sai emphasized that the Chhattisgarh government is working strategically on the principles of trust, development, and rehabilitation in Naxal-affected areas. He said that the state specially appealed to the Centre to approve 15,000 houses under a customized scheme for families not covered under standard PMAY norms.

"This project is not just about construction. It is about restoring faith, creating stability, and building a safe future for families who have suffered years of neglect and fear. That homes are being completed within three months in the most difficult terrains shows the power of collective will—government, administration, and the people together making the impossible happen," CM Sai said.

He added that the government is firmly committed to ensuring that every eligible family in these areas receives a permanent, dignified home.

"The special PMAY project reflects a sensitive and strategic shift—ensuring that victims of violence and surrendered extremists are not left behind. Examples like Sodi Hungi and Dashri Bai prove that when the government is empathetic and the administration is proactive, development can reach even the most remote corners," he said.

Sharma reaffirmed that the mission is to ensure every affected family gets not only a roof, but also the respect and safety they deserve. The mission is being implemented with full commitment and clear intent to transform lives.

Chhattisgarh Emerges as a Role Model in Public Relations: Maharashtra Officials Impressed by Functioning of DPR and Chhattisgarh Samvad

A high-level delegation from the Directorate General of Information and Public Relations (DGIPR), Government of Maharashtra, was on a three-day official visit to Chhattisgarh from August 5 to 7, 2025. The primary objective of the visit was to observe and study the innovative practices and effective systems adopted by the Chhattisgarh government in the fields of information dissemination, public relations, and communication of government schemes.

The visiting delegation comprised six senior officials, including Maharashtra's Deputy Secretary Ms. Samruddhi Angolkar and Director Mr. Kishor Gangarde. During their visit, the team closely studied the operational mechanisms of the Department of Public Relations, Government of Chhattisgarh, and its associate body, Chhattisgarh Samvad.

The officials undertook an in-depth review of the department’s functioning, including systems such as e-News Clipping, e-RO (Release Order) System, e-Publication, Journalist Accreditation and other Welfare Schemes for Journalists. They also gathered detailed insights into the organizational structure, operational workflow, and technological innovations implemented by Chhattisgarh Samvad.

During the visit, the delegation paid a courtesy call on Dr. Ravi Mittal, Commissioner, Department of Public Relations.

Speaking on the occasion, Dr. Mittal stated, "It has been our consistent effort to ensure timely, transparent, and effective communication of government schemes and public welfare policies to the people. Raipur, August 07, 2025: On the occasion of National Handloom Day, a delegation from the Chhattisgarh Weavers' Community paid a courtesy visit to Chief Minister Shri Vishnu Deo Sai at his official residence in the capital, Raipur.

CM Shri Sai warmly welcomed all the representatives and extended his heartfelt greetings on National Handloom Day. Appreciating the contributions of the community, he remarked that “Handloom craftsmanship is a treasured heritage that gives Chhattisgarh a distinct identity and reinforces our cultural pride.”

Raipur, August 6, 2025 – Chief Minister Shri Vishnu Deo Sai met with a delegation of the Bharat Scouts and Guides, Chhattisgarh, at his official residence today. The delegation briefed the Chief Minister about their emotional and patriotic initiative titled ‘Ek Rakhi Sainik Bhaiyon Ke Naam’ (A Rakhi for Our Soldier Brothers), conducted across the state.

The campaign was launched as a heartfelt tribute to the spirit of Raksha Bandhan, celebrating the bond of protection by reaching out to soldiers guarding the nation’s borders.

As part of the initiative, handmade rakhis were crafted by Bulbuls, Guides, and Rangers from all 33 districts of Chhattisgarh. These symbolic threads of love and respect are being sent to the soldiers to express heartfelt gratitude and solidarity.
