Union Secretary of the Department of Land Resources, Shri Manoj Joshi, met Chief Minister Shri Vishnu Deo Sai at the Assembly premises in Raipur on Monday. The meeting centres around strengthening land record systems, integrating technological innovations in land surveys, and expediting the resolution of pending cases in revenue courts. State Revenue Minister Shri Tankram Verma was also present at the meeting.

CM Sai reiterated the state government’s commitment to updating and improving land revenue records. “The more streamlined our land records, the faster and more efficiently revenue cases can be resolved,” the CM said. He assured full support to the Centre’s initiatives for modernising land records and emphasised the importance of cooperative efforts to make the system more transparent, effective, and citizen-friendly.

The CM further noted that the Centre’s technology-driven innovations in land management were helping bring speed, accuracy, and transparency to the system, benefiting both farmers and the general public. He instructed state revenue officials to ensure prompt and effective implementation of all necessary measures in this direction.

Union Secretary Shri Manoj Joshi praised Chhattisgarh’s progress in land records management and acknowledged the state government’s cooperation in ongoing reforms. He said earlier land surveys, conducted through traditional methods, were time-consuming, but the adoption of modern technology has made the process faster, more precise, and reliable.

He added that the Central Government is undertaking special efforts to revamp the land records maintenance system, providing both financial and technical support to states. Joshi highlighted that discrepancies often arise during property transactions due to outdated maps, but digital surveys would ensure updated and verified cadastral maps for every individual. “This will help eliminate irregularities and support planned urban expansion,” he said.

Officers of the Chhattisgarh State Police Service met Chief Minister Shri Vishnu Deo Sai at his office in the Vidhan Sabha on Tuesday to express their heartfelt gratitude for the government’s recent decision to grant senior pay scale to eligible officers from the 2005 to 2009 batches. Deputy Chief Minister Shri Vijay Sharma was also present during the courtesy meeting.

In a significant administrative move, the state cabinet in its July 11 meeting approved the creation of 30 posts, thereby sanctioning senior grade pay for officers who have completed the required qualifying service period. The decision is aimed at improving cadre management within the State Police Service.

Transparent Sand Mining, Environmental Safeguards and Crackdown on Illegal Operations Among Top Priorities of Chhattisgarh Government

Raipur, July 15, 2025/ Chhattisgarh government has undertaken sweeping reforms to make sand mining in the state more transparent, organised, environmentally sensitive, and public-centric. During the previous regime, the number of operational sand quarries had fallen from around 300 to nearly 100–150, severely disrupting construction activities and fuelling illegal mining. The current administration has introduced a reformed mineral policy aimed at streamlining, regulating, and making sand extraction more citizen-friendly.

*Accelerated Environmental Clearance Process*

In a significant move, the government has expedited the environmental clearance process by setting up three State-Level Environmental Appraisal Committees with the approval of the Government of India. Previously, only one such committee existed. The move has enabled faster disposal of pending applications and smoother approval processes.

*Rise in the Number of Legally Approved Quarries*

At present, 119 sand quarries are operational with valid environmental clearances. Approval processes for an additional 94 quarries are in the final stages. The state plans to sanction more than 300 new quarries over the next 12 to 18 months to ensure steady sand availability and timely progress of construction projects.

*IIT Roorkee Report Validates Scientific Mining*

A scientific study conducted by IIT Roorkee on the environmental impact of sand mining from major rivers concluded that legally regulated and controlled sand mining does not adversely affect rivers. The report reinforces the state’s commitment to a scientifically guided mineral policy.

*Tough Crackdown on Illegal Mining*

Between FY 2024–25 and June 2025, a total of 6,331 illegal mining cases were registered. The crackdown resulted in ₹18.02 crore in recoveries, seizure of 184 machines, filing of 56 FIRs, and 57 court cases. District and state-level task forces comprising officers from the mining, revenue, police, transport, and environment departments are continuously monitoring and taking action.

*Swift Response to Local Disputes*

The government has taken swift legal and administrative action in cases related to sand mining disputes in various districts including Rajnandgaon and Balrampur. The administration has made it clear that no illegal activity will be tolerated under any circumstances.

*Royalty Relief for PMAY Beneficiaries*

As per the decision dated March 15, 2024, eligible beneficiaries of the Pradhan Mantri Awas Yojana (PMAY) are exempted from paying sand royalty. The step is aimed at providing direct relief to the poor and needy in building their homes.

Raipur, July 15, 2025: Enu, a resident of the small village of Umarda in Chhattisgarh’s Dhamtari district, is now known across the country as “Scooty Didi.” Chief Minister Shri Vishnu Deo Sai lauded her grit, self-reliance, and her efforts in empowering rural women, saying that daughters like Enu truly embody the spirit of Atmanirbhar Bharat. He added that her courage, dedication, and determination are reshaping the narrative of rural Chhattisgarh.

Enu’s inspiring journey is a testament to the fact that when one is driven by passion and purpose, the lack of resources, societal pressures, or age-old traditions cannot hold them back. Born into a modest rural family, Enu pursued her education under challenging circumstances and earned a postgraduate degree in Economics. She later joined the Chhattisgarh State Rural Livelihood Mission, ‘Bihan’, where she received training in tailoring and embroidery, secured a loan of ₹1 lakh, and set a shining example of financial discipline by repaying it on time.

Realising that mobility was key to rural women's empowerment, Enu learned to ride a scooter through training from the Pratham Foundation. Despite early ridicule and taunts from society, she stood her ground and never lost confidence. As she started visiting village after village on her scooter, engaging with women, people began calling her “Scooty Didi.”

In 2023, Enu established a “Women’s Two-Wheeler Training Centre.” Initially, just two or three women enrolled, but over time, this initiative sparked a quiet revolution in rural society. To date, she has trained more than 30 women to ride scooters—women who now independently commute to anganwadis, schools, banks, and health centres.

Her initiative has not only eased the daily mobility of rural women but has also triggered a perceptible shift in social attitudes. Today, parents themselves send their daughters and daughters-in-law to Enu for training. Her dream is to empower 1,000 women and soon start a four-wheeler driving training centre as well.

Chief Minister Vishnu Deo Sai noted that people like Enu are redefining the identity of Chhattisgarh. He reaffirmed the state government’s commitment to promoting such grassroots innovations through schemes like ‘Bihan’, which are bringing about real transformation on the ground.

Enu’s contribution goes far beyond driving lessons. She has also trained women in tailoring and embroidery, LED assembly, MGNREGA works, and household management. Impressed by her work, Smt. Swati Sharma, Joint Secretary in the Ministry of Rural Development, Government of India, along with Dhamtari Collector Shri Avinash Mishra, visited Umarda village to meet Enu and appreciated her efforts.

The Ministry of Rural Development also shared Enu’s story on its official Facebook page, acknowledging her indomitable spirit. "She had a shortage of resources in life, but no one could shake her determination," the post read. It highlighted how she completed her M.A., received training under 'Bihan' and 'Pratham Foundation', and not only became self-reliant but also an inspiration for others.

Raipur, July 15, 2025: Under the leadership of Chief Minister Shri Vishnu Deo Sai, a state-wide initiative has been launched to hold three parent-teacher meetings annually in all schools across Chhattisgarh during the academic session. The first meeting is scheduled for the first week of August, while the second and third meetings will be conducted within 10 days after the quarterly and half-yearly examinations. In this regard, Secretary of the School Education Department, Shri Siddharth Komal Singh Pardeshi, has issued detailed guidelines to all Collectors and District Education Officers. He has clearly directed that each district must prepare an implementation plan and ensure that the process is effectively carried out in every school.

Parent-teacher meetings will not merely serve as platforms for academic discussions but will also offer a collaborative space to foster holistic development of children. Through these interactions, efforts will be made to help parents understand the kind of environment children need at home for effective study, how their daily routine should be structured, how to help them cope with exam stress, and how to nurture the habit of healthy communication. In addition, initiatives like “Bagless Saturdays” will be discussed to relieve children from academic stress and promote participation in creative activities.

These meetings will also include guidance for parents on how to boost their children’s confidence. Parents will be made aware of the importance of providing opportunities for children to speak openly, ensuring participation in regular health checkups, and enrolling them in camps that facilitate the issuance of caste, income, and residence certificates. Furthermore, parents will be encouraged to actively participate in community-based initiatives such as "Nyota Bhojan" (community invitation meals).

The campaign gives special emphasis to digital education as well. During the meetings, parents will be informed about digital learning platforms such as the Diksha App, E-Jadui Pitara, and the Digital Library, so that they can support their children's learning at home through technology-based resources. This not only makes learning more engaging for children but also enables parents to become active participants in the educational journey.

The School Education Department has clarified that the first parent-teacher meeting, scheduled for the first week of August, will be conducted in a grand, well-organized, and dialogue-centric manner in every school. I personally witnessed the pain of his grieving family. His wife lost her husband before her very eyes—a grief that this entire Assembly can understand. He was killed solely because the perpetrators did not want citizens from other Indian states to travel freely within Jammu & Kashmir, which is an integral part of India. They were targeted for their religion. Images of weeping mothers and wives emerged from across the country, and the nation wept with them. This inhuman act tore apart the fabric of humanity itself,” he said.

CM Sai added that while terrorists spilled innocent blood, the Indian Army ensured that no harm came to Pakistani civilians during retaliatory action. “Our leadership has made it clear—India never provokes, but never spares those who provoke us. Through Operation Sindoor, we have sent a loud and clear message: every drop of blood will be accounted for.”

He highlighted that the targets of the operation included terror camps involved in some of the worst attacks in Indian history—the Parliament attack, the Mumbai attacks, the Akshardham Temple massacre, and the Pulwama incident. “India has now exposed, on global platforms, those nations that support and shelter terrorism,” he added.

India has always prioritized peace, said the CM, “but any attempt to compromise our sovereignty will be met with a strong and appropriate response.” Countries that echo the language of terrorists have found themselves increasingly isolated on global forums—thanks to the unwavering resolve of India's leadership.

He lauded PM Modi for sending multi-party delegations to various countries to expose Pakistan-sponsored terrorism. “It was a shining example of Indian democracy and the spirit of Ek Bharat, Shreshtha Bharat,” he remarked.

Raipur, July 15, 2025/In a significant initiative to honour the devotion and spiritual sentiments of the people, the Chhattisgarh government on Tuesday flagged off a special train under the ‘Shri Ramlala Darshan Yojana’ from Raipur Railway Station carrying 850 devotees from Raipur division to Ayodhya Dham. Chief Minister Shri Vishnu Deo Sai conveyed his heartfelt wishes and prayed for a safe and blessed journey for the pilgrims.

CM Sai remarked that this sacred initiative to provide free darshan of 'Bhancha Ram' — Shri Ramlala — is an ongoing and sacred endeavour. He said the scheme embodies Prime Minister Narendra Modi's guarantee to provide every Indian an opportunity to visit the birthplace of Lord Ram.

Under the Shri Ramlala Darshan Yojana, the state had initially set a target of facilitating pilgrimage for 20,000 devotees by March 2024. However, with overwhelming public enthusiasm, unwavering faith, and the government's commitment, over 22,000 pilgrims have already availed the journey. As an added spiritual bonus, pilgrims are also being taken to visit the Kashi Vishwanath Temple.

CM Sai further informed that ₹36 crore has been allocated for this scheme in the financial year 2025–26. In the last one and a half years alone, 27 special trains have departed from different divisions of the state, ferrying devotees to Ayodhya.

He underlined that the Ramlala Darshan Yatra is not just a religious tour — it is a cultural movement aimed at reviving and reinforcing Chhattisgarh’s spiritual consciousness. The scheme especially benefits the elderly and underprivileged citizens, ensuring that every individual gets the chance to witness the sacred birthplace of Lord Ram at least once in their lifetime.

Initiated at the behest of CM Vishnu Deo Sai, the scheme has deeply resonated with the people of Chhattisgarh. Continuing this legacy, the first special train of FY 2025–26 was flagged off from Raipur station on Tuesday. Minister for Revenue, Sports, and Youth Welfare, Shri Tankram Verma, ceremonially waved the green flag at 1:00 PM. The platform number 7 at Raipur station echoed with chants of “Jai Shri Ram” as enthusiastic pilgrims, accompanied by their families, bid farewell in a spiritually charged atmosphere.

Pilgrims were welcomed with traditional Chhattisgarhi folk dances and music, while IRCTC representatives applied ceremonial tilaks as a mark of respect and hospitality.

It is noteworthy that the Shri Ramlala Darshan Yojana was conceptualised by CM Sai to ensure that every citizen of the state is granted the once-in-a-lifetime opportunity to visit Ayodhya Dham. A Memorandum of Understanding (MoU) was signed on February 23, 2024, between Chhattisgarh Tourism Board and IRCTC to facilitate this vision. The scheme was formally launched on March 5, 2024, with the inaugural train flagged off by the CM himself from Raipur.

Subsequent trains have since been operated from Bilaspur, Sarguja, and the combined Durg-Bastar divisions. In the previous year alone, nearly 22,100 devotees travelled to Ayodhya under this scheme. Weekly trains from each division will continue as part of the ongoing implementation.

No Shortage of Fertilizers in Chhattisgarh: Ample Stock of Nano DAP, NPK, and SSP to Compensate DAP Supply Gap

State Reserves 1.79 Lakh Bottles of Nano DAP, Continuous Supply Ensured

Raipur, July 14, 2025 // The Chhattisgarh government has assured that there is no shortage of chemical fertilizers in the state. For the ongoing Kharif season 2025, all types of fertilizers are available in adequate quantities across cooperative societies and private sale centers. In view of the global situation leading to a dip in DAP imports, the state government has proactively arranged alternative fertilizers to meet farmers’ needs.

To ensure farmers do not face any inconvenience due to limited DAP supply, the government has stocked 1.79 lakh bottles of Nano DAP, over 25,000 metric tonnes more NPK, and 50,000 metric tonnes more SSP than the assigned targets. Additionally, against the target of 60,000 MT for Potash, 77,000 MT of Murate of Postash has already been stored. Nano DAP, considered an effective substitute for granular DAP, can be used for seed treatment, root dipping, and foliar spray post sowing or transplanting. Its continuous supply is being maintained by the state government.

As per officials, against the target of 3.10 lakh MT of DAP, over 1.63 lakh MT has already been stocked. Another 48,000 MT of DAP is expected to be supplied in July itself. The cooperative sector in the state holds 62% of the total DAP stock, prioritized for easy farmer access.

According to the Agriculture Department, the total fertilizer stock till date stands at 13.18 lakh metric tonnes, which is 38,000 MT more than the same period last year (12.79 lakh MT). This year, NPK and SSP stock exceeds the targets by 25,266 MT and 71,363 MT respectively — both being used as effective substitutes for DAP. The state has also recorded a surplus of 6 lakh MT of Urea, with additional supply scheduled for the coming months.

It is worth noting that Urea is applied in paddy thrice — first during sowing/transplanting, then 3-4 weeks later at the tillering stage, and finally during the booting stage (7-8 weeks post transplanting). This means Urea will be used actively until mid-September. As for DAP, 1.63 lakh MT is already stored, and another 48,850 MT is expected as per the July supply plan.

The department also informed that an additional 25,000 MT of NPK is likely to be supplied in July. Including this, the total additional NPK supply would reach 50,266 MT, compensating for 22,000 MT of DAP. Likewise, the extra SSP supply of 1.47 lakh MT will substitute 50,000 MT of DAP. Together, the surplus NPK and SSP supplies will offset 72,000 MT of DAP requirement.

Chief Minister Shri Vishnu Deo Sai reassured farmers that there is no need to panic over DAP shortage. “The Chhattisgarh government has ensured robust availability of Nano DAP, NPK, and SSP as effective alternatives. Following the guidance of experts from Indira Gandhi Krishi Vishwavidyalaya and Agriculture Department officials, farmers can use these fertilizers confidently and expect good yields,” he said.

He also added that the cooperative societies have ample stocks of fertilizers and seeds as per the demand of farmers.

Addressing the gathering, the Chief Minister said it is a matter of great honour that the national convention of the Vaishnav Brahmin community is being hosted in Chhattisgarh — the sacred land of Mata Kaushalya and the maternal home of Lord Shri Ram.

He added that the Vaishnav Brahmin community has a glorious legacy, with its eminent personalities setting extraordinary examples of generosity in Chhattisgarh. He emphasized that the community would play a significant role in building a developed Chhattisgarh. On this occasion, the Chief Minister also felicitated talented individuals from the community who have made outstanding contributions in various fields.

In his address, CM Sai highlighted the Vaishnav Brahmin community's historical role in strengthening Sanatan Dharma. He noted that the community is not only known for its religious and priestly traditions but has also played an active part in governance and administration. Referring to their exceptional legacy of generosity, he said there were instances when royal estates were donated by members of this community. The Vaishnav Brahmin princely state of Rajnandgaon stands as a remarkable example of this heritage.

The Chief Minister stated that within just a year and a half, his government has fulfilled the majority of the guarantees made by Prime Minister Shri Narendra Modi. He reiterated that Chhattisgarh is the maternal home of Lord Shri Ram and a place where the Lord spent a significant portion of his exile. Under the Ram Lalla Darshan Yojana, more than 22,000 devotees from Chhattisgarh have already visited Ayodhya for the divine darshan of Lord Ram Lalla.

He further mentioned that the Mukhyamantri Teerth Yatra Yojana has also been restarted, under which citizens above the age of 60 can visit pilgrimage sites of their choice. Importantly, there is no upper age limit in this scheme for differently-abled individuals, widows, and destitute women.

CM Sai reiterated that under the leadership of Prime Minister Narendra Modi, a pledge has been taken to build a developed India by the year 2047. In alignment with this national vision, Chhattisgarh must also move forward towards becoming a developed state. He said the Vaishnav Brahmin community has a vital role to play in this mission. Expressing optimism, he hoped the community would continue to grow, remain united, and contribute meaningfully to the progress of the state and the nation.

Speaker of the Legislative Assembly, Dr. Raman Singh, addressing the event, described the Vaishnav Brahmin community as a visionary and imaginative one. Reflecting on his long tenure as MLA, MP, Union Minister, and Chief Minister from Rajnandgaon, he shared his close experience of the community’s impactful contributions. He said that the royal family of Rajnandgaon made unparalleled contributions to the development of higher education, railway infrastructure, industry, and water supply systems.

Dr. Singh cited the example of Mahant Digvijay Das, who donated his palace for the establishment of a college, provided vast land for railway development, and established the BNC Cotton Mill, which offered employment to thousands. He also recalled how Mahant Ghasi Das had announced the provision of free land to traders in Rajnandgaon to boost commercial activity.

Deputy Chief Minister Shri Arun Sao, in his remarks, said that the Vaishnav Brahmin community has been a flag-bearer of Sanatan Dharma. He added that this National Executive Meeting will further strengthen unity and collective progress within the community.

Raipur July 11, 2025 : Animesh Kujur, a young sprinter from Chhattisgarh, has etched his name into Indian athletics history by setting a new national record in the 100-meter sprint. Competing at the prestigious Dromia International Sprint Meet held in Athens, Greece, Kujur clocked an impressive 10.18 seconds, breaking the previous national record.

Posting on the social media platform ‘X’, Chhattisgarh Chief Minister Vishnu Deo Sai congratulated Kujur on his historic feat. “This is a moment of immense pride and joy for all of us,” the CM wrote, highlighting Animesh’s outstanding performance. He further noted that Kujur had earlier set a national record in the 200-meter race, clocking 20.32 seconds at the Asian Athletics Championship held in South Korea.

Raipur, July 10, 2025/ In line with fulfilling another key guarantee of Prime Minister Narendra Modi, the Chhattisgarh government has initiated the implementation of its decision to reassign the task of Ready-to-Eat (RTE) food production to women self-help groups. The initiative has been launched today from Raigarh district. Distribution of Ready-to-Eat food at all 2,709 Anganwadi centers in Raigarh district will now be carried out by Women Self-Help Groups.

Chief Minister Vishnu Deo Sai handed over contract letters to 10 women self-help groups during a program held in Raigarh for the production and distribution of RTE food. Present on the occasion were Finance Minister O.P. Choudhary, Raigarh MP Radheshyam Rathiya, Rajya Sabha MP Devendra Pratap Singh, MLA Purandar Mishra, District Panchayat President Shikha Ravindra Gabel, Mayor Jivardhan Chauhan, and District Panchayat Member Sushma Khalkho.

Chief Minister Sai stated that the state government has decided to entrust the preparation and distribution of supplementary nutrition (RTE) for Anganwadi centres to women self-help groups. This task will initially be implemented as a pilot project in six districts. Raigarh has become the first district under this initiative where 10 women SHGs have been issued official contracts.

The Chief Minister said that the women from these groups will now not only provide nutritious meals to children at Anganwadi centres but also generate income for themselves, empowering them economically. This scheme is a significant step toward promoting self-employment among women as well as their social and economic empowerment. Simultaneously, it will play a vital role in improving the nutritional status of children across the state.

CM Sai highlighted that in the last one and a half years, most of the guarantees made by Prime Minister Narendra Modi have been implemented on the ground. These include the Pradhan Mantri Awas Yojana, procurement of paddy at ₹3,100 per quintal, disbursement of pending bonuses for two years, monthly financial assistance of ₹1,000 to women under the Mahtari Vandan Yojana, and the hike in tendu leaf collection rates to ₹5,500 per standard bag. Additionally, schemes like the Charan Paduka Yojana have been revived, while pilgrimage schemes such as Ram Lalla Darshan and Teerth Yatra Yojana are enabling people to visit religious places.

The Chief Minister further informed that Atal Digital Seva Kendras have been launched to ensure banking services reach citizens in rural areas within their own villages. So far, 1,460 gram panchayats across the state have been equipped with these centres, providing thousands of mothers and sisters with access to secure, simple, and convenient banking services. In the coming days, all remaining panchayats will also be connected to this facility.

On this occasion, Finance Minister O.P. Choudhary said that the state government is constantly working to make women self-reliant. In alignment with the national goal of creating three crore “Lakhpati Didis”, the Chhattisgarh government is moving ahead in a planned manner. The Ready-to-Eat scheme is being launched in this direction, and in the first phase, six districts have been included. Raigarh is the first district where contract letters have been distributed to women SHGs. The Finance Minister urged all the selected groups to ensure high-quality work and make this scheme a model for others. He said this initiative will not only empower women economically but will also reinforce the state’s nutrition campaign.

It is noteworthy that 10 women self-help groups have been selected for RTE food preparation and distribution in Raigarh district, and contract letters have been handed over. These groups will receive capital subsidies for setting up RTE production units under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) scheme through the Department of Industries.

The selected SHGs will cater to Anganwadi centres under the Raigarh Urban, Raigarh Rural, Pusaur, Kharsia, Gharghoda, Tamnar, Lailunga, Mukdega, Dharamjaigarh, and Kapu project areas within the district.

In this direction, the state government has taken its biggest action yet by suspending 22 officials in connection with a high-profile case in the Excise Department.

This action is based on the investigation into the infamous ₹3,200 crore liquor scam that took place during the previous government’s tenure. Between 2019 and 2023, several excise officials were found to have been involved in the scam and had acquired assets through illicit earnings.

A detailed investigation by the Economic Offences Wing (EOW) and Anti-Corruption Bureau (ACB) revealed that the scam was run by an organized syndicate. Based on the findings, the government took immediate action by suspending the concerned officials.

CM Shri Sai has made it clear that corruption at any level will not be tolerated and that all scams that took place during the previous regime will be investigated impartially. The guilty, regardless of their position, will not be spared.

The state government is also conducting in-depth investigations into the DMF scam, the Mahadev online betting app case, irregularities in tendu leaf distribution, CGMSC, and other such matters. In the past two years alone, the Anti-Corruption Bureau has acted against more than 200 corrupt officials.

Under CM Sai’s leadership, the Chhattisgarh government is moving decisively towards the eradication of corruption and the establishment of good governance. The government's priority is transparent, accountable, and integrity-driven administration in public interest. In this direction, procurement through the GeM portal has been made mandatory, the e-Office system has been implemented, and over 350 reforms have simplified and made the investment process transparent. With the launch of the Single Window System 2.0, the NOC process has now become simple, faster, and tech-enabled—benefiting entrepreneurs and investors directly.

In the Excise Department, the FL-10 policy has been abolished to increase transparency. To curb counterfeit liquor, security holograms on liquor bottles have been made mandatory. Similarly, the processes for mineral transit passes and timber auctions have now been made fully online.

The investigation into irregularities in PSC-2021 examinations has been handed over to the CBI. Investigations into the Bharatmala project and other issues are also being conducted seriously. Action is being taken in a phased manner against officials found guilty.

At the Cabinet meeting held today at the Mantralaya (Mahanadi Bhawan), under the chairmanship of Chief Minister Shri Vishnu Deo Sai, following key decisions were taken:

1. The Cabinet approved the creation of 30 posts and the grant of Senior Selection Grade pay scale to officers of the 2005, 2006, 2007, 2008, and 2009 batches of the State Police Service, who have completed the required qualifying service period, for better cadre management.

2. In a significant move towards institutional development of poor youth, women, and transgender persons from tribal groups and other deprived communities, the Cabinet has approved formation of a non-profit joint venture company between the Government of Chhattisgarh and PanIIT Alumni Reach for India Foundation (PanIIT).

Through this joint venture, Scheduled Tribes and other marginalised groups will be empowered through structured vocational education, skill development, and rural entrepreneurship.
The venture will synergise unutilised funds from schemes such as the Tribal Sub-Plan and Scheduled Caste Sub-Plan to promote livelihood and socioeconomic transformation.

PanIIT will be responsible for training the trainers for skill development programmes and will also impart foreign language skills to trained youth to enhance their employability in the global market.

Government buildings, as identified by district administrations and concerned departments, will be handed over to the joint venture for training purposes.
PanIIT, a society formed by IIT alumni, works with state governments through non-profit ventures to improve incomes of underprivileged communities through nation-building initiatives, vocational and livelihood education systems, and rural entrepreneurship.

3. Amendment to Chhattisgarh Motor Vehicles Taxation Act, 1991 approved.

To prevent road accidents caused by old vehicles and control air pollution, the Cabinet has approved the draft amendment bill to the Chhattisgarh Motor Vehicles Taxation Act, 1991.

4. Amendment to Rule 55 of Chhattisgarh Motor Vehicles Rules, 1994.

Cabinet has approved an amendment allowing vehicle owners to retain and use fancy or choice numbers from their old vehicles on new or same-category vehicles brought from other states, upon payment of the prescribed fee.
If the old number was a regular one, it can be reused by paying the applicable fee under Rule 55(2)(g) of the Chhattisgarh Motor Vehicles Rules, 1994.

This facility will be applicable only to vehicles being newly registered or those entering the state with a no-objection certificate. It will not be available for vehicles already registered in the state.
Government vehicles will also be eligible for this facility without any fees.

5. Approval of Draft Chhattisgarh Private University (Establishment and Operation) (Amendment) Bill, 2025.

6. In a landmark decision to empower the state’s youth through start-ups and innovation, the Cabinet has approved the implementation of a Student Start-up and Innovation Policy.

This policy aims to create a student-centric innovation and incubation ecosystem, increase intellectual property awareness, establish innovation centres in tribal regions, and promote sectors like agriculture, green energy, healthcare, and manufacturing.

The policy targets outreach to 50,000 students across 100 technical institutions, support for 500 prototypes, filing of 500 intellectual property rights (IPRs), and incubation of 150 start-ups.
This will assist youth in developing new ideas and technologies.

7. Approval of Draft Chhattisgarh Agricultural Produce Market (Amendment) Bill, 2025.

8. Draft Bill for Establishing State Capital Region Authority Approved.

In line with the National Capital Region model, the Cabinet has approved the draft bill for establishing an authority for the planned development of the State Capital Region in Chhattisgarh.

Given the rapid urbanisation and population growth in Raipur, Durg-Bhilai, and New Raipur Atal Nagar, the authority will focus on comprehensive planning, investment promotion, inter-agency coordination, and regulated urban expansion.

With a projected population of nearly 50 lakh in this region by 2031, the authority will ensure efficient land use, environmental conservation, and sustainable urban development, thereby transforming urban areas of the state into better, well-planned, and sustainable cities.

9.  Draft Chhattisgarh Goods and Services Tax (Amendment) Bill, 2025 approved.
The bill aims to streamline rules related to Input Service Distributors in inter-state transactions, in line with amendments to the Union Finance Act, 2025.

10. Settlement of Pending Tax Dues: Chhattisgarh Tax Arrears Settlement (Amendment) Bill, 2025

To encourage small and medium traders and expedite the resolution of pending tax-related cases in courts, the Cabinet has approved the draft of the Chhattisgarh Tax Arrears, Interest, and Penalty Settlement (Amendment) Bill, 2025.

11. Cabinet has approved the draft Chhattisgarh Land Revenue Code (Amendment) Bill, 2025.

This amendment will simplify map-based partition and record updates, curb illegal plotting, and reduce future legal disputes with geo-referenced maps.
It will also ease the process of mutation, especially in the event of the landholder’s death, benefitting joint holders and legal heirs.
Transfer of property will align proportionately with land share, and processes related to industrial policy, housing schemes, and urban development will become more streamlined.
