Raipur, November 6, 2025/ In a move to enhance ease of doing business and promote digital governance, the Chhattisgarh Government has implemented credit card, debit card, and UPI (Unified Payments Interface) payment options for filing GST returns across the state. The initiative, introduced under the guidance of Chief Minister Shri Vishnu Deo Sai and directives of Finance Minister Shri O.P. Choudhary, aims to make tax payments simpler, faster, and more transparent for traders and businesses.

The long-standing demand for such facilities had been raised consistently by the state’s business community, chambers of commerce, and trade organizations since the early phase of GST implementation. Traders had emphasized that integrating modern digital payment methods like UPI and card payments with the GST portal would significantly simplify tax transactions and improve transparency. Responding to this, Finance Minister Shri O.P. Choudhary instructed the State GST and Treasury departments to work jointly and expedite the implementation — a directive that has now materialized into a fully operational system.

Until now, taxpayers were limited to Net Banking and Over-the-Counter (OTC) payment options. This often posed challenges for small and new businesses, especially when certain banks were not linked to the GST portal. Technical issues such as failed payments, server downtime, and transaction failures near deadlines added to their difficulties, forcing many taxpayers to depend on intermediaries, resulting in a loss of both time and efficiency.

“The state government is continuously working to provide maximum convenience to taxpayers,” said Finance Minister Shri O.P. Choudhary. “The new facility to pay GST through credit cards, debit cards, and UPI offers a major relief to taxpayers. It will make the payment process simpler, faster, and more transparent, especially benefiting small traders.”

He further noted that the initiative is a part of the government’s broader commitment to advancing Ease of Doing Business and Digital Governance in the state.

The new facility is now live on the official GST portal (www.gst.gov.in). Taxpayers can log in and make payments directly through credit card, debit card, or any UPI app. The system is fully secure and designed to make GST payment more convenient and user-friendly.

This initiative marks a major stride toward promoting digital payments and building a transparent tax ecosystem in Chhattisgarh. It is expected to enhance departmental efficiency and revenue collection, further cementing the state’s position among India’s leading digital tax administration models.

Raipur, November 6, 2025/The 150th anniversary of “Vande Mataram” marks a unique moment of national pride and patriotism for the entire country. Under the guidance of India’s Ministry of Culture, this historic milestone will be celebrated through a year-long campaign of special programs across the nation. In Chhattisgarh too, the celebration will unfold in four phases, from village panchayats to the state level, with broad public participation and ceremonial splendor.

First Phase to Begin on November 7

The commemoration of 150 years of “Vande Mataram” will be inaugurated by Prime Minister Narendra Modi on November 7, 2025. The national event will be broadcast live on Doordarshan from 10 a.m. to 11 a.m. Following the Prime Minister’s address, the entire nation will join together in a collective rendition of “Vande Mataram.” The lyrics and tune of the anthem are available on the official portal vandemataram150.in.

A Year-long Celebration in Four Phases

The festival will be organized in four phases: the first from November 7 to 14, 2025; the second from January 19 to 26, 2026; the third from August 7 to 15, 2026 (aligned with the Har Ghar Tiranga campaign); and the fourth from November 1 to 7, 2026. Throughout the year, collective renditions of the national song and related activities will take place in districts, blocks, village panchayats, educational institutions, government offices, and social organizations across the state.

Participation of Ministers and Public Representatives Across Districts

In every district of Chhattisgarh, special events will be organized in the presence of ministers, Members of Parliament, MLAs and other public representatives. Local artists, students, social institutions, and citizens’ groups will be actively involved so that the campaign evolves into a people’s movement of national integration and unity.

Special Activities and Creative Programs in Educational Institutions

All schools, colleges, and educational institutions in the state will hold special assemblies and creative competitions on the theme of “Vande Mataram.” Essay writing, debates, quiz competitions, poster making, and cultural performances will be organized. With the support of NCC, NSS, Scout-Guide groups, and school bands, musical performances based on patriotic songs and the “Vande Mataram” anthem will be presented. The State Police Band will also perform public concerts featuring “Vande Mataram” and other patriotic melodies, filling public spaces with the spirit of national devotion.

“Vande Mataram” Audio-Video Booths — An Innovative Initiative

“Vande Mataram” audio-video booths will be set up across the state. At these booths, citizens will be able to record and upload their own renditions of the anthem on the portal. The platform will also provide the original lyrics and tune for reference. This initiative will allow people to express their patriotism in their own voice, making the movement more personal and emotionally resonant.

Raipur 6 November 2025/Prime Minister Shri Narendra Modi will inaugurate the year-long commemoration of the National Song “Vande Mataram” on 7th November 2025 at around 9:30 AM at the Indira Gandhi Indoor Stadium, New Delhi.

Prime Minister will also release a Commemorative Stamp and Coin on the occasion. This programme marks the formal launch of a year-long nationwide commemoration from 7th November 2025 to 7th November 2026, celebrating 150 years of this timeless composition which inspired India’s freedom movement and continues to evoke national pride and unity.

The celebrations will witness Mass Singing of the full version of “Vande Mataram” at around 9:50 AM across public places with participation of citizens across all segments of society, in conjunction with the main programme.

The year 2025 marks 150 Years of Vande Mataram. Our national song “Vande Mataram”, by Bankimchandra Chatterji was written during the auspicious occasion of Akshaya Navami which was on 7th November in 1875. Vande Mataram first appeared in the literary journal Bangadarshan as part of his novel Anandamath. The song, invoking the Motherland as the embodiment of strength, prosperity and divinity, gave poetic expression to India’s awakening spirit of unity and self-respect. It soon became an enduring symbol of devotion to the nation.

In a post shared on social media platform X, the Chief Minister said the remarkable victory has elevated India’s honour on the global stage.

CM Sai said that Chhattisgarh’s daughter, Akanksha Satyavanshi, played a vital role in this success. As a physiotherapist and sports science expert, she ensured the players’ fitness and recovery throughout the tournament - a contribution that, he said, not only strengthened Team India but also brought international recognition to the country.

Praising her dedication, discipline, and scientific approach, the Chief Minister said Akanksha Satyavanshi has proved that the daughters of Chhattisgarh can bring glory to the nation in every field. Raipur 5 November 2025/The Vice-President of India, Shri C. P. Radhakrishnan, graced the Closing Ceremony of the Chhattisgarh Rajat Mahotsav held in Nava Raipur today as the Chief Guest. The event marked 25 years since the formation of the State of Chhattisgarh, celebrating its inspiring journey of growth, progress, and cultural richness. 

Addressing the gathering, the Vice-President expressed immense pleasure in joining the people of Chhattisgarh during this historic Silver Jubilee celebration, inaugurated by Prime Minister Shri Narendra Modi. Over the five-day festival, people witnessed the rich culture of Chhattisgarh and glimpses of its impressive socio-economic transformation. 

The Vice-President recalled with pride the visionary leadership of the late Shri Atal Bihari Vajpayee in creating the State on 1st November 2000, and reflected personally on his association as a former Lok Sabha MP who had supported the State Reorganisation Bill. He lauded Chhattisgarh’s extraordinary 25-year journey — from being one of India’s youngest states to emerging as a model of progress in social, economic, cultural, and administrative spheres. 

Shri C.P.Radhakrishnan commended the State’s success in eradicating the menace of Naxalism, crediting the resolute leadership of the Prime Minister Shri Narendra Modi and Union Home Minister Shri Amit Shah , along with the dedicated efforts of the State Government, security forces, and local communities. He said that development and trust have replaced fear and violence in Chhattisgarh. 

The Vice-President lauded the people who form the foundation of Chhattisgarh’s success — farmers, tribal communities, entrepreneurs, teachers, and youth. He especially appreciated the State’s exemplary Public Distribution System, which provides free food grains to over 72 lakh beneficiaries, and congratulated former Chief Minister Dr. Raman Singh for strengthening the Public Distribution System. 

Shri C.P.Radhakrishnan paid respect to tribal communities for preserving the State’s natural and cultural heritage. He lauded the tribal communities for their wisdom, culture, and sustainable way of life, which hold deep relevance in today’s ecological and social context. 

The Vice-President also highlighted the remarkable infrastructural development in the State, including extensive road, rail, expressway, and airport connectivity that has linked remote districts to national markets. He praised Nava Raipur as India’s first greenfield city, poised to become a Global Capability Centre through new-age initiatives such as the IT Hub, Pharma Hub, AI Data Centre Park, and a world-class Medicity for advanced healthcare. 

He underscored Chhattisgarh’s embrace of emerging technologies, including semiconductor manufacturing and digital governance reforms under the “Anjor Vision @2047,” aimed at driving economic expansion, human development, and sustainable governance aligned with the national vision of a Viksit Bharat. 

Celebrating the cultural vibrancy of Chhattisgarh, the Vice-President lauded the region’s traditional dances such as Panthi and Karma, and its rich tribal arts and crafts. He said that Chhattisgarh exemplifies the Indian spirit of unity in diversity, where cultural preservation and modernization go hand in hand. 

Emphasizing the meaning of real progress, Shri C.P.Radhakrishnan said that “Progress is not measured only by GDP, but also by the smiles on people’s faces, by the trust they repose in governance, and by the hope shining in every child’s eyes.” 

Concluding his address, the Vice-President urged the youth of Chhattisgarh to seize emerging opportunities in artificial intelligence, green technologies, and global markets, and to contribute to nation-building with courage, creativity, and compassion. 

He said that the Rajat Mahotsav should not be viewed merely as a celebration of the past, but as a pledge for the future — a pledge to build a Developed India through a Developed Chhattisgarh, to strengthen democracy, honour culture, and leave a brighter tomorrow for generations to come.

Raipur 5 November 2025/ The Vice-President of India, Shri C. P. Radhakrishnan, attended the “Lakhpati Didi Sammelan” at Rajnandgaon, Chhattisgarh, today.

Addressing the gathering, the Vice-President lauded the Lakhpati Didi initiative, describing it as a reflection of the strength and determination of India’s women.

He said that the initiative reflects the resolve of women — the Didis — who are turning challenges into opportunities. The Vice-President observed that the term “Lakhpati Didi” is not just about income but embodies independence, dignity, and confidence.

He noted that across India, thousands of self-help groups led by women are demonstrating how hard work, discipline, and solidarity can transform lives. He emphasised that the achievements of these women highlight the transformative power of India’s sisters — the backbone of rural India.

Praising the government’s efforts, he said that Hon’ble Prime Minister Shri Narendra Modi’s vision of creating three crore Lakhpati Didis is an extraordinary step toward building women-led development — a movement that finds vivid expression in Chhattisgarh.

The Vice-President praised the growing leadership of women in Chhattisgarh and across India, describing the Lakhpati Didi initiative as a vibrant movement that has enabled over two crore women nationwide and five lakh women in Chhattisgarh to achieve financial independence through self-help groups and income-generating activities.

He acknowledged the focused efforts of the State Government and the District Administration, Rajnandgaon, which have connected over one lakh women through 9,663 Self-Help Groups and facilitated more than ₹700 crore in financial assistance. He also noted that the state’s direct transfer of over ₹13,000 crore under the Mahila Samman Yojana has empowered women beneficiaries across 20 instalments.

Shri C.P.Radhakrishnan highlighted Rajnandgaon’s unique status as a symbol of women’s empowerment, noting that over 1,000 women serve in local self-governance as Panch, Sarpanch, Janpad, and Zila Panchayat members. He underscored that democracy is not confined to Parliament alone but lives in gram sabhas, panchayats, and self-help groups, where citizens discuss, decide, and develop together. He said that the Lakhpati Didi movement strengthens the roots of democracy by ensuring participation, transparency, and local empowerment.

He said that initiatives like this have changed the perception that women must confine themselves to their homes. Today, they are emerging as administrators, achieving economic independence, and inspiring future leaders.

The Vice-President saluted the Lakhpati Didis for their courage and determination in overcoming all odds with government support and expressed hope that they will soon become Crorepati Didis.

Recalling the progress achieved in Chhattisgarh, he said there was a time when the state faced a lack of water, electricity, and development, but today, it produces electricity for the entire country and has made remarkable improvements in healthcare.

He also lauded the successful efforts to eliminate the Naxal problem from the region, attributing it to the collaborative vision of Prime Minister Shri Narendra Modi, Union Home Minister Shri Amit Shah , the State Government, and security forces.

The Vice-President further observed that creating wealth is as important as distributing it. He added that both the Central and State Governments are effectively pursuing these goals, which has helped reduce challenges such as Naxalism.

Referring to the recent victory of the Indian women’s cricket team in the World Cup, Shri C.P.Radhakrishnan drew an inspiring parallel to the social transformation being led by the women of Chhattisgarh. He paid tribute to their courage, resilience, and contribution to the nation’s progress.

Shri C.P.Radhakrishnan also recalled that the creation of Chhattisgarh on 1 November 2000 fulfilled the vision of former Prime Minister Shri Atal Bihari Vajpayee, and expressed pride in having supported the Bill as a Member of Parliament.

Concluding his address, the Vice-President expressed faith that Chhattisgarh and Rajnandgaon would continue to lead by example in empowerment, democracy, and culture.

During the Lakhpati Didi Sammelan at Rajnandgaon, the Vice-President Shri C. P. Radhakrishnan was given a demonstration of various social initiatives led by women’s groups — including Assistive Devices made by Divyangjan themselves. Shri C. P. Radhakrishnan commended the women’s leadership in public welfare, natural resource management, and community development through these innovative initiatives.

Shri C. P. Radhakrishnan also inaugurated a new five-storey facility at Udayachal Health and Research Institute in Rajnandgaon. He commended the institute’s pivotal role in making Chhattisgarh cataract-free and its commitment to combating tuberculosis, promoting tree plantation drives.

The Vice-President underscored the national progress towards Cataract-Free Bharat. He noted the remarkable achievements of the National Netra Jyoti Abhiyan. He also highlighted that initiatives like Ayushman Bharat, Ayushman Arogya Mandir, and PM–Ayushman Bharat Health Infrastructure Mission are transforming healthcare access across the country.

Raipur, November 4, 2025/ Chief Minister Shri Vishnu Deo Sai has expressed profound grief over the tragic train accident near Bilaspur, calling it an extremely painful and distressing incident. Extending heartfelt condolences to the bereaved families who lost their loved ones, the Chief Minister said, “May God grant eternal peace to the departed souls and give strength to the grieving families to bear this unbearable loss.”

Chief Minister Shri Sai announced that the State Government has decided to provide financial assistance of ₹5 lakh each to the families of the deceased and ₹50,000 to each injured passenger. He stated that complete arrangements have been made to ensure proper and free medical treatment for the injured, and directions have been issued to the district administration to carry out relief and rescue operations with utmost urgency and efficiency.

The Chief Minister further said that teams from the district administration and the Railways are working on the ground with full dedication in the rescue and relief efforts. All necessary medical facilities and resources are being made available for the treatment of the injured. He added that the State Government is keeping a close watch on the situation with full sensitivity and vigilance and is taking every necessary step to assist those affected.

Raipur, November 4, 2025/In a powerful showcase of its growing innovation economy, the Government of Chhattisgarh’s Department of Commerce and Industries hosted “Chhattisgarh TechStart 2025”, a landmark initiative designed to connect startups, investors, and technology enablers while positioning the state as a rising hub for IT and ITeS investments.

The event, held in Nava Raipur, sought to strengthen the state’s profile as a preferred destination for digital industries, tech-enabled services, and innovation-driven enterprises.

Chief Minister Shri Vishnu Deo Sai outlined his vision for an innovation-led Chhattisgarh, stating that the state is “entering a new era of growth — one driven by innovation.” He added, “Through Chhattisgarh TechStart, we aim to build a bridge between ideas and investments, creating opportunities that empower our youth and accelerate economic transformation.”

Highlighting the momentum of industrial progress, the Chief Minister revealed that Chhattisgarh has received investment proposals worth ₹7.5 lakh crore in the last ten months, a reflection of the growing investor confidence in the state. The Industrial Development Policy 2024–30, he noted, is designed to be investor-friendly and pro-development, fostering both industrial expansion and entrepreneurship across emerging sectors.

Reaffirming the government’s commitment, Minister of Commerce & Industries Shri Lakhan Lal Dewangan emphasized the state’s focus on nurturing a robust technology ecosystem. “Our focus is on creating an environment where startups can thrive and investors can find scalable opportunities in Chhattisgarh,” he said.

The event brought together senior officials from Software Technology Parks of India (STPI) and MeitY Startup Hub, along with leading voices from India’s technology and innovation community. Key Announcements

The state government announced six strategic partnerships to accelerate startup and innovation growth — with the MeitY Startup Hub, National Innovation Foundation, Wadhwani Foundation, NASSCOM Foundation, Startup Middle East, and Carve Startup Labs. These collaborations aim to connect Chhattisgarh’s startups with mentorship, global networks, and funding access, bridging the gap between innovation and opportunity.

Startup Incentives under the Industrial Development Policy 2024–30

The startup support package unveiled under the new policy includes Seed funding of up to ₹5 lakh per startup, Operational support of up to ₹3 lakh after six months of functioning, and Development support of up to ₹3 lakh after 18 months.

To further bolster entrepreneurship, the government has instituted a ₹50 crore Startup Corpus Fund and a ₹50 crore Credit Risk Fund, alongside a 40% rental subsidy for three years and 100% stamp duty exemption for startups.

For incubators, the state announced capital assistance of up to ₹40 lakh and annual operational support of ₹3–5 lakh for five years, ensuring sustained ecosystem development and institutional continuity.

Addressing the gathering, the Chief Minister said that the Tech Start initiative marks a significant effort to steer the state toward innovation-driven technological entrepreneurship.

During the event, he honoured the winners of Ideathon 2025 and handed over partnership exchange agreements to organisations collaborating with the Government of Chhattisgarh. Extending greetings to experts from the technology sector, entrepreneurs, and intellectuals on the occasion of the State’s Silver Jubilee Year, the Chief Minister emphasised the growing importance of technology-led growth in the region.

Inspired by the Vision of a Developed India

Chief Minister Sai said that India’s visionary Prime Minister Narendra Modi has consistently inspired the nation to set ambitious goals and achieve them with determination. Drawing inspiration from the Prime Minister’s call for a “Viksit Bharat” (Developed India), the state government has set a target to build a “Developed Chhattisgarh by 2047.” A comprehensive Vision Document has already been prepared to guide this transformation, he added.

The Chief Minister noted that under Prime Minister Modi’s leadership, India now hosts hundreds of thousands of startups, many of which have achieved unicorn status. “The Government of Chhattisgarh is fully committed to fostering the spirit of entrepreneurship among youth,” he affirmed.

1800 Innovative Ideas and a Vision for an AI Future

Discussing the recently concluded Ideathon 2025, Chief Minister Sai said that over 1,800 startup ideas were received from across the state, including from youth in remote regions – a participation he described as “remarkable and inspiring.”

He announced that the government will provide these innovators with a platform, mentorship, and financial support. “Raipur is being developed as a hub for IT and technology services,” he said, noting that projects such as the AI Data Centre Park and a semiconductor plant are progressing rapidly.

Expressing satisfaction, the Chief Minister shared that investment proposals exceeding ₹ 7.5 lakh crore have already been received by the state. He also spoke at length about expanding economic activity and job creation for youth.

“The Government of Chhattisgarh stands firmly with entrepreneurs,” he said. “Your hard work and talent will elevate Chhattisgarh’s name on the global stage; your success will be the pride of our state.”

Industrial Policy 2024 Anchored to Vision 2047

Chief Secretary Vikas Sheel said that the New Industrial Policy 2024 aims to promote entrepreneurship and align development with the state’s Vision 2047 framework. The policy, he said, places special emphasis on innovation, investment, employment, and startup growth.

He highlighted the importance of working in emerging domains such as E-waste management, rising industrial sectors, and skill development, and invited entrepreneurs to share their ideas and suggestions.

Reaffirming the government’s commitment, the Chief Secretary added, “We are determined to make Chhattisgarh a hub of technological and industrial advancement through constant collaboration with young innovators and entrepreneurs.” He urged that dialogue between industry and government should be continuous rather than confined to special occasions.

CM Honours Ideathon 2025 Winners

At the Tech Start event, Chief Minister Sai presented awards to the winners of Ideathon 2025. Commending the young innovators, he said, “It is deeply encouraging to see youth engaged in innovation – it fortifies the technological future of our state.”

He felicitated NIT Raipur, Rungta Business Incubator, and IGKVR for their outstanding performance as incubators.

Among the award winners, Adarsh Verma received the First Prize for his innovative idea to develop a Smart Band for Persons with Disabilities, designed to assist differently-abled individuals through advanced sensing and alert mechanisms.

The Second Prize went to Jagruti and Narendra Sharma for their concept titled “Atal Kavach Tree Guard” — a creative and eco-friendly protective design aimed at safeguarding roadside plants while maintaining aesthetic and functional appeal.

The Third Prize was awarded to Atharv Dubey for his idea of a Smart Safety Helmet, which integrates safety features with technology to enhance rider protection and accident prevention.He also honoured Nipun Verma and Anushka Sonkar for their innovative concepts. Further recognition was given to Karan Chandrakar for the Agrofeb Sustainable Startup;Sajal Malhotra for the Vertex Suite innovation; and Amit Patel for the AI-based startup Lairc AI.

During the event, the Chief Minister handed over Partnership Exchange Agreements between the Government of Chhattisgarh and the following organisations:MeitY Startup Hub, National Innovation Foundation, Wadhwani Foundation, NASSCOM Foundation, Startup Middle East, and Carv Startup Lab.

AI Exhibition: CM Encourages Young Tech Entrepreneurs

Chief Minister Sai also visited the AI (Artificial Intelligence) Innovation Exhibition at the venue, reviewing technology models, software applications, and solutions developed by startup teams. He interacted closely with the innovators to understand their technologies, market prospects, and future plans.

Appreciating their entrepreneurial drive and research skills, the Chief Minister said: “Continue exploring new technologies and build your own identity in the global marketplace.”

Ritu Sain, Secretary to CM Rahul Bhagat, Director General of STPI Arvind Kumar, Industry Secretary Rajat Kumar, Director (Industries) Prabhat Malik, Deputy Secretary (Raina Jameel) of the Department of Commerce & Industry, and CSIDC Managing Director Vishwesh Kumar, along with a large gathering of entrepreneurs and distinguished guests.
