Raipur, October 21, 2025/Governor Shri Ramen Deka and Chief Minister Shri Vishnu Deo Sai today attended the Police Commemoration Day parade organised at the 4th Battalion premises of Chhattisgarh Armed Force, Mana, Raipur. Both dignitaries paid floral tributes at the Police Memorial, saluting the courage and sacrifice of the brave police personnel who laid down their lives in the line of duty.

The Governor and Chief Minister met the families of the martyred officers and personnel, expressed heartfelt condolences and assured them of the government’s continued support. On this occasion, shawls, shreephal and mementoes were presented to the family members of the martyrs.

Governor Ramen Deka, paying homage to the martyrs, said, “The indomitable courage, valour and supreme sacrifice of the police will forever be remembered and revered by the nation.” He noted that it is due to the unwavering dedication, discipline and round-the-clock service of police personnel that citizens today are able to live in an atmosphere of peace, safety and trust.

Calling the duties of the police extremely challenging, the Governor said that maintaining law and order on one hand and ensuring a fear-free environment for citizens on the other represent a dual responsibility that demands immense courage and commitment. 

Referring to the Naxal-affected areas, Governor Deka praised the Chhattisgarh Police for facing the challenge of extremism with determination, courage and integrity, which has strengthened the atmosphere of peace and trust in these regions. He expressed confidence that the state will be completely free from the Naxal problem. The Governor also conveyed his heartfelt condolences to the families of the martyrs and saluted all police officers and personnel for their consistent service and devotion to duty.

Chief Minister Vishnu Deo Sai said that October 21 is a day to remember and honour those brave police personnel who made the supreme sacrifice in the service of national security. He added that police and security forces work tirelessly round the clock under difficult circumstances to safeguard society. “It is because of their dedication and discipline that the state enjoys an atmosphere of peace, security and public trust,” he said.

The Chief Minister added that the day is not only an occasion to recall the valour of the police but also to pay heartfelt homage to the sacrifice of their families. He said that Chhattisgarh’s security forces have displayed unmatched bravery in the fight against Naxalism, which has paved the way for rapid development in previously affected regions. He highlighted that schemes such as Niyad Nella Nar Yojana, PM Janman Mission, and Dhartii Aaba Tribal Village Utkarsh Abhiyan are transforming lives in remote tribal areas.

CM Sai said that under the leadership of Prime Minister Narendra Modi and Union Home Minister Amit Shah, the campaign to eradicate Naxalism has gained strong momentum, and the state government is committed to achieving complete elimination by March 2026. He paid tribute to the immortal martyrs, stating that “their sacrifice will always inspire us to uphold duty, discipline and devotion.”

Deputy Chief Minister Vijay Sharma said that Chhattisgarh’s brave police personnel are continuously fighting with indomitable courage and valour to eradicate Naxalism from Bastar. He said that the police are not only combating extremism but also playing an instrumental role in accelerating development activities in the region.

He reiterated that the state government is committed to preserving the memory of the martyrs and supporting their families. Sharma informed that a commemorative booklet (Smarika) will be published to immortalize the sacrifice of the police martyrs. He also highlighted the arrangements made at the IG and SP offices to provide assistance to the families of the fallen heroes. Raipur, October 21, 2025 — On the auspicious occasion of Diwali, Chhattisgarh Chief Minister Vishnu Deo Sai visited Bhuiyanpani village in Lailunga tehsil of Raigarh district to attend the Deep Mahotsav at Gurudham. He paid homage before the idols of his revered spiritual mentors Sant Gurudev Swami Dhanpati Panda Ji and Smt. Premshila Panda, offering prayers for the peace, prosperity, and happiness of the people of the state.

Extending warm Diwali greetings, the Chief Minister said, “May this festival of lights bring brightness to every home and fill every life with happiness, prosperity, peace, and love.” During the program, he also performed Jalabhishek on the Shivling at the Shiva temple and offered prayers at the Hanuman temple and the sacred Banyan tree.

CM Sai remarked that it is due to the blessings of saints and the faith of the people that a farmer’s son could become the Chief Minister. He said that in the 22 months of his tenure, the state government has worked with the highest priority to implement Prime Minister Narendra Modi’s guarantee schemes on the ground. The government, he said, is committed to good governance, transparency, and development for every citizen of Chhattisgarh.

Highlighting welfare initiatives, the Chief Minister said that farmers have received pending bonuses for two years, the paddy procurement limit has been increased to 21 quintals per acre, and the support price of paddy fixed at ₹3,100 per quintal. Under the Mahatari Vandan Yojana, women are receiving ₹1,000 per month as financial assistance. A total of 18 lakh houses have been sanctioned under the Pradhan Mantri Awas Yojana. The e-governance system has been launched, and strict actions are being taken against corruption. He added that schemes such as the Landless Labourers Assistance Scheme, Tendu Leaf Procurement at ₹5,500 per standard bag, Ramlala Darshan Yojana, and Mukhyamantri Teerth Darshan Yojana are being effectively implemented across the state.

During the program, CM Sai announced the construction of a multi-facility building worth ₹1 crore at Gurudham, ₹29 lakh for Mahatari Sadan, along with the installation of high-mast lights, beautification of the pond, bore-well drilling, and other essential works in the Gurudham premises.

Lok Sabha MP Radheshyam Rathiya extended Diwali greetings to all attendees, saying that there is no greater guiding force than a Guru. “The Guru is the beacon of light who leads us from darkness to knowledge, discipline, and morality,” he said. “The Guru’s inspiration brings true joy, inner peace, and supreme happiness in life. In a landmark moment for Chhattisgarh’s anti-Naxal campaign, 210 Maoist cadres from the Dandakaranya region have surrendered under the state’s comprehensive Poona Margham – Rehabilitation to Rebirth programme. The historic development comes as part of the government’s sustained efforts focused on peace, dialogue, and development across Bastar division.

The surrender marks the dawn of a new era of trust, security, and progress in Bastar. For the long-troubled regions of Abujhmad and North Bastar, this unprecedented mass surrender will be recorded as a decisive turning point in the history of the Naxal eradication drive.

Under the leadership of Chief Minister Vishnu Deo Sai, the state’s multi-dimensional anti-Naxal strategy has laid a solid foundation for lasting peace in the region. Through coordinated efforts by the police, security forces, local administration, social organisations, and vigilant citizens, a culture of violence is being transformed into a culture of dialogue and development.

For the first time in the history of the anti-Naxal movement, such a large number of senior Maoist cadres have laid down arms together. Among the 210 surrendering cadres are one Central Committee member, four Dandakaranya Special Zonal Committee (DKSZC) members, 21 Divisional Committee members, and several other senior Maoist leaders. They surrendered a total of 153 sophisticated weapons, including AK-47s, SLRs, INSAS rifles, and LMGs. This is not merely a surrender of arms, but a symbolic end to an era of fear and bloodshed — a declaration of a new chapter of peace and trust in Bastar.

Prominent Maoist leaders returning to the mainstream include CCM Rupesh alias Satish, DKSZC member Bhaskar alias Rajman Mandavi, Ranita, Raju Salam, Dhannu Vetti alias Santu, and Ratan Elam, among other wanted and rewarded cadres. Each of them expressed faith in the Constitution and resolved to lead a dignified life within the democratic framework.

The ceremony was held at the Jagdalpur Police Lines, where the surrendered cadres were welcomed through the traditional Manjhi-Chalki ritual. They were presented with copies of the Constitution and red roses — symbols of peace, love, and a new beginning.

Director General of Police Arun Dev Gautam, addressing the gathering as the Chief Guest, said “Poona Margham is not just about moving away from Naxalism — it is about giving life a new direction. Those who have returned today will become ambassadors of peace, development, and trust in Bastar.”

He urged the surrendered cadres to channel their energy toward rebuilding society and contributing to the region’s growth.

Also present were ADG (Naxal Operations) Vivekanand Sinha, Commissioner Doman Singh, IG Bastar Range SundarRaj P., Collector Haris S., Superintendents of Police from across Bastar division, senior officers, and representatives from social organisations.

During the programme, the police department briefed the surrendered cadres on various rehabilitation schemes, including financial assistance, housing, and livelihood opportunities. Along with Chhattisgarh, tableaus from Jammu & Kashmir, Gujarat, Maharashtra, Manipur, Uttarakhand, Puducherry, Andaman & Nicobar Islands, NDRF, and NSG have also been chosen.

Chief Minister Vishnu Deo Sai congratulated the Public Relations Department of Chhattisgarh for this proud achievement. He said that the selection reflects national recognition of Chhattisgarh’s cultural diversity, folk traditions, and spirit of unity. The state’s tableau at the parade will vividly portray the idea of “Unity in Diversity,” which defines Chhattisgarh’s heritage and identity.

Minor Forest Produce to Drive Self-Reliance — CM Sai Sets Green Growth Roadmap

Collector–DFO Conference: Need to Increase the Number of Van Dhan Kendras Across the State

Raipur, October 12, 2025 / A joint Collector–DFO Conference was held today at the Mantralaya (Mahanadi Bhavan) under the chairmanship of Chief Minister Vishnu Deo Sai. The meeting witnessed detailed discussions on forest management, welfare of tendu leaf collectors, value addition of minor forest produce, eco-tourism, cultivation of medicinal plants, and diverse livelihood dimensions linked to forests.

Chief Minister Vishnu Deo Sai said that the number of registered tendu leaf collectors in the state has now crossed 1.2 million (12 lakh), which is a testament to the success of collective administrative efforts. “You all deserve appreciation for this remarkable achievement,” he remarked.

The Chief Minister said that the focus must now shift towards maximum value addition of forest produce. He emphasized the need to increase the number of Van Dhan Kendras across the state to create additional income opportunities for forest dwellers and empower them toward self-reliance.

CM Sai further informed that the state’s forest cover has now reached 46 percent, reflecting an impressive growth of nearly two percent. He credited this achievement to initiatives such as the CAMPA scheme and the innovative ‘Ek Ped Maa Ke Naam’ (One Tree in Mother’s Name) campaign. The conference also directed district officers to ensure that tendu leaf collectors receive payments within 7 to 15 days, and that SMS notifications are sent directly to the collectors’ mobile phones to maintain transparency. It was reported that data of around 1.56 million (15.6 lakh) collectors has already been digitized and that all payments are being made through bank transfers. The Chief Minister instructed officials to further accelerate the complete computerization of the tendu leaf procurement process.

The conference also deliberated on the expansion of medicinal plant cultivation through promotional activities and suggested involving field staff from the Agriculture and Horticulture Departments for effective implementation.

A detailed review of tendu leaf collection during the previous season was presented for Bijapur, Sukma, and Narayanpur districts. Officials were instructed to prepare advance action plans for the upcoming season to ensure timely benefits to collectors and avoid any delays.

Support for Startups Based on Minor Forest Produce and Van Dhan Kendras

Chief Minister Vishnu Deo Sai said that minor forest produce (MFP) should be developed as a major source of livelihood in forest-dominated regions. The meeting held extensive discussions on promoting MFP-based startups and strengthening Van Dhan Kendras, aiming to give new direction to the rural economy.

Special emphasis was laid on marketing and branding of Chhattisgarh Herbal and Sanjeevani products. Instructions were issued to expand their sales networks in both rural and urban markets to create a strong market base for local products. The Chief Minister also directed that the process of organic certification for these products be expedited to enhance credibility and access to national and global markets.

Forest Minister Kedar Kashyap said that effective results can be achieved if Collectors and Forest Officers work in close coordination. He added that special efforts are being made to promote eco-tourism in Bastar and Surguja divisions, and that a robust strategy is needed to link eco-tourism with livelihood generation.

Minister Kashyap informed that the state government is now set to procure 75 varieties of minor forest produce, which will give a significant boost to the rural economy. He further highlighted that Chhattisgarh ranks second in the country in lac production, and with a well-planned strategy and targeted execution, the state could soon become the number one producer of lac in India.

New Initiative to Expand Medicinal Plant Cultivation

The meeting also focused on promoting medicinal plant cultivation across the state. Directions were given to design a special plan for the purpose. Detailed discussions were held with the DFOs of Dhamtari, Mungeli, and Gaurela-Pendra-Marwahi (GPM) districts regarding the expansion of medicinal plantations and community participation.

Officials noted that the cultivation of medicinal plants would not only enhance livelihoods but also preserve and promote traditional healing knowledge. The Chief Executive Officer (CEO) of the Medicinal Plants Board gave a detailed presentation on the opportunities available in this sector and its potential to increase household incomes in forest-dependent regions.

The conference concluded with the participation of all Divisional Commissioners, District Collectors, and Divisional Forest Officers (DFOs) from across the state.

Today marks a historic day not only for Bastar but for the entire state of Chhattisgarh and the nation. A total of 210 Maoist cadres, who had lived for years under the shadow of violence and fear, have renounced arms and embraced the Constitution under the “Poona Margem – From Rehabilitation to Rejuvenation” programme. Chief Minister Vishnu Deo Sai, addressing a press conference in Jagdalpur, said this event heralds a new era of peace, trust and development in Chhattisgarh.

CM Sai said that the youth who were once trapped in the false ideology of Maoism have now reposed their faith in the power of democracy, the ideals of the Constitution, and the sensitive policies of the State Government by returning to the social mainstream.

Significantly, among the 210 surrendered Maoists are one Central Committee member, four Dandakaranya Special Zonal Committee members, one Regional Committee member, 22 Divisional Committee members, 61 Area Committee members, and 98 Party members. They collectively carried a reward of ₹9.18 crore.

During the ceremony, the 210 cadres surrendered 153 weapons, including 19 AK-47s, 17 SLRs, 23 INSAS rifles, one INSAS LMG, 36 .303 rifles, four carbines, 11 BGL launchers, 41 shotguns, and one pistol.

Calling the moment one of the most emotional and satisfying in his life, CM Sai said, “The youth who laid down their guns and picked up the Constitution have sown the seeds of peace and unity in the future of Chhattisgarh. Change comes through policy and trust, not through fear and violence.”

He emphasized that the State Government’s initiatives such as the Naxalite Surrender and Rehabilitation Policy 2025, Niyad Nella Nar Yojana, and Poona Margem – From Rehabilitation to Rejuvenation have become the strong foundation of transformation not just in Bastar but across Chhattisgarh. “These policies have replaced guns and gunpowder with dialogue, sensitivity and development,” he said.

Terming the event a result of coordinated efforts, CM Sai said, “This unprecedented surrender is the outcome of joint efforts by the Central and State Governments. The police, security forces, local administration, social organizations and civil society have together achieved a transformation that will be remembered as a milestone in Bastar’s history.”

He further stated that this scene is not just an inspiration for Bastar but for the entire country — “When intentions are pure and policies are people-centric, the end of violence and the beginning of peace become possible.” CM Sai described this collective surrender as the biggest success in the history of Bastar’s anti-Naxal campaign.

Calling it a decisive step toward eradicating the roots of violence, CM Sai said, “In Abujhmad and North Bastar, where once fear ruled, faith now prevails. Those who once hid in the forests are today contributing to building society.”

During the event, the Chief Minister felicitated standard clubs, institutions, and mentors for their special contribution to the promotion of standardization. He lauded the Bureau’s efforts, calling BIS “a key institution fostering a culture of quality across the country.”

Recalling how determining the purity of gold was once a challenge, CM Sai remarked, “Today, every consumer buys jewellery only after checking the BIS Hallmark. This hallmark has become a symbol of trust and authenticity for Indian consumers.”

He informed that BIS currently certifies around 22,000 different products — from packaged drinking water, helmets, and toys to jewellery — under its standard mark system. The Chief Minister stressed the importance of public awareness regarding these marks to encourage the production and use of quality-assured goods.

CM Sai said India, under the leadership of Prime Minister Narendra Modi, is moving towards becoming the world’s third-largest economy, and standards will play a pivotal role in achieving that milestone. He added that due to improved quality and standardization, Made-in-India and Swadeshi products from small towns and villages are now earning recognition in global markets.

The Chief Minister appealed to citizens to spread awareness about quality certification, asserting that “the vision of a developed India can be realized only through the strengthening of consumer rights.” He added, “Quality is the true identity of an Atmanirbhar Bharat.”

Food Minister Dayal Das Baghel, addressing the gathering, said that the objective of World Standards Day is to enhance awareness of standardization among consumers and society while acknowledging the contributions of scientists and technical experts. He emphasized that “India is developing rapidly, and quality improvement is no longer a policy — it has become a national commitment.”

Baghel added that the slogan ‘Jago Grahak Jago’ (Wake up, Consumer!) inspires citizens to stay vigilant and informed. He urged participants to share the insights gained from the workshop within society so that consumer protection becomes even more robust.

S.K. Gupta, Director of the BIS Raipur Branch Office, stated that every BIS standard is dedicated to safeguarding consumer rights. CM inspects various stalls at ‘Manak Mahotsav’

As part of the World Standards Day celebrations, CM Vishnu Deo Sai visited various stalls set up by the Bureau of Indian Standards (BIS) and other institutions. He interacted with representatives, reviewed their initiatives related to standard-setting and quality control, and appreciated their efforts.

Representatives from CIPET Raipur informed the Chief Minister that the institute provides both short-term and long-term skill training to youth and extends quality consultancy and technical advisory services to industries. The Chief Minister praised CIPET’s efforts, describing it as “an exemplary model of industry-academia collaboration.”

At the BIS Raipur stall, officials showcased activities aimed at promoting consumer awareness. They informed the Chief Minister that through the ‘BIS Care’ mobile application, consumers can verify the authenticity of ISI-marked, HUID-tagged, and Hallmarked products.

The app also enables users to lodge complaints related to product quality and report misuse of the ISI mark. CM Sai called it “a major step toward empowering consumers through digital transparency.”

Innovation-based stalls set up by school students became a major attraction at the Manak Mahotsav. CM Sai interacted with the students, lauding their creativity and scientific temperament.

Students from Government Higher Secondary School, Birkoni, developed a blood pressure monitoring device and a soil moisture testing machine. Pupils from Pt. R.D. Tiwari Government English Medium School showcased an “Explorer Robot”, capable of navigating dark and inaccessible spaces — a potential tool for use in mines and industrial facilities.

Meanwhile, students of Government Higher Secondary School, Anda, presented a “Smart Train” model designed especially to assist differently-abled passengers. The conference reviewed the overall law-and-order situation in the state, narcotics control, road safety, cybercrime prevention, and measures to strengthen administrative coordination. Present on the occasion were Home Minister Vijay Sharma, Chief Secretary Vikas Sheel, Additional Chief Secretary Manoj Pingua, Principal Secretary to the Chief Minister Subodh Kumar Singh, DGP Arun Dev Gautam and other senior officials.

Law and Order: CM warns of strict accountability

Chief Minister Sai said that maintaining law and order in districts requires equal coordination between the Collector and Superintendent of Police (SP). He observed that districts where both officers work in synergy show better outcomes. He cautioned that any negligence in maintaining law and order will be treated as administrative indifference, and stern disciplinary action will follow.

The Chief Minister directed officials to adopt a zero-tolerance policy toward public disorder, knife attacks, murders, and other heinous crimes. War on Drugs: Narcotics eradication to remain top priority

Chief Minister Vishnu Deo Sai took a firm stance on tackling drug abuse and illegal narcotics trafficking, calling them “the root of all crimes.” He instructed officers to launch a statewide campaign under NCORD (National Coordination on Drug Control), focusing on border districts and ensuring timely legal action under the NDPS Act.

Innovation must remain at the core of Public Service: Chief Minister Sai

Chief Minister Vishnu Deo Sai said that innovations should be practical, sustainable, and enhance citizen convenience while complementing the government’s flagship schemes. The State Government welcomes innovations, but basic administrative work must not be compromised. He emphasized that “Innovations should not turn into whimsical experiments, but rather become instruments for simplifying citizens’ lives.”

He noted that often innovations introduced in districts lose relevance after administrative transfers, hence the focus should be on continuity and usability. Chief Minister Sai described the Public Service Guarantee Act as one of the most important initiatives of his government. He directed that all services must be delivered within stipulated timelines and of assured quality. “If there is any delay, officers will be held accountable under the provisions of the Act,” he said, adding that the next review meeting will examine how many cases were resolved on time and how many officers faced action.

Praising the initiative “Purge Old Records” launched by the Department of Good Governance and Convergence, the Chief Minister said that heaps of outdated files in offices not only consume unnecessary space but also create a poor public impression. He instructed Collectors to ensure that government offices remain clean, organized, and efficient to strengthen transparency and administrative credibility.

Ensure 100% implementation of the E-Office system

The Chief Minister described the E-Office system as a cornerstone of good governance. He directed all departments to achieve full implementation within the prescribed deadline. Promotion of e-District portal and digital governance

District innovations showcased; Coffee Table Book released

During the event, innovations from Raipur, Narayanpur, Dantewada, Jashpur, and Udanti Wildlife Sanctuary were showcased through presentations. Chief Minister Sai released a Coffee Table Book on district-level innovations and appreciated the efforts of officers who have implemented impactful, result-oriented initiatives at the grassroots level.

The success of the ‘JashPure’ brand, known for its nutritious products, was highlighted during the event. Jashpur hosts India’s first Mahua Centre of Excellence, which has positioned mahua as a superfood and created awareness about its nutritional value. JashPure products are now sold across five states, recording a 300% increase in sales. Chief Minister Sai also praised Narayanpur’s ‘Data Platform’, which effectively tracks Naxal activities, and Dantewada’s blockchain-based digitization of seven lakh land records, ensuring transparency and faster resolution. Raipur, October 12, 2025 /Chief Minister Vishnu Deo Sai chaired the Collectors’ Conference 2025 at the Mahanadi Bhawan on Sunday, where new benchmarks of good governance, transparency and public welfare were set. The meeting began ahead of schedule, sending a clear message of the CM’s discipline and result-oriented style of functioning. Chief Secretary Vikas Sheel, all Departmental Secretaries, Divisional Commissioners, and Collectors were present.

From the outset, the Chief Minister made it clear that the ultimate goal of governance is to ensure that every policy and scheme reaches the people on time and in a transparent manner. “Any slackness at any level will not be accepted,” he warned.

Calling the conference “not just a review meeting but an opportunity to set new standards of public service,” CM Sai cautioned officers that results must be visible on the ground, not just on paper. He reiterated that “the presence of officers among the people and their sensitivity towards citizens will define their identity.”

Chief Minister Shri Sai announced that paddy procurement will begin on November 15, directing that all preparations be completed in time. “If any irregularities are found in the process, the Collector himself will be held responsible,” he stated firmly. “Negligence at any level in procurement will not be tolerated.” He instructed that each procurement centre be closely monitored. CM Sai directed Secretary-In-Incharge of the District to maintain constant supervision in the districts, particularly over sensitive procurement centres, and ensure complete transparency and smooth operations.

To strengthen monitoring, CM Sai said the Integrated Command and Control Centre will now be used for real-time surveillance of procurement activities. He directed strict vigilance in inter-state border districts to prevent illegal inflow of paddy from neighbouring states. Issuing special instructions for Particularly Vulnerable Tribal Groups (PVTGs), Chief Minister Shri Sai said that 100 percent registration of farmers in tribal areas must be ensured through special camps.

Reviewing the PM Kisan Samman Nidhi, the CM said that not even a single eligible farmer should be left out. He emphasised that all eligible farmers must receive the benefit within the stipulated timeframe. CM Sai instructed Divisional Commissioners to closely monitor progress specially in Bastar and Surguja divisions.

During the review of the Energy Department, CM Sai directed that the Pradhan Mantri Suryaghar Muft Bijli Yojana be expanded to cover the maximum number of beneficiaries. He instructed district administrations to ensure that bank finance is easily available in rural areas so that no eligible family is deprived of the scheme’s benefits.

On healthcare, Chief Minister Shri Sai said that “quality healthcare remains the state government’s top priority.” He directed that 100 percent institutional deliveries be ensured in all hospitals and that the actual status of immunisation be verified through field inspections.

He further ordered that Maternal Death Audits be conducted for every case to develop preventive strategies. CM Sai instructed that NRC Centres (Nutrition Rehabilitation Centres) operate regularly and effectively, and that special attention be paid to maternal and child nutrition. He also ordered activation of Wellness Centres to launch extensive awareness drives against Non-Communicable Diseases (NCDs).

Chief Minister Shri Sai placed special emphasis on malaria eradication in Bastar division, directing officials to identify hotspot areas and launch intensive campaigns. “Chhattisgarh must achieve the goal of becoming a malaria-free state at the earliest,” he asserted. CM Sai also instructed that under the Pradhan Mantri Vaya Vandana Yojana, registration and card issuance for all eligible senior citizens be completed on priority.

During the review of the Education Department, Chief Minister Shri Sai said the twin goals of zero dropout rate and 100 percent Gross Enrolment Ratio (GER) must be achieved at any cost. He warned that education outcomes will be strictly monitored. “Teaching materials must not remain locked in cupboards — they should be visible in classrooms,” he said, directing collectors to ensure the actual classroom use of teaching resources through regular inspections.

Appreciating the Bijapur district, CM Shri Sai noted how local youths teaching in the Gondi language have significantly improved student attendance and reduced dropouts. He advised all districts to adopt similar innovations linking education with local language and culture.

Chief Minister Shri Sai instructed that by December 31, Aadhaar-based APAR IDs be created for all students to ensure digital transparency and efficient delivery of benefits such as uniforms, textbooks, and scholarships. “This system will play a decisive role in transparent student benefit distribution,” he said.

CM Sai announced that the state will soon launch a “Chief Minister’s Education Quality Mission” to socially audit schools and introduce a grading system. Raipur, 10 October 2025: Chhattisgarh’s newly formed aspirational district Mohla–Manpur–Ambagarh Chowki has achieved a remarkable milestone at the national level for its outstanding and innovative approach to malnutrition management. The district secured the third position in the Health and Nutrition category under “NITI for States – Use Case Challenge” organized by NITI Aayog, Government of India. The recognition was conferred upon Collector Smt. Tulika Prajapati (IAS) at a prestigious ceremony held at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, where NITI Aayog CEO Shri B.V.R. Subrahmanyam presented the award.

The award recognizes the district’s innovative initiative titled “SAM/MAM in Children”, a community-based model developed for the identification, treatment, and monitoring of Severely and Moderately Malnourished (SAM/MAM) children. Under the “Hamar Swasth Laika” campaign launched in September 2024, the use of enhanced take-home rations (THR) led to a significant improvement in children’s nutritional status. The recovery rate among malnourished children rose from 56% to 78%, marking a major public health success. The initiative also focused on weekly parental meetings to encourage behavior change around nutrition and digital monitoring of children’s weekly progress through the "Samarthya App." Tools such as the Diet Calendar and Parent/Guardian Card were introduced to help families track food diversity and meal frequency. The campaign represents a collaborative effort involving the District Administration, Department of Women and Child Development, Health Department, UNICEF, AIIMS Raipur (State Center of Excellence), and the Abis Group, Rajnandgaon.

Raipur, October 5, 2025/ The Cabinet Committee on Economic Affairs has approved the establishment of a new Kendriya Vidyalaya at Arang in Raipur district. Expressing heartfelt gratitude for this decision, Chief Minister Vishnu Deo Sai thanked Prime Minister Narendra Modi and Union Education Minister Dharmendra Pradhan, stating that this initiative will provide better opportunities for quality education to the children of the state.

Chief Minister Sai said that this is an important step towards the expansion of educational opportunities in Chhattisgarh. “The new school will prove to be a boon for the students of Arang region and will also awaken a new consciousness of education in the surrounding rural areas,” he remarked.

He added that the state government is continuously working to improve the standard of education across all regions of Chhattisgarh, strengthen school infrastructure, and ensure equal learning opportunities for every student. “With the coordinated efforts of the double-engine government at the Centre and the State, a new era of education is beginning in Chhattisgarh,” the Chief Minister affirmed.

Chhattisgarh is rich in natural resources with abundant deposits of iron ore, coal, bauxite, gold, diamond and copper. Recent discoveries have further strengthened the State’s position in critical and rare minerals. CM Vishnu Dev Sai underlined this while addressing the Chhattisgarh Mining Conclave 2025 in Nava Raipur today. In the presence of the Chief Minister, important MoUs were signed between ISM Dhanbad and the Directorate of Geology & Mining, Chhattisgarh, and between Coal India and the Chhattisgarh Mineral Development Corporation. Alongside, NITs were issued for 5 mining blocks and Preferred Bidder orders were granted for 9 mines. CM Sai also launched Mineral Online 2.0, the DMF Portal, and a Reverse Auction Portal for the online auction of sand mines.

CM Sai said judicious use of minerals and balanced industrial growth are essential for the country’s progress. Given Chhattisgarh’s vast potential in mining and new industries, a transparent mining policy, e-auctions and digital monitoring have given the sector a fresh direction.

Chief Minister Shri Sai said the State received ₹1,673 crore as DMF contribution this year, enabling approval of 9,362 development works. In FY 2024-25, the State clocked a record revenue of ₹14,195 crore. He added it is a matter of pride that Chhattisgarh is the first State in India to auction a lithium block. So far, 60 mineral blocks have been auctioned and tenders for five new blocks were issued today. This transparent process will prove to be a milestone for the State’s economic growth.

CM Sai said District Mineral Trust Rules-2025 have been implemented under the Pradhan Mantri Khanij Kshetra Kalyan Yojana (PMKKKY). The DMF Portal 2.0 has strengthened oversight and management, for which the Government of India has also felicitated Chhattisgarh. He said the New Sand Policy-2025 has boosted transparency and over 200 sand quarries will be e-auctioned soon. Modern technologies are being deployed for sustainable mining.

The Chief Minister said an MoU for critical minerals was signed today between the Mining Corporation and Coal India Limited. To promote investment in the clean energy space, MoUs were also signed with IIT Roorkee and ISM Dhanbad. He added that through scientific and sustainable mining, Chhattisgarh is writing a new story of growth and transparency, and the State will play a lead role in realising PM Narendra Modi’s vision of a Viksit Bharat.

Saurabh Singh, Chairman, Chhattisgarh Mineral Development Corporation, said that under CM Sai’s leadership the State Government is carrying out notable and innovative work in the mining sector. Mining has increased both revenue and jobs, and the Government is creating a skilled workforce by imparting technical training to youth. He said production of two new elements has begun from tin sludge, and work is also underway on critical ore recycling and e-waste management. He added the State currently mines 28 types of minerals, with tin, bauxite, coal, limestone and iron ore being prominent.

Chief Secretary Shri Vikas Sheel said the re-launch of the Mining Conclave after nine years is commendable. He stressed that incorporating stakeholder suggestions into policymaking and further strengthening ease of doing business are Government priorities. He said the mining sector will play a crucial role in achieving PM Narendra Modi’s Viksit Bharat 2047 vision and CM Vishnu Dev Sai’s Viksit Chhattisgarh goal.

The Chief Secretary flagged transparency, technology adoption, water conservation, renewable energy, solar energy and e-waste recycling as the needs of the future. Praising the State’s new industrial policy, he said it will generate large-scale employment.

Dayanand, Secretary, Mining Department, while addressing the Conclave, shared detailed information on mineral availability in the State, the transparent auction ecosystem, the use of new technologies in extraction, departmental activities and achievements. At the Conclave, CM Sai unveiled DMF Portal 2.0 to further strengthen utilisation of the mineral trust fund in affected areas, efficient management, transparency, good governance, and effective operation and monitoring. The portal incorporates the PMKKKY guidelines and amendments made in the Chhattisgarh District Mineral Trust Rules, 2015 (amended in 2025).

CM launches Khanij Online Portal 2.0

Upgraded from Mineral Online Portal 1.0, the new 2.0 version—launched by the Chief Minister—is a significant milestone in the State’s mining-management journey. More than a tech upgrade, it signals Chhattisgarh’s unwavering commitment to transparency, accountability and development. Mineral Online 2.0 will position Chhattisgarh’s mining management as a model system nationwide and play a pivotal role in the State’s economic growth in the years ahead.

Reverse Auction Portal for sand mines goes live

To operationalise the ease of doing business vision, the State Government has signed an MoU with MSTC, a Government of India PSU, for transparent and impartial e-auctioning of sand mines. CM Sai launched the Reverse Auction Portal developed by MSTC today. The move will speed up allotments of sand mines, ensure adequate supply for PM Awas beneficiaries, and guarantee uninterrupted availability for public and private infrastructure projects. Additionally, royalty and other taxes/cesses worth crores of rupees will significantly bolster State revenues.

Star Awards for minor mineral mines

On the lines of major minerals, Chhattisgarh has introduced a Star Rating system to encourage scientific mining in minor mineral mines as well. 43 mines that excelled in environmental management, pollution control and safety standards received Star Awards.

CM Sai presented certificates of appreciation to mine operators and congratulated them. Of these, 3 mines received 5-Star, 32 mines received 4-Star, and 8 mines received 3-Star awards.

Also present were Rahul Bhagat, Secretary to the Chief Minister; Harish Duhan, Chief General Manager, SECL Bilaspur; and representatives from the mining and industry fraternity.

State-level Youth Kavi Sammelan held in the sacred land of Lord Ram’s maternal home and Mata Shabri’s devotion

Chhattisgarh’s literary, cultural, and artistic heritage received a vibrant celebration on Saturday night with the organisation of the State-Level Youth Kavi Sammelan. Addressing the gathering, Chief Minister Vishnu Deo Sai said that the soil of Chhattisgarh has always been the land of literature and culture.

Paying homage to the sacred land revered as Lord Ram’s maternal home and the abode of Mata Shabri, the Chief Minister said, “This is the land that has eternally nurtured creativity, art and thought.”

Recalling the rich legacy of literary masters, CM Sai said that Mahakavi Kalidas composed his immortal work Meghaduta on this very land, while Gajanan Madhav Muktibodh and Padumlal Punnalal Bakshi drew their inspiration from the same soil. He also paid tribute to Raja Chakradhar Singh, the legendary music maestro from his former parliamentary constituency, Raigarh, who enriched Indian classical traditions with his genius.

The Chief Minister lauded the Chhattisgarh State Youth Commission and the Department of Sports and Youth Welfare for organising the event, calling it an innovative platform that nurtures young writers, poets, and artists by giving their creativity a stage. He added that the state government is continuously creating opportunities for young talent to grow and express themselves.

Congratulating the three winners selected from divisional-level competitions, CM Sai said, “Through this platform, young poets will receive guidance from renowned poets of the country — a learning experience that will inspire their creative journey and help shape their literary future.”

Addressing the gathering, Deputy Chief Minister and Minister for Sports and Youth Welfare Arun Sao said that the conference was not merely a competition but an opportunity for young poets to learn, create and evolve.

“Chhattisgarh’s art and culture have been vibrant since ancient times — here, songs accompany every phase of life, from birth to death,” he remarked. Giving a vivid example, Sao said that during the sowing season, the air resonates with the melodious strains of Dadariya folk songs. “This land has a rich tradition of musical instruments, songs, dances, and folk arts. It is the land of saints, sages, and poets — a land that has always guided humanity towards harmony and inspiration,” he added.

The Deputy Chief Minister wished all the young poets a bright future and called upon them to use their words and creations to bring about positive social change.

Renowned poets captivate the audience

Kavi Sammelan witnessed enthralling performances by eminent poets Shashikant Yadav, Dinesh Bawra, Nilotpal Mrinal, Kavita Tiwari, and Manu Vaishali, whose powerful and emotional recitations mesmerised the audience. The auditorium echoed with rounds of applause as listeners responded enthusiastically to each rendition.

In the State-Level Youth Poetry Competition, Nidhi Tiwari from Bilaspur district secured the first position, Meera Mridu won second place, and Alisha Sheikh from Korea district stood third. Chief Minister Vishnu Deo Sai personally felicitated all the winners and extended his best wishes for their bright and successful future.

The event was attended by Higher Education Minister TankRam Verma, Women and Child Development Minister Laxmi Rajwade, Skill Development Minister Guru Khushwant Saheb, Tourism and Culture Minister Rajesh Agrawal, MLA Motilal Sahu, and Chairman of the Chhattisgarh State Youth Commission Vishw Vijay Singh Tomar, along with chairpersons of various boards and commissions, public representatives, writers, poets, and a large gathering of enthusiastic art and literature lovers.
