Raipur, October 4, 2025/ Chhattisgarh today registered a historic milestone in the field of infrastructure. The National Highways Authority of India (NHAI) has completed construction of the state’s first national highway tunnel (left-hand side) in just 12 months. This breakthrough is not only significant from an engineering perspective but will also chart a new direction for people’s lives and the state’s economic growth.

The 2.79-kilometre-long tunnel is part of the Raipur–Visakhapatnam Economic Corridor (NH-130CD), being executed by the Abhanpur Project Implementation Unit of the National Highways Authority of India. Once this twin-tube tunnel is fully ready, travel time between Raipur and Visakhapatnam will be reduced substantially, trade and industry will receive a major boost, and connectivity between Chhattisgarh, Odisha and Andhra Pradesh will be further strengthened.

Expressing his delight over the achievement, Chief Minister Shri Vishnu Deo Sai said that the tunnel marks a historic step towards building a prosperous and empowered Chhattisgarh. He underlined that the development of road and transport infrastructure is the backbone of the state’s progress. The tunnel will also open new opportunities for tourism and socio-economic integration in Chhattisgarh, the Chief Minister added.

He extended his gratitude to Union Minister of Road Transport and Highways Shri Nitin Gadkari and the team of the National Highways Authority of India for this remarkable accomplishment, and said that in line with Prime Minister Shri Narendra Modi’s vision of a Viksit Bharat, the project will pave the path of growth for generations to come.

Calls for collective support to free Bastar from Naxalism

Raipur, October 4, 2025/ Union Home Minister Amit Shah and Chief Minister Vishnu Deo Sai on Saturday attended the Muria Darbar organised at Sirhasar Bhavan in Jagdalpur as part of the Bastar Dussehra celebrations. After lighting a ceremonial lamp before the image of Maa Danteshwari, the presiding deity of Bastar, Amit Shah engaged in direct dialogue with the traditional Manjhi-Chalaki representatives, urging them to support the effort to eradicate Maoism from the region. He appealed to them to persuade youth who have taken up arms under the influence of Maoism to return to the mainstream and benefit from government schemes.

Union Home Minister Shri Amit Shah said that Prime Minister Narendra Modi is determined to ensure the development of Bastar and the elimination of Naxalism. Interacting with the Manjhi-Chalaki, Shah asserted that Bastar would be freed from Naxalism by March 2026. He said, “We want Bastar’s youth to become doctors, engineers, deputy collectors and collectors, serving all of Chhattisgarh. It is our collective responsibility to prevent youngsters from joining Naxalism, and those who have joined should surrender and return to the mainstream.” He added that wherever Naxalism has been eliminated, the Chhattisgarh government has swiftly initiated development works and ensured the delivery of welfare schemes to the people.

Chief Minister Vishnu Deo Sai, addressing the Manjhi-Chalaki at the Muria Darbar, said that the government is committed to making the Bastar Dussehra festival even more grand. He announced that the financial assistance given for Bastar Dussehra would be doubled from ₹25 lakh to ₹50 lakh. He further assured that traditional festival sites such as Jia Dera and Madia Sarai would be developed and strengthened.

Raipur, October 4, 2025/ The end of Naxalism in Bastar is near, and soon peace will be established in the region, paving the way for new milestones of development, Union Home Minister Amit Shah said on Saturday. He launched the Chief Minister Rural Bus Scheme from Jagdalpur and flagged off passenger buses along with Chief Minister Vishnu Deo Sai. Both leaders extended their best wishes to the people for this landmark initiative.

Union Home Minister Shah said that the double-engine government is committed to Chhattisgarh’s development. The elimination of Left-Wing Extremism will connect the state’s remote areas to the mainstream of growth. The newly launched bus services, he added, will infuse fresh energy into people’s lives. With this initiative, residents of 250 villages will now have easier access to nearby government offices, schools and hospitals.

Chief Minister Vishnu Deo Sai congratulated the people and said that his government is working rapidly to enhance public amenities. The Chief Minister Rural Bus Scheme aims to provide passenger bus services in villages that were previously deprived of such connectivity. With this, people will be able to travel to their destinations on time at a lower cost, while also finding greater convenience in their daily work, government tasks and other activities.

Launched with the objective of strengthening transport facilities in rural and remote areas, the ambitious Chief Minister Rural Bus Scheme seeks to provide bus services to villages that have so far been untouched by public transport. The scheme will ensure safe, timely and affordable travel, significantly improving the standard of living in rural areas.

Focus on Bastar and Surguja in the first phase

In its first phase, the scheme prioritises Bastar and Surguja divisions. Passenger services will begin on 34 routes with 34 buses, connecting 250 new villages across 11 districts. For villages with limited road connectivity, where people often walked long distances to reach district headquarters or other key centres, this initiative will prove to be a boon.

Connectivity from Gram Panchayat to District Headquarters

The primary objective of the scheme is to ensure seamless bus connectivity from Gram Panchayats to district headquarters. This will provide villagers easier access to healthcare, education, employment and markets. The buses under this scheme will assure safe and punctual travel, saving both time and resources for rural citizens. To guarantee the long-term success of the scheme, the government has also made provisions for viability gap funding to bus operators, ensuring their financial stability and sustained service delivery in these remote areas. This step will not only strengthen transportation but also generate local employment opportunities.

Historic milestone: 250 villages connected for the first time

Under this scheme, nearly 250 villages are being connected to bus services for the first time. This is a historic achievement for rural Chhattisgarh, one that will accelerate social and economic development. Villagers will no longer need to walk long distances or rely solely on private transport for essential needs.

The scheme is not just about financial assistance but a historic step towards boosting women’s confidence and self-reliance.

Union Home Minister Amit Shah, while addressing the gathering at Bastar Dussehra and Muria Darbar in Jagdalpur on the sacred land of Maa Danteshwari, transferred ₹606.94 crore as the 20th installment of the Mahatari Vandan Yojana directly into the bank accounts of 64,94,768 beneficiary women of the state.

The scheme aims to provide a monthly financial assistance of ₹1,000 to all married women above 21 years of age, helping them move towards self-reliance. Till now, through 19 installments, a total of ₹12,376.19 crore had been distributed to beneficiary women. With the release of the 20th installment today, this figure has now crossed ₹12,983.13 crore.

Prior to his address, Shri Shah visited and offered prayers at the renowned Danteshwari Temple. The Bastar Dussehra Festival was attended by several dignitaries, including Chhattisgarh Chief Minister Shri Vishnu Deo Sai and Deputy Chief Minister Dr. Vijay Sharma.

In his address, Union Home Minister and Minister of Cooperation Shri Amit Shah said that the 75-day-long Bastar Dussehra, the largest and most unique festival in the world, is not only a cultural event for the tribal community, Bastar, Chhattisgarh, or India but also for the entire world. Shri Shah mentioned that during his prayers at the Danteshwari Temple, he sought blessings for the security forces to gain the strength to make the Bastar region free from Naxalite violence by March 31, 2026. He debunked the misconception propagated by some in Delhi that Naxalism arose from a struggle for development, asserting that Naxalism itself is the primary reason for Bastar’s deprivation from progress. He highlighted that while every village in the country now has access to electricity, drinking water, roads, toilets, health insurance up to ₹5 lakh, and free grain distribution, with rice procurement at ₹3,100 per quintal, Bastar has lagged behind in this race for progress.

The Home Minister assured, on behalf of Prime Minister Shri Narendra Modi, that after March 31, 2026, Naxalites will no longer be able to hinder Bastar's development or the rights of its people. Shri Shah said that the youth from Bastar who have misled into Naxalism belong to local villages. He appealed to the people of Bastar to convince these misguided youth to lay down their arms and join the mainstream to contribute to the region’s development.

Union Home Minister praised the Chhattisgarh government for formulating the country’s most effective surrender policy, noting that over 500 individuals have surrendered in the past month alone. He urged Naxalites to surrender and announced that every village which will be completely free of Naxalism would receive ₹1 crore from the Chhattisgarh government for development. Shri Shah emphasized that Naxalism has brought no benefits and has significantly reduced as a menace.

Shri Shah stated that both the Central and Chhattisgarh governments are fully committed to the development of Bastar and other Naxal-affected areas, with attractive policies in place. Over the past 10 years, Prime Minister Modi has provided approximately ₹4.40 lakh crore for Chhattisgarh’s development. The state is progressing at an unprecedented pace, with industries being established, educational institutions being built, healthcare facilities expanding, and small-scale industries being promoted.

Union Home Minister reiterated the appeal for Naxalites to surrender under the attractive surrender policy. However, he also warned that any attempt to disturb Bastar’s peace through violence would be met with a strong response from the armed forces, CRPF, and Chhattisgarh Police. He firmly stated that March 31, 2026, is the set date by which Naxalism will be completely eradicated from the country.

Union Home Minister Shri Amit Shah said that this year, tribals from across the country will participate in the Bastar Olympics. He stated that Bastar’s Pandum festival, cuisine, attire, art, and musical instruments have become a center of attraction not only in Bastar but worldwide. He emphasized that Prime Minister Shri Narendra Modi’s resolve is to preserve our culture, language, food, clothing, and musical instruments for centuries, not just for India but for the entire world. The Chhattisgarh government and the Government of India are fully committed to fulfilling this resolve.

Shri Amit Shah highlighted that the Muria Darbar, with its active participation, judicial system, preservation of tribal culture, and tradition of public dialogue since 1874, is no less than a global heritage. He said that the Muria Darbar is a source of inspiration and knowledge for the entire country.

Referring to the Swadeshi Mela organized by the Swadeshi Jagran Manch, Union Home Minister said that Prime Minister Shri Narendra Modi has long emphasized the importance of Swadeshi (indigenous products). The Swadeshi Jagran Manch has been promoting Swadeshi as a mass movement for many years. Now, PM Modi has called upon every household to pledge to use only Indian-made products. He urged every trader to ensure that their shops or shopping malls do not stock foreign goods. Shri Shah stated that if India’s 140 crore population embraces the Swadeshi pledge, no one can stop India from becoming the world’s top economic power.

Union Home Minister added that Prime Minister Modi has recently provided significant relief to mothers and sisters across the country, including Chhattisgarh, by granting substantial GST exemptions on 395 items. Almost all food and beverage items have been made tax-free, and daily-use items are taxed at only five percent. He said that such extensive tax reductions have never been seen before in the country. By adopting Swadeshi values, the nation’s economy will gain unprecedented momentum. Shri Shah mentioned that over 300 Swadeshi companies are participating in the Bastar Dussehra Festival. He added that the Swadeshi Walkathon has become an effective medium to give a new identity to the Swadeshi spirit, and Swadeshi fairs organized nationwide are further accelerating this movement.

Shri Amit Shah said that the 75-day Bastar Dussehra is a matter of pride, identity, and honor for all. He said that the chariot procession, which began in the 14th century, sparked cultural awakening in the region. Shri Shah mentioned that Bastar Dussehra and Muria Darbar work to unite tribal communities and bind the entire Bastar region together.

Union Home Minister said that the Modi government has launched several schemes to honor tribals. For the first time, Prime Minister Modi elevated a daughter of the tribal community, Smt. Draupadi Murmu, to the highest office of the country as President, a matter of great pride. He said that when Her Excellency Draupadi Murmu meets world leaders, it fills not only the tribal community but all Indians with pride. The elevation of a daughter from a poor family in Odisha to the highest democratic office is a matter of pride for all. Shri Shah added that PM Modi decided to celebrate the 150th birth anniversary of Lord Birsa Munda as Tribal Pride Year, establishing his birth anniversary as Tribal Pride Day. Prime Minister Modi has also approved over 15,000 PM Awas houses for those who surrendered after leaving Naxalism and for the families of those killed in Naxal violence in the seven districts of Bastar division.

Shri Amit Shah mentioned that Shri Pundi Ram Mandavi and Shri Hemchand Manjhi from Narayanpur district, and Shri Ajay Kumar Mandavi from Kanker, have been honored with Padma Awards. On the occasion of the Bastar Dussehra Festival, the 20th installment of the ‘Mahtari Vandan Yojana’ was distributed, providing ₹607 crore to 70 lakh mothers in Chhattisgarh. The 20th installment of the scheme will directly benefit 64,94,768 women beneficiaries across the state.

It is noteworthy that the Government of Chhattisgarh launched the Mahatari Vandan Yojana on March 1, 2024, with the objective of making the women of the state economically empowered and self-reliant. The ambitious scheme provides a monthly financial assistance of ₹1,000 to all married women above 21 years of age, enabling them not only to meet their household needs but also to live with dignity and self-reliance in society.

So far, under the scheme, through 19 installments, a total of ₹12,376 crore 19 lakh has already been deposited directly into the bank accounts of women. This process is not only a model of financial transparency but also a revolutionary step towards women’s self-reliance.

Raipur, October 3, 2025: The ambitious initiative of the Union Ministry of Health and Family Welfare, “Swasth Nari, Sashakt Parivar” (Healthy Women, Empowered Families), has set new benchmarks in Chhattisgarh. In the past fortnight alone, over 31,000 health camps were organized across the state, benefitting nearly 22 lakh people with screening and treatment services. Significantly, the majority of participants were women, underscoring a growing awareness of health in rural areas. This participation reaffirms the campaign’s core belief that when women are healthy, the entire family and society are strengthened.

In these camps, women’s health, nutrition, and anaemia checks were given top priority. Over 5 lakh anaemia tests were conducted, reflecting the government’s resolve to address this long-standing issue among women. Pregnant women underwent ANC check-ups, children were vaccinated, and screenings were held for hypertension, diabetes, TB, cancer, and sickle cell disease. As a result, 1.91 lakh pregnant women were screened, 2.72 lakh underwent sickle cell tests, 3.72 lakh were tested for TB, and more than 67,000 children were vaccinated.

Alongside screenings, women health workers and experts offered counselling on balanced diets, the importance of iron and folic acid, hygiene, and lifestyle improvements. The campaign went beyond treatment to focus on early detection and prevention. Nearly 13 lakh people were sensitized on various health issues, proving that the campaign is not just about curing diseases but about reshaping attitudes towards health across society.

The campaign’s uniqueness was also evident in its integration with the Navratri festival. In districts across the state, women took pledges of “Healthy Women–Secure Families” at Mata pandals and Garba venues. Health teams spread awareness about hygiene, balanced nutrition, regular check-ups, and menstrual hygiene, turning the religious festival into an occasion of public health awareness.

Senior citizens were also included in this effort. A total of 36,186 beneficiaries were distributed Ayushman Vay Vandana cards and PM-JAY cards, giving them free access to advanced healthcare services. The campaign in Chhattisgarh has thus emerged as not just an expansion of healthcare services, but as a model of social empowerment. Reaching villages and remote areas, it demonstrates that when policies are implemented at the grassroots, change is reflected not only in numbers but in lives at every level.

Commitment towards TB elimination

The Government of India has set the goal of a TB-free India by 2025 and continues to take decisive steps in this direction. Chhattisgarh is contributing with full commitment. During the Swasth Nari, Sashakt Parivar campaign alone, 3,72,985 people were screened for TB, and treatment was initiated immediately where symptoms were detected. To support TB patients with nutrition and care, more than 7,000 Nikshay Mitras have been registered, providing both dietary support and psychological encouragement.

Raipur, October 3, 2025: Chief Minister Vishnu Deo Sai today attended the Guru Darshan and Sant Samagam Mela held at Bhandarpuri Dham in Arang tehsil of Raipur district as the chief guest. On the occasion, he performed bhoomipujan of 16 development works worth more than ₹162 crore, which include new road construction, widening, and strengthening works.

Chief Minister Shri Sai also announced the construction of a dome at the fairground, installation of streetlights on the Telasi–Bhandarpuri road, and the upgradation of Kutesar Primary School into a Middle School. He further declared that if five youths from the community wish to become pilots, the government would bear the entire cost of their training and ensure that they are made pilots.

CM Sai first paid obeisance at the Guru Gaddi and sought blessings for the prosperity of the people of the state. In his address, he said that by walking on the ideals of Guru Ghasi Das Baba, a developed Chhattisgarh can be built. “His teachings are rooted in humanity and equality. Guru Baba gave the message of unity to society, and as a result, the Satnami community today is moving forward on the path of progress and harmony,” he said.

Chief Minister Shri Sai recalled that it was his good fortune to have attended the mela last year as well in the capacity of CM. “But there is a big difference between last year and this year. Last year, when I came here, Guru Shri Khushwant Saheb from your community was an MLA. Today, he has become a Minister. He has been entrusted with the important responsibility of the development of Scheduled Castes and providing skill training and employment to the youth. We have immense expectations from the pride of your community,” he remarked.

Sai further said that development is taking place at a rapid pace across all regions of the state. “The promises made by our esteemed Prime Minister Shri Narendra Modi to three crore people of Chhattisgarh are being fulfilled as ‘Modi ki Guarantee’. More than 9,000 government recruitments have been completed so far, and recently, the process has begun for recruitment to 5,000 posts in the Education Department,” he said.

Highlighting governance reforms, he stated that to ensure transparency in every government work, the Department of Good Governance and Convergence has been constituted, making Chhattisgarh the first state in the country to do so. “Our government is committed to corruption-free governance. No matter how powerful the individual, if found corrupt, they will not be spared,” he warned.

Chief Minister Shri Sai also said that during the tenure of Dr. Raman Singh, an authority was constituted for the development of the Scheduled Caste community. The present government has increased its budget from ₹50 crore to ₹75 crore.

Religious and political leaders laud CM’s efforts

Religious leader Guru Shri Baldas Saheb said the mela is a symbol of social harmony and unity. He expressed gratitude to CM Sai for elevating Guru Khushwant Saheb as a Cabinet Minister and said that not just the Satnami community but the entire state is today moving forward on the path of development.

Assembly Speaker Dr. Raman Singh said that the tallest Jaitkham in the country, even higher than the Qutub Minar, is located at Giroudhpuri in Chhattisgarh. “This is not the achievement of an individual but the result of the inspiration of Guru Baba Ghasi Das,” he said. He added that CM Vishnu Deo Sai’s resolve for the upliftment of the poor and the advancement of the state is being realized. “Schemes are being designed in the interest of farmers, women, youth, and workers,” he noted.

Deputy Chief Minister Arun Sao said that today’s bhoomipujan of 16 development works worth more than ₹162 crore marks a historic step for the development of Arang constituency. He added that Chhattisgarh has been the birthplace of many saints and sages. “Under the leadership of CM Sai, the government is moving forward with the pledge of ‘We built it, we will nurture it’. More than 700 tenders have been issued for the development of roads across the state, and after the rains, the roads of Chhattisgarh will appear in a new form,” he said.

Cabinet Minister Guru Khushwant Saheb said that the mela is held every year in memory of Guru Ghasi Das Baba’s son, Guru Shri Balakdas Saheb, accepting the Guru Gaddi. “It symbolizes the ideals of Satnam Dharma. On this very day, Guru Shri Balakdas Ji accepted the spiritual seat and made Bhandarpuri his land of service,” he said.

Raipur, October 3, 2025: Women today are scripting new dimensions of success in every sphere of life. With technology bringing the world’s products to one’s fingertips, digital platforms have now made it possible to reach global markets. It is with this objective that Bihan Didis are being trained in digital skills to ensure that Chhattisgarh’s products reach national and international markets. This was stated by Chief Minister Vishnu Deo Sai while addressing a training programme for Bihan Didis organized at the Shaheed Smarak Bhavan in Raipur by the Panchayat and Rural Development Department in collaboration with Policy Watch.

Chief Minister Shri Sai said that the festival of Navratri is a symbol of respect and worship of women power in Indian culture. “Where women are respected, there the gods reside,” he remarked. He further said that the women of the state are creating history today. “The success of Bihan sisters fills us with pride. Chhattisgarh’s Didis are emerging as brand ambassadors of self-reliance. The Lakhpati Didis are giving wings to their dreams, and by making them digitally empowered, we are connecting their products to global markets.”

Highlighting the government’s commitment, CM Sai said that determination and collective efforts lead to success. The Centre and the State are working together to make women self-reliant. “By 2027, the target is to make 3 crore women across the country and 8 lakh women in Chhattisgarh self-reliant,” he said. Referring to Jashpur, he noted how mahua-based products have gained national recognition under the ‘Jashpure’ brand. During the Covid period, women had showcased innovation by preparing sanitizers from mahua.

Chief Minister Shri Sai said that schemes like Mahatari Vandan Yojana are helping strengthen women financially. “The path of self-reliance is only possible through resolve and persistent effort. The innovations and hard work of self-help groups are giving a new direction to the economy of Chhattisgarh. The government is committed to providing every possible support to empower women further.”

Women share inspiring journeys of becoming ‘Lakhpati Didis’

On the occasion, Chief Minister Shri Sai listened to the motivating stories of women who became Lakhpati Didis.

Smt. Poonam Gupta from Tarkeshwarpur in Balrampur shared how her life changed after joining the Saraswati Mahila Self-Help Group. With administrative support, she opened a grocery shop, installed a flour mill, and now, after purchasing a pickup and a tractor, she has expanded her business.

Smt. Hemin Sahu from Gariaband recalled how she once struggled even to buy vegetables. After taking a loan from Bihan, she started an achar-papad business which has now expanded into a shop at Rajim. She earns nearly ₹4,000 daily and recently achieved sales of ₹2.31 lakh at the Saras Mela in Delhi.

Smt. Geeta Vaishnav said emotionally that earlier she had to stretch her hand even for ₹10. But after joining the Maa Vaibhav Lakshmi Self-Help Group through Bihan, she started an achar-papad venture. Today, she is working towards fulfilling her dream of making her son a software engineer with her earnings.

Smt. Geeta Verma from Raipur shared that after joining the Vaibhav Self-Help Group, she started a turmeric and spice business and is now earning ₹15,000–20,000 per month. She said that Prime Minister Modi’s resolve of making women Lakhpati Didis has transformed her life along with that of lakhs of other women.

Chief Minister inspects Bihan Didis’ stalls

Chief Minister Vishnu Deo Sai also visited stalls set up by Bihan Didis in the Shaheed Smarak Bhavan premises, organized by Policy Watch India Foundation. He interacted with women from various self-help groups and learned about their products and livelihood activities.

During the visit, he purchased ghee made from A2 milk of Sahiwal and Gir cows from women of Bharat Mata Sankul, Dongargaon. Smt. Dineshwari Sahu shared that their group owns 25–30 cows, and women are earning a good income through dairy products.

Smt. Khileshwari Madhukar from Jalagram Sangathan, Serikhedi, informed the CM that their group of women are becoming self-reliant by making phenyl, incense sticks, candles, cookies, and glycerine soap.

Similarly, Smt. Laxmi Gandharva of Jai Maa Bhavani Self-Help Group, Mundgaon (Dongargarh), presented the Chief Minister with an agarwood plant and explained that oil extracted from agarwood fetches lakhs of rupees. It is widely used in incense sticks, perfumes, and essential oils.

Bihan Didis step towards national identity

Significantly, a special workshop has been organized for Bihan Didis under the joint aegis of the Panchayat and Rural Development Department and Policy Watch. Under this, self-help group women will be able to sell their products on national and international platforms. They are also being trained in branding, costing, and packaging of products.

The event was graced by Panchayat and Rural Development Department Principal Secretary Smt. Niharika Barik Singh and Flipkart’s Chief Corporate Officer Shri Rajnish Kumar, along with several other dignitaries.

Raipur, October 2, 2025: Chhattisgarh Chief Minister Vishnu Deo Sai has expressed heartfelt gratitude to Prime Minister Narendra Modi and Union Finance Minister Nirmala Sitharaman for approving ₹3,462 crore to the state under tax devolution.

Chief Minister Shri Sai said that on the auspicious occasion of Navratri and Dussehra, this allocation by the Central Government is indeed a precious gift for the people of Chhattisgarh. He added that the amount would further strengthen the state’s financial resources, accelerate development projects, and infuse new energy into welfare schemes.

Reiterating his government’s commitment, CM Sai said that the double-engine government of the Centre and the State is consistently working to take Chhattisgarh to new heights of progress and prosperity. He expressed confidence that this support would make the lives of the people of the state happier and more secure.

It is noteworthy that keeping in view the upcoming festive season and to enable states to accelerate capital expenditure and finance their development/welfare-related expenditure, the Government of India on October 1, 2025, released an additional tax devolution of ₹1,01,603 crore to state governments. This is over and above the regular monthly devolution that is scheduled to be released on October 10, 2025.

Chief Minister Shri Vishnu Deo Sai today chaired a marathon meeting with departmental secretaries and heads at the Mahanadi Bhavan Secretariat. On the auspicious occasion of Mahanavami, he motivated officials to work with coordination and team spirit to build a progressive Chhattisgarh.

In the high-level review, Chief Minister Shri Sai directed officers to accelerate capital expenditure, ensure transparency in government functioning, resolve public grievances promptly, and complete construction projects on time with strict adherence to quality. He appreciated officers delivering strong performance and advised all officials to conduct self-evaluation and work on improvement.

CM Sai noted that the e-Office system has enhanced transparency in governance, fulfilling the pledge of good governance. Expressing satisfaction, he said that almost all departments have adopted the system and instructed the remaining ones to mandatorily implement it by December 2025. He also laid special emphasis on improving and maintaining roads for smooth transportation. Further, he issued clear instructions for strict action against any irregularities in procurement through the Government e-Marketplace (GeM) portal.

Highlighting the importance of capital expenditure, Shri Sai said it strengthens the state’s infrastructure and lays the foundation for long-term development. He instructed departments with lower expenditure to speed up their works. He reiterated that the state’s Silver Jubilee Year is being celebrated as the “Atal Nirman Varsh”, with the current budget providing 18 percent higher allocation compared to last year. He directed officers to ensure that administrative approvals for budgeted works are granted in time, tenders for sanctioned projects are issued promptly, and works commence without delay.

“Capital expenditure projects are directly linked to public welfare and must be completed on time,” he stressed. Departments with lower spending compared to last year must identify the reasons and rectify them immediately. With the monsoon drawing to a close, the CM instructed that the coming two months be fully utilized to complete all paperwork related to construction projects.

Officers must patiently listen to public grievances

Addressing the secretaries, CM Sai emphasized that they must listen to people’s problems with patience and ensure effective redressal. He said continuous monitoring and regular field visits accelerate development. He directed that as in-charge secretaries, they must visit their respective districts at least once every two months and conduct detailed reviews of scheme implementation.

Biometric attendance to tighten functioning in the Secretariat

To bring greater discipline in government functioning, CM Sai directed that biometric attendance will be enforced from December 1 in the Secretariat. He said officers must arrive at office on time and inspire their subordinates to do the same.

Chief Secretary Shri Vikas Sheel informed the CM that the biometric attendance system will be applicable from December 1 for all officers from Deputy Secretary level upwards.

Raipur, October 01, 2025/ Chief Minister Vishnu Deo Sai said that senior citizens are our guides and carriers of invaluable culture. Taking care of the elderly is a shared responsibility of both government and society. The Central and State governments are continuously strengthening schemes dedicated to pension, healthcare, social security, and dignified living for senior citizens. 

Chief Minister Shri Sai was addressing the state-level celebration of International Day of Older Persons as the Chief Guest at Krishi Mandapam, Indira Gandhi Agricultural University campus, Raipur.

At the programme, the Chief Minister felicitated senior citizens by presenting them with shawls and shreephal. On this occasion, he announced the establishment of ‘Siyan Gudi’ in the state for the special care of the elderly, modern old-age homes on a PPP model in four major cities—Raipur, Bilaspur, Korba, and Durg, and a dedicated service centre in Raipur for repairing assistive devices of persons with disabilities. CM Shri Sai also flagged off 25 de-addiction awareness vans under the Nasha Mukt Bharat Abhiyan. The event also featured Chhattisgarhi folk music and dance performances, along with a health check-up camp.

Chief Minister Sai said that the observance of the Day of Older Persons is an opportunity to remind us of our responsibilities. “My Guru has taught me that serving one’s parents is worshipping God. I have always followed the values and ideals of my Guru,” he remarked. He added that we should never forget the truth that the stage of life in which today’s elderly are, will be the stage we all reach tomorrow. CM Sai and the guests appealed to the public to respect elders and ensure they benefit from government schemes, so that their lives may become safer, more dignified, and happier.

Chief Minister Shri Sai informed that more than 14 lakh senior citizens are currently availing benefits under pension schemes in the state. Under Ayushman Bharat and Shaheed Veer Narayan Singh Health Assistance Scheme, over 8 lakh senior citizens have received free medical facilities so far. More than 50,000 elderly persons have benefitted from the Mukhyamantri Teerth Yatra Yojana and Shri Ramlala Darshan Yojana. Social Welfare Minister Mrs. Laxmi Rajwade stated that 35 old-age homes in the state are currently caring for 1,049 senior citizens, and six districts are running palliative care homes. Through the departmental helpline, more than 54,000 senior citizens’ issues have been resolved.

Paryatan Sathi Initiative: MoU Signed Between Raipur District Administration and Ease My Trip

During the programme, an MoU was signed between Ease My Trip and the Raipur District Administration under the Paryatan Sathi initiative. Chief Minister Shri Sai congratulated the district administration team for this special initiative and said that it would create new employment opportunities for youth and boost tourism. Under the Paryatan Sathi initiative, youth will be trained as tour guides at ITI Saddu. Each batch will comprise 50 trainees, and the training programme will be completed within three months.

On the occasion, he said that ‘Mann Ki Baat’ has become a powerful medium to connect millions of citizens, inspire them, and bring forth innovation and good practices.

CM Sai paid homage to revolutionary martyr Bhagat Singh and legendary singer Lata Mangeshkar on their birth anniversaries, recalling their invaluable contributions. Extending greetings to people of the state on the auspicious festival of Navratri, he said that the occasion of Shakti worship reinforces the nation’s collective spirit.

Chief Minister Shri Sai noted that during the programme, the Prime Minister mentioned the extraordinary feat of two courageous women officers — Lieutenant Commander Dilna and Lieutenant Commander Roopa — who successfully completed the ‘Navika Sagar Parikrama.’ The duo sailed 47,500 km over 238 days, hoisting the tricolour at the world’s most remote location, ‘Nemo Point,’ and brought immense pride to the nation.

Speaking about ongoing reforms, CM Sai said that the country is celebrating the ‘GST Savings Festival.’ Under the leadership of the Prime Minister, GST rate cuts have provided major relief to citizens — from daily essentials to vehicles, farm equipment and machinery. He added that the PM has been consistently calling for building an Atmanirbhar Bharat, where promoting swadeshi products is a key step.

“When we buy swadeshi products, we are not just purchasing items — we are honouring a family’s hope, a craftsman’s hard work and an entrepreneur’s dream,” the CM said. He further noted that khadi has gained remarkable popularity in recent years, urging everyone to adopt khadi clothing and products in daily life.
