Major changes for Drawing and Disbursing Officers; e-bills banned for delay in GST return filing

Jagdalpur. The Finance Department has issued a very important directive for all Drawing and Disbursing Officers (DDOs) who disburse salaries and other payments from the government treasury. The process of preparing e-bills by DDOs has now been directly linked to the timely filing of their GST TDS returns (GSTR-7).
According to senior treasury officer Anil Kumar Pathak, it will now be mandatory for DDOs to file their GSTR-7 returns for the previous month by the 10th of each month. DDOs who fail to strictly adhere to this deadline could face significant financial difficulties. The Finance Department has clarified that if a DDO fails to file their GST returns by the due date, i.e., the 10th of the following month, they will not be permitted to prepare bills for items subject to GST. This simply means that in the event of non-filing of returns on time, the financial functions of the concerned departments, especially where GST is applicable, will come to a complete halt, causing serious disruption in government payments and financial management. This step has been taken with the objective of ensuring GST TDS deducted by government departments and bringing in greater transparency and discipline in the government finance system.
