State Planning Commission Releases District Progress Report 2024
Raipur, September 9, 2025/ Chief Minister Vishnu Deo Sai today unveiled the “Sustainable Development Goals (SDG) State and District Progress Report 2024” prepared by the Chhattisgarh State Planning Commission during a Cabinet meeting at Mantralaya, Nava Raipur. All members of the Council of Ministers were present on the occasion.
The report, based on data from 2023–24, evaluates the state and district-level progress towards achieving the Sustainable Development Goals. It notes that Chhattisgarh’s composite score has improved from 69 in 2023 to 70 in 2024—reflecting steady progress on the SDG front.
Chief Minister Vishnu Deo Sai reaffirmed that the Chhattisgarh government is fully committed to achieving the SDGs. He said the report proves that efforts at both state and district levels are moving in the right direction. Stressing on the government’s focus areas, he said that education, health, nutrition, sanitation, energy, and logistics will be given special attention to accelerate progress on the goals.
Finance Minister O.P. Choudhary said that the report prepared by the State Planning Commission is not only important for better policy implementation but also provides a clear picture of work being carried out at the district level. He added that the report will serve as a guiding framework for policy decisions and planning in the coming years.
Vice Chairman of the State Planning Commission and Chief Secretary Amitabh Jain said that assessing SDG performance at the district level serves as a crucial basis for policymaking and effective execution. He underlined that the Commission is working to provide every district with the necessary support and guidance according to its strengths and challenges. He expressed confidence that in the coming years, Chhattisgarh will emerge as a model among states at the national level.
Significantly, the report ranks districts on the basis of 82 indicators, classifying them into four categories—Aspirator, Performer, Front Runner, and Achiever. In 2024, 28 districts were placed in the Front Runner category, while 5 districts were listed as Performers. Dhamtari district retained its place in the Achiever category for the second consecutive year. Twelve districts improved their scores, while ten maintained their previous performance.
At the state level, 275 indicators under 16 Sustainable Development Goals were evaluated, of which 40 indicators had already achieved their 2030 targets by 2024. This, the report said, will provide new momentum to the state’s development journey. It is estimated that 83 more indicators will meet their targets within the next two to three years.

On the occasion, Chief Minister Vishnu Deo Sai said that GST has not only empowered the business community but also significantly increased transparency and tax collection. He added that this system would make India more competitive in global trade.
The Chief Minister said that GST, considered the biggest reform in India’s taxation system, is infusing new energy into trade and industry at both the state and national levels. Forest and Climate Change Minister and Board Vice-Chairman Kedar Kashyap said that, along with tigers, other species and their habitats were also witnessing positive changes. “The proposals passed today are in the interest of the people and will help create a peaceful environment while ensuring biodiversity remains unharmed,” he said.
Member Secretary Arun Kumar Pandey, Principal Chief Conservator of Forests (Wildlife), presented the department’s achievements and agenda. He informed that the highest number of tigers are in Achanakmar Tiger Reserve. As per the decision of the 14th board meeting, the National Tiger Conservation Authority, New Delhi, has approved the translocation of tigers from Madhya Pradesh to Udanti-Sitanadi and Guru Ghasidas Tamor Pingla Tiger Reserves, which will be completed soon.
Special initiatives are being taken to protect the state bird, the Hill Myna, with a “Myna Mitra” group formed to monitor its habitat. Facilities are being expanded in Tiger Reserves and Kanger Valley National Park to attract tourists, thereby providing livelihood opportunities to nearby villagers while strengthening conservation.
The meeting approved proposals for constructing patrolling routes and rationalizing protected areas. Approvals were also granted for road construction from Dhawalpur to Kukrar under Udanti-Sitanadi Tiger Reserve in Gariaband, pipeline extension under Mission Amrit Yojana, and laying of optical fiber cables in Kabirdham Forest Division to provide internet connectivity. These steps will ensure digital payment facilities under government schemes, enhance socio-economic development of local villagers, and improve information flow for field staff.
Several members shared valuable suggestions for wildlife conservation. Among those present were MLAs Dharmjeet Singh and Chaitram Atami, Chief Secretary Amitabh Jain, DGP Arun Dev Gautam, Additional Chief Secretary (Forest & Climate Change) Richa Sharma, Principal Secretary to CM Subodh Kumar Singh, PCCF & HoFF V. Raipur, September 9, 2025/ Chief Minister Vishnu Deo Sai today inaugurated the Atal Excellent Education Scheme at his official residence in Raipur, an initiative of the Labour Department to provide quality education to children of construction workers. He felicitated the selected students and extended his best wishes.
On the occasion, CM Sai said the scheme has opened a new avenue of opportunity for the children of construction workers. He announced that 200 children would be enrolled under the scheme from the next academic session.
Chief Minister Shri Sai emphasized that while workers dedicate their lives to the service of society, they are often left with little time, resources, energy, or attention for their own families. “They too dream that their children should study well and live a better life. They want their sons and daughters not to remain laborers in the future but to become IAS, IPS officers, doctors, engineers, chartered accountants, lawyers, and political leaders. Keeping this in mind, under the guarantee of Prime Minister Narendra Modi, our government has launched the Atal Excellent Education Scheme in Chhattisgarh,” CM Sai said.
Under the scheme, children of registered workers will receive free residential education from Class 6 to 12 in premier institutions, with the entire cost borne by the Labour Department.
Construction workers and their children, present at the event, expressed happiness, saying the scheme had secured their children’s future. “This initiative gives our children the golden opportunity of quality education and a bright future. It was our dream, and today it has been fulfilled,” they said.
The Chief Minister added that this year, 100 children of construction workers would be admitted to 14 private residential schools across the state, where they would study under CBSE and ICSE curricula.
Labour Minister Lakhhan Lal Dewangan, addressing the gathering, said, “Today, with the support of the Labour Department, 100 children from worker families have been admitted to 14 private residential schools in the state. The government’s vision is that a worker’s child should not remain only a worker but rise to become an officer and serve the nation.” He also informed that the department is running a free coaching scheme for workers’ children, which will yield long-term benefits.
He further said that the Labour Department operates three divisions and runs more than 70 schemes. In the last 20 months alone, nearly ₹600 crore has been transferred to workers via DBT. He congratulated the selected children and wished them a bright future.
Dr. Rampratap Singh, Chairman of the Chhattisgarh Building and Other Construction Workers’ Welfare Board, said that under the leadership of CM Vishnu Deo Sai, the state is advancing steadily on the path of good governance, carrying forward the ideals of Atal Bihari Vajpayee. “There are more than 30 lakh registered workers in the state, and until now, their children could not study in good schools. For them, the Atal Excellent Education Scheme is nothing short of a blessing. This will ensure their children receive quality schooling,” he said, extending his best wishes to the students and parents.

Raipur, September 8, 2025/ A delegation from UNICEF India called on Chief Minister Vishnu Deo Sai at Mantralaya Mahanadi Bhavan today. The delegation lauded the ongoing initiatives of the state government aimed at building a developed Chhattisgarh and expressed its intent to extend technical support in this direction.
Welcoming UNICEF’s cooperation, Chief Minister Sai said that UNICEF has been making significant contributions to public welfare across the world in multiple sectors. He noted that Chhattisgarh would greatly benefit from UNICEF’s technical expertise. The Chief Minister also shared the government’s priorities under the Anjor Vision 2047 document with the visiting team.
The UNICEF delegation briefed the Chief Minister on the progress of its various programmes in the state. Ms. Soledad Herrero, Chief of Field Services, UNICEF India, praised Chhattisgarh’s nutrition-related initiatives and the government’s efforts towards creating a “Developed Chhattisgarh.”
Herrero described the Mahtari Vandan Yojana as a major step towards women’s empowerment. She further informed that UNICEF is actively supporting the Hamar Swasth Laika programme in Chhattisgarh, which has been yielding highly positive outcomes. The initiative, she added, is now being replicated by states such as Madhya Pradesh, Rajasthan and Odisha.
Chief Minister Sai appreciated UNICEF’s ongoing contributions in Chhattisgarh and held detailed discussions on expanding technical collaboration, particularly in alignment with the targets of Anjor Vision 2047. He said that Prime Minister Narendra Modi has called for building a Developed India by 2047. “In line with this vision, the Government of Chhattisgarh is committed to creating a Developed Chhattisgarh. For this, we have prepared the Anjor Vision 2047 document,” he stated.
The Chief Minister underlined that under Anjor Vision 2047, upliftment of tribal communities, especially Particularly Vulnerable Tribal Groups (PVTGs), remains a top priority. He said UNICEF’s support would be crucial in improving health and nutrition indicators, including reducing infant mortality and malnutrition. He also discussed the importance of empowering adolescent girls through better health and education.

The Chhattisgarh Industrial Development Policy 2024–30 offers a wide range of investor-friendly benefits. It provides customized incentives for projects above ₹1000 crore or those creating more than 1000 jobs, and lays special emphasis on priority sectors including pharmaceuticals, agro and food processing, textiles, IT and digital technologies, advanced electronics, aerospace and defense, and global capability centers. Notably, 88 percent of Bastar’s blocks fall under Group 3, ensuring investors receive maximum policy benefits. In a pioneering step, new establishments that hire surrendered Naxals will be entitled to a 40 percent salary subsidy for five years, up to ₹5 lakh annually. The government expects participation from over 200 prominent investors, industry leaders, and local entrepreneurs at the Bastar Investor Connect, making it a high-profile platform for collaboration and growth. Raipur, September 08, 2025 / In Chhattisgarh, solar power consumers are now emerging not just as energy producers but also as energy contributors. Through ambitious initiatives like the PM Surya Ghar Free Electricity Scheme, the State is moving rapidly towards fulfilling its commitment to clean energy targets. Chief Minister Vishnu Deo Sai said this while addressing the Solar Energy Awareness and Promotion Campaign at Pandit Deendayal Upadhyay Auditorium in Raipur today.
On the occasion, Chief Minister Shri Sai flagged off the ‘Surya Rath’, designed to raise awareness among citizens about the benefits of solar energy, the PM Surya Ghar Free Electricity Scheme and its subsidy provisions. He also transferred a total of ₹1.85 crore of state subsidy online directly into the accounts of 618 consumers, each receiving ₹30,000 under the scheme.
Highlighting the urgency of the global climate crisis, CM Sai said that climate change and rising pollution are matters of grave concern. “It is our good fortune that Prime Minister Narendra Modi has set the target of achieving net-zero carbon emissions by 2070, and Chhattisgarh is playing its part with full dedication and capacity,” he noted.
Chief Minister Shri Sai underlined that the State is steadily moving from half electricity bill relief towards free electricity, thanks to the promotion of solar power. Calling it a matter of pride, he said that people of Chhattisgarh are increasingly recognizing the importance of this scheme and adopting clean energy. He appealed to the public to spread awareness and encourage others to join the initiative, thereby strengthening the State’s progress towards clean energy goals.
CM Sai explained that both the Central and State Governments are providing subsidies to consumers while banks are offering easy financial support. He assured that in the near future, consumers would enjoy the full benefit of free electricity. He further informed that under the PM KUSUM Yojana, Letters of Award were distributed to beneficiaries today. These schemes, he said, are enabling consumers to generate solar power themselves, sell electricity, and at the same time avail cheaper energy.
Recalling past milestones, the Chief Minister said that in 2014 Prime Minister Narendra Modi had taken the resolve of ensuring electricity for every household under the Saubhagya Yojana. At that time, 18,000 villages in the country were still in darkness, but today, electricity has reached every one of them. “Under the leadership of the Prime Minister, the nation is now marching rapidly towards a clean and green energy future,” he said.
CM Sai also pointed out that in the year 2000, Chhattisgarh’s power generation capacity was just 1,400 MW. Today, the State generates 30,000 MW and is even supplying electricity to neighbouring states. He highlighted that under the new Industrial Policy, Memorandums of Understanding (MoUs) worth ₹3.50 lakh crore have been signed in the energy sector, and the State’s generation capacity will rise further in the coming years.
Expressing confidence, the Chief Minister said that under the able leadership of Prime Minister Narendra Modi, Chhattisgarh will emerge as the number one State in power generation in the country. He urged all citizens to take full advantage of the PM Surya Ghar Free Electricity Scheme and contribute actively towards achieving clean energy targets.
During the programme, Class 12 student Pratham Soni from Rajnandgaon shared his views on the importance of solar energy and the government’s initiatives to promote it. On the occasion, the Chief Minister also released two publications — ‘Impact of Distributed Renewable Energy on Grid Stability’ and the ‘Agrivoltaics Performer Handbook’, which provides a comprehensive approach to integrating agriculture with solar energy.

Raipur, September 7, 2025/ “Sanskrit is the soul of Indian culture, the very essence that lends us a distinct identity before the world. It is the foundation of grammar, philosophy and science, and nurtures logical thought,” said Chief Minister Vishnu Deo Sai, while addressing the Virat Sanskrit Vidvat Sammelan held at the Saryuparin Brahmin Sabha Bhawan in Sanjay Nagar, Raipur.
Chief Minister Shri Sai affirmed that Sanskrit education continues to be relevant and useful in modern times. “Sanskrit language and literature are the basis of our civilisational heritage, and it is our duty to preserve and promote them for future generations,” he observed.
Referring to Sanskrit as Devvani – the divine language – the CM said that the conference was not merely a scholarly gathering but a noble endeavour to strengthen India’s culture, traditions and the nation itself. He warmly commended the efforts of Sanskrit Bharati Chhattisgarh and the Saryuparin Brahmin Sabha Chhattisgarh in safeguarding and promoting Sanskrit, extending his greetings and best wishes to them.
Highlighting the importance of Sanskrit in contemporary education, the Chief Minister said: “Introducing Sanskrit in modern curricula will ensure the intellectual growth of students. Sanskrit houses a vast repository of the Vedas, Upanishads and Puranas, each imparting timeless lessons in philosophy, science and life-values. Ayurveda, mathematics and astrology described in the Vedas remain relevant even today and continue to inspire research. These texts enshrine the principles of karma, knowledge and devotion – principles that can bring peace and balance to modern life. Thus, Sanskrit education retains its profound relevance even in this era.”
CM Vishnu Deo Sai further remarked that embracing the wisdom of the Vedas and Upanishads would allow us to preserve our heritage while enriching our lives. “We must inspire our youth to connect with Sanskrit literature, so that they may carry this eternal knowledge forward to the next generation,” he urged.
Chief Minister Shri Sai also stressed that technology can be harnessed to make Sanskrit learning more attractive and accessible. “With the active participation of Sanskrit scholars and teachers in the state, concrete steps can be taken. Through this conference, we must resolve to expand Sanskrit education and firmly link the younger generation to this treasure,” he declared.
On the occasion, CM Sai released the 'Prachar Patrak' of the Saryuparin Brahmin Sabha, Chhattisgarh. The Virat Sanskrit Vidvat Sammelan was jointly organised under the auspices of Sanskrit Bharati Chhattisgarh and the Saryuparin Brahmin Sabha Chhattisgarh.
Addressing the conference, Dr. Dadu Bhai Tripathi, State President of Sanskrit Bharati, said there is ample historical evidence to show that Sanskrit was once a widely spoken language. He pointed out the direct connection between Sanskrit and Chhattisgarhi. He also highlighted that in the Sarguja region, the highest number of tribal students are learning Sanskrit.
During the programme, Chief Minister Shri Sai honoured distinguished members of the Saryuparin Brahmin community for their remarkable contributions in different fields. Among those felicitated were noted rheumatologist Dr. Ashlesha Shukla, ace swimmer Shri Anant Dwivedi, and Prof. Sachchidanand Shukla, Vice Chancellor of Pt. Ravishankar Shukla University.

Raipur, September 5, 2025/ The simplicity, humility and warmth of Chief Minister Vishnu Deo Sai deeply moved people during his visit to Kharsia in Raigarh today. At the Kharsia helipad, when his eyes fell on two-and-a-half-year-old Ivan, the CM could not resist showering affection on the child. With a gentle smile, Sai lifted little Ivan into his arms and caressed him with great affection. Ivan, a nursery student, had come with his father to the helipad, eager to catch a glimpse of the Chief Minister.
The sight of the child suddenly being held by CM Sai left those present at the helipad both emotional and pleasantly surprised. The moment became a vivid reflection of the CM’s simplicity, warmth and sensitive nature. Observers felt that beyond his firm resolve to advance the state’s development and welfare, Sai carries a deep reservoir of human compassion.
Ivan’s father, Aman Garg, said seeing his son in the arms of the Chief Minister was an emotional, priceless and unforgettable moment for his family. “This memory will remain with us for a lifetime,” he said. Garg added that Ivan was excited to see both the Chief Minister and the helicopter. The child’s joy doubled the moment he was lifted into Sai’s arms.

Raipur September 5, 2025/ Chief Minister Vishnu Deo Sai today performed the bhoomipujan of the Mand river Bayang anicut-cum-causeway project worth ₹38 crore at village Bayang (Kachar) in Raigarh district. The project will help in groundwater recharge and improve local connectivity. Irrigation facilities across 100 hectares will also be provided through a solar plant and pipelines. Deputy Chief Minister Arun Sao, Finance Minister O.P. Choudhary and Women and Child Development Minister Laxmi Rajwade were present on the occasion.
Addressing villagers at the foundation-laying ceremony, CM Sai said whenever he visits Raigarh, it feels like being among his own family. “For 20 years, you blessed me by electing me as MP and sending me to Delhi. Today, as Chief Minister, I have come back to meet my family here,” he said. Highlighting the state government’s achievements, he noted that in the past 20 months, several welfare measures under ‘Modi ki Guarantee’ have been implemented. These include paddy procurement at ₹3,100 per quintal, monthly assistance of ₹1,000 to 70 lakh women under the Mahatari Vandan Yojana, distribution of footwear (Charan Paduka) to tendu leaf collectors, paddy bonuses for farmers, and annual financial aid of ₹10,000 to 5.62 lakh landless agricultural labourers.
The CM further said that the country’s Prime Minister had assured that those who played with the future of Chhattisgarh’s youth would not be spared. “Today, the youth of the state are seeing that those involved in the PSC examination scam are in jail, and others are preparing to go behind bars. In our government, schemes like the RamLala Darshan Yojana for devotees and pilgrimage tours for the elderly have been launched,” he added.
Deputy CM Arun Sao described the bhoomipujan of the anicut as a historic occasion for Bayang (Kachar). He said, “We fulfilled the promises we made. Today, houses under the Pradhan Mantri Awas Yojana are being built in every village. Women are receiving Mahatari Vandan assistance on time every month. Under the good governance of Vishnu Deo Sai and the double-engine government, development work is progressing rapidly.”
Finance Minister O.P. Choudhary, addressing the gathering, said that CM Sai, who has represented Raigarh in Parliament for the past 20 years, is like a family member for every village. “During his tenure as MP, hardly any village was left unseen by him. It has been just 20 months since our government was formed in Chhattisgarh, and during this period, several initiatives have been completed. Farmers are receiving paddy procurement at ₹3,100 per quintal, pending bonuses of two years have been paid, and landless labourers are getting ₹10,000 every year. Under the PM Awas Yojana, houses are being built in every village. Even masons and centering plates are in short supply due to the pace of construction. In Kachar alone, more than 180 PM Awas houses have been sanctioned,” he said.
Women and Child Development Minister Laxmi Rajwade said that under CM Vishnu Deo Sai’s leadership, Chhattisgarh is scripting a new chapter of development. “Our mothers and sisters are moving ahead in every field and are becoming economically and socially empowered. For the farmers of Gram Panchayat Kachar, today is a historic day as the construction of the anicut will enhance agricultural facilities. The people of Chhattisgarh are witnessing how, under CM Vishnu Deo Sai’s good governance, all promises are being fulfilled and schemes are being implemented that are ensuring continuous progress of the state,” she said.

Navgurukul: A modern initiative for girls’ education and value-based upbringing
Raipur, September 5, 2025/ Chief Minister Vishnu Deo Sai today inaugurated the Navgurukul at Garh Umaria village under Kharsia tehsil in Raigarh district during his visit to the region. On the occasion, he distributed laptops to newly enrolled girl students, encouraging them to move ahead with confidence and extended his best wishes for their bright future.
Chief Minister Shri Sai inspected the newly established modern computer lab at Navgurukul and instructed the teachers to impart high-quality education along with value-based teachings so that the girls can build a bright and successful future.
Addressing the inauguration ceremony, Chief Minister Vishnu Deo Sai first extended greetings on the occasions of Ganeshotsav, Teachers’ Day, and the Chakradhar Samaroh. He said that a teacher is a true nation-builder and hence deserves the highest respect in society. Recalling the state’s commitment to education, Chief Minister Shri Sai mentioned that last year, at the conclusion of the Chakradhar Samaroh, Prayas Vidyalaya was inaugurated in Raigarh, and today the establishment of Navgurukul further strengthens this chain of initiatives. He lauded Finance Minister O. P. Choudhary, Navgurukul’s co-founder Ms. Nidhi, and her team for this innovative effort and congratulated all the girls present, wishing them success in life.
Chief Minister Shri Sai underlined that the state government is consistently working towards creating employment opportunities for the youth. Alongside government recruitments in departments such as Police, Cooperatives, Tribal Welfare, and Irrigation, the government has also introduced a new industrial policy to boost private sector jobs, ensuring broad benefits for the youth of Chhattisgarh. He made special mention of the Navgurukul institution’s effort in facilitating placements for 150 girls from Jashpur district and appreciated the initiative, urging the institution to expand such noble work further.
On this occasion, Deputy Chief Minister Arun Sao also extended his greetings and congratulated the students. He said that the 120 girls who secured admission to the institution through an entrance process are a testament to their merit and hard work. He motivated the students by stating that to move forward in life, one needs confidence, energy, passion, determination, and relentless effort. “There is no place for despair in life, as no individual can progress with a mindset of despair,” he emphasized, encouraging the girls to pursue success with positivity and resilience.
Finance Minister O. P. Choudhary, in his address, highlighted that since the formation of the current government, development works have been taking place continuously across the state. He congratulated everyone on the inauguration of Navgurukul, describing the institution as an initiative well aligned with the needs of the present time. He stressed that Navgurukul works with dedication for the empowerment of girls. The Minister also informed that a Nalanda campus is being constructed in Raigarh district at a cost of ₹35 crore. He expressed confidence that this, along with institutions like Navgurukul, will prepare the girls to progress with modern skills in line with technological changes and contemporary needs.

Raipur, September 05, 2025/ Chief Minister Vishnu Deo Sai, gracing the concluding ceremony of the ten-day long Chakradhar Samaroh in Raigarh as chief guest, said that Maharaja Chakradhar Singh was a visionary who bestowed music with national as well as international recognition and etched Raigarh’s name in the cultural history of India.
Chief Minister Shri Sai observed that Raigarh has always nurtured a profound and special love for art and culture. To give permanence to this heritage, the announcement to establish a dedicated College of Art and Music was made last year. He informed the gathering that budgetary provisions have already been secured and a site has been finalised. Within the coming months, this institution will stand as a beacon of cultural learning and artistic excellence.
Shri Sai further said that in the last 20 months, his government has conceived and executed numerous schemes, taking them right to the doorsteps of common citizens. The guarantees given by the country’s Prime Minister Narendra Modi have been honoured in record time, he emphasised. Chief Minister Sai said that revered Shantaram Ji was a senior Pracharak of the Sangh and shared a deep personal bond with him. “He always blessed me with affection and guidance like a guardian. His demise is not only a loss to the Sangh Parivar, society and the state, but also a personal loss for me,” the Chief Minister said. Praying to the Almighty, he wished that the departed soul find place at His divine feet and that all well-wishers be granted strength to bear this profound grief.
Former Chief Minister Dr. Raman Singh, while paying tribute to revered Shantaram Ji, said that he was like a father figure to all of us. “He revived Madku Dweep and contributed significantly to nation-building. Through his humility and life values, he became an ideal for all. Raipur, September 6, 2025/ Chief Minister Vishnu Deo Sai today inaugurated ‘Dev Hast’, the first robotic surgical system in any government health institution in central India, at the All India Institute of Medical Sciences (AIIMS), Raipur. Speaking on the occasion, he said, “Robotic surgery is a new dimension in the development of healthcare facilities in Chhattisgarh. This historic moment will prove to be a milestone in providing advanced and quality treatment to the people of the state.”
Chief Minister Shri Sai personally performed the first dry lab dissection on ‘Dev Hast’, formally launching the system. He underlined that this is the first robotic surgical system to be installed in any government health institution in central India.
On the occasion, CM Sai also announced the construction of a fully equipped ‘Parijan Niwas’ at AIIMS Raipur to provide accommodation facilities for relatives of patients admitted from Chhattisgarh as well as other states.
Chief Minister Shri Sai said, “Doctors are considered a form of God on earth because they give us life. The robotic surgery system being launched today has been named ‘Dev Hast’. This system will benefit patients not only from Chhattisgarh but also from other states who seek treatment at AIIMS Raipur. AIIMS Raipur is continuously proving to be a milestone in providing excellent healthcare facilities.”
Recounting his association with AIIMS Raipur, CM said, “I have a special attachment with AIIMS Raipur. When the approval for its construction was granted, I was a Member of Parliament. We had requested then Prime Minister Atal Bihari Vajpayee to establish a branch of AIIMS in Chhattisgarh. It was essential to reduce the burden on the only AIIMS in Delhi and to provide advanced healthcare facilities to people in their own states. We are fortunate that among the six states approved for AIIMS, Chhattisgarh was also included.”
Announcing the Parijan Niwas, CM Sai said, “I fully understand how essential accommodation facilities are for relatives of patients who come from remote areas. When I was an MP, my residence in Delhi was called ‘Mini AIIMS’ because I arranged for patient relatives to stay there. This work of public service has always been close to my heart. During my parliamentary tenure from 2014 to 2019, I facilitated nearly ₹12 crore from the Prime Minister’s Relief Fund for patients. In Raipur too, at Kunkuri Sadan, I arranged for the stay of patients’ relatives, which benefits people not only from my constituency but from across the state.”
Highlighting healthcare expansion, the CM said that in the last 20 months since his government came to power, five new medical colleges have been approved, and continuous efforts are being made to strengthen healthcare infrastructure. He added that a 5,000-bed Medicity is under construction at Nava Raipur. When Chhattisgarh was formed, there was only one medical college; today, 15 medical colleges are operational across the state. He said that due to lifestyle and dietary changes, diseases like cancer are on the rise, and their treatment is expensive. “To address this, Prime Minister Narendra Modi launched the Ayushman Bharat scheme, under which poor families are entitled to free treatment up to ₹5 lakh. Under the Vay Vandana Yojana, this facility has now been extended to all patients above 70 years of age,” he added.
Health and Family Welfare Minister Shyam Bihari Jaiswal said that while healthcare facilities are expanding, the scope of diseases is also increasing. “Robotic surgery holds special significance in modern medicine. It can multiply both the capacity and quality of healthcare services. Chhattisgarh will greatly benefit from the ‘Dev Hast’ robotic surgical system, and very soon, robotic surgery facilities will also be made available at Raipur’s Mekahara Hospital,” he stated.
On this occasion, CM Sai presented a cash prize of ₹5,000 to Ms. Jyotsna Kiradu, the winner of the naming competition for ‘Dev Hast’. The event was attended by Lt. Gen. (Retd.) Raipur, September 6, 2025/Chief Minister Vishnu Deo Sai today underlined that the health of the state’s three crore people is the government’s topmost priority and assured that “financial resources will never be an obstacle in providing healthcare to the people of the state.” Chief Minister Shri Sai was addressing a large gathering of medical experts and participants after inaugurating the two-day AROCON 2025 Chhattisgarh–Madhya Pradesh Chapter at the Pandit Jawaharlal Nehru Medical College auditorium in Raipur. On the occasion, he also announced the construction of a ₹65 crore hostel for students at Raipur Medical College.
CM Sai hailed the contribution of doctors and specialists in saving the lives of thousands of cancer patients. “Many patients battling cancer are receiving a new lease of life due to your efforts and modern medical practices. In the last two decades, research in the field of early detection and treatment of cancer has yielded encouraging results, raising new hopes for the future,” he said. He added that under the leadership of Prime Minister Narendra Modi, cancer day-care centres are being established in every district across the country, and Chhattisgarh too is moving swiftly in this direction.
Highlighting state-level initiatives, Chief Minister Shri Sai said that the Mukhyamantri Vishesh Swasthya Sahayata Yojana has enabled costly treatments for many patients in Chhattisgarh. The reduction of GST on cancer medicines and medical equipment has also brought major relief to patients. He noted that advanced equipment for cancer treatment is being made available in state hospitals. “Today, AIIMS Raipur is launching a robotic surgery system, which proves that government hospitals are at the forefront of adopting cutting-edge technology. Artificial Intelligence (AI) is proving to be highly useful in cancer detection, and the state government is making efforts to integrate it into healthcare services,” he added.
CM Sai further said that the government is continuously increasing the health budget and opening new medical colleges. He announced that a 5,000-bed capacity Medicity is being developed at Nava Raipur, where reputed hospitals from across the country will provide services. “To strengthen healthcare in remote areas like Bastar and Surguja, the government is exploring every possible option. New hospitals will be set up in Surguja, Dharamjaigarh and Bastar,” he informed, expressing confidence that the deliberations at AROCON 2025 would prove to be a milestone in cancer prevention and treatment.
Assembly Speaker Dr. Raman Singh, in his address, welcomed doctors participating in the seventh edition of AROCON 2025 and said that bringing together specialists from diverse fields of cancer treatment on one platform will open new dimensions for tackling the disease. He emphasised that Raipur’s Mekahara Hospital is not only a major centre for Chhattisgarh but also serves patients from neighbouring states. “In the future, through advanced machines and new technologies, the hospital’s services will be further upgraded,” he said.
Health and Family Welfare Minister Shyam Bihari Jaiswal said that Raipur Medical College houses the largest cancer centre in the state, where all modern facilities are being provided. He announced that six physiotherapy colleges will soon be set up in Chhattisgarh, super-speciality hospitals will be established in Bastar and Surguja, a dedicated hospital for mental health patients will be created, and a Naturopathy College will be opened. He further added that Mekahara will see an expansion of 700 beds at a cost of ₹232 crore, along with advanced facilities such as robotic surgery and an IVF centre.
The event was also attended by MLA Purandar Mishra, Dean of Raipur Medical College Dr. Vivek Choudhary, Vice Chancellor of Ayush University Prof. P.K. Patra, specialist doctors, students and dignitaries.
