Raipur, July 10, 2025/ In line with fulfilling another key guarantee of Prime Minister Narendra Modi, the Chhattisgarh government has initiated the implementation of its decision to reassign the task of Ready-to-Eat (RTE) food production to women self-help groups. The initiative has been launched today from Raigarh district. Distribution of Ready-to-Eat food at all 2,709 Anganwadi centers in Raigarh district will now be carried out by Women Self-Help Groups.

Chief Minister Vishnu Deo Sai handed over contract letters to 10 women self-help groups during a program held in Raigarh for the production and distribution of RTE food. Present on the occasion were Finance Minister O.P. Choudhary, Raigarh MP Radheshyam Rathiya, Rajya Sabha MP Devendra Pratap Singh, MLA Purandar Mishra, District Panchayat President Shikha Ravindra Gabel, Mayor Jivardhan Chauhan, and District Panchayat Member Sushma Khalkho.

Chief Minister Sai stated that the state government has decided to entrust the preparation and distribution of supplementary nutrition (RTE) for Anganwadi centres to women self-help groups. This task will initially be implemented as a pilot project in six districts. Raigarh has become the first district under this initiative where 10 women SHGs have been issued official contracts.

The Chief Minister said that the women from these groups will now not only provide nutritious meals to children at Anganwadi centres but also generate income for themselves, empowering them economically. This scheme is a significant step toward promoting self-employment among women as well as their social and economic empowerment. Simultaneously, it will play a vital role in improving the nutritional status of children across the state.

CM Sai highlighted that in the last one and a half years, most of the guarantees made by Prime Minister Narendra Modi have been implemented on the ground. These include the Pradhan Mantri Awas Yojana, procurement of paddy at ₹3,100 per quintal, disbursement of pending bonuses for two years, monthly financial assistance of ₹1,000 to women under the Mahtari Vandan Yojana, and the hike in tendu leaf collection rates to ₹5,500 per standard bag. Additionally, schemes like the Charan Paduka Yojana have been revived, while pilgrimage schemes such as Ram Lalla Darshan and Teerth Yatra Yojana are enabling people to visit religious places.

The Chief Minister further informed that Atal Digital Seva Kendras have been launched to ensure banking services reach citizens in rural areas within their own villages. So far, 1,460 gram panchayats across the state have been equipped with these centres, providing thousands of mothers and sisters with access to secure, simple, and convenient banking services. In the coming days, all remaining panchayats will also be connected to this facility.

On this occasion, Finance Minister O.P. Choudhary said that the state government is constantly working to make women self-reliant. In alignment with the national goal of creating three crore “Lakhpati Didis”, the Chhattisgarh government is moving ahead in a planned manner. The Ready-to-Eat scheme is being launched in this direction, and in the first phase, six districts have been included. Raigarh is the first district where contract letters have been distributed to women SHGs. The Finance Minister urged all the selected groups to ensure high-quality work and make this scheme a model for others. He said this initiative will not only empower women economically but will also reinforce the state’s nutrition campaign.

It is noteworthy that 10 women self-help groups have been selected for RTE food preparation and distribution in Raigarh district, and contract letters have been handed over. These groups will receive capital subsidies for setting up RTE production units under the Pradhan Mantri Formalisation of Micro Food Processing Enterprises (PMFME) scheme through the Department of Industries.

The selected SHGs will cater to Anganwadi centres under the Raigarh Urban, Raigarh Rural, Pusaur, Kharsia, Gharghoda, Tamnar, Lailunga, Mukdega, Dharamjaigarh, and Kapu project areas within the district.

Raipur, July 11, 2025: Under the leadership of Chief Minister Shri Vishnu Deo Sai, the Chhattisgarh government is implementing a zero-tolerance policy against corruption with unwavering commitment. In this direction, the state government has taken its biggest action yet by suspending 22 officials in connection with a high-profile case in the Excise Department.

This action is based on the investigation into the infamous ₹3,200 crore liquor scam that took place during the previous government’s tenure. Between 2019 and 2023, several excise officials were found to have been involved in the scam and had acquired assets through illicit earnings.

A detailed investigation by the Economic Offences Wing (EOW) and Anti-Corruption Bureau (ACB) revealed that the scam was run by an organized syndicate. Based on the findings, the government took immediate action by suspending the concerned officials.

CM Shri Sai has made it clear that corruption at any level will not be tolerated and that all scams that took place during the previous regime will be investigated impartially. The guilty, regardless of their position, will not be spared.

The state government is also conducting in-depth investigations into the DMF scam, the Mahadev online betting app case, irregularities in tendu leaf distribution, CGMSC, and other such matters. In the past two years alone, the Anti-Corruption Bureau has acted against more than 200 corrupt officials.

Under CM Sai’s leadership, the Chhattisgarh government is moving decisively towards the eradication of corruption and the establishment of good governance. The government's priority is transparent, accountable, and integrity-driven administration in public interest. In this direction, procurement through the GeM portal has been made mandatory, the e-Office system has been implemented, and over 350 reforms have simplified and made the investment process transparent. With the launch of the Single Window System 2.0, the NOC process has now become simple, faster, and tech-enabled—benefiting entrepreneurs and investors directly.

In the Excise Department, the FL-10 policy has been abolished to increase transparency. To curb counterfeit liquor, security holograms on liquor bottles have been made mandatory. Similarly, the processes for mineral transit passes and timber auctions have now been made fully online.

The investigation into irregularities in PSC-2021 examinations has been handed over to the CBI. Investigations into the Bharatmala project and other issues are also being conducted seriously. Action is being taken in a phased manner against officials found guilty.

CM Shri Sai stated that this government is winning public trust through its policies and results. There is now no room for corruption in the state. Our goal is transparent, accountable, and honest governance. The Chief Minister emphatically said that this government will neither tolerate corruption nor spare the guilty. At the Cabinet meeting held today at the Mantralaya (Mahanadi Bhawan), under the chairmanship of Chief Minister Shri Vishnu Deo Sai, following key decisions were taken:

1. The Cabinet approved the creation of 30 posts and the grant of Senior Selection Grade pay scale to officers of the 2005, 2006, 2007, 2008, and 2009 batches of the State Police Service, who have completed the required qualifying service period, for better cadre management.

2. In a significant move towards institutional development of poor youth, women, and transgender persons from tribal groups and other deprived communities, the Cabinet has approved formation of a non-profit joint venture company between the Government of Chhattisgarh and PanIIT Alumni Reach for India Foundation (PanIIT).

Through this joint venture, Scheduled Tribes and other marginalised groups will be empowered through structured vocational education, skill development, and rural entrepreneurship.
The venture will synergise unutilised funds from schemes such as the Tribal Sub-Plan and Scheduled Caste Sub-Plan to promote livelihood and socioeconomic transformation.

PanIIT will be responsible for training the trainers for skill development programmes and will also impart foreign language skills to trained youth to enhance their employability in the global market.

Government buildings, as identified by district administrations and concerned departments, will be handed over to the joint venture for training purposes.
PanIIT, a society formed by IIT alumni, works with state governments through non-profit ventures to improve incomes of underprivileged communities through nation-building initiatives, vocational and livelihood education systems, and rural entrepreneurship.

3. Amendment to Chhattisgarh Motor Vehicles Taxation Act, 1991 approved.

To prevent road accidents caused by old vehicles and control air pollution, the Cabinet has approved the draft amendment bill to the Chhattisgarh Motor Vehicles Taxation Act, 1991.

4. Amendment to Rule 55 of Chhattisgarh Motor Vehicles Rules, 1994.

Cabinet has approved an amendment allowing vehicle owners to retain and use fancy or choice numbers from their old vehicles on new or same-category vehicles brought from other states, upon payment of the prescribed fee.
If the old number was a regular one, it can be reused by paying the applicable fee under Rule 55(2)(g) of the Chhattisgarh Motor Vehicles Rules, 1994.

This facility will be applicable only to vehicles being newly registered or those entering the state with a no-objection certificate. It will not be available for vehicles already registered in the state.
Government vehicles will also be eligible for this facility without any fees.

5. Approval of Draft Chhattisgarh Private University (Establishment and Operation) (Amendment) Bill, 2025.

6. In a landmark decision to empower the state’s youth through start-ups and innovation, the Cabinet has approved the implementation of a Student Start-up and Innovation Policy.

This policy aims to create a student-centric innovation and incubation ecosystem, increase intellectual property awareness, establish innovation centres in tribal regions, and promote sectors like agriculture, green energy, healthcare, and manufacturing.

The policy targets outreach to 50,000 students across 100 technical institutions, support for 500 prototypes, filing of 500 intellectual property rights (IPRs), and incubation of 150 start-ups.
This will assist youth in developing new ideas and technologies.

7. Approval of Draft Chhattisgarh Agricultural Produce Market (Amendment) Bill, 2025.

8. Draft Bill for Establishing State Capital Region Authority Approved.

In line with the National Capital Region model, the Cabinet has approved the draft bill for establishing an authority for the planned development of the State Capital Region in Chhattisgarh.

Given the rapid urbanisation and population growth in Raipur, Durg-Bhilai, and New Raipur Atal Nagar, the authority will focus on comprehensive planning, investment promotion, inter-agency coordination, and regulated urban expansion.

With a projected population of nearly 50 lakh in this region by 2031, the authority will ensure efficient land use, environmental conservation, and sustainable urban development, thereby transforming urban areas of the state into better, well-planned, and sustainable cities.

9.  Draft Chhattisgarh Goods and Services Tax (Amendment) Bill, 2025 approved.
The bill aims to streamline rules related to Input Service Distributors in inter-state transactions, in line with amendments to the Union Finance Act, 2025.

10. Settlement of Pending Tax Dues: Chhattisgarh Tax Arrears Settlement (Amendment) Bill, 2025

To encourage small and medium traders and expedite the resolution of pending tax-related cases in courts, the Cabinet has approved the draft of the Chhattisgarh Tax Arrears, Interest, and Penalty Settlement (Amendment) Bill, 2025.

11. Cabinet has approved the draft Chhattisgarh Land Revenue Code (Amendment) Bill, 2025.

This amendment will simplify map-based partition and record updates, curb illegal plotting, and reduce future legal disputes with geo-referenced maps.
It will also ease the process of mutation, especially in the event of the landholder’s death, benefitting joint holders and legal heirs.
Transfer of property will align proportionately with land share, and processes related to industrial policy, housing schemes, and urban development will become more streamlined.

12. Cabinet has approved the draft Amendment to Chhattisgarh Kushabhau Thakre University of Journalism and Mass Communication Act, 2004 Approved

Raipur July 11, 2025: Union Minister of State for Tribal Affairs, Shri Durga Das Uikey, paid a courtesy visit to Chhattisgarh Chief Minister Shri Vishnu Deo Sai at the Chief Minister’s official residence in Raipur today.

CM Shri Sai extended a warm welcome to the Union Minister by presenting him with a traditional Kosa silk stole and a bell-metal memento—symbols of Chhattisgarh’s rich tribal heritage and craftsmanship.

During the meeting, both leaders held detailed discussions on the holistic development of tribal regions in the state. Key focus areas included empowerment of tribal youth, expansion of educational and healthcare facilities, and strengthening rural infrastructure in tribal-dominated districts.

The Chief Minister apprised the Union Minister of the state government's ongoing initiatives and schemes aimed at tribal welfare. He also acknowledged the crucial support extended by the Central Government in accelerating development in remote tribal belts.

Union MoS Shri Uikey reiterated the Centre's commitment to tribal welfare and appreciated the proactive measures taken by the Chhattisgarh government to uplift tribal communities.

The Chhattisgarh State Electricity Regulatory Commission (CSERC) has approved the power tariffs for FY 2025-26 for the State’s generation, transmission, distribution companies, and State Load Dispatch Centre. The revision has led to an average tariff hike of only 1.89% compared to last year, which officials termed as nominal. MD of the Distribution Company, Bhim Singh Kanwar, clarified that the increase is minimal and specifically structured to shield agricultural consumers, as any cost escalation in that category will be entirely borne by the State Government.

The new tariff structure also expands or maintains subsidies for several consumer categories such as temporary connections, tribal regions, Poha-Murmura units, and printing presses, ensuring widespread economic relief.

While the actual cost of electricity to the State’s power companies stands at Rs 7.02 per unit, domestic consumers continue to receive electricity at heavily subsidized rates starting from Rs 4.10 per unit. Among the key features of the revised tariffs is a nominal hike of 10 paise per unit for lower-middle-class domestic consumers and 20 paise per unit for other domestic users.

In a notable move, cowsheds, stay homes, and tribal hostels in areas under the Bastar and South Tribal Development Authority and Surguja and North Development Authority have been reclassified under the domestic category, making them eligible for lower domestic rates. Temporary domestic connections, which were earlier charged at 1.5 times the standard rate, will now be billed at 1.25 times the normal tariff.

To improve telecom connectivity in Left-Wing Extremism (LWE)-affected districts, the Commission has approved a 10% concession in energy charges for all mobile towers operating in these regions.

For agricultural pump sets, the tariff has been increased by 50 paise per unit. However, this additional cost will be fully absorbed by the State Government, ensuring that farmers face no extra financial burden. Non-domestic consumers will see an increase of 25 paise per unit in their power bills. Temporary connections in this category will also benefit from a reduced billing multiplier—brought down from 1.5 to 1.25 times the standard tariff.

Non-subsidized agricultural consumers will now get a 30% discount in energy charges, up from 20%. The provision to allow farmers to use up to 100 watts for lights and fans near agricultural pumps has been retained, supporting those guarding their fields during nighttime.

In a move aligned with green goals, the Commission has set the EV charging tariff at Rs 7.02 per unit for low-tension (LT) connections, matching the average cost of power supply. For high-tension (HT) consumers, the EV charging rate has been fixed at Rs 6.32 per KVAH.

The 10% energy charge discount for businesses and enterprises run by registered women self-help groups (SHGs) has been continued, further strengthening women’s economic empowerment. Similarly, hospitals, nursing homes, and diagnostic centres operating in rural areas and tribal regions under the Bastar and South Tribal Development Authority and Surguja and North Development Authority will continue to receive a 5% concession on energy charges.

The discount for Poha and Murmura processing units has been enhanced from 5% to 10%. Consumers making advance payments will now receive a 1.25% rebate, up from the previous 0.50%, encouraging timely bill settlements.

Another key decision is the reclassification of offset printers and printing presses from the non-domestic category to the industrial category, which entails lower tariffs—bringing further economic relief to small and medium businesses in this segment.

Officials stated that the revised power tariff structure is equitable and progressive, offering meaningful relief to rural, agricultural, and tribal consumers, while supporting clean energy initiatives, telecom infrastructure, and inclusive development across Chhattisgarh. The tariff plan has been described as balanced, growth-oriented, and satisfactory by the power company.

Raipur 27 May 2025/ Under the last phase of Sushasan Tihar, today the helicopter of Chief Minister Shri Vishnu Dev Sai landed in village Kanakbira of Sarangarh-Bilaigarh district. He set up his Chaupal under a Gulmohar tree near the pre-matric boys hostel campus.And while taking information about the schemes, he interacted with the common villagers. He said that it is my good fortune that I got the opportunity to meet you people. Today after meeting all of you, I feel like I am among family.

Chief Minister Shri Sai, while explaining the significance of Sushasan Tihaar, said that applications were taken in the first phase, action was taken on them in the second phase and now in the third phase the government has reached your village. We have worked in the interest of the public in the last one and a half years.Sushasan Tihaar is our report card and also an opportunity to evaluate the work done by the government. Through this, we are getting to know the status of implementation of public welfare schemes on the ground.Apart from us, ministers, MPs, MLAs, Chief Secretary, Principal Secretary and other senior officials are also participating in Sushasan Tihar.

While addressing the villagers, Chief Minister Shri Sai said that as soon as the government took oath, the cabinet approved 18 lakh Pradhan Mantri Awas Yojana under the guarantee of Prime Minister Modi. The Chief Minister said that all the needy will get housing, those whose names are in 'Awas Plus' will also be given housing.Fulfilling our promise to farmers, we purchased 21 quintals of paddy per acre at the rate of Rs 3100 per quintal. Chief Minister Shri Sai said that by giving the amount of 'Mahatari Vandan Yojana' directly to the accounts of more than 70 lakh women, the door to economic prosperity and women empowerment has been opened.

Those beneficiaries who are still deprived will also be added. The rate of tendu leaf collection has been increased from Rs 4000 to Rs 5500. By starting Ramlala Darshan Yojana, beneficiaries are being given the opportunity to visit Ayodhya.By relaunching the Mukhyamantri Teerth Yojana, interested families are being given the facility to go to the pilgrimage site of their choice. The Chief Minister informed that Atal Digital Seva Kendras have been started in the Gram Panchayats from April 24. This will provide the villagers the facility of banking and other services in the village itself.Presently this service has been started in 1460 panchayats. Chief Minister Shri Sai said that the government is closing all avenues of corruption by using technology. The process of transfer along with registry has been simplified.After investigating the irregularities in PSC recruitment, action has been taken against the culprits and in the coming time, new recruitment will be done in a fair and transparent manner.

Raipur 27 May 2025/ Chief Minister Shri Vishnu Dev Sai paid tribute to the great freedom fighter Veer Savarkar on his birth anniversary (28 May) and recalled his contribution. He said that Veer Savarkar's entire life was dedicated to the service of the motherland and the reconstruction of the nation.

Chief Minister Shri Sai said that Veer Savarkar was not only a leading warrior in the freedom struggle, but he was also a social reformer, historian, writer and visionary politician. He raised his voice against social stereotypes and laid the foundation for the creation of modern India.

Chief Minister Shri Sai said that the toughest years spent by Savarkar ji in Cellular Jail are proof of his indomitable courage, patriotism and mental strength. His sacrifice is inscribed in golden letters in the history of Indian freedom struggle.

Chief Minister Shri Sai called upon the people of the state to take inspiration from the thoughts and life values of Veer Savarkar and move forward considering national service as their ultimate duty. Veer Savarkar's life is a living example of self-sacrifice, dedication and patriotism for every Indian.

Raipur, May 25, 2025/The Chhattisgarh government today received special appreciation for its development model and innovative initiatives at the Chief minister’s conclave chaired by Prime Minister Narendra Modi. 

The presentation made by Chief Minister Vishnu Deo Sai on the Bastar Olympics and Bastar Pandum captivated the attention of the Prime Minister and other participating Chief Ministers. Chhattisgarh Deputy Chief Ministers Vijay Sharma and Arun Sao also attended the conclave.  

Chhattisgarh Chief Minister Vishnu Deo Sai highlighted the state’s efforts toward good governance and informed that Chhattisgarh has institutionalized transparency and efficiency by creating a dedicated Department of Good Governance and Convergence. Schemes in the state are being closely monitored through digital tools like the Atal Monitoring Portal, ensuring timely grievance redressal and real-time performance tracking, he added.

“Our goal is not just to launch schemes but to ensure they are implemented honestly and effectively on the ground,” the Chief Minister said while addressing the conclave at the Ashok Hotel in New Delhi.

A key focus of the meeting was the effective implementation of Central government’s flagship schemes. CM Sai shared that programme such as the Pradhan Mantri Awas Yojana, Ujjwala Yojana, Ayushman Bharat, and Jal Jeevan Mission have been successfully delivered to the grassroots in Chhattisgarh through Gram Sabhas, public outreach, and technology-led interventions.

The highlight of the session was a special presentation on Bastar Olympics and Bastar Pandum, two major socio-cultural initiatives. Referring to PM Modi’s inspiring call of “Kheloge India, Jeetoge India,” the Chief Minister said that Chhattisgarh has turned this vision into a grassroots reality through these two initiatives.

He explained that Bastar Olympics is not merely a sporting event, but a social movement that has replaced guns with javelins, arrows, and balls in the hands of the youth. The event saw participation from 1.65 lakh athletes across 32 development blocks in 7 districts, conducted over 40 days in three levels - block, district, and division.

The competition featured 11 traditional tribal games, including archery, running, kho-kho, kabaddi, and tug-of-war. Participants were divided into four categories - junior, senior, surrendered Naxals, and differently-abled. What stood out was the enthusiastic participation from remote villages, especially by women and people with disabilities.

During his presentation, CM Sai shared the inspiring story of Punem Sanna, a wheelchair athlete from Dornapal - once a region affected by Naxal violence. Today, Sanna is a medalist and a role model for youth across the region. It is noteworthy that PM Modi had earlier appreciated Bastar Olympics during his ‘Mann Ki Baat’ broadcast, calling it “a celebration of Bastar’s soul.”

The Chief Minister also presented the success of the Bastar Pandum festival, which has not only preserved the tribal heritage, traditions, and folk arts of the region but has also brought national recognition to them.

The cultural event witnessed participation from 47,000 performers, 1,885 village panchayats, and 1,743 cultural troupes across 32 blocks in 7 districts. Held in three phases, the festival featured folk dance, music, local markets, and traditional food competitions. The government awarded Rs 2.4 crore in incentives to participants, reinforcing community engagement and pride. The initiative has strengthened unity across generations -- youth, women, and elders -- becoming a symbol of peace, celebration, and progress in previously conflict-ridden areas.

Raipur : In a significant step towards major investments in the healthcare and industrial sectors of Chhattisgarh, two prominent industrial groups met today with Chief Minister Shri Vishnu Dev Sai at Chhattisgarh Bhavan, New Delhi.

Dr. Naresh Trehan, founder of Medanta Hospital and a renowned cardiologist, proposed the establishment of a state-of-the-art multi-specialty hospital in Raipur. He informed that an investment of approximately INR 500 crore is planned for this project. The hospital will be equipped with advanced medical technology, expert doctors, research, and training facilities.

Meanwhile, Mr. Ravi Jaipuria, Chairman of Varun Beverages Limited, proposed setting up a carbonated soft drinks and fruit juice manufacturing plant in Raipur, involving an investment exceeding INR 250 crore. This project is expected to accelerate industrial growth in the state as well as generate employment opportunities.

Chief Minister Shri Vishnu Dev Sai welcomed both proposals and assured that the Government of Chhattisgarh will provide every possible support for quality investments in sectors such as healthcare and industry. He stated that the state government will consider these projects earnestly and extend all necessary assistance, which will benefit the public and open new avenues of employment for the youth.

रायपुर 19 मई 2025/ सुशासन तिहार के दौरान मुख्यमंत्री श्री विष्णु देव साय ने काम में लापरवाही बरतने वाले अधिकारियों पर सख्त कार्रवाई करते हुए दो बड़े निर्णय लिए।

मुख्यमंत्री ने मुंगेली जल संसाधन विभाग के कार्यपालन अभियंता आर.के. मिश्रा को तत्काल प्रभाव से निलंबित करने के निर्देश दिए। मुख्यमंत्री ने स्पष्ट किया कि मनियारी जलाशय और पथरिया जलाशय जैसी महत्वपूर्ण सिंचाई परियोजनाएं वर्षों से अधूरी पड़ी हैं, जो लापरवाही का स्पष्ट प्रमाण हैं।

मुख्यमंत्री श्री साय ने गौरेला-पेंड्रा-मरवाही जिले के जिला शिक्षा अधिकारी जगदीश कुमार शास्त्री को पद से हटाने के निर्देश दिए गए। मुख्यमंत्री ने कहा कि बोर्ड परीक्षा में जिले का अत्यंत खराब प्रदर्शन जिले में शिक्षा व्यवस्था की गंभीर खामी को दर्शाता है और ऐसी लापरवाही बर्दाश्त नहीं की जाएगी।

मुख्यमंत्री श्री साय के इस तीखे रुख से स्पष्ट है कि सरकारी कार्यों में शिथिलता और जवाबदेही से बचने का युग समाप्त हो चुका है।

रायपुर 20 मई 2025/ राज्य शासन द्वारा निगम आयोगों में पूर्व में प्रस्तावित नियुक्तियों में आंशिक संशोधन करते हुए श्रीमती शालिनी राजपूत को छत्तीसगढ़ हस्तशिल्प विकास बोर्ड का अध्यक्ष, श्रीमती चन्द्रकान्ति वर्मा को छत्तीसगढ़ राज्य पिछड़ा वर्ग आयोग का उपाध्यक्ष, श्री श्रीनिवास राव मद्दी को छत्तीसगढ़ स्टेट बेवरेज कॉर्पोरेशन लिमिटेड का अध्यक्ष तथा श्री केदार नाथ गुप्ता को छत्तीसगढ़ राज्य सहकारी बैंक का अध्यक्ष नियुक्त किया गया है।

रायपुर, 20 मई 2025/ मुख्यमंत्री श्री विष्णुदेव साय ने आम लोगों की राजस्व संबंधी समस्याओं के तेजी से निराकरण करने के निर्देश कलेक्टरों को दिए हैं। मुख्यमंत्री ने राजस्व मामलों के निराकरण के लिए कलेक्टरों को नियमित रूप से राजस्व न्यायालयों का संचालन करने और इसके लिए दिन भी निर्धारित करने को कहा है। मुख्यमंत्री ने कहा कि सुशासन तिहार का जायजा लेने के लिए अब तक 19 जिलों का औचक निरीक्षक और समाधान शिविर में शामिल हो चुके हैं। जनता से मिले फीडबैक से इस बात का गर्व है कि हमारी सरकार की योजनाओं और कार्यक्रमों का लाभ उन लोगों तक पहुंच रहा है, जिनके लिए सरकार ने योजनाएं बनाई है। मुख्यमंत्री ने अधिकारियों से कहा कि विकसित छत्तीसगढ़ के निर्माण के लिए टीम वर्क के साथ काम करना ही हमारी प्रतिबद्धता होनी चाहिए। मुख्यमंत्री आज दुर्ग जिले में आकस्मिक निरीक्षण, समाधान शिविर में शामिल होने के बाद दुर्ग जिला मुख्यालय में कवर्धा, बेमेतरा और दुर्ग जिले के अधिकारियों की बैठक को संबोधित कर रहे थे।

मुख्यमंत्री श्री साय ने अधिकारियों को संबोधित करते हुए कहा कि आप सभी ने सुशासन तिहार में सक्रिय भागीदारी और परिश्रम से अच्छा कार्य किया है। आप सभी ने संकल्प लेकर नागरिकों की समस्याओं के समाधान हेतु कार्य किया है, यह अत्यंत सराहनीय है। उन्होंने कहा कि आम जनता की समस्याओं और शिकायतों के समाधान का प्रतिशत बेहतर है, जिससे यह स्पष्ट है कि हम सुशासन और आम जनता की बेहतरी के लिए काम कर रहे हैं। पिछले डेढ़ वर्ष में हमने अनेक अच्छे कार्य किए हैं, जिसका अच्छा फीडबैक जनता से मिल रहा है। 

 मुख्यमंत्री ने कहा कि हमारी समस्त योजनाएं आमजनता को केंद्र में रखकर बनाई गई हैं। श्री साय ने कहा कि जनहित में किए गए अच्छे कार्यों की हमेशा प्रशंसा होती है और जो अधिकारी अच्छा कार्य करेंगे उन्हें हम पुरस्कृत भी करेंगे। वहीं यदि योजनाओं के क्रियान्वयन में लापरवाही पाई गई, तो संबंधित अधिकारियों पर जवाबदेही तय कर सख्त कार्रवाई की जाएगी। 

मुख्यमंत्री ने आगे कहा कि जहां कहीं भी पेयजल की समस्या हो, इसको दूर करने का पुख्ता प्रबंध किया जाए। उन्होंने बरसात की मौसमी बीमारियों को ध्यान में रखते हुए अभी से तैयारी करने को कहा। मुख्यमंत्री ने कहा कि जल संरक्षण हेतु किसानों को फसल चक्र अपनाने के लिए प्रेरित किया जाए तथा कम पानी वाली फसलों जैसे दलहन एवं तिलहन की खेती को बढ़ावा देने विशेष रूप से प्रयास हो। श्री साय ने कहा कि राजस्व से जुड़े लंबित मामलों के शीघ्र समाधान के लिए शिविरों का आयोजन आगे भी नियमित रूप से किया जाए। 

 मुख्यमंत्री ने कहा कि महतारी वंदन योजना के हितग्राहियों के आधार कार्ड और ई-केवाईसी के कारण होने वाली दिक्कतों को भी तेजी से दूर किया जाए। उन्होंने कहा कि अविवादित नामांतरण के प्रकरण तेजी से निपटाएं और प्राकृतिक आपदा से पीड़ित लोगों को तत्काल राहत दें। उन्होंने बैठक में प्रधानमंत्री आवास योजना की विस्तार से समीक्षा की और सुशासन तिहार के अंतर्गत आवास के संबंध में प्राप्त आवेदनों के निराकरण के संबंध में दिशा-निर्देश दिए। मुख्यमंत्री ने सभी अधिकारियों से अंतर विभागीय समन्वय स्थापित कर निर्माणाधीन सड़कों और शासकीय भवनों लंबित निर्माण कार्यों को समय सीमा में पूर्ण करने के निर्देश दिए। 

बैठक में स्वामित्व योजना की भी समीक्षा की गई। साथ ही राष्ट्रीय ग्रामीण आजीविका मिशन के तहत आय सृजन गतिविधियों और ड्रोन दीदियों के प्रशिक्षण की व्यवस्थाओं पर चर्चा हुई। मुख्यमंत्री ने कहा कि ड्रोन दीदियों के प्रशिक्षण की पुख्ता व्यवस्था की जाए ताकि महिलाएं तकनीक से जुड़कर आत्मनिर्भर बन सकें। मुख्यमंत्री कहा कि बड़ी संख्या में प्रधानमंत्री आवास स्वीकृत होने से महिलाओं के लिए रोजगार के रास्ते खुले है। कंस्ट्रक्शन के लिए सेटरिंग प्लेट को किराए में देकर समूह की महिलाएं अच्छी आय प्राप्त कर रही है। उन्होंने कहा कि हमें महिलाओं को सशक्त बनाने के लिए ऐसी सभी संभावनाओं पर लगातार काम करना है। बैठक में आयुष्मान भारत योजना के अंतर्गत कार्ड वितरण की प्रगति, संस्थागत प्रसव की स्थिति, स्किल्ड बर्थ अटेंडेंट्स की तैनाती, और सिकलसेल स्क्रीनिंग की वर्तमान स्थिति की भी समीक्षा की गई। मुख्यमंत्री ने स्वास्थ्य सेवाओं की गुणवत्ता में सुधार और ग्रामीण क्षेत्रों में जागरूकता अभियान तेज करने के निर्देश दिए। उन्होंने कहा तालाबों और छोटे जल स्रोतों के इनलेट मार्ग अवरुद्ध न हों, ताकि वर्षा जल का संचयन सुचारु रूप से हो सके और भूजल स्तर बना रहे। 

मुख्यमंत्री ने भारतीय न्याय संहिता के कानूनों के प्रभावी क्रियान्वयन के निर्देश दिए ताकि न्याय की संकल्पना पूर्ण रूप से साकार हो। मुख्यमंत्री ने कहा कि नए कानूनों में जो तकनीक आधारित प्रावधान शामिल किए गए हैं, उनका समुचित और पूर्ण उपयोग सुनिश्चित किया जाए, जिससे न्याय प्रक्रिया अधिक पारदर्शी, त्वरित और प्रभावी हो। उन्होंने कहा कि नशे के कारण अपराध में वृद्धि हो रही है, इसके खिलाफ लगातार कड़े कदम उठाएं। शराब पीकर वाहन चलाने वालों पर उन्होंने कड़ी कार्रवाई के भी निर्देश अधिकारियों को दिए। श्री साय ने कहा कि सभी किरायेदार की सूचना पुलिस के पास हो और मकान मालिकों को इसके लिए विशेष निर्देश दिए जाए। यदि मकान मालिक जानकारी नहीं देंगे तो उन पर कार्यवाही की जाएगी। मुख्यमंत्री श्री साय ने अधिकारियों को विलेज लेवल रजिस्टर को अनिवार्य रूप से मेंटेन करने के निर्देश दिए ताकि अधिकारियों के स्थानांतरण होने पर नए अधिकारियों को भी आपराधिक गतिविधियों और संदिग्धों की जानकारी प्राप्त हो सके।

रायपुर 21 मई 2025/ मुख्यमंत्री श्री विष्णु देव साय का हेलीकॉप्टर आज जनपद पंचायत शंकरगढ़ के ग्राम पंचायत हरगवां स्थित ढोढ़रीखाला (नवापारा) पारा में उतरा। मुख्यमंत्री का यह दौरा ‘सुशासन तिहार’ कार्यक्रम के तहत औचक निरीक्षण के रूप में रहा। मुख्यमंत्री को अचानक गांव में हेलीकॉप्टर से उतरते देख ग्रामीणों में खुशी और उत्सुकता की लहर दौड़ गई। बड़ी संख्या में लोग चौपर देखने दौड़ पड़े। ग्रामीणों ने मुख्यमंत्री का पारंपरिक तरीके से स्वागत किया। महिलाओं ने मुख्यमंत्री श्री साय का पांव पखार उन्हें टीका लगाया और सरई पत्ते की माला पहनाई। स्वागत गीत भी गाया गया। हरगवां गांव आदिवासी बहुल क्षेत्र है और यहां पहाड़ी कोरवा विशेष पिछड़ी जनजाति के लोग निवास करते हैं।

मुख्यमंत्री श्री साय ने ढोढ़रीखाला पारा में कटहल, आम और महुआ के पेड़ के नीचे चौपाल लगाई। चौपाल में मुख्यमंत्री ने ग्रामीणों से सीधा संवाद किया और उनकी समस्याएं सुनीं। ग्रामीणों ने खुलकर अपनी बातें रखीं।

एक महिला ने पानी की समस्या बताई, जिस पर मुख्यमंत्री ने मौके पर मौजूद अधिकारियों से वास्तविक जानकारी ली। इसी तरह, बेलसर गांव की श्रीमती दीपू बघेल ने वन भूमि पट्टा पर खेती न कर पाने की बात बताई। मुख्यमंत्री ने इस पर जिला प्रशासन और पुलिस विभाग को तत्काल जांच कर उचित कार्रवाई के निर्देश दिए।

मुख्यमंत्री ने ग्रामीणों से पूछा कि सरकार की योजनाओं का लाभ मिल रहा है या नहीं, पटवारी गांव में आते हैं या नहीं और राजस्व संबंधी कोई समस्या तो नहीं है।

प्रधानमंत्री जनमन योजना के तहत ढोढ़रीखाला पारा में स्वीकृत 19 आवासों में से 16 आवास पूरे हो चुके हैं। मुख्यमंत्री ने इस संबंध में भी जानकारी ली और ग्रामीणों से योजनाओं के क्रियान्वयन की स्थिति पर चर्चा की।

मुख्यमंत्री श्री साय के साथ मुख्य सचिव श्री अमिताभ जैन और मुख्यमंत्री के प्रमुख सचिव श्री सुबोध सिंह भी उपस्थित रहे। मुख्यमंत्री के पहुंचने की सूचना मिलते ही जिला कलेक्टर और पुलिस अधीक्षक भी मौके पर पहुंचे।

रायपुर 21 मई 2025/ सुशासन तिहार के तीसरे चरण में प्रदेश के कोने-कोने में शासन की योजनाओं के क्रियान्वयन की वस्तुस्थिति जानने निकले प्रदेश के मुख्यमंत्री श्री विष्णु देव साय का उड़नखटोला आज उनके गृह जिले जशपुर के दोकड़ा ग्राम में उतरा। यहाँ समाधान शिविर में उन्होंने सुशासन तिहार में प्राप्त आवेदनों पर की गई कार्यवाही और पीएम आवास सहित अन्य योजनाओं के लाभार्थियों से संवाद कर योजनाओं की हकीकत जानी। मुख्यमंत्री श्री साय ने आमनागरिको को सम्बोधित करते हुए कहा कि मैं आपके गाँव घर का बेटा हूँ। मेरा सौभाग्य है कि आपके आशीर्वाद से प्रदेश का मुख्यमंत्री बना। प्रदेश को विकास की राह में ले जाना मेरा संकल्प है। 

    मुख्यमंत्री श्री साय ने आगे कहा कि आपके आशीर्वाद से हमारी सरकार बनी है। विगत डेढ़ वर्ष में विकास के लिए कार्य कर रहे हैं। सरकार बनते ही पहले केबिनेट में पीएम आवास के हितग्राहियों के लिए 18 लाख आवास की स्वीकृति प्रदान की। उन्होंने कहा कि प्रदेश में लगातार आवास बन रहे हैं। प्रधानमंत्री श्री नरेंद्र मोदी ने बिलासपुर में 3 लाख आवास के हितग्राहियों को गृह प्रवेश कराया। अम्बिकापुर में केंद्रीय पंचायत मंत्री श्री शिवराज सिंह ने 51 हजार हितग्राहियों को गृह प्रवेश कराया। मुख्यमंत्री ने कहा कि जिनका मकान पक्का नहीं है उन्हें चिंता करने की आवश्यकता नहीं है। एसईसीसी और आवास प्लस के सर्वे में जिनका भी नाम है सभी का मकान बनेगा। प्रधानमंत्री ने पीएम आवास के लिए इस वर्ष बजट में बड़ी राशि का प्रावधान किया है। मुख्यमंत्री श्री साय ने कहा कि हमने किसानों से जो वादा किया था उसे पूरा किया। 31 सौ रुपए प्रति क्विंटल में धान खरीदी, प्रति एकड़ 21 क्विंटल धान खरीदी, दो साल का बकाया बोनस की राशि भी दी। भूमिहीन कृषि मजदूरों को राशि देना शुरू किया है। महतारी वन्दन योजना से महिलाओं को प्रतिमाह एक हजार की राशि देकर उन्हें आर्थिक रूप से मजबूत बनाने और महिला सशक्तिकरण का काम किया जा रहा है। मुख्यमंत्री श्री साय ने कहा कि तेन्दूपत्ता के हितग्राहियों को लाभान्वित करने 4000 एकड़ प्रति मानक बोरा पारिश्रमिक राशि को बढ़ाकर 5500 रुपये कर दिया गया है। उन्होंने कहा कि रामलला दर्शन योजना अंतर्गत अयोध्या में प्रभु राम के दर्शन के लिए तीर्थ यात्रियों को भेजने के साथ ही अब मुख्यमंत्री तीर्थ योजना प्रारंभ की गई है। इस योजना में हमारे प्रदेश के 60 वर्ष से अधिक कोई भी व्यक्ति देश के प्रमुख तीर्थ स्थलों में निःशुल्क जा पाएंगे। 

मुख्यमंत्री श्री साय ने आगे कहा कि हमारी सरकार ने जमीन रजिस्ट्री की प्रक्रिया को आसान बनाकर नामान्तरण की प्रक्रिया को भी सरल कर दिया है। अब नामान्तरण के लिए किसी के पास जाने की जरूरत नहीं है। जमीन रजिस्ट्री के साथ ही नामांतरण हो जाएगी। मुख्यमंत्री श्री साय ने कहा कि ग्रामीणों को बैंकिंग सुविधाओं से जोड़ा जा रहा है। अटल डिजिटल सेवा केंद्र के माध्यम से प्रदेश के सभी ग्राम पंचायतों में सेवाएं उपलब्ध होगी। किसानों को गाँव से बाहर नहीं जाना पड़ेगा। अभी 24 अप्रैल को प्रदेश के 1460 ग्राम पंचायतों में अटल डिजिटल सेवा केंद्र प्रारंभ किया गया है। मुख्यमंत्री ने कहा कि मैंने स्वयं भी देखा है कि इस सेवा का लाभ आम जनमानस को मिल रहा है। इस अवसर पर पत्थलगांव की विधायक और सरगुजा विकास प्राधिकरण की उपाध्यक्ष श्रीमती गोमती साय ने कहा कि यह सुशासन का साक्ष्य है, मुख्यमंत्री श्री विष्णु देव साय के नेतृत्व में छत्तीसगढ़ की सरकार घर-घर पहुँच रही है। गाँव की समस्याओं को सुनकर दूर किया जा रहा है। केंद्र और राज्य की योजनाओं को जरूरतमंद तक पहुचाने के लिए सरकार लगी है। कलेक्टर श्री रोहित व्यास ने जिले में सुशासन तिहार अंतर्गत प्राप्त आवेदनों के निराकरण की जानकारी देते हुए बताया कि एक लाख 32 हजार से अधिक प्राप्त आवेदनों में से एक लाख 28 हजार से अधिक आवेदनों का निराकरण किया गया है। जशपुर जिले में 54 क्लस्टर में शिविर का आयोजन किया जा रहा है। 97 प्रतिशत आवेदन का निराकरण कर लिया गया है। कलेक्टर ने बताया कि सुशासन तिहार में प्राप्त आवेदन के आधार पर हितग्राहियों को योजनाओं से भी लाभान्वित किया गया है। कुछ मांग शासन को स्वीकृति के लिए भेजी गई है। उन्होंने कहा कि समयबद्ध तरीके से हर आवेदन के निराकरण की कोशिश की गई। ग्राम दोकड़ा के समाधान शिविर में ग्राम पंचायतों के अंतर्गत 3258 आवेदन प्राप्त हुए थे। जिसमें से अधिकांश का निराकरण कर लिया गया है। इस अवसर पर जिला पंचायत अध्यक्ष श्री सालिक साय, मुख्य सचिव श्री अमिताभ जैन, प्रमुख सचिव श्री सुबोध सिंह, संभागायुक्त श्री नरेन्द्र कुमार दुग्गा, आईजी श्री दीपक झा, कलेक्टर श्री रोहित व्यास,मुख्यमंत्री की धर्मपत्नी श्रीमती कौशल्या देवी साय सहित अन्य जनप्रतिनिधि, अधिकारी-कर्मचारी सहित गणमान्य नागरिक और बड़ी संख्या में ग्रामीणजन उपस्थित थे।

*कमी को नोटकर ठीक करने के दे रहे निर्देश*

मुख्यमंत्री श्री साय ने कहा कि मोदी जी की गारंटी को पूरा किया गया है। उन योजनाओं के तहत कार्य हुआ है या नहीं, इसे धरातल में जानने के लिए दौरा कर रहे हैं। आज जशपुर जिले के दोकड़ा आया हूँ, यह मेरा 21वां जिला है। मेरे अलावा मंत्री,सांसद,विधायक और मुख्य सचिव सहित वरिष्ठ अधिकारी भी समाधान शिविरों में जा रहे हैं। मैं आकस्मिक निरीक्षण के तहत प्रदेश के हर दूरस्थ अंचलों में पहुँचने की कोशिश कर रहा हूँ। पेड़ के नीचे चौपाल लगाकर लोगों की समस्याओं को सुन रहा हूँ। सभी जगह व्यवस्था ठीक है और जहाँ कोई कमी है उसे नोटकर अधिकारियों को कमी ठीक करने के निर्देश दिए जा रहे हैं।

मुख्यमंत्री श्री विष्णु देव साय ने ग्राम दोकड़ा को अपना गाँव घर बताया और यहाँ के लोगों को अपना। उन्होंने कहा कि क्षेत्र के लोगों ने उन्हें 4 बार सांसद बनाया। मैनी नदी में पुल यहाँ के लोगों की प्रमुख मांग थी, जिसे पूरा कर दिया गया था। अभी जो माँग आई है उसे भी पूरा किया जा रहा है। मुख्यमंत्री श्री साय ने दोकड़ा में उच्च शिक्षा के लिए कॉलेज खोलने की घोषणा की। उन्होंने यहाँ के प्राथमिक स्वास्थ्य केंद्र का उन्नयन करने, वनवासी कल्याण आश्रम, प्राचीन शिव मंदिर के प्रांगण का जीर्णाेद्धार, डोरियामुड़ा तालाब का सौंदर्यीकरण,पुराने मंगल भवन के जीर्णाेद्धार के लिए राशि 20 लाख देने और इस क्षेत्र के युवाओं को खेल के क्षेत्र में आगे बढ़ने के लिए एक मिनी स्टेडियम निर्माण की भी घोषणा भी की।

जशपुर जिले के कांसाबेल ब्लॉक अंतर्गत ग्राम दोकड़ा के समाधान शिविर में मुख्यमंत्री श्री विष्णु देव साय ने हितग्राहियों को अनेक सौगातें दी। उन्होंने पीएम आवास के हितग्राही बिकेश्वर राम, सुमेर सिंह से संवाद किया। पीएम आवास के हितग्राही सुमेर सिंह ने खुशी जाहिर करते हुए मुख्यमंत्री को अपने घर भी आमंत्रित किया। समाधान शिविर में राशनकार्ड प्राप्त करने वाले परमेश्वर राम, किसान क्रेडिट कार्ड के हितग्राही संजय शर्मा ने भी समस्या का समाधान के लिए मुख्यमंत्री को धन्यवाद दिया। मुख्यमंत्री ने शिविर स्थल पर पीएम आवास के हितग्राहियों को चाबी सौंपी। खाद्य विभाग अंतर्गत राशनकार्ड, समाज कल्याण विभाग अंतर्गत पेंशन स्वीकृति पत्र, मत्स्य विभाग अंतर्गत जाल और आइस बॉक्स, कृषि विभाग अंतर्गत केसीसी कार्ड, महिला एवं बाल विकास विभाग अंतर्गत बैग एवं टिफिन बॉक्स, बॉटल, उद्यानिकी विभाग अंतर्गत किसानों को सब्जी बीज किट, मनरेगा अंतर्गत जॉब कार्ड स्वीकृति आदेश,स्वास्थ्य विभाग अंतर्गत आयुषमान कार्ड,फ़ूड बॉक्स,एनआरएलएम अंतर्गत महिला समूह के सदस्यों को मुद्रा लोन का चेक और क्रिकेट खिलाड़ियों को क्रिकेट किट आदि का वितरण किया।

*दसवीं-बोर्ड परीक्षा के टॉपर विद्यार्थियों का किया सम्मान*

मुख्यमंत्री श्री विष्णु देव साय ने जशपुर जिले के विद्यालयों से पढ़ाई कर माध्यमिक शिक्षा मंडल की बोर्ड परीक्षा में टॉप कर जिले का राज्य स्तर पर नाम रोशन करने वाले विद्यार्थियों का सम्मान किया। उन्होंने कक्षा 12 वी कक्षा में राज्य में पांचवा स्थान हासिल करने वाली नेहा एक्का और कक्षा दसवीं में प्रथम स्थान प्राप्त करने वाले नमन खुटिया सहित अन्य विद्यार्थियों का सम्मान कर उन्हें आगे बढ़ने के लिए प्रोत्साहित किया।

Bagicha : A case has come to light of the death of a 10-year-old innocent child riding a scooter after being hit by a high-speed small elephant. Two other scooter riders are seriously injured and are being referred to Ambikapur after primary treatment.

According to the information received, the incident happened this morning. Vinay Kumar, a resident of village Pandaripani, was going on a scooter with his sister-in-law Jamuna and his sick nephew to Bagicha Hospital for treatment.Meanwhile, near the Tehsil Chowk of Bagicha, a small elephant going from Raipur to Ranchi hit the scooter, due to which Vinay, sister-in-law Jamuna and nephew Satish, who were riding the scooter, fell on the road.All three were seriously injured in the incident. Then Nasir Ansari, the state president of Sarva Dharma Manav Seva Sansthan, who was passing through Tehsil Chowk, saw the three injured. Nasir Ansari admitted all the three injured to the community health center in Bagicha.

Where BMO Dr. Sunil Lakra started primary treatment of the three injured. During treatment, 10-year-old Satish died due to serious head injury. Due to the efforts of BMO Dr. Sunil Lakra, the lives of both the injured Jamuna and Vinay could be saved.

Till the time of writing the news, seeing the condition of the injured, they are being referred to Ambikapur for proper treatment. On getting information about the incident, the police immediately reached the spot. The police has arrested the driver while seizing the small pick up involved in the incident.

Jashpur . The life of Mrs. Sarita Bai Nagesia, who used to walk barefoot on the village paths, was never easy.This woman, who once used to work as a labourer to earn her daily bread, has not only become self-reliant today, but has also succeeded in changing the fate of her entire family.

The life of Sarita Bai, a resident of Chedia village panchayat of Manora development block, was also full of hardships like that of ordinary rural women.Going to work every morning, barely managing to run the household and the dream of educating the children remaining unfulfilled was a part of her daily life. She had no permanent income, no resources and no concrete plans to provide a better future to her family.But her situation was not always like this. She changed the direction of her life by taking advantage of government schemes.

The change came when she decided to join the Sitaram Mahila Self Help Group. This decision proved to be the most important turning point in her life.After joining the group, he not only got financial help but also his confidence increased. He recognized his hidden potential and decided to do something new. He took a loan from CIF and started making bricks. He faced difficulties in the initial days,But he did not give up. Gradually, by working hard, he expanded his business and then took a loan of Rs 1 lakh under the Pradhan Mantri Mudra Yojana, which further strengthened his brick manufacturing business.Today she has been doing this work continuously for three years and is earning more than two lakh rupees annually.

Earlier Sarita Bai did not even have a bicycle, but today her hard work and self-reliance has made her so capable that she has bought a scooty for herself and a bike for her husband.Sarita Bai is now also doing farming in her own field, which is giving her additional income.

Sarita Bai says 

“Earlier I used to work as a labourer all day, but now I am running my own business with my hard work. After joining the women’s group, my life changed completely. Today I am self-reliant, I can take my own decisions. This change is like a dream come true for me.”
