Union Secretary assesses ground realities; directs increase in survey teams

Raipur, Shri Narendra Bhushan, Secretary, Ministry of Rural Development (Department of Land Resources), Government of India, visited Dhamtari district today and closely inspected the progress of the ambitious 'Naksha Project'. The Secretary, who visited Akashganga Colony and Gokulpur of Municipal Corporation Dhamtari, gave clear instructions that the implementation of the project should be completed within the time limit with 'Zero Error'. For this, he directed the Collector to immediately increase the number of survey teams.

​Saw the 'Record of Rights' demonstration on the ground

During the inspection, the Union Secretary witnessed a live demonstration of the ongoing ROR (Record of Rights) construction work at Mr. Domar Singh Sahu's house. He thoroughly understood the workings of the map portal, plot verification, and the process of digitizing land records. The Secretary also asked the survey team technical questions, such as: How long does an entry take? How are discrepancies between recorded land and actual possession being resolved? What measures have been taken to protect government land?

An end to controversies and a new era of transparency

Shri Narendra Bhushan stated that the accurate digitization of urban land records will prove to be a milestone for future civic amenities and transparency. Reviewing the draft publication, claims and objections, and redressal process, he stated that “citizen participation is the cornerstone of this scheme's success.”

Dhamtari became the role model of the state

Director of Land Records, Mr. Vineet Nandanwar, stated that this pilot project is underway in three cities of Chhattisgarh: Dhamtari, Jagdalpur, and Ambikapur. Dhamtari is leading the way, where ground truthing is nearly complete and most draft rights records have been prepared.

Citizen services to be linked to Digital Door Numbering (DDN)

Collector Abinash Mishra informed the Secretary that digital door numbering is being implemented in the district alongside the project. This will facilitate online tax and utility bill payments in the future. This will enable integrated digital management of citizen services and promote smart governance.

Municipal Corporation Commissioner and Nodal Officer Priya Goyal provided information on ward-wise population and survey staff. Meanwhile, State Master Trainer Deepchand Bharti highlighted the portal's technical challenges and legal solutions.
