Nigam plot scam: Former mayor among others accused, probe begins
Bilaspur. A major controversy has erupted within the Bilaspur Municipal Corporation regarding the allotment of plots and shops in Vyapar Vihar. The matter has escalated after the names of former Mayor Ramsharan Yadav, then-estate officer Rajesh Dewangan, and several businessmen were included in the complaint. The Civil Lines police are investigating on court orders.
The complaint alleges irregularities in the allotment of more than 10 vacant plots and shops in Vyapar Vihar. According to the complaint, land buyers Nikhil Agarwal, Rita Agarwal, Ritu Agarwal, Amriti Agarwal, and Chitrangada Agarwal allegedly paid bribes to influence the tender process.
The case is said to date back to 2020-21, when approximately 7,500 square feet of land, plot number A-23, was registered in the name of Nikhil Agarwal of Ganesh Traders. It is alleged that the land boundaries were altered by tampering with the documents, reducing the value of the additional land, and the same land was subsequently transferred to the same party.

Following the cancellation of the tender, a dispute arose regarding the alleged transaction and the refund. Meanwhile, the then-estate officer, Rajesh Dewangan, filed a police complaint, alleging threats, coercion, and hostage-taking against certain individuals.
Former Mayor Ramsharan Yadav has vehemently denied all allegations, stating that since the shops and plots had not been allotted, the question of a transaction does not arise. He argues that the tender had already been cancelled.
According to the Civil Lines CSP, the matter is pending in court and an impartial investigation is being conducted as directed by the court.
