Chief Secretary Directs Departments to Clear Retirement Cases Before Superannuation : High-Level Review of Key Schemes, Recruitment, Citizen Services and Administrative Reforms
Raipur, August 11, 2026: Chief Secretary Vikasheel chaired a high-level meeting of all departmental secretaries at Mahanadi Bhawan to review the progress of key government schemes and departmental programmes.
The Chief Secretary directed departments to complete all retirement-related cases before officers and employees superannuate and prepare department-wise lists of employees due to retire at regular intervals. He also instructed departments to prepare vacancy and backlog lists and complete recruitment against sanctioned posts.
Emphasising continuous monitoring, he directed secretaries to closely review the implementation of departmental schemes and important programmes. The meeting also reviewed Lok Seva Guarantee, RTI, Seva Setu, PM Gati/Pragati Portal, e-Pragati, de-regulation and rural development schemes. Officials informed that 728 services have been notified under the Lok Seva Guarantee Act.
The Chief Secretary further directed departments to monitor iGOT training programmes and prepare need-based training plans for officers and employees. Departments were also asked to compile information on reforms ahead of the proposed Reform Festival campaign. Senior secretaries and officials from various departments attended the meeting.

State procurement through Government e Marketplace grows 113% in a year; ₹1,800 crore routed to micro and small enterprises; 130 crore saved through competitive bidding
Raipur 11 August 2026/Chhattisgarh has been conferred the GeM Sustainable Procurement Award at the 10th Foundation Day of the Government e Marketplace (GeM), held today in New Delhi. The award was presented in the presence of the Chief Guest, Shri Piyush Goyal, Hon'ble Union Minister of Commerce & Industry, at a ceremony marking a decade of GeM under the theme "GeM 10: A Decade of Exponential Possibilities."
The award, conferred under the Premier Awards in the State Government Felicitation category, recognises Chhattisgarh for sustained efforts towards GeM adoption leading to growth in both value and volume of procurement across the State.
130 crore saved through open competition
Competitive bidding on the platform delivered savings of ₹130 crore to the State exchequer in FY 2025-26 - the difference between what departments estimated they would pay and the price the market offered once bidding was opened to all qualified sellers.
The saving is a direct consequence of transparency built into the procurement process itself. Open bidding, standardised specifications and a single auditable record for every transaction ensure that every purchase rests on an open, recorded comparison of competing offers. Over the last three financial years, competitive bidding on the platform has saved the State exchequer ₹235 crore. Established checks apply at every stage of the procurement cycle, with tender specifications reviewed on an ongoing basis to maintain quality and keep pace with the widening range of goods and services the State buys.
Wider adoption, greater savings
Chhattisgarh's procurement through GeM rose to ₹3,935 crore in FY 2025-26, a growth of 113% over the previous year, expanding the base of purchases subject to open competition.
The growth follows a deliberate consolidation of departmental purchasing, bringing departments, corporations and local bodies onto a common platform where every transaction is rate-discovered and auditable.
Widening the base of who sells to government
The State's adoption has broadened participation in public procurement. Orders to micro and small enterprises grew 61% to 1,800 crore in FY 2025-26, comfortably exceeding the 25% mandated MSE procurement target.
Growth was strongest among the State's priority supplier groups. Procurement from women entrepreneurs grew 97% and orders to SC/ST entrepreneurs grew 108%, while startups recorded the fastest growth of any category at 178%.

Railway modernization to boost passenger amenities, trade, tourism and regional development: Chief Minister Shri Vishnu Deo Sai
Raipur । Chief Minister Shri Vishnu Deo Sai today met Shri Dayanand, Divisional Railway Manager (DRM), Raipur Division, at his official residence in Raipur. During the meeting, the DRM presented an invitation on behalf of Union Railway Minister Shri Ashwini Vaishnaw for the inauguration of the redeveloped Sarona and Balod railway stations under the Amrit Bharat Station Scheme. They also discussed the upgraded passenger amenities, infrastructure improvements and the modernization of the two stations.
Describing the Amrit Bharat Station Scheme as a visionary initiative, Chief Minister said it reflects the Centre's commitment to developing a modern, safe and passenger-friendly railway network. Expressing gratitude to Prime Minister Shri Narendra Modi and Union Railway Minister Shri Ashwini Vaishnaw, he said Indian Railways is undergoing unprecedented transformation, with railway stations across the country being upgraded with world-class infrastructure and improved passenger facilities.
Chief Minister said railways are not merely a mode of transport but a catalyst for trade, tourism, regional development and economic growth. Modernisation of railway stations, he said, will strengthen local economies, create employment opportunities and improve regional connectivity. He expressed confidence that the redevelopment of Sarona and Balod railway stations would significantly enhance passenger convenience while giving fresh impetus to economic and social activities in the region.
Shri Sai said the coordinated efforts of the Double Engine Government are accelerating the expansion of modern railway infrastructure in Chhattisgarh. Improved rail connectivity, he said, will encourage investment, industry, trade and tourism while making travel safer, more convenient and efficient for the people.
Meanwhile, Prime Minister Shri Narendra Modi is scheduled to virtually inaugurate redeveloped railway stations across the country under the Amrit Bharat Station Scheme on July 17. The scheme aims to transform railway stations into modern, accessible, safe and passenger-friendly transport hubs.

Raipur । Governor Shri Ramen Deka and Chief Minister Shri Vishnu Deo Sai today participated in the annual Lord Jagannath Rath Yatra at the Jagannath Temple in Gayatri Nagar, Raipur. They offered prayers to Lord Jagannath, Lord Balabhadra and Devi Subhadra, performed the traditional 'Chhera Pahara' ritual and prayed for peace, prosperity, good health, timely rainfall and the well-being of the people of Chhattisgarh.

Earlier, Governor and Chief Minister performed the traditional Chhera Pahara ritual by ceremonially sweeping the path before the chariot with a golden broom, symbolising humility and equality before the Almighty. The deities were then ceremonially placed on the chariot, marking the commencement of the Rath Yatra amid Vedic chants, devotional hymns and the participation of a large number of devotees.
The Rath Yatra at the Jagannath Temple in Gayatri Nagar is organized every year on the lines of the renowned Rath Yatra in Puri. Chhera Pahara symbolises equality before the Lord and the spirit of selfless service.
Sharing a border with Odisha, Chhattisgarh has a deep-rooted tradition of devotion to Lord Jagannath. Rath Yatra is celebrated with great devotion and enthusiasm across many parts of the state, serving as a cultural bridge between the traditions of Utkal and Dakshin Kosal.

Chhattisgarh Assembly passes Ease of Doing Business Bill, 2026 : Chhattisgarh set to become first state with risk-based business approval
Small businesses to get faster approvals, self-certification and auto-approval
Raipur : In a major reform to boost industry and entrepreneurship, the Chhattisgarh Assembly on Thursday passed the Chhattisgarh Ease of Doing Business Bill, 2026, under the leadership of Chief Minister Shri Vishnu Deo Sai, paving the way for the state to become the first in the country to implement a risk-based and trust-based business permission system.
The Bill aims to simplify business establishment and operational procedures, reduce unnecessary compliances and create a faster, transparent and investor-friendly ecosystem, particularly for MSMEs. Industries and commercial establishments will be classified according to their size and risk profile, allowing low-risk businesses to secure quicker approvals while retaining technical scrutiny and physical inspections for high-risk projects.
The Bill introduces self-certification or certification by licensed engineers, architects and authorised professionals for low-risk enterprises, replacing frequent departmental inspections.
It also abolishes mandatory annual licence renewals and provides for risk-based approvals, easing compliance for businesses. Allowing the businessmen to focus on their operations.
MSMEs will be able to obtain water supply permissions through self-declaration, time-bound registration of societies and firms, and building approvals through self-certification or authorised experts. Eligible applications pending beyond the prescribed timeline will receive deemed approval through an auto-approval mechanism, while high-risk projects will continue to undergo technical evaluation and inspections.
The Bill brings 43 services offered by eight state departments under the risk-based approval framework, with provisions to add more services after approval by the Executive Council. A three-tier monitoring mechanism has also been created, with committees headed by the Chief Secretary at the state level and Collectors at the district level functioning under the guidance of a council chaired by the Chief Minister.
The government expects the reform to directly benefit over 15 lakh MSMEs by reducing the time and cost of starting and running businesses while maintaining effective oversight for high-risk sectors, strengthening Chhattisgarh’s transparent, predictable and investment-friendly business environment.
Tragic Incident in Dharamjaigarh: Elderly Couple Burnt Alive in Massive House Fire; Forensic Team and Dog Squad Deployed, Cause of Fire Still Unknown
Dharamjaigarh: A tragic incident occurred late Tuesday night in Krondha village under the Dharamjaigarh police station limits of Raigarh district, where an elderly couple lost their lives after a massive fire engulfed their house. The incident has left the entire village in shock and mourning.
According to preliminary information, the fire broke out suddenly late at night and spread rapidly throughout the house. The elderly husband and wife, who were living alone, were unable to escape and were burnt alive in the blaze.
Upon receiving the information, the Dharamjaigarh Police immediately reached the spot, secured the area, and launched an investigation. Police officials are collecting evidence and questioning local residents to ascertain the exact cause of the fire.
The cause of the fire remains unknown at this stage. Considering the seriousness of the incident, a forensic team and a dog squad have also been called to the scene to assist in the investigation. Experts are examining every possible angle to determine what led to the tragic fire.
Sources said the deceased couple had been living alone in the house. Police are conducting a detailed investigation into the circumstances surrounding the incident, and officials have stated that the exact cause of the fire will only be known after the investigation is completed.

Bastar’s Healthcare Landscape Transformed Under Vishnu Deo Sai’s Good Governance : Healthcare services are now accessible even in the Naxal-affected districts of Bastar
Raipur, June 29, 2025/ Under the leadership of Chief Minister Shri Vishnu Deo Sai, Chhattisgarh is witnessing a remarkable transformation in healthcare delivery—not only in urban and rural areas but also deep inside Naxal-affected regions of Bastar division. Effective implementation of government health schemes has brought critical services within people’s reach. Initiatives such as the National Quality Assurance Standards (NQAS), the National Tuberculosis Elimination Programme, and the Malaria-Free Campaign have provided a new impetus to healthcare across Bastar.
Chief Minister Vishnu Deo Sai remarked that the expansion of healthcare infrastructure in Bastar is the outcome of the government’s people-centric vision and dedicated efforts. He noted that the commitment of health department officers, field workers, and community health volunteers like Mitanins has yielded visible result seven in the most challenging districts.
Health Minister Shri Shyam Bihari Jaiswal emphasized that ensuring quality healthcare across Chhattisgarh is a key priority of the government. Targeted interventions—including door-to-door screening, timely treatment, and awareness campaigns—have helped control malaria transmission in Bastar. Under the NQAS framework, health facilities across the division have achieved noteworthy milestones.
*Remarkable Achievements Under National Quality Assurance Standards*
Between January 1, 2024, and June 16, 2025, a total of 130 health institutions in Bastar division received quality certification. This includes one district hospital, 16 primary health centres, and 113 sub-health centres. Certification of an additional 65 facilities is in progress. Notably, in the Naxal-affected districts of Kanker (8 facilities), Bijapur (2), Sukma (3), and Dantewada (1), 14 institutions were awarded quality certificates—underscoring the improvement in service standards.
Under the Niyad Nellanar scheme, Bastar division was set a target of creating 62,466 ration cards. Within a year, 36,231 Ayushman cards were registered, covering 52.6% of eligible households across five districts. So far, 6,816 beneficiaries have availed health services under Ayushman Bharat, with claims worth ₹82.2 million processed.
*Strengthening Healthcare Through Staff Appointments*
Over the past 18 months, the government has bolstered Bastar’s healthcare system by appointing 33 medical specialists, 117 medical officers, and one dental surgeon. Additionally, 75 staff were recruited at the state level and 307 at the district level, while recruitment for another 291 positions is underway. These measures have significantly enhanced both the availability and quality of medical services.

Extending quality healthcare to Naxal-affected districts has remained a top priority. Residents of Kanker, Bijapur, Sukma, and Dantewada are now benefiting from improved health infrastructure and services. He informed that in the Naxal-affected districts of Bijapur, Sukma, Kanker, Dantewada, and Narayanpur, the Department of Women and Child Development is successfully operating 159 Anganwadi centres under the Niyad Nellanar Yojana. Tapping Forest Wealth: Ayurvedic Processing Unit Set for Inauguration in Durg on June 29 : Chhattisgarh's Ayurvedic processing project makes 'Vocal for Local' a reality
Raipur 28 June 2025/ The state-of-the-art Ayurvedic medicine processing unit built by Chhattisgarh State Minor Forest Produce Cooperative Federation Limited will be inaugurated at village Jamgaon in District Durg on Sunday.
The Ayurvedic Processing Unit is a historic initiative towards realizing the Forest to Pharmacy model by linking Chhattisgarh's rich forest wealth with science and modern technology. Sprawled in 27.87 acres of land area the Ayurvedic Processing Unit is developed worth cost of Rs 36.47 crore and is estimated to produce products worth about Rs 50 crore per year.
The processing unit will be inaugurated by chief guest Shri Vishnu Deo Sai. The program will be presided over by Forest and Climate Change Minister Shri Kedar Kashyap while Deputy Chief Minister Shri Vijay Sharma, MP Durg Shri Vijay Baghel, local MLAs, Chairman of State Forest Medicine Board Shri Vikas Markam and Chairman of Forest Development Corporation Shri Ramsevak Paikra will be present on this occasion.
Shri Shri 1008 Doctor Swami Kailashnand Giri Ji Maharaj Maha Mandaleshwar, Haridwar Uttarakhand will be specially present in the program.
Ayurvedic processing unit in Chhattisgarh will manufacture a range of high-quality Ayurvedic products including powders, syrups, oils, and tablets, using scientifically processed medicinal and minor forest produce such as Mahua, Sal seed, Kalmegh, Giloy, and Ashwagandha.
Set up under the Chhattisgarh Herbals brand, the unit aims to become a key hub for promoting the state’s herbal products in national and international markets. The project is expected to generate over 1,000 direct and indirect employment opportunities, with a strong emphasis on involving women in primary processing activities, thereby creating new avenues for self-employment.
The initiative also includes a modern warehouse with a 20,000 metric tonne capacity to ensure long-term storage and quality control of seasonal forest produce. The project reflects Prime Minister Narendra Modi’s vision of Vocal for Local and Aatmanirbhar Bharat, focusing on local value addition, sustainable economic growth, and inclusive development at the grassroots level.

Chhattisgarh Govrnment undertakes large-scale transfers in Commercial Tax Department to enhance transparency
Raipur, 28 June 2025 : In a major administrative move aimed at reinforcing transparency and accountability, the Chhattisgarh Government has carried out large-scale transfers in the Commercial Tax (GST) Department — the first such restructuring in several years.
The decision aligns with Chief Minister Shri Vishnu Deo Sai’s stated commitment to good governance and impartial administration. Officials stated the prolonged tenure of officers at the same postings had created operational stagnation and posed challenges to institutional transparency and tax collection efficiency. In several cases, officers had remained in the same posting for over a decade, with some serving continuously in their home districts.
According to the department, of the 35 sanctioned Deputy Commissioner (State Tax) posts, 17 officers have now been reassigned following their promotion. Among the remaining eight officers, several had completed between 8 to 10 years in Raipur alone. In addition, 178 State Tax Officers and Inspectors were found to have remained in the same locations for four to five years, with over 70 serving in their home districts throughout that period.
Commercial Tax Minister Shri O.P. Choudhary stated the transfers were part of a broader effort to decentralise administrative functions and strengthen the tax governance framework. “For the first time, new tax circles have been set up in Dantewada, Kondagaon, Jashpur, Sakti, and Sarangarh, ensuring better geographical coverage. Earlier, departmental offices operated in only 15 districts despite the presence of 30 circles,” he stated.
As part of the restructuring, the department has also introduced Business Intelligence Units (BIUs) and Audit Units with designated officers to monitor revenue collection and compliance more effectively.
Officials maintained that the process had been carried out with due regard to personal circumstances. Efforts were made to accommodate requests for joint postings of spouse officers, and women officers were transferred to nearby districts wherever feasible.
Finance Minister Shri Choudhary reiterated the government’s resolve to promote an honest, transparent, and responsive administrative culture across departments. “Such reforms are essential for institutional strengthening and public trust,” he added.

Fulfilling the promise he made earlier this year, the move comes after the CM, during his visit to Jashpur on January 14, had announced the elevation of Tapkara to a full-fledged tehsil. With this development, residents of 33 villages — including farmers, students, and the general public — are expected to benefit from easier access to administrative services.
On this occasion, Chief Minister Shri Sai announced to make Tapkara a Nagar Panchayat, approve Rs 50 lakh for the beautification of the sports stadium at Tapkara and construction of a rest house in Farasbahar.
Chief Minister Shri Sai said that our government is rapidly implementing Modi's guarantee on every front of development. As soon as the government was formed, 18 lakh houses were approved under the Pradhan Mantri Awas Yojana in the first cabinet. In realm of women empowerment around 70 lakh women are receiving Rs 1,000 per month through the Mahtari Vandan Yojana. To increase the income of Tendu leaf collectors, the support price of Tendu leaves has been fixed at Rs 5,500 per standard sack. Atal Digital Seva Kendras are being opened to provide banking facilities in the village itself. There is a plan to start it in all the Gram Panchayats on the upcoming Panchayat Day.
Highlighting digital revolution in land and property sector, Chief Minister said that for the convenience of the common citizens, the registration process has been made more transparent, simple, digital and citizen-centric by making better use of innovations under 10 new revolutions in the registry.
Explaining the significance, Jashpur Collector Mr Rohit Vyas said that the opening of the tehsil office here will provide special convenience to farmers, landowners, students and citizens. The link court of SDM Farasbahar will also start from next Monday.

Chief Minister Shri Vishnu Deo Sai Launches 'Sampark Smart School and Smart Block Programme’ in Jashpur, Hailing it as Education Milestone
Raipur 28 June 2025// Chief Minister Shri Vishnu Deo Sai on Saturday inaugurated the Sampark Smart School and Smart Block programme at Bagicha High School in Jashpur district's Kansabel block, marking a significant stride in Chhattisgarh's educational landscape. The launch saw the distribution of Sampark Smart Kits and televisions to 50 primary schools in Jashpur, aiming to revolutionize learning for young students.
Addressing the gathering, Chief Minister Shri Sai expressed his delight at the initiation of the 'Sampark Smart School' in his native village of Bagicha, where he himself received his primary education from Class 1 to 5. Recalling his childhood, he reminisced about the leaky, tiled roof of Bagicha School 50 years ago, contrasting it with its complete transformation into a modern high school today.
"Education is the sole mantra that enables the holistic development of an individual," Chief Minister Shri Sai stated, emphasizing the pivotal role of teachers as nation-builders who help shape future doctors, engineers, lawyers, scientists, and professors. He noted that while access to high school education was a challenge in the past, Chhattisgarh now offers state-of-the-art facilities for quality education, including engineering, medical, and national-level institutions.
He mentioned that Sampark Foundation's founder and chairman, Shri Vineet Nair, a former CEO of HCL Technologies, was inspired by his mother, a government school teacher, to start the Sampark programme. This programme has already made valuable contributions to learning in states like Uttar Pradesh, Haryana, Rajasthan, Himachal Pradesh, and Uttarakhand. "The Sampark Foundation provides Sampark TV devices and Math and English kits to simplify education through play, which are being distributed to 50 schools in our district today," CM Shri Sai said. "I am fully confident that these kits will be utilized extensively in schools, not only overcoming children's hesitation but also making the learning process easier."
He urged all headmasters to thoroughly understand the methodology of using these resources and provide opportunities for children to advance.
Meanwhile, Jashpur district has consistently performed well academically, with 15 students securing positions in the top 10 merit lists for both 10th and 12th board examinations this year. The district achieved an impressive 94 per cent pass rate in both 10th and 12th grades, making Jashpur the district with the highest pass percentage in the state. Its excellence extends to the primary level, with 99.5 per cent results in Class 5 and 97.3 per cent in Class 8, leaving a distinct mark at the state level.
Under Chief Minister Shri Sai's directives, the education department is conducting orientation programmes for all headmasters and principals at the district level to ensure the smooth functioning of academic activities. To promote scientific thinking, various programmes are being organized in collaboration with ISRO, IITs, and other prestigious institutions. Daily attendance of teachers and students is being recorded via an app, and continuous monitoring of daily activities is being carried out. Furthermore, rationalization measures to improve educational arrangements have been completed in all schools across the district. In line with this, the distribution of Foundational Literacy and Numeracy (FLN) kits to students of 50 primary schools through the Sampark Foundation is expected to prove a milestone in improving the district's educational quality.

Jashpur, 27 June 2025/ This year also the Rath Yatra festival was organized with traditional reverence, devotion and grandeur in the historic and ancient Shri Jagannath Temple Dokra in Jashpur district.Before the departure of Rath Yatra from the temple, Chief Minister Vishnudev Sai and his wife Smt. Kaushalya Devi Sai performed the worship of Lord Shri Jagannath, brother Balabhadra and sister Subhadra in the Jagannath temple with full rites and rituals.And prayed for the happiness, prosperity and welfare of the people of the state. Chief Minister Shri Vishnudev Sai performed the ritual of Chhera-Pahara by sweeping the route of the Rath Yatra with a broom. Chief Minister Shri Sai participated in the Rath Yatra with devotion along with thousands of devotees.The devotees pulled the chariot of Lord Shri Jagannath, brother Balabhadra and sister Subhadra forward by pulling ropes. The entire atmosphere echoed with the chanting of Jai Jagannath, Bhajans and Kirtans and devotional gaiety.The Rath Yatra reached Mausibari via the main roads. Lord Sri Jagannath, brother Balabhadra and sister Subhadra will stay at their aunt's house in Mausibari for nine days. The auspicious return will be on the ninth day, July 5, at Sri Jagannath Temple, Dokra.

Raipur: Under the guidance of Chief Minister Vishnu Dev Sai, a one-day state level workshop was organized in the convention hall of the New Circuit House in the capital Raipur regarding the systematic exploration and exploitation of minerals of strategic and tactical importance available in Chhattisgarh.
Addressing the inaugural session of the workshop, Secretary to the Chief Minister and Secretary of Mineral Resources Department, Shri P. Dayanand said that Chhattisgarh is a rich state endowed with mineral wealth,Where 28 types of major minerals like coal, limestone, dolomite, iron ore, bauxite, tin ore along with minerals of strategic and nuclear importance like lithium, cobalt and rare earth elements are available in abundance.He said that this workshop has been organized with the aim of giving further impetus to the efforts being made under the National Programme on Exploration Strategy and National Mineral Exploration Trust (NMET).It aims to ensure active participation of national exploration agencies and take concrete steps towards speedy implementation of strategic mineral projects in the State.
