New Delhi, Oct 13 (PTI) The Supreme Court on Thursday delivered a split verdict on a batch of pleas challenging the Karnataka High Court judgement refusing to lift the ban on hijab in educational institutions of the state.
While Justice Hemant Gupta dismissed the appeals against the high court verdict, Justice Sudhanshu Dhulia allowed them.
"There is divergence of opinion," Justice Gupta said at the outset while pronouncing the verdict.

The efforts made by Chhattisgarh Government to promote rural women's economic empowerment by connecting them with self-help groups and providing employment and business opportunities have brought a paradigm shift in rural areas of the state. Today, the women in rural areas are not becoming self-reliant but are playing an important role in improving the family economy besides turning their dreams into reality.
One such example came to the fore during the Chief Minister's Bhent-Mulaqat programme held today at village Kashigarh in Jaijaipur block of Sakti district. While interacting with Chief Minister Shri Bhupesh Baghel, a woman associated with Self-Help Group Smt. Ushabai Sahu said that she purchased a pair of anklets for the first time spending her self-earned money, which is a huge thing for her. She came to the programme wearing the same pair of anklets.
Before joining the Asha Kiran Group, Usha was confined to domestic chores. Now, she is indulged in various income-generating activities being run in the gauthan under Godhan Nyay Yojana. Stating that the family has limited sources of income, she said that they have a family farm of 2.5 acres which has been handed over to their three sons.
Expressing her gratitude towards Chief Minister Shri Bhupesh Baghel she said "the schemes started by the state government are not only bringing prosperity to the rural masses but are also granting women an equal opportunity for advancement and development in society. They are now becoming self-reliant and are making a significant contribution to the family's income."

President of Asha Kiran Mahila Group, Santoshi Bai Chandra told Chief Minister Baghel that her group has sold 772 quintals of vermicompost. The women of the group spent some of the money for the education of their children and contributed the rest to the household income. The group women expressed their wish to commence the work of fly ash brick manufacturing and requested the Chief Minister to provide machines for the same. On their request, the Chief Minister directed the officials concerned to make the machine available to them the earliest.
Rural Industrial Park will give a boost to women's self employment
Dilkunwar Jangde of Rani Laxmi Bai Women's Self Help Group said that her group is associated with poultry farming. Sales of Rs 1.5 lakh have been recorded so far. The women are contributing this income to their family's finances.
Congratulating the women's group, Chief Minister Shri Baghel said that we are constantly working to provide maximum employment to women at local level. For this, the government is now starting rural industrial parks in Gauthans to boost women's self employment.

Chief Minister Shri Bhupesh Baghel partook lunch at the house of farmer Shri Vedram Sahu in village Chhapora falling under Jaijaipur assembly constituency as part of his 'Bhent-Mulaqat Abhiyan'.
Shri Vedram Sahu and his wife Smt. Khik Bai, son and daughter-in-law Shiv and Chatbai, granddaughter Kumari Pushpa gave a traditional Chhattisgarhiya welcome to the Chief Minister. They also presented a shawl and shriphal to the him.
Revenue Minister Shri Jai Singh Agarwal and MLA Shri Ramkumar Yadav also accompanied the Chief Minister.
The Chief Minister was served food in a dish made of 'fulkans' as per the rich tradition of Chhattisgarh. Chief Minister relished the taste of Chhattisgarhiya dishes including Jimmikanda, Lal Bhaji, Gumi Bhaji, Cheela, and Bijori Idhar ki Sabzi. Apart from this, the Futu (mushroom) sabzi and a dish made using cottage cheese produced in the village itself were also served.
Farmer Shri Vedram Sahu, his son Shri Shiv Kumar, Collector Nupur Rashi Panna, Shri Cholaishwar Chandrakar and Shri Raghavendra Singh also had food with the Chief Minister.

Initially, two parks are being built in each block, and this number will be increased further in future. A provision of Rs 600 crores has been made in the budget for this purpose.
Chief Minister said that officials concerned have been instructed to build gauthans in villages without gauthan.
The government is working continuously to develop better employment opportunities and improve rural health.
Until the sub-health center is opened in Kanshigarh, a Haat Bazar clinic will be set up here, said Chief Minister.
11 persons were killed and 38 others injured as a private bus travelling to Mumbai

Nashik: At least 11 persons were killed and 38 others injured as a private bus travelling to Mumbai caught fire after hitting a trailer truck in Nashik city of Maharashtra early on Saturday, officials said.
The accident took place at Nandur Naka on Nashik-Aurangabad highway around 5.15 am when the ‘sleeper’ bus was coming from Yavat-mal in eastern Maha-rashtra, they said.
Prime Minister Narendra Modi expressed grief over the loss of lives in the bus tragedy and said ex-gratia of Rs 2 lakh would be given to the next of kin of each deceased and the injured would be given Rs 50,000 each. Chief Minister Eknath Shinde announced a financial assistance of Rs 5 lakh to the families of the dead and said the medical expenses of the injured would be borne by the state government.
“A luxury bus travelling to Mumbai from Yavatmal hit a trailer truck going to Pune at an intersection near Mirchi Hotel on Nashik-Aurangabad highway. Soon after ramming into the truck, the bus caught fire in which 11 passengers died,” Nashik Police Commissioner Jayant Naiknavare said.
The injured persons were admitted to the District Civil Hospital and another private medical facility in Nashik, he said.
Before catching fire, the bus also hit a mini cargo van, due to which it got overturned, the commissioner added.
Another police official said 38 persons were injured in the incident.
On being alerted, the police, fire brigade and other agencies reached the spot and launched a rescue operation and the fire was doused off. However, the bus was completely gutted in the incident, he said. Some eyewitnesses said the fire was so intense that they could not do anything to save the passengers for some time and had to stand there helplessly.
The death toll in the accident may go up as the condition of some of the injured persons is serious, the officials added.
In a tweet, PM Modi said, “Anguished by the bus tragedy in Nashik. My thoughts are with those who have lost their loved ones in this mishap. May the injured recover at the earliest. The local administration is providing all possible assistance to those affected.” “An ex-gratia of Rs. 2 lakh from PMNRF would be given to the next of kin of each of the deceased due to the bus fire in Nashik. The injured would be given Rs. 50,000,” he added.

Chief Justice of India (CJI) Uday Umesh Lalit has recommended the name of Justice D.Y. Chandrachud as his successor.
Chief Justice Lalit will demit office on November 8, after a tenure of 74 days.
On Tuesday, Justice Chandrachud was formally named as the 50th CJI at a gathering of all Supreme Court judges.
He will have a tenure of two years and he would demit office on November 10, 2024.
CJI Lalit wrote to the Central government in this regard, recommending the name of Justice Chandrachud.
Chief Justice Lalit appointed Chandrachud, as per established practice of the CJI naming the senior-most judge as his successor.
According to the Memorandum of Procedure, the Centre asks the outgoing CJI to name the successor, just before a month of retirement.
On October 7, Minister of Law and Justice Kiren Rijiju sent a letter to the CJI for sending his recommendations for appointment of his successor.
CBI charge sheet against A Raja in disproportionate assets case

New Delhi, Oct 11 (PTI) The CBI has filed a charge sheet against DMK leader A Raja for allegedly amassing disproportionate assets to the tune of Rs 5.53 crore during his tenure as Union minister, officials said.
In its charge sheet filed before a Special CBI court in Chennai, the agency has alleged that a close associate of Raja, C Krishnamurthy, had set up a company Kovai Shelters Promoters in January, 2007 in which a payment of Rs 4.56 crore was received in February that year from a Gurugram-based real estate company as commission for purchase of land in Kanchipuram, they said.
It is alleged that the payment was not for the land deal but a quid pro quo for giving the real estate firm the status of an infrastructure company by Raja during his tenure as Union minister, they said.
In the charge sheet filed in August this year, the CBI has alleged that the company had not "undertaken any other real estate activity" other than the purported land deal for the real estate firm.
The company had later bought agricultural land in Coimbatore.
The agency has alleged that that as minister Raja had garnered assets worth Rs 5.53 crore, including the payment of Rs 4.56 crore to the company in which Raja's close relatives were directors, which he could not satisfactorily account for, they said.
The CBI has alleged assets in question were disproportionate to the tune of 579 per cent from his known sources of income, they said.
The agency had registered the case in 2015 against Raja and 16 others, including his nephew Parmesh, wife Parameswari, his associate Krishnamurthy who is also director of Kovai Shelters Pvt Limited, wife of Sadiq Basha, an alleged associate of Raja who had committed suicide, and Reha Banu, a director in Greenhouse Promoters which was earlier owned by Basha among others.
The CBI had booked Raja, former Telecom Minister, in connection with the 2G spectrum allocation case as well but he was acquitted by a special court as the agency failed to prove any charges of corruption against him.
SC likely to pronounce verdict in Karnataka hijab ban matter this week

New Delhi, Oct 10 (PTI) The Supreme Court is likely to pronounce its verdict on petitions challenging the Karnataka High Court judgement refusing to lift the ban on hijab in educational institutions before Justice Hemant Gupta retires this week.
A bench of Justices Gupta and Sudhanshu Dhulia had reserved its judgement on the pleas on September 22 after hearing arguments in the matter for 10 days.
The pronouncement of judgement on these pleas is expected this week as Justice Gupta, who is heading the bench, is due to retire on October 16.
During the arguments in the apex court, a number of counsel appearing for the petitioners had insisted that preventing the Muslim girls from wearing the hijab to the classroom will put their education in jeopardy as they might stop attending classes.
Counsel for the petitioners had argued on various aspects, including on the state government's February 5, 2022 order which banned wearing clothes that disturb equality, integrity, and public order in schools and colleges.
Some advocates had also argued that the matter be referred to a five-judge constitution bench.
On the other hand, the counsel appearing for the state had argued that the Karnataka government order that kicked up a row over hijab was "religion neutral".
Insisting that the agitation in support of wearing hijab in educational institutions was not a "spontaneous act" by a few individuals, the state's counsel had argued in the apex court that the government would have been "guilty of dereliction of constitutional duty" if it had not acted the way it did.
On March 15, the high court had dismissed the petitions filed by a section of Muslim students of the Government Pre-University Girls College in Karnataka's Udupi seeking permission to wear the hijab inside classrooms, ruling it is not a part of the essential religious practice in Islamic faith.
The state government's order of February 5, 2022 was challenged by some Muslim girls in the high court.
Several pleas have been filed in the apex court challenging the high court verdict.

"Mere adarniya pitaji aur sabke netaji nahi rahe - Akhilesh Yadav," the SP tweeted from its Twitter handle.
The 82-year-old former defence minister was admitted to a hospital since August and was shifted to the Intensive Care Unit of the Gurugram-based Medanta Hospital on October 2.

Chief Minister Shri Bhupesh Baghel reviewed in detail the working of the Revenue Department on the second day of the Collector's Conference today. Expressing deep displeasure over the lax working of the revenue department, he asked collectors to ensure effectiveness in the working of the department. He also urged the department officials and employees to bring changes in their working style.
Shri Baghel said that work of citizens should be completed within the stipulated time frame. He asked the collectors and commissioners to regularly inspect the tehsil works. While reviewing the status of crop damage due to excessive and scanty rainfall, all the collectors were instructed to be sensitive while getting the relief amounts under RBC 6(4) to the affected farmers within the time limit.
The Chief Minister asked that the pending cases of land conversion should be resolved within the time limit besides asking to dispose of all the revenue cases timely. He said that the citizens should not face any inconveniences due to delay in revenue matters.
Giving a stern warning to the officials for not completing the work of the citizens within the time limit, he said that strict action will be taken on the corruption complaints. He also directed to pay special attention to the receipts of revenue income.
Chief Secretary Shri Amitabh Jain, Additional Chief Secretary Shri Subrat Sahoo, Smt. Renu G. Pillay, PCCF Mr. Sanjay Shukla, Revenue Commissioners of all divisions, Collectors of all districts and senior officers of various departments were present.

The Chief Minister asked the collectors to transfer the Patwaris who have completed a tenure of three years at the same place. He also expressed deep displeasure over the delay in demarcation cases in urban areas and said that the revenue staff in these areas should be changed. He said that such cases should be resolved within the set time-limit. Similarly, in new districts, citizens should get the benefit of speedy disposal of revenue cases.
Ensure Baiga, Gunia, priests get Nyay Scheme benefits
The Chief Minister said that Baiga, Gunia, priests have also been included under the scope of Rajiv Gandhi Grameen Bhoomiheen Krishi Mazdoor Nyay Yojana being run by the Revenue Department. He asked to make these beneficiaries aware about the scheme besides ensuring that they also get the benefit of the same.
The island of Gangrel Dam will be developed as a tourist attraction
The Chief Minister stressed on the need for decent hotels at the popular tourist spots of the state to meet the needs of tourists. He added that this would increase tourist influx. He also asked to develop the island of Gangrel Dam as a tourist attraction in a bid to boost tourism and employment opportunities for the locals.

The Chief Minister directed the Revenue Secretary and Collector to conduct a settlement survey in the Kondagaon district. For this, he has asked the collector to prepare an action plan and take immediate action. Amid the tussle between the two factions of Shiv Sena led by Uddhav Thackeray and Eknath Shinde, the Election Commission on Saturday froze the party’s Bow and Arrow symbol.
In an interim order on Saturday, the poll panel said: “The Commission hereby makes the following Interim Order, to cover the purpose of the current by-elections and to continue till the final determination of the dispute into the matter.”
It said that neither of the two groups led by Eknath Shinde and other led by Uddhav Thackeray be permitted to use the name of the party “Shiv Sena” and neither of the two groups shall also be permitted to use the symbol “Bow & Arrow”, reserved for “Shiv Sena”.
“Both the groups shall be known by such names as they may choose for their respective groups, including, if they so desire, linkage with their parent party ‘Shiv Sena’; and both the groups shall also be allotted such different symbols as they may choose from the list of free symbols notified by the Election Commission for the purpose of the current by-elections,” the poll panel said.
The Commission has asked both the groups to furnish, latest by 1 p.m. on October 10, the names of their groups by which they may be recognised by the Commission and to this end, give three options in the order of preference, anyone of which may be approved by the Commission.
They have also been asked to furnish choices of symbols which may be allotted to the candidates.
“They may indicate the names of three free symbols, in the order of their preference, anyone of which may be allotted to their candidates by the Commission,” said the Election Commission.
It is evident that the time available is not adequate to ensure the due process which is required to be completed for the proceedings.
However, the Commission takes note of the urgency involved with regards to use of party symbol and party name due to the schedule of the by-elections announced, the order issued by the Election Commission on Saturday evening said.

In Chhattisgarh, three new awards have been added under the state-level award category, which will be given on the occasion of State Foundation Day of Chhattisgarh. These awards will be given in the folk art category, in the memory of late Shri Laxman Masturia, late Shri Khuman Sao and Mata Kaushalya, the mother of Lord Ram.
In this regard, Chief Minister Bhupesh Baghel has said that Chhattisgarh is famous for its rich ancient heritage and vibrant culture. The rhythmic music, folk songs and folk dramas are the insperable aspects of the Chhattisgarhi culture and an experience worth living. In a virtual conference that is being organized on October 6 at Chief Minister's residence office, Mr. Bhupesh Baghel, will transfer an amount of Rs.8 crore 14 lakh into the accounts of the cattle rearing villagers, women groups associated with Gauthans and Gauthan committees under the Godhan Nyay Yojana. The amount will be transferred online directly to the accounts of the beneficiaries. Under this installment, Rs.5.34 crore will be paid in lieu of 2.67 lakh quintals of cow dung purchased from cattle rearing villagers, farmers and landless farmers in Gauthans from September 16 to 30, Rs.1.69 crores will be paid to Gauthan committees and Rs.1.11 crores will be paid to women self help groups.
Beneficiaries of Godhan Nyay Yojana gets Rs.350.54 crore
Under the Godhan Nyay Yojana, Rs.342 crore 41 lakh has been paid to the beneficiaries in the state till date, which includes a bonus amount of Rs 18 crore. After the payment of 8.13 crores on October 6, this figure will increase to Rs.350 crores 54 lakhs.
It is worth mentioning that,Under Godhan Nyay Yojna, cow dung at the rate of Rs.2 per kg and cow urine at the rate of Rs.4 per liter is being purchased in Gauthans of Chhattisgarh. An amount of 165 crore has also been paid to the villagers in lieu of 82.50 lakh quintals of cow dung purchased in Gauthans till September 15. After the payment of Rs.5.34 crore to cow dung vendors on October 6, this figure will increase to Rs.170.64 crore. An amount of Rs. 159.41 crore has also been paid to Gauthan committees and women self-help groups so far. This figure will increase to Rs.162.21 crore after payment of Rs.2.79 crore to Gauthan Committees and self help groups on October 6. Gauthan procures 53,231 litres of cow urine, earns Rs.10.05 lakhs from the sale of Brahmastra and Jeevamrut
Cow urine is being procured in 77 Gauthans of the state at a rate of Rs.4 per litre. In gauthan till now, 30,940 liters of pest control Brahmastra and Jeevamrut growth enhancer have been prepared from the purchased 53 thousand 231 liters of cow urine in Gauthans, out of which Rs.10.05 lakh has been earned from the sale of 22,528 liters of Brahmastra and Jeevamrut.
24 lakh quintals of vermicompost manufactured in Gauthan, SHG's earns Rs.81.84 Crores
18.38 lakh quintals of vermi compost and more than 5.35 lakh quintals of super compost and 18,924 quintals of super compost plus manure have been manufactured by women groups in Gauthans, which are being sold through societies at the rate of Rs.10, Rs.6 and Rs.6.50 per kg respectively. Apart from the manure produced from cow dung, women's groups are also earning profit by manufacturing and selling go-kashts, lamps, incense sticks, idols and other materials. Apart from this, vegetables and mushroom production, poultry, goat, fish farming and animal husbandry, along with other income-oriented activities are also being conducted by women groups in Gauthans, due to which women groups have earned an income of Rs 81.84 crore so far. Moreover,There are 11,187 women self-help groups directly associated with Gauthans in the state, with 83,874 active members. Electricity generation has also been started in Gauthans through Bio gas plants .
Godhan Nyay Yojana includes 2.89 lakh of cattle rearing villagers
For the conservation and promotion of cattle in the state, construction of Gauthans is being done at a rapid pace in the rural regions of Chhattisgarh. After the establishment of Gauthans, facility of better management of livestock, treatment of livestock, free fodder and water has been made available in Gauthans. Also, an approval has been given for the construction of Gauthans in 10,624 villages in the State, out of which 8408 Gauthans have been constructed and 1758 Gauthans are under construction. More than 2 lakh 89 thousand rural, animal husbandry farmers are getting benefited from Godhan Nyay Yojana. It is noteworthy that among the beneficiaries earning additional income by selling cow dung, 46 percent are women.

The judicial capital i.e. the 'Nyaydhani' of Chhattisgarh, Bilaspur, was connected to Indore, the financial capital of Madhya Pradesh, through a new flight service commenced today. This new airline enroute Bilaspur-Indore-Bilaspur is a major gift for Nyaydhani Bilaspur. Chief Minister Mr. Bhupesh Baghel and Union Civil Aviation Minister Mr. Jyotiraditya Scindia virtually inaugurated the Bilaspur-Indore-Bilaspur flight services today. Chief Minister Mr. Baghel from his residence office in the capital city Raipur and Union Minister Mr. Scindia from New Delhi virtually flagged off the flight from Bilasa Devi Kenwat Airport, Chakarbhanta Bilaspur.
While congratulating the residents of Bilaspur and Indore on the occasion of the launch of the Bilaspur-Indore airline, Chief Minister Mr. Bhupesh Baghel said that Chhattisgarh Government is making every possible effort to ensure the expansion of the air services and connectivity. He demanded the commencement of air services from Bilaspur to other major cities such as Mumbai, Kolkata, Chennai, and Bangalore. Urging the Union Minister Mr. Jyotiraditya Scindia to start international air service from Swami Vivekananda Airport Raipur and to establish an International Cargo Hub here, Mr. Baghel said that Raipur Airport has been developed as per the international standards and is now ready to host the international flights.
Chief Minister said that Chhattisgarh Government has provided 461.20 acres of land free of cost to the Airport Authority of India for Raipur Airport, on which runway extension, new terminal building, and construction of ATC tower have been built in accordance with the international standard. The pending demand for land for airport development, and security-related problems of airport complexes have been resolved by the state government, said Chief Minister.
Chief Minister Mr. Baghel also requested Union Minister Mr. Scindia to commence air services for cities like Varanasi, Ranchi, Patna, and Bhubaneshwar, while connecting Ambikapur to Bilaspur, Raipur under the Regional Connectivity Scheme.
Providing information about the efforts of the state government for the expansion of Bilaspur airport, Chief Minister Mr. Baghel said that State Government has upgraded the Bilaspur airport to the 3-C VFR category. Alliance Air Company started the first regular domestic flight from Bilaspur to Delhi-Jabalpur-Bilaspur-Prayagraj on 01 March 2021, and a regular flight from Bilaspur to Bhopal was also started from 05 June 2022.
Speaking about steps being undertaken by the state for further development of Bilaspur airport, Mr. Baghel said "The state government has spent nearly Rs 25.10 crore for development of Bilaspur airport and making it functional. Keeping in view the increase in the number of airlines and air passengers, approval is being given for works worth Rs 1.90 crore for the expansion of the capacity of the existing terminal building. Approval is being issued for works costing Rs 22 crore to develop Bilaspur airport as per 3-C IFR standard and to develop a night landing facility here. Besides, the state has paid an amount to the Airports Authority of India for the installation of PBN navigation system for the smooth operation of aircraft from the airport."
Meanwhile, administrative approval has been issued by the state government for works worth Rs 48 crore for runway development and expansion, and city side development works to develop Ambikapur airport to meet 3-C VFR category standards. The work for the same is going on at a rapid pace and the application for aerodrome licensing will be submitted by December 31 this year.
Union Civil Aviation Minister Mr. Jyotiraditya Scindia said that the Central Government is ready to provide all possible help for the expansion of aviation services in Chhattisgarh. Congratulating and extending best wishes to the residents of Bilaspur and Indore on the commencement of this new flight service, he said that the demand for providing a night landing facility at Bilaspur airport is fair, but additional land would be required for the expansion of the runway of the airport.
Chief Minister Mr. Baghel said in this regard that 1000 acres of land adjoining Chakarbhata airport was given to the army by the state government. However, due to non-utilization, the state government is trying to take the land back, which will be utilized for the expansion of the airport. Mr. Scindia said that both the cities of Bilaspur and Indore are of great importance economically and religiously and the commencement of flight services between the two will be beneficial for residents of both cities.
Bilaspur-Indore-Bilaspur flights four days a week
Bilaspur-Indore-Bilaspur flight service will be available four days a week including Monday, Wednesday, Friday, and Sunday. The flight from Bilaspur will depart at 11:35 am and reach Indore at 1:25pm. Similarly, the return flight from Indore will depart at 1:55 pm and will reach Bilaspur at 3:45 pm. Around 50 passengers boarded the first flight today from Bilaspur to Indore. The 72-seater aircraft is being operated by Alliance Air on this route.

We women are becoming financially independent because of the livelihood activities conducted in Rural Industrial Park. This has not only boosted our self-esteem but has also helped us contribute to our family income. These words were expressed by the women of self-help groups working in Gauthans, during a virtual interaction with Chief Minister Mr. Bhupesh Baghel today. While launching the Mahatma Gandhi Rural Industrial Park scheme statewide today, Chief Minister Mr. Bhupesh Baghel performed virtual bhoomipujan of Rural Industrial Park in 300 Gauthans of the state. On this occasion, he interacted with the women and youth present in Jarve area of Janjgir-Champa district, Amaldih of Bemetara district, Saraghu Navgaon in Kanker district, Latuva of Balodabazar and Dongitarai village of Raigarh and discussed in detail about the gauthan activities conducted there.
Chief Minister Mr. Baghel interacted with Mrs. Saraswati of Jarve Gauthan of Janjgir Champa district which is being developed as Ripa. Saraswati told that 40 women are working in her Gauthan, women's group was earlier making vermi compost, now other activities will also be conducted through Ripa. District Panchayat CEO told the Chief Minister that an amount of one crore is being given per Ripa. Four livelihood-oriented activities are being conducted here, mushroom rearing, pickle-papad, big-making work is being done. Shri Gajendra Sidar ji of Rajiv Mitan Club said that he will set up offset printing unit here. The shepherd from Janjgir Champa, Shri Mayaram told that he has sold cow dung worth Rs 1 lakh 4 thousand, he has built a house with money, he is landless, he is getting the amount of landless justice scheme.

Mr. Gajendra Sidar ji of Rajiv Mitan Club said that he will set up offset printing unit here. The shepherd from Janjgir Champa, Mr. Mayaram told that he has sold cow dung worth Rs 1 lakh 4 thousand, and has used that money to build a house with money. He told that he is landless, and he is getting the benefits of landless justice scheme (Bhoomiheen Nyay Yojana).
Savita of Amaldiha, Bemetara told that rural industrial park has created various employment opportunities through works like brick-making and fencing poles. Eight Rural Industrial Parks are being built in four development blocks of this district. Parliamentary Secretary Mr. Gurudayal Singh Banjare was also present here. 14 rural industrial units are being inaugurated in Kanker today, and a unit for manufacturing natural paint from cow dung was inaugurated in Sardhunwagaon of this district. Naina Dhankar of Saradhunwagaon Gauthan in Kanker district told Chief Minister that women have been working in gauthan for two years, now the work of making paint from cow dung will be commenced in the rural industrial parks, providing them better employment opportunities. Chief Minister said that earlier cow dung was used to coat land and wall, but now it would be utilized to make natural paint. Naina said that she is happy to witness the development of her village and overjoyed to see the new opportunities available for women. Earlier women were confined to the boundaries of their houses, but now they have plethora of opportunities to explore. Becoming self-dependent has not only boosted the self-esteem of these women, but has also brought them respect in their household as the breadwinner. Nemi Nishad thanked Chief Minister for the RIPA scheme, as it has helped her improve her financial condition. On the occasion, Deputy Speaker of Legislative Assembly Mr. Manoj Mandavi was also present in this Gauthan.
10 Rural Industrial Parks are being established in Balodabazar. Nemi Verma of Latuva Gauthan in this district told Chief Minister that she would soon commence the production of tomato ketchup, on which Chief Minister wished her the best. She told that soon the self-help group here would commence the production of gunny bags and earthen pots as well. Chief Minister said that this year about 110 lakh metric tons of paddy would be procured at support price. If gunny bags are produced at rural industrial parks, the entire stock of gunny bags so produced will be procured by the government. He suggested that the activity of making gunny bags should be started in other Gauthans as well. This would not only meet the gunny bag requirement of the state government but would also create employment opportunities and boost the income of self-help groups. Chairman of Chhattisgarh State Mineral Development Corporation Mr. Girish Devangan and Chairman of Chhattisgarh State Farmers Welfare Board Mr. Surendra Sharma were also present.
14 RIPA (Rural Industrial PArks) are being started in Raigarh. Mr. Patel, a member of Dongitarai Gauthan of this district, told the Chief Minister that vegetables have been planted in Gauthan, and they have sold 1-1.5 lakh vermicompost. Under RIPA, they will develop basic facilities and make arrangements for comfortable stay of tourists at the tourist places of Raigarh.
Saraswati Patel of Raigarh told that 16 self-help groups are engaged in the works of gauthan, such as production of pulses, flour and vermi manure. Under RIPA scheme, they will take on the task of producing 10 thousand eggs and expand the flour mill. Chief Minister congratulated Saraswati Gave for this endeavour.
