Jashpurnagar . As per the instructions of Collector Rohit Vyas, Jashpur SDM Vishwas Rao Maske inspected Jashpur Assembly Constituency 12, polling booth numbers 252, 257, 258 and 276 on Saturday and inquired about the progress of form collection and digitization from the BLOs.

Jashpurnagar  As per the instructions of Collector Rohit Vyas, a learning licence camp was organised today at Swami Atmanand School in village Patratoli under Tehsil Duldula with the aim of providing information about legal permissions related to vehicle operation and road safety rules to the rural youth of the district. Jashpur Nagar . The life of an injured woman was saved this morning due to the prompt action of the Forest Department in the situation created by the arrival of a lone elephant in the Sukharapara area of ​​the Pathalgaon Forest Range under the Jashpur Forest Division. The DFO of the Jashpur Forest Division said that the elephant was moving towards the Sukharapara area via the Kapu Forest Range and the Dharamjaigarh Forest Division.

The DFO stated that forest personnel and RRT members have been deployed in the area to continuously monitor elephant activity. Public announcements are also being made in surrounding villages, advising villagers to remain vigilant and avoid entering forests and potentially dangerous areas. The Forest Department has appealed to all villagers to adhere to safety guidelines issued by the department and to immediately report any elephant or other wild animal activity to local forest officials so that necessary action can be taken in a timely manner.

Rajnandgaon, CG News: A 29-year-old woman traveling from the district to her parents' home in Bhilai died in a road accident. The incident occurred on the morning of November 22nd under the Power House Overbridge, where a speeding trailer struck her bike from behind.

The woman was crushed under the wheels of the trailer upon impact. She died on the spot, while her father was seriously injured. The deceased was identified as Sakshi Dwivedi (29), an HR executive at a private company in Rajnandgaon.

Raipur. There's great news for students in Chhattisgarh. The Board of Secondary Education has released the timetable for the 10th and 12th grade exams. This year, the board exams will begin in February.

Bilaspur.  A division bench comprising Chief Justice Ramesh Sinha and Justice BD Guru heard a petition challenging the domicile requirement for admission to postgraduate medical courses in Chhattisgarh. The division bench declared the domicile-based reservation for postgraduate medical courses unconstitutional and struck it down.

The division bench stated in its judgment, "While granting admissions, especially to higher and specialized courses, merit must be prioritized to safeguard academic standards; relaxing merit at such levels under the guise of institutional reservation or domicile reservation would risk compromising crucial professional excellence." Petitioner Dr. Samridh Dubey, through Senior Advocate Rajiv Srivastava, Advocates Sandeep Dubey, Manas Vajpayee, and Kaifi Ali Rizvi, filed the petition in the High Court. The petition sought to declare Rule 11(b) of the Chhattisgarh Medical Postgraduate Admission Rules, 2025, unconstitutional for violating Article 14 of the Constitution of India. The petitioner sought to direct the state government not to discriminate between candidates.

Petitioner Dr. Samridhi Dubey states in her petition that she is a permanent resident of Chhattisgarh. Her parents are also permanent residents of Chhattisgarh. She completed her high school education in Bilaspur, Chhattisgarh. In 2018, she appeared for the National Eligibility cum Entrance Test (UG) 2018 to obtain admission to the MBBS course. Based on her All India Rank, she was allotted VMKV Medical College and Hospital, Salem, based on counseling conducted by the Medical Council Committee, organized by the Directorate General of Health Services, Ministry of Health and Family Welfare, Government of India. She successfully completed her MBBS course in 2023 and also successfully completed her mandatory rotating medical internship from April 7, 2023, to April 6, 2024.

Subsequently, the National Medical Commission for Health and Family Welfare issued a notification for conducting the National Eligibility cum Entrance Test (Postgraduate) for admission to postgraduate medical courses (NEET(PG)-2025), which is the only examination for admission to postgraduate medical courses in all Indian colleges and universities, except AIIMS. He applied for the NEET(PG) 2025 examination through the National Board of Examinations for Medical Sciences, submitted his application online, and received his admit card to appear in the NEET(PG)-2025 examination. The examination was held on August 3, 2025, and he successfully appeared and passed the NEET(PG)-2025 examination, securing an All India Rank of 75068. Based on the result, the petitioner is eligible for admission to the PG course.

The legality of Rule 5 was challenged

The State Government, by a gazette notification dated December 9, 2021, enacted rules called the Chhattisgarh Medical Postgraduate Admission Rules, 2021, under the Chhattisgarh Medical Colleges Admission to Postgraduate Courses Act, 2002, for admission to postgraduate medical courses. At that time, the PG Admission Rules, 2021, were in force, providing for admission to postgraduate medical courses under colleges located in the State of Chhattisgarh. In the old PG Admission Rules, 2021, Rule 4 provided for “Additional eligibility conditions for admission of NRI students.”

Rule 5 provides for "ineligibility for admission," while Rules 6 to 8 provide for "reservation of seats." Rule 11(a) of the PG Admission Rules, 2021, provides that admission to seats available under the state quota shall be granted first to candidates who have either obtained an MBBS degree from a medical college located in the State of Chhattisgarh or who are serving candidates. Rule 11(b) of the PG Admission Rules, 2021, provides that if seats remain vacant after admitting all eligible candidates as specified in sub-rule (b) of Rule 11, those vacant seats shall be filled by candidates who have obtained an MBBS degree from a medical college located outside the State of Chhattisgarh but are domiciles of the State of Chhattisgarh. Thus, this rule discriminates between students who have obtained an MBBS degree from another university by dividing them into two categories: those who have obtained degrees from medical colleges located in Chhattisgarh and those who have obtained degrees from outside Chhattisgarh.

Senior Advocate Rajiv Srivastava, appearing for petitioner Dr. Samridhi Dubey, stated that the petitioner had previously filed a writ petition challenging Rule 11(a) and Rule 11(b) of the Admission Rules, 2021. The matter came up for hearing on September 4, 2025. Following the hearing, this Court issued notice directing the State to file a return within two weeks, and granted the petitioner two weeks to file a rejoinder, if any. The matter subsequently came up for hearing on November 10, 2025. During the hearing, the State Government's counsel submitted that the new Chhattisgarh Medical Postgraduate Admission Rules, 2025, had come into effect, and thus, the petitioner withdrew the writ petition with the liberty to file a new writ petition challenging Rule 11(a) and 11(b) of the Chhattisgarh Medical Postgraduate Admission Rules, 2025.

University-based reservation is a violation of Article 14 of the Constitution.

Advocate Rajiv Srivastava argued that Rule 4 of the 2025 Rules provides for “Additional Conditions for Eligibility for Admission of Non-Resident Indian Students.” Rule 5 provides for “Ineligibility for Admission,” Rules 6 to 8 for “Reservation of Seats,” Rule 9 for “Bonus Marks for In-Service Candidates,” Rule 10 for “Merit List,” and Rule 11 for “Preference for Admission.” Rules 11(a) and 11(b) of the old 2021 Rules and Rules 11(a) and 11(b) of the new 2025 Rules are identical and have the same effect, thus providing 100% reservation to candidates with degrees from Chhattisgarh, as the Pt. Deendayal Upadhyaya Smriti University of Health Sciences and AYUSH is the sole jurisdiction within the state of Chhattisgarh. According to Rule 11(a) and (b), which provides for university-based reservation, it is unconstitutional and violative of Article 14 of the Indian Constitution as it creates an unfair classification between residents of the State and all others.

Citing the Supreme Court's decision

Citing a Supreme Court judgment, advocate Rajiv Srivastava argued, "If such reservations are allowed, it would violate the fundamental rights of many students who are being treated unequally simply because they are from a different state of the Union. This would violate the equality provision in Article 14 of the Constitution and amount to a denial of equality before the law."

The state government gave these arguments

Arguing on behalf of the state government, Deputy Advocate General Shashank Thakur stated that the Admission Rules, 2021, were previously in effect, and that Rules 11(a) and 11(b) of the Admission Rules, 2021, dealt with preference for admission to PG courses in state quota seats at medical colleges located in the state of Chhattisgarh. It was submitted that Rule 11(b) of the 2021 Rules provided for granting preference to candidates based on domicile. However, the 2025 Admission Rules removed this preference based on domicile because Rule 11(b) of the 2025 Admission Rules did not contain such conditions or provisions. A total of 10 government medical colleges and 4 private medical colleges are affiliated under the Pandit Deendayal Upadhyaya Memorial Health Center and AYUSH University, Chhattisgarh. Candidates are admitted to medical colleges through the AYUSH University.

Seat reservation formula

All India Quota, Management Quota of Private Colleges, and NRI Quota. For admission to both undergraduate and postgraduate courses, 50% of seats are reserved for the All India Quota, while 50% are reserved for the State Quota. Admission to the All India Quota is conducted by the Medical Counseling Committee (MCC), while admission to the 50% State Quota seats is conducted by the Directorate of Medical Education, Medical Education Commission. The 2025 Rules regulate admission to the 50% State Quota seats in postgraduate courses. The 2021 Rules provided for reservation based on residence. Following the Supreme Court decision,

The state has framed new rules which are the rules of 2025. Shashank Thakur said that the Supreme Court's decision is very clear, in which the Supreme Court has clearly held that residence-based reservation in PG medical courses is unacceptable, however, institute-based reservation has been approved.

Rule 11 of the 2025 Rules deals with preference in admissions, and Rule 11(a) stipulates that state quota seats will be given preference to candidates who completed their MBBS degree from colleges affiliated with an AYUSH University. Rule 11(b) further stipulates that after admitting all eligible candidates, the remaining seats will be filled by candidates who have obtained MBBS degrees from state medical colleges, as per their eligibility. Institutional preference is given to candidates, and the preferred candidates cannot be natives of the state of Chhattisgarh, as most candidates admitted to MBBS courses at universities affiliated with an AYUSH University under All India seats are residents of other states. Thus, it can be clearly stated that there is no discrimination, as candidates residing in other states are given institutional preference.

The High Court wrote this in its decision:

After hearing the petition, the Division Bench of Chief Justice Ramesh Sinha and Justice BD Guru wrote in its judgment that given the importance of specialist doctors in postgraduate medical courses, reservation at higher levels based on 'residence' would violate Article 14 of the Indian Constitution. If such reservations are allowed, it would violate the fundamental rights of many students who would be treated unequally simply because they are from a different state of the Union. This would violate the Constitution. The equality clause in Article 14 of the Constitution would be violated and would amount to a denial of equality before the law.

Residence-based reservations in PG medical courses are unacceptable. State quota seats, in addition to a reasonable number of institution-based reservations, are to be filled solely on the basis of merit in an all-India examination. Thus, of the 64 seats to be filled by the State in its own quota, 32 could have been filled based on institutional preference, and this is valid. However, the remaining 32 seats, designated as the UT Chandigarh pool, were incorrectly filled based on residence, and we uphold the High Court's findings on this important aspect.

In view of the proposition of law laid down by the Supreme Court, Rule 11(a) and (b) of the Chhattisgarh Medical Post Graduate Admission Rules, 2025 are struck down as ultra vires and violative of Article 14 of the Constitution of India and the State shall not discriminate between the candidates belonging to the categories mentioned in Rule 11(a) and (b) of the Chhattisgarh Medical Post Graduate Admission Rules, 2025. Consequently, this petition is allowed.

Bilaspur | On the instructions of Forest and Climate Change Minister Kedar Kashyap, the state government has taken a major initiative toward declaring the Kopra Reservoir, located in Chhattisgarh's Bilaspur district, as a proposed Ramsar site. This reservoir, with its natural and man-made features, is considered an important center for water resources, irrigation, and biodiversity for the entire region.

The Kopra reservoir becoming a Ramsar site will give the region national and international recognition.

Forest Minister Kashyap expressed hope that the Kopra Reservoir's designation as a Ramsar site will bring national and international recognition to the region. It is noteworthy that the Kopra Reservoir is primarily fed by rainwater and nearby small streams. This reservoir meets the water needs of local villagers and is a major source of irrigation for farmers. The land surrounding the reservoir is considered extremely fertile, making agriculture in many villages and small towns in the area entirely dependent on this reservoir.

Biodiversity is considered very rich

The area remains a safe habitat for various species of birds, aquatic animals, and plants throughout the year. A particularly large number of migratory birds are recorded here every year. The reservoir is considered to be extremely rich in biodiversity, with a rich array of fish, aquatic plants, amphibians, reptiles, and a variety of insects.

Suitable site for conservation of rare birds

According to the State Wetland Authority, the Kopra Reservoir is a highly suitable habitat for the conservation of rare and important birds such as the River Tern, Common Pochard, and Egyptian Vulture. Experts say the reservoir meets Ramsar criteria Nos. 2, 3, and 5, making it an excellent example of a wetland ecosystem.

Upon approval, tourism importance will increase further.

Given this importance, the state government has submitted a proposal to the central government to declare it a Ramsar site. If this proposal is approved, the Kopra Reservoir will receive international protection, further enhancing its scientific, environmental, and tourism importance.

Preparations to strengthen the development of rural livelihoods

Under government schemes, there are plans to further strengthen activities related to environmental protection, water conservation, biodiversity enhancement and rural livelihood development in this area, so that a balance can be maintained between the local population and natural resources.

Bilaspur. Citing non-interconnectivity work to connect the Chakradharnagar Nagar Block Cabin of the Bilaspur Railway Division to a fourth rail line, the railway has cancelled four passenger trains. Raipur.  As per the order issued by the Directorate of Public Instruction (DPI), counselling for the posting of promoted principals has started from today. It is being organised every day from 21st November 2025 to 24th November 2025 at the Government Education College Campus, Shankar Nagar, Raipur. 300 promoted principals (E-cadre) have been invited every day for the above counselling. By being present at the counselling venue every day and following the counselling process, they will ensure that the counselling work is conducted smoothly.

Some promoted principals have requested to present their side in the claim objection. The counseling process has been postponed and claims and objections have been invited from November 17th to 19th in the Directorate. A committee has been formed to resolve the received claims and objections. The committee includes B.L. Devangan, Deputy Director In-Charge Officer, H.C. Dilawar, Assistant Director, Member, Ram Ji Pal, Assistant Director, Member, Suraj Yadav, Assistant Class-3, Krishna Kumar Meshram, Assistant Class-3 Member. Promoted principals will have to carry these documents with them during counselling.

Whenever the counselling date will be released by DPI, it will be mandatory for all the promoted principals to appear with these necessary documents.

A certificate attesting to your current employment and original posting must be obtained from the institution's head. To verify your identity, you must bring one of the government-approved photo identification cards.

If the promoted principal is disabled, they must submit a disability certificate. If they fail to do so, they will be considered a normal candidate and will be assigned to the position.

The selection of an institution of T cadre by a promoted Principal of E cadre will not be valid.

The promoted Principal who did not attend the counselling and who refused to choose the seat even after attending the counselling will be posted on the remaining vacant post after allotment.

Principal promotion should be transparent and fair

State President of Chhattisgarh School Teachers' Association, Virendra Dubey said that in the Principal promotion, some lecturers have succeeded in getting a place in the promotion list by hiding their first appointment in an unfair manner. Counseling should be done only after checking the promotion list. Giving promotion by providing seniority from the date of first appointment despite inter-employer transfer is against the rules. The organization demands that the department should ensure that promotions are not done against the rules under any circumstances. Action should be taken to cancel the promotion by stopping the posting of the concerned person and a proper investigation of the case should be done and action should be taken against the culprits.

In this case, accused Virendra Jatav, Assistant Statistical Officer, Office of Commissioner Land Records Raipur and Hemant Kaushik, Assistant Statistical Officer, Office of Regional Deputy Commissioner Land Records Raipur have been arrested today on the basis of sufficient evidence against them for taking huge amount of money from the candidates, locking the question paper and getting the questions prepared before the examination, with the intention of providing undue benefits to themselves and the senior officers. They are produced before the Honorable Court of the Criminal Procedure Code and further legal action is being taken.

In fact, the RI promotion scam case was registered as Bureau Crime No. 64/2025, Section 7C of the Prevention of Corruption Act 1988 as amended in 2018 and sections 420, 467, 468, 471, 120B of the Indian Penal Code on 18.11.2025.

Under this, on November 19, raids were conducted at the residences of officers/employees engaged in printing and distribution of question papers under the Examination Conducting Committee and at the residences of revenue officers engaged in liaisoning work for getting promotions.

Raids in these locations

Raids were conducted and searches were conducted at 10 places in Raipur, 1 in Gariaband, 1 in Bemetara, 1 in Bilaspur, 1 in Kanker, 1 in Bastar, 4 in Surguja, thus a total of 19 places were raided and searched.

During the search, digital evidence, transaction agreements, and other important documents were recovered. Following the analysis of the documents, two officials were arrested today.

Following this, the state government has ordered an investigation by the ACB. Following raids into the promotion scam, the ACB has arrested two officers. Read the investigation report to learn how revenue officials orchestrated the irregularities in the promotions from Patwari to RI.

The Revenue Department made the Patwaris sit together before the exam and solve the question paper. It is alleged that the Revenue Department officials, in exchange for 10 lakh rupees each, promoted the Patwaris to Revenue Inspectors. The most serious allegation is that the paper was leaked before the exam and those who were charged were made to sit together and solve the paper.

Second, the question paper was deliberately out of syllabus so that other Patwaris could not solve it. Furthermore, the same roll number was assigned to two and three Patwaris.

The Commissioner Land Records Office organized this exam. The officers made the candidates write their mobile numbers on the answer sheets. The purpose of this was to contact the Patwaris after the exam and strike a deal to pass them. There is no other exam in the country where mobile numbers are written on the answer sheets. If the identity of the candidate is revealed, then what is the meaning of the confidentiality of the exam?

Complaints reached high levels that Patwaris were paid to pass the RI selection exam and were made Revenue Inspectors. The Vishnudev government ordered an investigation into the scam. The government formed an inquiry committee headed by secretary-level IAS officer KD Kunjam.

Recommendation to conduct the examination again

The inquiry committee pointed out numerous flaws in the RI selection exam and recommended a re-examination. The committee considered the allegation that all successful Patwaris were gathered together before the exam to solve the paper to be serious and recommended a cyber cell investigation.

Revenue Department's lies exposed

The Revenue Department's lies have been exposed. The Revenue Department's Public Information Officer stated on January 29, 2025, that an investigation was underway, and the investigation report received by the NPG was submitted to the government on November 29, 2024. The investigation found the complaint to be true, stating that 22 family members, including husbands and wives, sisters-in-law, and brothers, were seated together. The nephew of an IAS officer rose from a Patwari to an RI without five years of service.

Order of Chhattisgarh Government Revenue Disaster and Management Department No. F 3-01/2024/Saat-3, Nava Raipur Atal Nagar, August 23, 2024, 2. Oral instructions of Food, Civil Supplies and Consumer Protection Department, Ministry, Nava Raipur, Letter No. 03/VS Food / 2024, Nava Raipur, dated 17/09/2024 and September 20, 2024 and 3. Letter No. 5354/A.Bhu of Office of Commissioner Land Records, Chhattisgarh, Nava Raipur Atal Nagar Indravati Bhawan, First Floor, Block-2. A./Training/2023 Atal Nagar, 25th September 2023 has been cited, requesting a high level inquiry into the Revenue Inspector Departmental Examination 2024.

Referring to the referenced letters, it has been written that in the letter number 5354/A.N.A./Training/2023 Atal Nagar of the Office of the Commissioner of Land Records, Chhattisgarh, Nava Raipur Atal Nagar Indravati Bhawan, 1st Floor Block-2, dated 25th September 2023, regarding the conduct of the Revenue Inspector Preliminary Examination, a memorandum was issued including rules and recruitment as per the provision contained in Chhattisgarh Land Records Part 1 Chapter 1, in relation to which point-wise information has been presented regarding irregularities in the departmental examination.

1. According to reference number 3, a memorandum was issued regarding the conduct of the examination after the submission of the application form, in accordance with the recruitment rules and instructions detailed in paragraphs 1 through 4. The memorandum did not specify the total number of vacant posts and the nature of reservations. It should be noted that since this examination was conducted for the recruitment of revenue inspectors from patwaris through a departmental examination, rather than a promotion, it was necessary to specify the total number of vacant posts and the nature of reservations.

2. The syllabus for the Revenue Inspector Preliminary Examination was released twice in which Bhuiyan software was not mentioned, despite that 7 questions related to Bhuiyan software were asked in the question paper.

3. Admit cards were issued for the Revenue Inspector preliminary examination, which contained specific instructions that were not followed. It should be noted that, as per the specific instructions, no symbol, name, or roll number should be written anywhere on the OMR sheet except in the designated area. Despite this, a column was created on the OMR sheet for the candidate's mobile number. Despite the fact that mobile numbers are private, asking for them violates the confidentiality of the examination.

4. Candidates must fill in the required information on the OMR sheet, which is verified by the invigilator at the center, who then signs the sheet. Roll number 240921 was issued to Harshvardhan Motghare, who was selected after the exam. However, his name was later removed from the list and the name of Pawan Kumar Netam, roll number 241921, was added to the manual selection list in his place, which is the subject of investigation. If any of these individuals made any errors in filling out the OMR sheet, they are responsible for it, as are the officers and employees working in the examination hall whose signatures are on the candidate's OMR sheet. This investigation is absolutely necessary. It should be noted that by order number 561/A.Bhoo.A./Exam/2024, Atal Nagar, September 5, 2024, the Office of the Commissioner of Land Records, Chhattisgarh, Nava Raipur, Atal Nagar, Pawan Netam, Patwari, District Kondagaon, roll number 241921, was prohibited from filling in his OMR sheet. The selection was made on the basis that the number "1" in the middle of roll number 241921 was mistakenly circled, which is against the law. Other candidates also claim that they circled the correct answer to all questions, but in some cases, they mistakenly circled "A" instead of "B" or "B" instead of "A," "C," or "D." Therefore, it seems appropriate to provide such candidates with an opportunity.

5. The roll numbers allotted for the examination have been assigned with the intention of seating relatives nearby. For example, roll numbers 241797 and 241798 were allotted to Kamal Kishore Tiwari, son of Ujjain Tiwari, and Nirmal Kumar Tiwari, son of Ujjain Tiwari, both from Surguja district, who are brothers. Similarly, roll numbers 241975 and 241976 were allotted to Tuleshwar Kashyap, son of Fagu Ram Kashyap, and Meena Ram Kashyap, son of Fagu Ram Kashyap, from Bastar district. Roll numbers 241770 and 241771 were allotted to Jitendra Kumar Dhruv, son of Umeram Dhruv, from Bilaspur district, and Nimesh Kumar Dhruv, son of Umeram Dhruv, from Bemetara district, who belong to different districts but are brothers. Similarly, roll numbers 240779 and 240780 belong to Hemant Singh Dhruv, son of Dilip Singh Dhruv, District Bastar, and Harish Singh Dhruv, son of Dilip Singh Dhruv, District Dhamtari, respectively. It appears that these roll numbers were allotted to all of them with the intention of gaining unfair advantage.

6. Some discrepancies are also being observed in the selection list after the examination. The selection of mutual relatives also brings the departmental examination under suspicion. Roll numbers 241770 and 241771, Jitendra Kumar Dhruv, son of Umeram Dhruv, District Bilaspur, and Nimesh Kumar Dhruv, son of Umeram Dhruv, District Bemetara, are brothers. Roll numbers 241797 and 241798, Kamal Kishore Tiwari, son of Ujjain Tiwari, and Nirmal Kumar Tiwari, son of Ujjain Tiwari, are also brothers. Roll numbers 241377 and 241370, Jaiprakash Jain, son of Rameshwar Jain, and Tapesh Kumar Jain, son of Rameshwar Jain, respectively, are real brothers, who also scored 88. Roll number 240319, Dhananjay Prasad Sahu, son of Baldau Prasad Sahu, Roll number 240061, Rashmilata Sahu, wife of Dhananjay Prasad Sahu, and Roll number 241785, Meenakshi Sahu, daughter of T.R. Sahu, are husband/wife/sister-in-law. Dhananjay Singh, son of Amarjeet Singh, roll number 242265, and Riya Das, son of Govind Das, roll number 242446, are husband and wife. This observation suggests that the possibility of exam fraud cannot be ruled out.

7. On January 29, 2024, Ramesh Kumar Netam, Sunil Nag, Manjul Ghodeshwar, Devendra Kumar Markam, and Punamchand Dehari, all from Kondagaon district, submitted a request to the Chhattisgarh Revenue Patwari Association (Central Patwari Association) requesting cognizance and action regarding the leakage of the 2024 Departmental Selection Examination for Revenue Inspector Training. They expressed concerns that some candidates had been selected before the results were announced. These include Shiv Kumar Poyam (roll number 241912), Ravindra Kumar Netam (roll number 241883), and Harishchandra Rana (roll number 242262). The five points mentioned in the above request require careful scrutiny. It should be noted that the Revenue Inspector Preliminary Examination was held on January 7, 2024, and the results were released on February 29, 2024.

8. Roll No. 241439 Ankit Sharma, son of Rajkumar Sharma, has been made eligible for the examination despite not having 3 years of service and has also been selected after the result.

9. Roll No. 240658 has obtained 26 and 24 marks respectively in the declared examination result, which is doubtful because how can different marks be awarded to the same candidate.

10. According to sources, blatant rigging occurred in the Revenue Inspector departmental examination. In order to benefit the unqualified, most candidates were assigned question papers before the exam. Prior to the exam, the candidates were provided with question papers, made to solve them, and were given continuous practice. This can be confirmed by obtaining the relevant candidates' residences and their mobile phone locations at the time.

11. In the examination, in two questions numbered 8, 18 from set A, 33, 43 from set B, 3, 43 from set C and 43, 48 from set D, the answer has been considered as B/B whereas such answers cannot be assessed in the OMR sheet.

The role of these revenue officers is suspicious.

12. As per the information received, Satish Uike, Assistant Programmer, Commissioner, Land Records Branch, Indravati Bhawan, Raipur and Hemant Kaushik, Assistant Superintendent, Land Records, Land Records Branch, Indravati Bhawan, Raipur both have a major role in the leak of the question paper of RI promotion examination. The role of Ritesh Chandel, Bilaspur Division and Satish Uike, Hemant Kaushik, H Toppon, State Inspectors Naresh Maurya, Dharmendra Dubey, Dharamdev Lakda from Bastar and Surguja Division is suspicious, whose mobile location needs to be checked.

13. On September 5, 2024, the department sent a letter to the district collectors for document verification of all selected Patwaris. While the government had said that an inquiry would be conducted regarding exam rigging, even after that, the process being carried forward is suspicious. Both have a major role. The role of Ritesh Chandel from Bilaspur division and Satish Uike, Hemant Kaushik, H Toppon from Bastar and Surguja divisions, along with the state inspectors Naresh Maurya, Dharmendra Dubey, and Dharamdev Lakda, is suspicious. Their mobile locations need to be investigated.

13. On 05 September 2024, the department did not send the documents of all the selected Patwaris to the District Collectors for verification, whereas the government had said that an inquiry would be conducted regarding the examination rigging. Even after that, taking the process forward is suspicious. It would not be justified to proceed further without conducting an inquiry.

Investigating officer raises big questions

The investigating officer has written in his report that Sir, the state assembly elections were in full swing, the code of conduct had been imposed, all the Patwaris of the state were busy day and night in various preparations for the elections and all the procedures for this departmental examination were being followed, the present Revenue Minister became the Chief Minister on 29 December and keeping him in the dark, this examination was conducted within just 7 days, what was the need for such haste? This also gives rise to suspicion and this is also a matter of investigation.

0 Big focus on this in the investigation report

15. Sir, a look at the question paper of Revenue Inspector Training Examination 2024 reveals that in the name of 50 questions, 2 questions were included in each question, and the answer to the question of every page including the last page was to be selected by turning the first page. Thus, by allocating 90 minutes for 50 questions, suddenly giving 100 questions in the same time and forcing one to turn the first page every time for selecting the answer is not right for any examination system and this also gives rise to doubt.

16. Sir, reading 100 questions in 90 minutes, then turning the page and selecting one of the options, then circling it completely on the OMR sheet and scoring 90 out of 100 marks by a departmental candidate is an impossible task and is a very serious matter that raises doubts.

17. Sir, polygram test should be conducted on every officer and employee involved in the said examination so that the lies can be exposed.

18. After the formation of Chhattisgarh state, departmental examinations for Patwari to Revenue Inspector were conducted in the years 2016, 2017, and 2019, in which the maximum marks obtained by selected candidates were 80 and the minimum was 36. However, in the examination held in 2024, the maximum marks obtained by selected candidates were 90 and the minimum was 64. It should be noted that objections were raised against 18 of the 50 questions in that examination, of which 3 were deleted. Despite this, it is suspicious that a candidate obtained a maximum of 90 marks. Documents are attached.

This has never happened before in Chhattisgarh.

The investigation officer has written in his report that till date in the history of Chhattisgarh, no one has ever scored 90 marks in the departmental examination and the cutoff number has also never been 64. Earlier, in the Revenue Inspector departmental examination, the cutoff number was 36-38. This time, the departmental examination paper has been sold to the Patwaris by an officer or employee of the department for a huge amount of money, due to which the hard working Patwaris are feeling cheated. Therefore, you are requested to get the call details, call location, WhatsApp group and messages of all the selected candidates and the named people checked a day or two before the examination, the entire scam will be exposed and if found guilty, action should be taken against them as per the rules.

Revenue Department constitutes high level investigation team in connection with the complaint.

In this case, by order number F 03-01/2024/Saat-3 dated August 23, 2024 of the Ministry of Revenue and Disaster Management Department of Chhattisgarh Government, a 5-member investigation team has been constituted for a high-level investigation into the irregularities committed in the Revenue Inspector Departmental Examination-2024.

The said inquiry committee obtained the necessary information regarding the subject matter of the investigation by sending letters to the complainants Bhagwat Kashyap, Anand Kumar Kashyap and the officer mentioned in the complaint, Hemant Kaushik, Deputy Commissioner, and obtained the necessary information regarding the documents and facts of the Revenue and Disaster Management Department and the complainants mentioned in the complaints received. After examining and reviewing all the documents by the committee, the following points of investigation have been determined in relation to the said investigation.

Raipur. A gang of fraudsters has become active again in Chhattisgarh by replacing ATM cards. Following the discovery of a similar case in the capital, Raipur, the police have mobilized to apprehend the gang.

A case of fraud has come to light in the capital Raipur, where an accused defrauded an elderly man by replacing his ATM card. The accused withdrew over 1 lakh rupees from his account. Following the complaint, the police have registered a case and begun an investigation.

ATM card changed after getting entangled in conversation

This entire incident occurred in the Amanaka police station area. An elderly man fell victim to fraud. A fraudster engaged him in conversation at an ATM and exchanged his ATM card. When the elderly man's son received a message on his mobile phone about the money being deducted, he realized the accused had withdrawn money from his account. A complaint was subsequently filed at the police station. The police have registered a case and begun an investigation.

Withdrawn more than Rs 1 lakh from ATM

The victim, Raja Ram Vohra, lives in the Housing Board Colony of Tatibandh. On November 13th, he went to the ATM near the Radha Krishna Temple to withdraw ₹5,000. A suspect entered the ATM and, after engaging him in conversation, replaced his ATM card. The fraud came to light the next day when his son received a message on his mobile stating that ₹1,09,500 had been deducted.

Police alerted citizens

It is reported that the accused withdrew a total of ₹1,09,500 through various transactions on November 13th. Following the victim's complaint, the Amanaka police have registered a case and launched an investigation. The police have also urged people not to share their credit and ATM PIN codes, or any type of OTP, with anyone. They have also urged caution when withdrawing money from ATMs.

00 Participates in Tribal Pride Day Celebrations in Chhattisgarh
Raipur. President Smt. Draupadi Murmu today graced the Tribal Pride Day celebrations organised by the Chhattisgarh Government at Ambikapur, Surguja in Chhattisgarh. Speaking on the occasion, the President said that the contribution of tribal communities is a glorious chapter in the history of India, which is the mother of democracy. Examples of this can be seen in ancient republics as well as in many tribal traditions, such as the Muria Darbar in Bastar – the parliament of the primitive people.The President noted that tribal heritage runs deep in various parts of the country, including Chhattisgarh, Odisha, and Jharkhand. He expressed satisfaction that this year the Chhattisgarh government celebrated the Tribal Pride Fortnight on a grand scale from November 1 to 15.

The President underlined that over the past decade, national-level schemes have been developed and implemented for the development and welfare of tribal communities. Last year, on the occasion of Gandhi Jayanti, the Dharti Aaba Janjati Gram Utkarsh Abhiyan was launched. The benefits of this campaign will reach over 50 million tribal brothers and sisters across the country. In 2023, the Pradhan Mantri Janjati Nyay Maha Abhiyan (PM-Janman Abhiyan) was launched for the social and economic development of 75 Particularly Vulnerable Tribal Groups (PVTGs). All these schemes are a testament to the priority the government gives to tribal communities.

The President said that to reinvigorate the development efforts of tribal communities, the Government of India has launched the Adi Karmayogi Abhiyan during the year of the 150th birth anniversary of Bhagwan Birsa Munda. He noted that a network of approximately 2 million volunteers is being created across the country under this Abhiyan. He expressed confidence that these volunteers will ensure the development of tribal communities by working at the grassroots level.

The President expressed his satisfaction at the fact that people across the country, including Chhattisgarh, are abandoning the path of Left Wing Extremism and joining the mainstream of development. He stated that with the deliberate and well-coordinated efforts of the Central and State Governments, it will be possible to eradicate Left Wing Extremism in the near future. He expressed his happiness that over 165,000 participants participated in the recently held Bastar Olympics. He expressed confidence that by following the ideals of tribal leaders, the people of Chhattisgarh will make invaluable contributions to building a strong, self-reliant, and developed India.

The program involved worshipping the deities at the Devgudi, the traditional Akhara site and the center of tribal religious faith. The
participants observed a symbolically constructed model of the traditional Akhara site and the Devgudi, the main religious center of tribal villages. Akharas are cultural sites of the tribal people inhabiting the Surguja region of Chhattisgarh state, located in the center or at crossroads of villages, often surrounded by clusters of shady trees. On various folk festivals, such as Karma, Mahadev Bair, Teeja Aathe, Jivatiya, Sohrai, Dasai, and Phagwa, men and women gather together to celebrate by singing folk songs and dancing to the beats of traditional musical instruments. Tribal community members performed traditional dances at the exhibition. Devgudi, the main religious center of tribal villages, is also known by various regional names in the state, such as Devala Devvalla, Mandir, Shitala, and Sarna. The Devgudi houses rural deities such as Budhadev, Budhidai, Shitala, Sarnadev, Dehwarin, and Mahadev. On various folk festivals, tribal people gather together to perform pujas under the guidance of the village Baiga, praying for the happiness, peace, and prosperity of the village. 
A model of the traditional tribal dwellings of Chhattisgarh was constructed at the venue. The President also inspected the model. Tribal dwellings are constructed of mud and wood, consisting
of one or two rooms and a veranda (parchai) in front of the main room. The roofs of the houses are clad in sloping tiles. One room is used as the kitchen, where kitchen utensils and household items are stored, while the other room is used as a bedroom. The veranda (parchai) houses other household items such as mortars, pestles, mortars, and pestles. 
An exhibition of ornaments worn by tribal people during various folk festivals and events was held. Kalinder Ram presented the President with a Pairi and a Gamchha.

Their melodious sounds are a sight to behold during festive occasions. There are many such instruments whose sounds can resonate for miles, inspiring people to dance spontaneously. In the Surguja and Bastar regions, the sounds of these instruments can be heard continuously for months. It is because of these instruments that the rich cultural heritage of the tribes remains alive. Instruments played by the tribes of the Surguja region during various folk festivals, including the mandar, dhol, cymbals, majira, tamboura, sarangi, khanjari, flute, chaurasi, and paijan, were on display. 
Herbs used for treatment by tribal communities were displayed.
An exhibition held at the venue showcased herbs used by tribal communities in the state to treat physical ailments. The exhibition showcased herbs like Ashwagandha, Kulanjan, Mulethi, Safed Musli, Giloy, Lal Jhimti, Arjun bark, Pisiya, Bhuichampa, Gokharu, Kutaj bark, Gudman leaves, Viraita, Rohine bark, Balamkhira, Harra and Behada large tamarind seeds, Hadsingar, Akarkara, Chiraigodi, Shilajit, and Balraj. They live in forests, hills, valleys, and lowlands. Their habitats are home to a variety of medicinal plants, tubers, roots, and vines. In case of physical ailments, tribal people seek treatment from these wild herbs. Vaidyas, Baigas, Guniyas, and Hathjods, the tribal community, are hereditary practitioners of treating people.
Traditional dishes and tubers
An exhibition of dishes prepared by tribal communities on festivals and other occasions was organised. Various types of roti, chutney, kohri (bari), laddu etc. were displayed here. Tribal women prepare dishes from the materials provided by nature and collect various types of tubers, fruits, flowers etc. from the forests and use them as food. During this, Kanda-Pitharu Kanda, Dang Kanda, Nakwa (Churka) Kanda, Sakhain Kanda etc. were displayed.

Raipur. Chhattisgarh Chief Minister Vishnudev Sai posted on his social media platform X on Thursday, writing that it was a moment of immense pride and honor to attend the Tribal Pride Day celebrations today under the chief patronage of Her Excellency President Mrs. Draupadi Murmu. The President's interaction with Naxal-affected families, her honoring of the families of tribal heroes, and her emotional address on Chhattisgarh's tribal history filled every citizen of the state with pride.
