Raipur. The 5th anniversary of the Drug Free India Campaign was celebrated in Chhattisgarh with unprecedented public participation and awareness. Under the guidance of Chief Minister Shri Vishnu Dev Sai and the leadership of Social Welfare Minister Smt. Laxmi Rajwade, a massive public campaign unfolded across the state. In coordination with all state departments, the Social Welfare Department organized a large-scale pledge program, with people from all walks of life enthusiastically participating.
The main state-level event was held at Hotel Marriott in Raipur. Several senior officials and employees, including Chairman of the Chhattisgarh State Disabled Finance and Development Corporation, Shri Lokesh Kavadia, Secretary of the Social Welfare Department, Shri Bhuvnesh Yadav, and Director Smt. Roktima Yadav, were present. All those present took the pledge of drug de-addiction, expressing their collective resolve to eradicate drugs.

Massive events organized across the state accelerated the campaign's momentum manifold.
24,749 people took the pledge at 543 sites. 69,356 youth participated in 505 programs at universities and colleges. 3,98,675 students and teachers in 7,452 schools pledged to build a drug-free society. 1,20,410 people pledged to quit drugs and inspire others to do the same in 9,355 programs organized by health workers and self-help groups. 57,570 people took the pledge at 2,103 other events.
Thus, a total of 6,70,760 people pledged to a drug-free society through online and offline channels at 19,958 sites—a historic record of public participation in the state.
The live broadcast of the major national event, organized by the Government of India at Guru Nanak Dev University, Amritsar, was watched en masse by all districts, departments, government offices, universities, colleges, and schools across Chhattisgarh. This sparked new awareness and participation in the state.

The Nasha Mukt Bharat Abhiyan (Drug-Free India Campaign) is a significant initiative of the Ministry of Social Justice and Empowerment, strengthening public awareness, counseling, treatment, and rehabilitation services. Under the leadership of Social Welfare Minister Smt. Laxmi Rajwade, Chhattisgarh has transformed the campaign into a comprehensive social movement, involving departments such as Education, Health, Panchayat and Rural Development, Women and Child Development, Urban Administration, and Youth Services.

Raipur. Students from Brahmavid The Global School conducted an educational tour of Kushabhau Thakre University of Journalism and Mass Communication on Thursday. During the tour, the students were introduced to the field of mass communication and journalism. Vinod Sawant explained the process of news broadcasting through a TV studio. Students closely observed the workings of a live news studio, the system for releasing breaking news, and the studio operations during a live broadcast. During the visit, students also gained hands-on experience with technical equipment such as the Panel Control Room (PCR), lighting, audio mixer, teleprompter, TriCaster, visual setup, and editing room. They also understood how the final output of live anchoring is created and the process by which frame selection is performed by TriCaster.

The students also visited the university library. The program was conducted by Chandrashekhar Shivare, the university coordinator. School teachers Abhishek Choubey, Shweta Sharma, Aishwarya Srivastava, and Shanmugpriya were present. Raipur. Chhattisgarh has achieved another historic achievement regarding the quality of health services. Integrated Public Health Lab (IPHL) of District Hospital Pandri Raipur and District Hospital Balodabazar have received national level quality certification under the National Quality Assurance Programme (NQAS) of the Government of India. Among these, IPHL of Pandri Raipur has become the first certified lab in the country, while IPHL of Balodabazar has become the second certified lab in the country and the state. This achievement proves the expansion of quality health services in Chhattisgarh and strengthening of lab facilities based on scientific standards.

As a direct result of the Chhattisgarh government's continued efforts to strengthen health services in the state, a total of 832 health institutions in the state have been evaluated and certified based on national standards between January 2024 and November 2025. These include health centers in remote areas like Chintagufa in Dantewada. It is noteworthy that for the first time in the country, such a large and systematic chain of laboratories has been evaluated and certified in any state, giving Chhattisgarh a unique position at the national level.

Both labs were evaluated by teams of expert evaluators nominated by the Government of India, Ministry of Health and Family Welfare, New Delhi. The IPHL at Pandri Raipur was evaluated on September 10, 2025, while the IPHL at Balodabazar was evaluated on September 11, 2025. Both teams thoroughly reviewed the labs' functioning, patient-centric services, quality control, timely reporting, and safety procedures. Following the evaluation, the Pandri Raipur IPHL received certification with a score of 90%, and the Balodabazar IPHL received certification with a score of 88%. This score falls in the excellent category under the national standards of healthcare quality.

The concept of an Integrated Public Health Lab is fundamentally aimed at ensuring patients have access to a comprehensive range of pathology, biochemistry, and microbiology testing facilities under one roof. This not only increases the speed and reliability of testing, but also relieves people of unnecessary dependence on expensive private testing labs. This integrated model provides patients with affordable and accurate testing reports in one location.

IPHL in Pandri, Raipur, has become a model lab for the entire state. It conducts over 3,000 tests daily and offers over 120 types of testing services. Operating on a hub-and-spoke model, the lab also tests samples received from various community health centers and primary health centers in Raipur district. In emergency situations, the lab has also processed samples from medical colleges and other districts, demonstrating its capacity and utility.

IPHL in Balodabazar is also a rapidly emerging lab in terms of service quality. It performs 1,000 to 1,200 tests daily and offers over 100 types of lab testing. The lab's state-of-the-art equipment, trained technicians, and timely reporting are providing significant relief to thousands of patients in the district. Patients from rural and tribal areas no longer need to travel to cities or private labs for testing.

The Pandri Raipur IPHL model has previously been recognized nationally by the Ministry of Health. Teams from more than 13 states have visited the lab and observed its functioning. Furthermore, a photo of the Raipur IPHL has been published on the cover page of the detailed guidelines for Integrated Public Health Labs issued by the Government of India. This model has been adopted as a guide for the IPHL network being established across the country under PM-ABHIM.

This quality-based assessment process in Chhattisgarh is not limited to certification alone, but is a concrete step towards sustainable improvement of the healthcare system. NQAS standards mandate strict adherence to aspects such as cleanliness, safety, patient satisfaction, record management, technical quality, equipment calibration, biomedical waste management, and staff capacity building. Both labs achieved this distinction by demonstrating excellent performance on all these parameters.

Commissioner and Director Dr. Priyanka Shukla stated that the NQAS program is a crucial initiative of the Government of India to institutionalize quality improvement in government hospitals. The program's prescribed checklist is comprehensive, and certification is granted only when an institution demonstrates sustained excellence across all parameters. The efficiency and discipline with which both IPHL labs in Chhattisgarh met all criteria demonstrates the strength and commitment of the state's healthcare system.

He stated that Chhattisgarh is focusing on expanding healthcare services and improving quality. Lab technicians, physicians, and management teams have worked with great dedication and diligence in this process. Raipur. CG Dhan Kharidi:  The process of purchasing paddy at the support price is gaining momentum in the state. On November 19, the fifth day of paddy procurement, 7 lakh 11 thousand 335 quintals of paddy were purchased from farmers. This figure of paddy procurement is almost equal to the amount of paddy purchased in the last four days. From November 15 to November 19, a total of 14 lakh 54 thousand 451 quintals of paddy has been purchased at the support price in the state.

As per the instructions of Chief Minister Vishnu Dev Sai, along with the purchase of paddy, the payment of support price to the farmers has also been started. For this, Markfed has released Rs 214.18 crore to Apex Bank. It should be mentioned here that the Chhattisgarh government has already given a bank guarantee of Rs 26,200 crore to Markfed for the payment of the price of paddy purchased from the farmers of the state. Adequate arrangements have been made in all the centers to ensure that the farmers do not face any problem in selling the paddy. Officers have been deployed in all the centers to monitor the arrangements for paddy procurement. Senior administrative officers of the state level and district level officers are continuously visiting and taking stock of the paddy procurement and the arrangements at the centers.

Strict monitoring is being done to ensure that there are no irregularities in the procurement of paddy at the support price in the state. RAIPUR : Panic gripped the capital's Amlidih Police Colony area on Wednesday morning when the body of a police constable was found hanging from a noose under suspicious circumstances. The deceased was identified as Laxmi Prasad Gabel, a constable posted in the Rajendra Nagar police station area. Police also recovered a suicide note from the scene.

Local residents informed the police that a man was hanging from a towel in an empty field in front of the colony. A police team arrived at the scene immediately after receiving the information. During the investigation, the body was exhumed and the surrounding area was searched.

Police arrived at the scene and first assessed the driver's condition. After confirming that he was drunk, he underwent a medical examination. According to preliminary information, the driver's alcohol level was found to be well above the permissible limit. Police have seized the vehicle and initiated further legal action. The Civil Lines police station in-charge stated that no civilians were injured in the accident, which is a great relief. A major accident was averted due to the low traffic on the road late at night, otherwise, given the speed of the vehicle and the severity of the collision, there was a possibility of loss of life.

CG 200 Unit Half Bijli Bill Scheme: Chhattisgarh government has made a major change in the Half Electricity Bill Scheme with the aim of providing relief to domestic consumers. Chief Minister Vishnudev Sai has announced that now electricity bills up to 200 units will be halved in the state, which will directly benefit more than 42 lakh consumers (Domestic Consumers). This new system will come into effect from 1 December 2025, whereas till now this scheme was limited to only 100 units.

Under the new provisions, consumers who use up to 400 units of electricity per month will be able to avail of the half-bill benefit for up to 200 units. According to estimates, families who previously paid bills of ₹800–₹900 can expect this amount to drop to approximately ₹420–₹435, which will have a positive impact on monthly household budgets.

Difference between the old and new plan

The Half Electricity Bill Subsidy Scheme for up to 400 units, launched during the Bhupesh Baghel government's tenure, was reduced to 100 units in August 2025. This change increased the electricity burden of millions of consumers. Now, the state government has decided to revise this policy and provide relief for up to 200 units, which is considered a major relief for poor and middle-class families.

How will the new system work?

According to the new policy:

• The consumer will have to pay half for the first 100 units.
• Half bill benefit will continue on consumption of 101 to 200 units.
• For consumption after 200 units, the bill will have to be paid at the normal rate.

According to government officials, this scheme will increase the budget and subsidy load, but the government argues that this is an important step towards public interest and social security.

According to sources in the Energy Department, many families were unable to maintain regular electricity bill payments due to rising inflation. The new policy will not only provide relief but also improve revenue collection in the state, as the likelihood of regular payments will increase.

It is noteworthy that the glittering trophy of the world-renowned FIH Junior Men's Hockey World Cup 2025 arrived in Chhattisgarh for the first time today as part of its India tour and was unveiled at a solemn ceremony held at the Assembly premises. Chief Minister Shri Sai said on this occasion that hosting the FIH Junior World Cup 2025 in India is a matter of great pride and a special honor for the state. Expressing gratitude to Hockey India, he said that the Trophy Tour is an important effort to promote enthusiasm and inspiration for sports across the country. He said that the launch of this campaign by Union Sports Minister Dr. Mansukh Mandaviya is a step that will reinvigorate the spirit of sports in the country. The Chief Minister said that Chhattisgarh has always been a fertile ground for hockey. A large number of children from districts like Rajnandgaon, Bastar, Jashpur, Surguja, Raipur, Bilaspur, and Korba are pursuing their future in hockey. The arrival of the trophy will be an inspiration for the state's young players. He stated that the state government is committed to expanding sports infrastructure, strengthening training facilities, and encouraging emerging talent. ** India will host the Junior World Cup for the first time  

It is worth noting that India is hosting the FIH Hockey Junior Men's World Cup 2025 for the first time. The competition will run from November 28 to December 10 and will be held in Chennai and Madurai, Tamil Nadu.

Jagdalpur. The Finance Department has issued a very important directive for all Drawing and Disbursing Officers (DDOs) who disburse salaries and other payments from the government treasury. The process of preparing e-bills by DDOs has now been directly linked to the timely filing of their GST TDS returns (GSTR-7).
According to senior treasury officer Anil Kumar Pathak, it will now be mandatory for DDOs to file their GSTR-7 returns for the previous month by the 10th of each month. DDOs who fail to strictly adhere to this deadline could face significant financial difficulties. The Finance Department has clarified that if a DDO fails to file their GST returns by the due date, i.e., the 10th of the following month, they will not be permitted to prepare bills for items subject to GST. This simply means that in the event of non-filing of returns on time, the financial functions of the concerned departments, especially where GST is applicable, will come to a complete halt, causing serious disruption in government payments and financial management. This step has been taken with the objective of ensuring GST TDS deducted by government departments and bringing in greater transparency and discipline in the government finance system.
