Chhattisgarh's new startup policy approved, 5,000 startups to get a booster in five years

Raipur. The Chhattisgarh Council of Ministers approved the Chhattisgarh Innovation and Startup Promotion Policy 2025-30. The Chhattisgarh State Council of Ministers today approved the Chhattisgarh Innovation and Startup Promotion Policy 2025-30. The objective of this policy is to build a strong, inclusive, and globally competitive startup ecosystem in the state, fostering innovation, job creation, and accelerating sustainable economic development. This policy will play a crucial role in motivating and empowering the state's youth towards innovation and entrepreneurship.
The new Startup Policy aims to encourage more than 5,000 new IPO-registered startups by 2030. The policy will provide financial assistance, incubation, mentorship, market linkages, capacity building, and technology and intellectual property support. The policy provides several key incentives, including a Chhattisgarh Startup (Capital) Fund of ₹100 crore, a Credit Risk Fund of ₹50 crore, seed fund assistance (up to ₹10 lakh), interest subsidy, rent subsidy, patent and quality certification subsidy, and employment generation subsidy. Special incentives for women entrepreneurs, Scheduled Castes/Tribes, persons with disabilities, veterans, Naxal-affected individuals, and startups involved in public welfare and the circular economy are also a key part of the policy. Industry Minister Shri Lakhan Lal Dewangan stated that the incubation ecosystem in the state will be strengthened under a hub-and-spoke model. Under this initiative, mega incubators (hub incubators) equipped with advanced facilities will be established across the state, providing infrastructure, mentorship, technical support, and strategic guidance to startups. Innovation and entrepreneurship will also be promoted through spoke incubators in various regions of the state. Necessary infrastructure will be developed in each district to encourage innovation and entrepreneurship. This policy is in line with the goals of Amritkaal - Chhattisgarh Vision/2047 and will be an important step towards making the state a major hub for innovation-based entrepreneurship.
Key financial support for startups
: The policy provides various grants and incentives to strengthen startups, including: 
Startup Capital Fund – A fund of Rs 100 crore to provide investments.

Credit Risk Fund - A fund of ₹50 crore to provide unsecured loans.
Interest Subsidy - Up to 75% interest subvention for 5 years on loans up to ₹50 lakh.
Rent Subsidy - 50% of rent paid for 3 years (maximum ₹15,000 per month).
Fixed Capital Investment Subsidy - Up to 35% on machinery and equipment (maximum 
₹35 lakh).
Patent and Quality Certification Assistance - Up to 75% reimbursement for national and international patents and certifications, up to a maximum of ₹10 lakh.
Several significant incentives have been provided, including a 50% subsidy on travel, registration, and stall expenses for participation in national and international events and exhibitions. Special incentives for women entrepreneurs, Scheduled Castes/Tribes, persons with disabilities, veterans, Naxal-affected individuals, and startups involved in public welfare and the circular economy are also key components of the policy.
Incubation ecosystem will get a boost
Under the new policy, an incubation network based on hub-and-spoke model will be developed in the state. Under this, mega incubators (hub incubators) will be established, which will provide infrastructure, mentorship, investment linkages and strategic guidance to startups. Also, spoke incubators at the regional level will promote innovation and entrepreneurship.
Financial assistance for incubators and accelerators
Grant up to 75 percent of the project cost to government incubators.
50 percent grant (maximum Rs 3 crore) to private incubators.

Incubators established in the Bastar and Surguja regions will receive a 10 percent additional grant.
Incubator Upgradation and Operational Support:
Established incubators will also be eligible for grants if they expand their infrastructure or capacity by 25 percent.
Program and Acceleration Support:
Recognized incubators will receive ₹1 lakh per program (maximum ₹4 lakh annually) for organizing state-level innovation programs.
Expense reimbursement of up to ₹15 lakh for conducting acceleration programs of at least 8 weeks.
College Innovation and Startup Cells:
College Innovation and Startup Cells will be established in the state's higher educational institutions to promote student innovation. Selected colleges will receive up to ₹5 lakh per year for their operations. This policy is in line with the goals of Amritkaal - Chhattisgarh Vision 2047 and will prove to be an important step towards making the state a major hub for innovation-based entrepreneurship.
