Raipur: The cabinet meeting chaired by Chief Minister Vishnu Dev Sai approved the One Time Settlement (OTS) Scheme-2026 for allottees of plots and built-up complexes allotted by the Nava Raipur Atal Nagar Vikas Pradhikaran (NRDA). This decision, taken under the leadership of Chief Minister Vishnu Dev Sai, is an important step towards providing relief in interest and surcharge to eligible allottees, as well as resolving pending cases, speeding up stalled projects and giving new energy to investment and development activities in Nava Raipur.

Chief Minister Shri Vishnu Dev Sai said that every decision of the state Government is driven by the vision of accelerating development and providing practical solutions in the public interest. The OTS Scheme-2026 is an important initiative in this direction. This will strengthen investor confidence, resolve pending cases, and give new impetus to the comprehensive and planned development of Naya Raipur.

Housing and Environment Minister Shri O.P. Choudhary said that under the leadership of Chief Minister Shri Vishnu Deo Sai, the state government is continuously making policy decisions to create a transparent, trustworthy, and development-oriented environment for investors. The OTS Scheme-2026 is a positive opportunity for allottees who wish to move their projects forward. This will accelerate stalled projects, reduce unnecessary court disputes, ensure better land use, and provide a new impetus to investment and economic activity in Naya Raipur. This decision is an important step towards developing Naya Raipur as the country's leading planned and modern city.

Under the scheme, allottees who are unwilling to develop the project will have the option to exit the contract by surrendering the allotted land. This will reduce unnecessary court disputes and ensure effective and prompt use of the land.

The scheme will be effective from its implementation date until March 31, 2027. Applications received during this period will be considered according to the established provisions. A large number of pending cases currently under various land uses will benefit from this scheme.

According to the NRDA, no land premium will be discounted under the scheme, and no land will be settled below the current reserve premium price. This will result in no financial loss to the authority, while eligible allottees are expected to receive interest and surcharge relief of approximately ₹61.96 crore.

Implementation of the OTS Scheme-2026 will accelerate stalled development projects in Naya Raipur, strengthen investor confidence, reduce litigation, and ensure better land use. This decision will provide a new direction for the planned, balanced, and rapid urban development of Naya Raipur.
