Youth empowered with skills, a strong step towards developed Chhattisgarh

"Skill is the greatest asset today. There is no shortage of opportunities for a young person with talent." Realizing this vision, the Chhattisgarh government is continuously working to empower the state's youth by providing them with employment-oriented, industrially-required modern skill training through the Chief Minister's Skill Development Scheme.
On the occasion of World Youth Skills Development Day, it bears mentioning that Chhattisgarh has achieved remarkable success in the field of skills development. Effective efforts are being made not only to train youth in the state but also to ensure employment along with quality training.
Nearly five lakh youth received skill training
Since the inception of the Chief Minister's Skill Development Scheme, 494,330 youth in the state have been provided skills training in various employment-oriented trades. Of these, 274,934 youth have been linked to employment. Currently, under the scheme, high-quality training is being conducted through 375 vocational training centers (199 government and 176 non-government) across the state, in accordance with the National Skills Qualification Framework (NSQF).
So far in the financial year 2025-26, 9,418 youths have been trained, out of which 7,528 youths have got employment, while 6,679 youths are currently receiving training in various courses.
Modern curriculum to suit the changing times
The state government has made significant changes to skills training to connect youth with future technologies. Traditional trades are now being offered alongside cutting-edge 21st-century courses such as electric vehicle (EV) maintenance, drone operator, artificial intelligence and machine learning (AI-ML), cybersecurity, and Suryamitra (solar energy).
This year, a special Water Distribution Operator course has been started, under which a plan has been made to connect 2,770 youth directly to employment by providing them multi-skill training.
Special emphasis on quality
Skill development in Chhattisgarh is not limited to training only, but many important steps have also been taken to ensure its quality.
Training of Trainers (TOT) certification is now mandatory for every trainer, along with educational qualifications and experience. This has significantly improved the quality of training.
At least seven days of On-the-Job Training (OJT) is mandatory for each trainee before assessment to give them practical experience of the actual working of the industries.
A face-based online biometric attendance system has been implemented at the training centers. IP-enabled CCTV cameras have also been installed at all training centers, enabling continuous monitoring of training activities. These measures have increased transparency and improved the quality and discipline of training.
Guaranteed employment along with training
The most significant feature of the Chief Minister's Skill Development Scheme is its focus on providing employment opportunities to youth after training. Each vocational training provider undergoes a vetting of employment-providing institutions before granting permission to conduct training. Permission to conduct training is granted only after the vetting. Additionally, 60 percent of the funding to training centers is disbursed only after the trained youth are assured employment. This system encourages training institutions to provide employment-oriented training.
Skill development is reaching the youth of Bastar
To provide skills development opportunities to youth in remote and tribal areas of the state, efforts are underway to establish Skill Development Centers (SDCs) in each development block of the Bastar division. An assistant mason course has already been launched in Bijapur district. Six rehabilitation centers, including those in Bastar, Dantewada, Narayanpur, Sukma, Kanker, and Bijapur, have been registered as vocational training providers, and more centers are being added soon.
Increasing employment potential through partnership with industries
The state government has signed significant agreements with reputable institutions to provide training tailored to industry needs.
Tractor mechanic training has been initiated with Mahindra & Mahindra, under which 101 youth have been trained so far, and 60 are currently undergoing training.
Training in five job roles in electric vehicle technology is being conducted at the Livelihood College in Raipur in collaboration with Sironics Technology Pvt. Ltd.
Employability skills training is being provided to socially and economically disadvantaged women in collaboration with the Naandi Foundation, with 1,142 youth trained.
Laundry supervisor and other job-oriented trainings have been initiated in the tourism and hospitality sector, and in partnership with Laundry Bag.
In the health sector, advanced skills training modules related to cardiac and healthcare services are being developed in collaboration with the Sri Sathya Sai Health and Education Trust.
Livelihood colleges become powerful centres for skill development
Livelihood colleges operating in the districts of the state have today become the main medium of skill development for the youth. From the year 2013 till now, 68 thousand 552 youth have been provided training in these colleges. Out of these, 28 thousand 820 youth have got employment and 10 thousand 632 youth have got self-employment. Thus, a total of 39 thousand 452 youth have been connected with livelihood. Currently, 2 thousand 413 youth are getting training. Similarly, under the PM Vishwakarma Yojana, from the year 2024 till now, 13 thousand 188 youth have been given training through livelihood colleges.
Expansion of modern infrastructure
Livelihood college buildings are completed and operational in 26 districts of the state. The process of building construction and land allotment is progressing rapidly in new districts as well. Twenty-six girls' hostels and 20 boys' hostels are completed and operational in the state. Construction and land allotment for the remaining hostels is in progress.
Center of Excellence to be built in Nava Raipur
The Chhattisgarh government is taking another important step towards preparing the youth not only for national but also for international level competition.
A Livelihood Center of Excellence will be established in Naya Raipur, providing state-of-the-art machinery, modern laboratories, specialized workshops, and world-class skills training in engineering and non-engineering fields tailored to industry demand. A budget provision of ₹2 crore has been made for the land lease agreement for this ambitious project in the financial year 2026-27.
New direction of self-reliance through skill development
Chhattisgarh's experience on World Youth Skills Day demonstrates that skill development is not just a training program, but a powerful campaign to empower youth with self-confidence, self-reliance, and employment. Through innovative technologies, quality training, partnerships with industries, employment assurance systems, and modern infrastructure, Chhattisgarh is emerging as an effective model for skill development. In the years to come, this initiative will not only transform the lives of millions of youth but will also play a crucial role in building a developed Chhattisgarh and a developed India.
Chhattisgarh's identity at the national level
The youth of the state are getting an opportunity to showcase their talent at the national level. In the year 2025-26, 3,327 youth participated in the district and state level India Skill Competition organized in 19 skill trades, out of which 381 participants reached the state level. In the East Zone Regional Competition, Bhubaneswar, 38 participants from Chhattisgarh performed excellently and won a total of 12 medals including 01 gold, 02 silver, 05 bronze and 04 Medals of Excellence.
Three participants from the state represented the state at the national-level India Skills Competition, one of whom received the Medal of Excellence. Chhattisgarh was also honored with a certificate from the Government of India for its outstanding performance and successful organization.
