Raipur. Chief Minister Shri Vishnudev Sai took seriously the allegations of rude behavior with the general public and negligence in duty in the public problem resolution camp organized under Good Governance Festival 2026 and directed the Durg Divisional Commissioner to suspend the Chief Executive Officer of Janpad Panchayat Durg, Shri Rupesh Kumar Pandey with immediate effect. In compliance with the instructions of Chief Minister Shri Sai, Commissioner Durg has suspended the Chief Executive Officer, Janpad Panchayat Durg, Shri Rupesh Kumar Pandey with immediate effect.
The suspension order issued by the Divisional Commissioner, Durg, states that upon reviewing the proposal received from the Collector, Durg, and the video clip of Mr. Pandey's rude behavior towards the public at the public problem resolution camp held in Thanaud village, it became clear at first glance that he had behaved negligently and rudely in the discharge of his duties at the Good Governance Festival and camp organized by the government. This behavior is contrary to the Chhattisgarh Civil Services (Conduct) Rules. In this regard, a show-cause notice was issued to Mr. Pandey by the Divisional Commissioner, Durg, but his reply was found to be unsatisfactory.
Under Rule 3 of the Chhattisgarh Civil Services (Conduct) Rules, 1965, every government servant must always remain completely honest and dedicated to his duties and refrain from engaging in any act unbecoming of a government servant. According to Clause (a) of Rule 3-A, no government servant shall act in an indecent manner while performing his official duties. In a democratic system, the government is accountable to the public, and therefore, courteous behavior by every public servant towards the public is considered an important component of the code of conduct. Accordingly, Mr. Rupesh Kumar Pandey has been suspended with immediate effect on charges of negligence and misconduct in the discharge of his duties. During the period of suspension, he will be eligible for a subsistence allowance as per rules. This order will be effective immediately.
