Raipur. State Housing and Environment Minister Mr. OP Choudhary, addressing a press conference at the Chhattisgarh Samvad Auditorium, said that under the leadership of Chief Minister Vishnu Dev Sai, the Housing and Environment Department has achieved remarkable success in the past two years. These two years have focused on providing affordable housing, improved living facilities, developing livelihood opportunities, and maintaining an environmentally friendly ease of living. The department's work has improved citizens' lives and laid a solid foundation for the state's bright future.Minister Chaudhary stated that two years ago, the Chhattisgarh Housing Board was facing numerous challenges. Over 3,200 residential and commercial properties remained unsold, amounting to ₹735 crore. This amount was provided by the state government to free the board of debt. Currently, the board has no debt. The government launched a one-time settlement scheme (OTS-2) to facilitate the sale of properties that had remained unsold for a long time. Through this scheme, discounts of up to 30 percent were provided on these properties. This scheme was successful, with 1,251 properties sold in just nine months, generating revenue of ₹190 crore. This amount will be spent on upcoming projects to ensure that maximum beneficiaries can benefit from affordable housing and commercial properties. He explained that a new construction policy has been implemented to avoid unsold inventory in the future. Demand-driven construction will now be prioritized. Projects will be initiated based on actual market needs, reducing financial risk.

According to the new policy, 60% registration, or 30% registration in the first three months, is mandatory. Construction work will begin only after this. This system will ensure the viability of projects and give direct consideration to citizen demands. Chaudhary stated that the online portal has been further strengthened for the convenience of allottees. Processes have become simpler and more timely. Citizens will no longer have to visit offices. Information is being provided 24/7 through an AI-based chatbot. The need for human intervention has been reduced, increasing both transparency and convenience.
Minister Chaudhary presented information regarding the achievements of the Raipur Development Authority. He stated that the Authority is constructing the PM Unity Mall at a cost of ₹193 crore. Additionally, the construction of 168 flats in Tikrapara is proposed, for which tenders have been invited. The Authority launched the online system in January. He stated that historic decisions have been made in the last two years for the development of Nava Raipur Atal Nagar. Nava Raipur Atal Nagar has become the country's first debt-free greenfield city. This achievement is being considered nationally significant. The Authority has repaid the entire debt of ₹1,345 crore. This debt was related to previous development projects. This was made possible through disciplined financial management. No new debt was incurred. With the repayment of the debt, land and property worth ₹5,030 crore became mortgage-free. Now, these assets are completely free. This will accelerate investment and development proposals.

Significant initiatives have also been taken to increase industrial and commercial activity in Naya Raipur. A textile park is being developed on an area of 132 acres. An investment of approximately ₹2,000 crore is estimated in the textile park. This investment will strengthen the state's industrial economy, providing opportunities for MSMEs and large industries, and enhancing export potential. The project is expected to create over 12,000 jobs, including both direct and indirect employment. This will provide opportunities for local youth and accelerate regional development.
An investment of ₹1,800 crore is proposed in the semiconductor and IT sectors. This initiative is designed with advanced 5G and 6G technologies in mind. This will give the state a new identity on the technology map and strengthen the digital ecosystem. The IT sector is expected to create approximately 10,000 new jobs, providing high-skilled employment opportunities, and fostering startups and technology companies. Chaudhary stated that Naya Raipur will emerge as a tech hub. Naya Raipur is being developed as a conference capital. There are plans to attract national and international events. An Art of Living Center will be developed at a cost of ₹120 crore. It will become a hub for spiritual and cultural activities. Wellness tourism will be encouraged, and the city's social identity will be strengthened. A Science City is being developed at a cost of ₹230 crore. This will promote education and innovation. The aim is to connect students and youth with science and encourage forward-thinking.
Medi City is being developed to make Naya Raipur a medical hub. High-quality healthcare services will be available here, reducing pressure on regional healthcare facilities and promoting medical tourism. A 300-bed hospital is being developed in Medi City by the Bombay Hospital Trust. The process of allocating land to NIFT and NIELIT within Edu City is underway. Design and IT education will be promoted. A cluster of higher education institutions will develop. The arrival of renowned educational institutions from India and abroad will transform Naya Raipur into a knowledge hub.
Minister Shri OP Choudhary stated that the Urban and Rural Development Department has also accomplished significant work in the last two years. The Affordable Public Housing Rules, 2025, have been implemented for the first time in the state to make regulations simpler, practical, and cost-effective. This will encourage housing construction, benefiting both citizens and developers. Affordable housing is now accepted on agricultural land. The process has been simplified and time-bound. The requirement for community open space by colonizers has been reduced from 10 percent to 5 percent. This will reduce project costs and make affordable housing more viable, while preserving essential open spaces.
Additionally, amendments have been made to the Chhattisgarh Land Development Rules, 1984, under central reforms. The minimum access road width in industrial areas has been reduced. Now, 7.5 to 9 meters are acceptable. Previously, it was 12 meters. This will enable better land utilization. Ground coverage in industrial areas has been increased from 60 percent to 70 percent. Industries will have more building space. Production capacity will increase. This will facilitate industrial expansion.
The Chhattisgarh Environment Protection Board has implemented a real-time system for monitoring environmental emissions by industries. Continuous online monitoring has increased transparency and reliability. An alert is issued immediately when emissions exceed limits, enabling immediate corrective action. Enforcement of regulations has been strengthened. An automated notice system has been implemented, expediting administrative processes and reducing reliance on human intervention. The Common Hazards Waste Treatment, Storage, and Disposal Facility has been developed. It is a scientific solution to industrial waste management. The regulatory system has become more effective. This will reduce environmental risks and provide safer alternatives for industries. The Common Hazards Waste will be fully operational by April 2025. Its landfill capacity is 60,000 metric tons per year. This will ensure long-term waste management and adherence to environmental standards.
He stated that the reforms undertaken by the Housing and Environment Department demonstrate financial discipline. Debt-free institutions are a clear example of this. Development has been linked to responsibility. Resources have been used judiciously. Citizen-centric reforms have been prioritized in all schemes. Digital services have increased convenience and transparency. Service delivery has saved both time and cost. Citizen trust has been strengthened. Industrial investment and job creation have received equal attention. Local opportunities for youth have increased. The state's economy is strengthening. Naya Raipur is becoming a hub of development. The protection of natural resources is being ensured. Naya Raipur Atal Nagar has emerged as a living example of all these efforts. It has gained recognition as a debt-free, investment-friendly, and future-ready city.
The achievements of the Housing and Environment Department establish Chhattisgarh as a financially capable, investment-friendly, environmentally sensitive, and citizen-centric state. Raipur . The winter session of the Chhattisgarh Legislative Assembly commenced on December 14th, marking the 25th anniversary of its establishment. On this occasion, a special discussion was held on the Anjor Vision Document 2047, in which Pandaria MLA Bhavna Bohra participated, presenting several important topics before the House. During this discussion, she highlighted the long-awaited demands of the Pandaria Assembly constituency and its surrounding forest areas, and stated that district-level facilities should be expanded to every village and block, which will boost the state's rural development and economy.

Bhavna Bohra said, "Today we are all witnessing a historic moment that will be etched in our state's parliamentary history for centuries to come. Today, December 14th, marks the conclusion of our Legislative Assembly's silver jubilee year, and we are celebrating its foundation day. The first session in the new Assembly building on this occasion marks a new beginning, a new call, and new energy." This first day of the winter session is historic in itself, and under your chairmanship, the theme chosen for this day will not only ensure the direction and pace of Chhattisgarh in the coming decades, but also present a vision of a new and vibrant Chhattisgarh. Today, as we sit in this august House and discuss Vision 2047, I want to remember Atal Bihari Vajpayee, who rose above party politics and took a decision that was based not on political gain but on respect for public sentiment. I salute Atal Bihari Vajpayee, the creator of this state, and every voice dedicated to the creation of Chhattisgarh. Thanks to whose vision, we now exist as a separate state, capable of enacting our own legislation.

Bhavna Bohra said that when we became a new state in 2000, the situation in the state was extremely challenging. There were deaths due to hunger, migration, and the image of a sick state prevailed. There was no education, no health, no security, no roads. There was darkness, fear, violence, and chaos everywhere. However, under the leadership of former Chief Minister and Assembly Speaker Dr. Raman Singh, when the Bharatiya Janata Party (BJP) government ruled the state for 15 years, Chhattisgarh moved from darkness to light and from sickness to development. During these 15 years of good governance, Chhattisgarh experienced rapid development. Interest-free loans were provided to farmers, crop yields increased unprecedentedly, and paddy procurement increased from 5 lakh metric tons to 70 lakh metric tons. A scheme was implemented to provide rice at Rs. 1 per kg to 5.8 lakh poor families, ensuring food reached every poor person's plate. By passing the Right to Food Bill, Chhattisgarh became the first state in the country to give the right to food to every poor person. The power generation capacity was increased from 4,732 MW to 22,768 MW and Chhattisgarh became the first state in the country with 'zero power cut'.

He further stated that over 40,000 schools, numerous colleges, and 10 medical colleges were built in the state. National institutions like NIT, IIT, IIIT, IIM, HNLU, and AIIMS were established. The state budget increased from ₹9,270 crore to ₹94,775 crore. A DRG battalion was formed to recruit 100,000 soldiers to combat Naxalism, and the DMF was established in 2015 for the development of mineral-rich districts. At the Rajyotsav program, our illustrious Prime Minister Narendra Modi also described this decade and a half of contribution as a remarkable achievement, a moment of pride for all of us. Today, we are 25 years old in young Chhattisgarh. This is an opportunity to build the future. Under the leadership of Chief Minister Sai, our young Chhattisgarh has documented its future policy. 'Chhattisgarh Anjor Vision 2047' is not just a book, but a pre-written treatise on the coming golden era of Chhattisgarh.

MCB . On November 1, 2000, Chhattisgarh emerged as a new state on the Indian map. Carved out from Madhya Pradesh, this state has not only forged its own identity in its 25-year journey but has also established several new paradigms of development, social justice, and good governance. Rich in natural resources, rich in tribal culture, and predominantly agricultural, Chhattisgarh's journey began with challenges and reached a state of confidence and achievement.

State Formation and Initial Challenges:

At the time of state formation, Chhattisgarh faced numerous challenges, including weak infrastructure, a limited industrial base, a lack of education and healthcare facilities, and the challenge of Naxal-affected areas. Rural and tribal areas were devoid of access to roads, electricity, water, and administrative facilities. Consequently, the government's primary focus in the early years was to establish a robust administrative structure and expand infrastructure. The vision of a new capital, Nava Raipur (Atal Nagar), the reorganization of districts and tehsils, and the empowerment of panchayats and urban bodies laid the foundation for development. Through decentralization, schemes were delivered to every village.

Agriculture: The backbone of Chhattisgarh's economy:

Chhattisgarh is known as the "rice bowl," and agriculture has been the backbone of the state's economy. Over the past 25 years, the expansion of irrigation projects, improved seeds, agricultural mechanization, and farmer-friendly policies have made farming more productive and profitable. Systems such as paddy procurement at the support price, digital registration, and timely payments have provided farmers with financial security. This has not only increased farmer incomes but also given a new impetus to the rural economy. Today, Chhattisgarh's paddy procurement system is seen as a model across the country.

Tribal Development and Social Justice:

The soul of Chhattisgarh resides in its tribal society. After the state's formation, special efforts were made for the all-round development of Scheduled Tribes and Scheduled Castes. The distribution of leases under the Forest Rights Act, hostel and scholarship schemes, and health and nutrition programs have all strengthened social justice. Self-help groups have played a historic role in women's empowerment. Millions of rural women have become self-reliant by engaging in economic activities and have become pivotal to rural development.

Changes in education and health:

Chhattisgarh has made significant progress in the field of education. New primary and secondary schools, colleges, ITIs, and universities have been established. Navodaya, Eklavya, and Atmanand English-medium schools have provided access to quality education to children from rural and underprivileged communities.

Health services also saw a major transformation. Facilities expanded from primary health centers to district hospitals and medical colleges. Special attention was paid to maternal and child health, vaccination, malnutrition eradication, and emergency services.

Industrial Development and Infrastructure:

Chhattisgarh, rich in mineral resources, also established a strong industrial presence. Steel, power, cement, and aluminum industries boosted the state's economic strength. New sectors such as micro, small and medium-sized enterprises (MSMEs), food processing, and IT also received a boost. The expansion of roads, railways, electricity, and digital connectivity accelerated development. The reach of electricity and roads to every village provided a new impetus to education, health, and trade.

Light of development in Naxalite affected areas:

Naxalism has been one of Chhattisgarh's most complex challenges. However, the government has made a significant difference by prioritizing development alongside security measures. The expansion of roads, mobile networks, schools, and healthcare facilities has brought hope to areas once gripped by fear. Development and dialogue have paved the way for peace.

Good governance, technology and transparency:

Over the past 25 years, Chhattisgarh has also taken significant steps towards good governance. Initiatives such as e-governance, online services, public darshan, and timely service guarantees have brought administration closer to the public. Transparency and accountability have ensured that the real benefits of schemes reach the people.

Cultural identity and Chhattisgarhi identity:

Chhattisgarh's folk art, dance, music, festivals, and language received state-level patronage and promotion. This cultural renaissance became a symbol of development, as well as identity and pride. The state proved that modernity and tradition can coexist.

Youth, employment and future direction:

Today's Chhattisgarh is a young state. Skill development, technical education, and self-employment schemes have opened up new opportunities for youth. Opportunities are rapidly expanding in sectors like startups, digital services, and green energy. In the coming years, Chhattisgarh can emerge as a new hub of knowledge, technology, and sustainable development. Chhattisgarh's 25 years are not just a timeline, but a transformative journey, where struggle led to determination, and determination led to success. This development is not limited to buildings, roads, and statistics, but is reflected in the prosperity of farmers, the rights of tribals, the self-reliance of women, and the dreams of youth. At this silver jubilee milestone, Chhattisgarh looks confidently to the future—a future that is inclusive, sustainable, and bright. This is the greatest achievement of 25 years and the strongest foundation for tomorrow.
